Here are Some Ideas

Typical Department mentality - ask a bunch of bought and paid for double-and-triple "merit" appointees how we're going to raise morale, do police work and inspire the troops. Never the street guys and gals who might actually have some real insight into what the problems are.

Here's a few free suggestions they're welcome to steal since we're sure they didn't come up with anything original at Wednesday's meeting. We'll skip the obvious ones like more manpower, running cars, operational computers - those are fantasies we aren't going to see any time soon.
  • Define "merit." We know they won't, but it'd be nice to see what it actually entails and how low people are willing to stoop to get it;
  • Get rid of the District missions. They accomplish nothing except to bury us in backlogs;
  • Revamp the call taking system. Step up to the plate and be willing to tell the morons who call about their child "disrespecting" them it isn't a police matter - it's a matter of you being a fucking parent;
  • Same thing with anonymous disturbances involving nonsense;
  • And landlord tenant crap;
  • No affidavit, but officers are still identified? And it stays in your jacket as "not sustained" for 7 years? What a pile of crap. No complainant, no investigation, no identified officers. Fix it;
  • SPARs going up the chain in pencil with a "recommendation," then back down the chain with what a Deputy Chief will approve, then back up the chain with the agreed to penalty? This seems to be an end-around the schedule of penalties;
  • You want impounds and revenue generation masquerading as police work? Open up the OT opportunities again. We remember getting two and three appearances a week at impound court. When the opportunities dried up, so did the impounds. You get what you pay for;
  • Lose AIRA and Automated Arrest, fire those responsible for this atrocity, pay someone who knows what they are doing to create a system that doesn't take three times longer to fill out on a computer than it does to write paper.
And that's just for starters. Implement even two of these and someone will go down in history as the greatest boss ever.

Exactly what I said SCC. They're all bought and paid for, and he's going to threaten them? With What? Paper Cuts? Indian Burns? Ridiculous. He know's and they know the dept is dangerously starving for regular police officers and not one of the big bosses has the balls to say it. The maniacally mentally ill mayor runs around babbling like an idiot about the next new criminal incident involving his staff or family every other day and says nothing about the state of high crime and low protection the citizens are facing every day. The news stations are airing pictures of police posing with tourists in downtown bars because that is the biggest crime they can find. Lord help us. Because he's the only one that can at this point. Dugan need's a meeting with GOD.

the Department is actually in the process of doing dome of those issues that you are talking about? How did you know they're not doing it or working on it SCC? May be not fast enough but they are doing it...

#1- 911 and 311 calls are being studied as we speak to ease the non essential calls being dispatched.

#2- federal funding will assist in hiring more police on the streets; it might take a year to see 250 or so being hired but it is on the process...

#3- overtime will be available due to federal funding and I am hoping that some of the aggressive officers who have 20-40 years on the job will participate on stopping the crime rather than just signing up for the money and acting like spectators ....

#4- Yes; I am a police officer, a darn good one, love my job and hate to see Other PO's getting screwed for anything!!! But it never was ' do your job and then I'll do mine!!! Never!!!

Encourage each other and back each other up... This issue was never about morale... It's about safety in numbers when you are on the job answering calls left and right.
I say get your priorities straight... It's all right to vent... This site is great to do JUST that! But please don't you ever take that mentality to the job!!!

Get rid of District missions?
I disagree with you on that one SCC.
Crimes of the past are not the crimes of today, just by regular patrol sometimes you can't get what you want, not even with gang/tact. Backlog? Ur always in a backlog so now you TTY to clean upba few blocks here and there which makes it easier on the beat car later on. You say: they come right back out? Well lock them up again!!! That easy... They move to another corner? Do another mission and getvthem the heck out of there too; we've been doing it,,, it's working,,, you just have to be the police!!!

In Mid April the Department hired a consulting firm to look over the programming aspect of the softwares that are currently in use and they ate doing a 90 day study. I believe they selected two or three districts to also survey the administrative part of the daily operations, I am thinking that's along the same lines that most of us want,,, better technology that doesn't break or is time consuming... Who knows where will this lead us to!!

Nine 'missions' last night in 014. WHen the hell does anyone have time to accomplish some 'mission' while running from a job on Division to a job on Diversey?

If we really put these cars DOWN on these missions, the districts would burn themselves down in three nights, for lack of police response to calls.

Smoke. Mirrors. Pray for rain.

