Reorganization Blues

As with any reorganization, there are hiccups, stalls and mistakes made before everything is "right-sized." This one is no exception:
  • CAPS Offices weren't hit hard enough. CAPS is dead and everyone knows it except Daley. It needs to be euthanized.
  • Commanders' Staffs were overdue for a trimming. Ticket Clerk? These spots should have been automated 10 years ago. Liaison Officers? The aldercreatures already have the Commander's phone number - they made the Commanders for pete's sake.
  • The Lockup and District Desk spots will be the mistake of this reorganization and should have been determined on a case-by-case basis. Areas handle double the prisoner loads of any District. Some Districts handle triple the walk-ins of other Districts. It's a crap shoot.
We're probably going to see more than a few retirements over this, too - not a big wave, but a noticeable number.

We're also going to see some creative attempts to get around sending certain people out on the street. A "Quality of Life Car?" What the hell is that? We don't know either, but we've heard tell of one starting up.

Has anyone heard about downtown or the Units giving up spots?

Scale back on the re-org consultants.

Less purchasing... if it hasn't been ordered yet, CPD's not getting it.

That's what I have heard so far and I hear it first hand from my chick who works for HQ

I just heard Eddie Burke is finally going to give up his multi-million dollar security force that have essentially been caddies and dry-cleaning couriers for the past two and a half decades. Not only that, he's giving all the salary money back to help refill vanishing pensions of city workers. His personal squad alone will be able to man an entire watch. What a guy! See! Note: Old guys are too smart to get stuck on the desk. It is a lot harder work than most people realize.

District Commanders and W/C's should be the one who determines on how many P.O.'s to put at the Desk not some Boss from Headquarters who does not have a clue on what is going on at the District Desk.1 P.O. doing radio's and trying to find cars to be used and 1 P.O. trying to do A&A's and do the scheduling for the next day Etc Etc.Who is going to be handling the Citizens who come in for a report and need Help.Going to see a lot of Angry P.O.'s working the Desk and hitting the Medical. This is going to be interesting!

Just unbelieveable. Yes, I do work the desk. Put me on the street? Okay, no problem. BUT.....the amount of work the desk crews have to handle on the 2nd/3rd watch has doubled. The watch secretarys' work has tripled. An inside job (the front desk) "ain't" what it use to be. At least out on the street I can drive away from the idiots!
Whoever thought this shit up hasn't been in a district in a long time and doesn't give a shit.
Just doesn't make sense BUT make sure those "special" units have more than enough people. "F" the districts...desk and beat cars as well!

No big suprise there. As they say when seconds count, the cops are minutes away. With less police on the street, the time till they actually arrive will get longer.

Like I told my fiancee when she got her gun, we have fire extinguishers, first aid kits, and firearms. We know how to use all of them, and hope that we never will. But it's better to have it and never need it, than need it and never have it.

I wouldn't be surprised if a CPD "Quality of Life" car is what the NYPD calls a "conditions" car.

Each of the 76 pcts. has one. Officer Dillon Stewart and his partner were assigned to a "conditions car" in Flatbush Brooklyn (70th Pct.) when he was murdered in an exchange of gunfire.

Just shuffle some cards, repay the favors owed to the pols, punish the exempts that tried to get it right, and put younger, frightened LTs into exempt positions with a new car and a District or Area and just do what they're told! they always find ways to take care of their people , look at the 016th district , about 6 p.o.s on management on midnights but they all work a monday-friday 9-5 burglary car, nothin like padding the numbers of p.o.s who supposedly are on 1st watch, i guess the well being and safety of the p.o's doesnt matter much huh?

They already are hiding the 3rd watch W/S in our district. Giving out radios is a desk spot so that's not going to be justified.

Not putting names on the sheets when someone is working is falsifying a police document. I hope the boss is ready to take the fall for that.

Don't forget that the dept now has an activity report so when they don't hit the street, the dept WILL KNOW because activity is ZERO.

Well I sure hope that at least 75 grievances get filed today by the dumped watch secretaries, and any desk bid officer should also be putting in that grievance. These are spots in the contract, if you just let this go, the next contract will not have these spots covered.

Get rid of the crappy 06 cars in 011. These pimps run around putting everyone on each others arrests and then brag about how many arrests they have to everyone!!!!

District always in a back log and they never step up to answer any jobs! Oh, the might take all the sellings but who gives a fuck they are all crap calls with no descriptions.

Better yet, At the most there might be three rapids available, THREE!!!!! Usually there is one or two. How come these NINE 06 guys do not get placed on beat cars or rapids to answer calls!!!

Hell, there are days when there are no rapids and the 06 cars are manned. WTF!!

Possibly four or five times in the last 4 months the wore uniforms but still used the 06 call sign so they did not get any calls. Whats the point?

You can blame the City and upper brass for not hiring people but there needs to be some blame on district commanders and supervisors for shit like this going on all around the city

I worked the afternoon desk in 023 for a couple of years, hated it, but the hours worked better for my side job....
With the amount of walk in traffic that that dump gets on a daily basis, not just during cubs shit, or weekends, I mean daily, you need a cople of good bodies, people who could kick out reports, not the former civilian aid who would need two hours for an accident report....
The DC and the WC at least understood we needed bodies, and never begrudged us an extra person, but the kick was no one wanted it because the job sucked, there was no reason to do it, so we basically got the guy who needed a early start, and thanked him for helping out....
Downtown will never understand what it is like dealing with citizens until they go out and see what the desks do....

Someone ought to look at the sheets and realize that the house-mice are simply being tucked away, and its BS. It makes no sense to cut inside spots to make more....inside spots. I can piss in a cup and call it lemonade, but in the end its still a cup o piss.

Ive work in area 2 and am in all the districts prettyfrequently I have seen on several occasions the desks get so busy that they have to call in a car from the street to help with the walk ins. no matter how the city trys to shuffle the deck we just dont have enough manpower. Back each other up, stay safe, take your time write the reports and go home safe.

Many years ago when we didn't have a watch secretary that stuff was done by either the desk sgt. or a p.o. on the desk and it consisted mainly of completing the A&A's and doing the next days work sheets. It took maybe a total of 3 hours of work. That was when things were much simpler than they are now. Because this department has gotten so bloated on missions and event numbers etc. the watch secretaries job now consists of A&A's,the next days sheets, filing time due slips and marking them in the book,balancing day off groups,correcting almost everyone's furlo slips(less than 20% ever get them right without help),printing out D.O.C. sheets and then entering the activity the next day,entering streaming videos viewed by roll call,scheduling and keeping track of in service training,weapon qualifications etc., going through the court notifications for the Sgt.s and the list goes on and on. It is every bit of a 6 hour job now and to think that a desk Sgt. or desk officer can do this in addition to the multitude of things they're already required to do is ludicrous. 1 desk Sgt. and 2 P.O.'s can't possibly still do everything they've been doing and assume the watch secretaries duties also. It simply can't work--there's only 8 hours to do about 12 hours worth of work. The ones that will suffer the most will be the public when they can't get their phone call answered or they have a lengthy wait to walk in and make out a police report. Maybe we should do like the suburbs do when a citizen comes in to make out a police report they name check them and sit them in a room while they call a car in off the street to do the report. Dugan I applaud you trimming the dead weight from the commanders offices and C.A.P.S. but you were wrong to trim the desks as tight as you have. Something will have to give.

3rd Watch (Watch Secretary) in 014 in Lockup..cant hit streets??

I heard the 2nd Watch had their doozies too..people called in and held down for almost half the day to do their old jobs..one was in CAPS, and the other..(2) traffic cars, and one of them was a two-person car. At least the one of the ladies hit the street on the busiest beat, and was making some stops..granted she was working with another guy, but she was out there working.

If the guy in CAPS is so indisposable, then why did they let HIM go, and not someone else?

Heard 025 isn't going to bow down either..so I guess this was all for not.

I can't wait for the Boricua Fest in a couple of weeks..heard they were serving beers in the park, and they are getting an extra day (Monday)..whos the genius??

I guess Beluga Boy should not have given the tact secretary the axe so quick, to save his assistant..Can't wait to see all of their thumbs in their ass...Who will run the show..Lucio? hahahahahahaha.