I saw 2 good ideas this week at SCC.

The first was putting M-plates on all of the exempt vehicles. This would save the City money and help prevent abuse of these take home vehicles.

The second was putting all of the inside sworn personnel into uniform, including those in specialized units and CAPS offices. This would increase the number of perceived police officers on the streets.

Go for it J-Fed!

When a sworn affidavit is not signed, the finding is "unfounded", as opposed to "not sustained".

...but I agree with you about identifying the officers. They should not be identified if the affidavit is not signed, period.

kind of off topic but a fact

the city (specifically iad) is counting your log #'s (complaints without sworn affidavits) as CR #'s. they have a database that lumps all these complaints together in violation of state law and our contract. even worse, they have begun to disseminate this information to outside sources. damage is being done to the careers of good police. recently a # of officers have been able to obtain these records. this is a fact! be careful out there and beware that your log #'s are being counted against you too!

Get rid of automated arrest? I can fill one out, clearer and more concise with less chance for error in not that much more time for a paper arrest.

People had the same complaints with automated inventories. You don't see those complaints anymore.

AIRA will be the same as soon as the bugs get fully worked out.

#1- 911 and 311 calls are being studied as we speak to ease the non essential calls being dispatched.

**Train the call takers for God's sake. They make thefts "Burglaries" so we have to respond. They know how to skirt the system.

They really ought to do something about the "fake man with gun" calls. If someone reports it anonymously, their name should be revealed when it is found out that they lied so they can be arrested!!!

No offender on scene, no need for the police to respond.

Will never happen. Oh, the study will go through and even if it shows that too many non-related police calls, IE: baby momma drama, 12yr old "disrespecting"momma, the powers that be will shoot it down for fear of upsetting the store front reverends.

#2- federal funding will assist in hiring more police on the streets; it might take a year to see 250 or so being hired but it is on the process...

I hope so, but let's hope that the money does come through. A promise of money is way different then getting it.

#3- overtime will be available due to federal funding and I am hoping that some of the aggressive officers who have 20-40 years on the job will participate on stopping the crime rather than just signing up for the money and acting like spectators ....

So all this federal funding you speak of.......I hope you are not referring to the stimulus money that the city will be getting. If so, that money will be doled out according to ShortShanks and in order of importance, the police rank dead last.

#4- Yes; I am a police officer, a darn good one, love my job and hate to see Other PO's getting screwed for anything!!! But it never was ' do your job and then I'll do mine!!! Never!!!

Wooooooh there sparky. You might injure yourself patting yourself on the back like that and then you would have to hit the medical. Gosh, if you do that you might be called a dog or a medical abuser.

This issue was never about morale... It's about safety in numbers when you are on the job answering calls left and right.

Ah, no. The issue is and always has been morale. I take it you are one of those 3 year wonders who still wants to be running and gunning. Good for you. But don't belittle an officer who has more time and has been through more, both good and bad, on this job.

I wonder, has anyone ever done a study on these doc missions to compare the number of dispersal's vs the number of arrests linked to a dispersal order. All I ever hear is, "Squad, give me a dispersal number for 2 for gang loitering."
I never hear the follow up, " Squad, taking 2 in for violating a dispersal order."

We can tell you with absolute certainty that he was a worthless blowhard when he worked out here in 024. Glad to see the Supt. saw this drain on the CPD budget as a 'diamond in the rough.' We've been laughing over Pete's new 'job' here in 024 for past week, it's just too funny to describe, but with the Dept.'s budget being so bad, if Weis's adding to the big jobs on this Dept. is allowed to go on uninterrupted, it just goes to show you that Daley is completely full of shit.

To the poster hoping that the 20-40 year veterans would start fighting crime when working special and not acting as spectators a big Fuck You!
The officers with this ammount of time on have seen the worst of this department over many years and are tired of getting hosed. They'll soak up that special as you would if you had that kind of time on.
To the crybaby wondering if anyone with less than 15 years on could ever get special employment shut up. Seniority is the one thing that everyone gets in due time in this department. If you ask all the 20 to 40 year vets who are getting special employment now they will tell you that for the majority of their careers they were unable to work this type of special employment because it didn't exist.
Leave special employment alone and quit limiting the ammount of days of any one type that an officer can work in a month. By imposing these limits you're trying to cater to these no time on the job crybabies who in due time will have the seniority to work whatever they want. For now lump it and bide your time.