I don't work the desk, but I know they put up with more B.S. and do more work then 99% of all the nonsense spots each District has, such as liasons, burg cars, homeless cars, quality of life cars, and numerous detail cars.

Let's not forget all the useless caps spots.

Let's hope we get some Dep Sups one day that have a clue on how Dists operate. Either they don't know, or they don't give a f*ck.
Either way, they are making an already drained Dept worse.

They want help for the beat cars, which is great, but don't chop the desk crews. Take some of the 10 yr wonders on these nonsense cars and have them work a beat and help out the working class of the C.P.D.

It seems like Daley and his minions are hell bent on completely destroying this job, starting with the Patrol Division, where the least clout-heavy reside. His CPD brass, along with J-Fed's "think tank" keep trying one ridiculous strategy after another. Each on its own is enough to bring the Dept. to a halt, but as usual. we at the bottom figure out how to make it work somehow no matter how hard they make it. Frustrated, the Brass has to come up with another plot even more insane and out of touch with reality. Why don't they just disband the patrol division? We can be one big mobile strike force! I guess I shoudn't even joke, the "think-tank" might take it seriously.

That means a watch commander will actually have to earn the $110,000 a year salary. Gosh! That is really bad to make captains work. I trully feel bad that a police captain must complete reports and AA and work sheets. No more time for crossword puzzles. Holy cow, batman!

16th district is a very busy district. The desk crew is constantly busy with numerous citizens walking in to make reprots. You have no idea how busy 16 is. And the amount of service calls and crime is really climbing. We need help!

You're all forgetting about the Auditing Crew that went out to the Districts to Spy and report back to HQ about who has what, and who can do with out what. Amazing how A.S., a certain politcian's neice who couldnt run a district; and instead of being demoted, was moved to HQ to head up the auditing and internal control. She was responible for sending these people out. Un real! Guess this reduction wasnt good enough for her when she was commander of a district, had a ridiculous amount of inside staff, hidden staff, and couldn't help but run the district in to the ground while crime increased.

Nothing wrong with a burglary car, but when the BS is happening at 1AM I'd rather have the on duty police handling it, not have to go to the alley in my bunny slippers and confront some jagoff.

Unit 192 got rid of 7 po's, the oldest on the roster and brought in 10 po's from districts. Lushes Gushes doing what she is known for at her big attempt for the command spot and dumping people so EB can bring in his people, 4-5 year wonders who belong on the street. People close to retirement and she sticks them in the 3rd District when there are po's all over WHO HAVE NEVER WORKED THE STREET and only have 5 years on. What's MORALE?!

J-Fed just gets done telling the District Commanders that they "run their districts" And then Emperor Dugan issues his edict at 1700 hrs on a holiday weekend... pretty cowardly move from a supposedly "stand up" boss? The only standing up he's done in the past 5 years is after licking shortshanks boots.

There is absolutely no leadership in this Department, and I can think of only two or three natural leaders left on this job capable of fixing it... trouble is they're waiting for the next contract and the 55 and bye bye clause, and then we're really fucked.

Well I sure hope that at least 75 grievances get filed today by the dumped watch secretaries, and any desk bid officer should also be putting in that grievance. These are spots in the contract, if you just let this go, the next contract will not have these spots covered.

You should first read the contract it says Watch Secretary is at the discretion of the employer so sorry it's not a grievance I wish it was

Many years ago when we didn't have a watch secretary that stuff was done by either the desk sgt. or a p.o. on the desk and it consisted mainly of completing the A&A's and doing the next days work sheets. It took maybe a total of 3 hours of work. That was when things were much simpler than they are now. Because this department has gotten so bloated on missions and event numbers etc. the watch secretaries job now consists of A&A's,the next days sheets, filing time due slips and marking them in the book,balancing day off groups,correcting almost everyone's furlo slips(less than 20% ever get them right without help),printing out D.O.C. sheets and then entering the activity the next day,entering streaming videos viewed by roll call,scheduling and keeping track of in service training,weapon qualifications etc., going through the court notifications for the Sgt.s and the list goes on and on. It is every bit of a 6 hour job now and to think that a desk Sgt. or desk officer can do this in addition to the multitude of things they're already required to do is ludicrous. 1 desk Sgt. and 2 P.O.'s can't possibly still do everything they've been doing and assume the watch secretaries duties also. It simply can't work--there's only 8 hours to do about 12 hours worth of work. The ones that will suffer the most will be the public when they can't get their phone call answered or they have a lengthy wait to walk in and make out a police report. Maybe we should do like the suburbs do when a citizen comes in to make out a police report they name check them and sit them in a room while they call a car in off the street to do the report. Dugan I applaud you trimming the dead weight from the commanders offices and C.A.P.S. but you were wrong to trim the desks as tight as you have. Something will have to give.

You must work the desk as I work in the Cmdrs office but you are wrong my friend we do as much work as you do. So please I'm not bitchin about your job so please don't say things about mine that you have no knowledge of.

And this bow-tied insignificant piece of dirt Vance Henry hates the police. Seeing him on the elevator at HQ made me want to vomit. How many P/O's could be hired if they city shit canned Vance Henry and Peter Karl Productions, which is located in Elmwood Park, thereby Peter is not required to have city of Chicago vehicle stickers for his many business "filming" vehicles.

Peter makes a ton of dough with this CAPS crap and crime watch crap. Peter does not have to live in the city and pay personal real estate taxes. The real estae taxes for his residence and his business go to a suburb, but the money comes from the city of Chicago taxpayers.

Nor do his employees have to live in the city or buy Chicago vehicle stickers. Every dollar going to Peter Karl Productions leaves the city and does not return. All we get his his crummy videos.

I am sure there is another production company within the corporate limits of the city of Chicago that would be more than happy to take over. Hell, I got a video camera. Fuck Peter, I can make cheesy videos too! Where do I sign up?!

Nothing will change....those people will never hit the streets. I'll still be working 99 on third watch while they have a cd car up, a business liason car, bicycle patrol....etc. No I am not a beefer and won't file a grievance cause if I do I will never get any time off and will get jacked around. I like my car and if I can't handle a job I request another unit and wait for them. Say what you will....blaa blaa blaa.

Gents, this should give you a clue as to how illegitimate this department is. If you read the order, they dictate a reduction in the desk crew while at the same time asking for a REVIEW of the CAPS office procedures to make sure everybody is working effectivly. That says it all right there. They will not touch CAPS but they WILL reduce the amount of officers on the desk and in the commanders office. Now before you get your panties in a tightwad, let me tell you this. I have experience in all three venues. As far as the desk goes, in the typical station there are times they sit around and BS and there are times they work their ass off. But you need all three Officers plus the Sgt. They have been tasked with doing far more today than they ever did before. As far as the commanders office, they now spend a HUGE amount of their time responding to aldermanic requests, CAPS nonsense, requests for some BS from downtown. It's all BS but it has to be dealt with. Eliminate all the nonsense and PERHAPS a reduction there might be in order as well. As far as CAPS, 90% of what goes on in there is NOT police related. You could eliminate almost the entire staff and nobody would notice a thing. What does a senior citzen Officer do? What does a Domestic Violence Officer do? The answer is nothing special. Think aboiut it. You take a report from a victim of DV. Where does it go and who investigates it? It goes where the rest of the reports go. To the detective division. They conduct the followup investigation, not the DV officer. So what then does the DV officer do? What useful purpose does he/she have? The CAPS office is simply a hiding spot for those that are connected or are afraid to work the street. And yet they will not take a hit but the desk will! Doesn't make any sense to me.

News flash, 12:10, never said the watch sec. was a bid spot. Look at the contract, it tells what spots can be filled without bids, and watch sec. is one of them, it also tells how many spots are "allowed" in caps and the d/c's office. The brain trust IS violating the contract.

And who do you think handles all the traffic accident reports, that if driveable are automatically sent to the desk? And the victims of even serious crimes that get tired of waiting hours for a car to show up? I know the cars are extremely busy and can't be everywhere, but more and more jobs are being sent to the desk. Its a fact. This should also be a safety grievance by any PO that is on a desk alone. Alot of people who have never worked the desk are commenting about what they know nothing about.
