Smoke

Still waiting for the mirrors:
  • Big meeting with Tact Lts & Sgts by Jackson, Dugan, etc. From here on until further notice, my sgt told us, all tact, midnight tact, mission teams, GEU, gun teams, everyone will be working in uniform so the public perceives more police on the street. The bosses admitted to being about 500 cops down from authorized strength and they're afraid of a spike in violent crime. They told the supervisors that homicides and shootings were either even or a bit down from last year and they want to prevent the spike.
    And this will accomplish what? My sgt said he thought they were going to "take the gloves" off and let us be the police. Oh well, more smoke and mirrors on the horizon.
Does anyone else get the feeling that part of the reason we don't have a contract is because the Department is scared shitless that once it's signed, we'll have 200 retirements the next day instead of over the next four months? There's no way in hell they can absorb that manpower hit with the summer months coming on.

In any case, this 90 days in uniform? Rearranging the deck chairs. Again.

If the contract scenerio is correct it will only get worse. Sooner or later the contract will be signed and in the mean time there is always the chance that the officers will leave and get there raise? in a retro cheeck. Thats the way its been done before.

i was on tact for years. i honestly got sick of putting on plain clothes or getting some new clothes to supplement the ones i took for work. i rather just throw on a uniform. i also think this is a lot safer for the tact units. if you think wearing plain clothes is a perk - you are mistaken.

Right out of Dugan's mouth....there will be NOBODY (except the politcally heavy of course) going to a Unit, (outside of TRU/MSF - of course) unless that Unit is giving a body for a body.

He is worried about the Taste, the 4th and all of the summer events.

Donahue said that we are "officially" under 13,000 members for the first time, and that the FOP has never seen the city THIS low on manpower.

Look for the retirements and the IOD/Medical cases to increase, and not just the dogs either. Those that still work will be getting their asses handed to them this summer, the savages are out of hand, the weather has not even gotten hot yet, and once it stops raining, well, we all will be in store for a LONG summer.

Great job Richie, Jody and Danny-Boy - you're the straws that stir the drinks...way to fuck over a once proud police department.

Great....take one tool away from the guys that make the most arrests in a district. Plain clothes allows surveillence.

I am a tact LT. working in a south side dist and I have told my guys plain in simple...DO THE MINIMUM.

Everyone already knows we are the police anyway. A uniform doesn't change that.

Before this turns into "we wear uniforms, they can too" ( a sentiment which may have merit) lets remember what this really is-an attempt by the department to change perceptions held by the public. It does not mean more police, it just means the same number of officers, some just dressed differently than usual.

All of the inside people, of any pay grade, at 35th Street and any other unit, including the Detective Division and OCD, should be required to be in uniform.

This would identify them as police officers and it might require them to take police action when they are at Starbucks!

They want to be in civilian dress because they really do not want to be the police. They just want to be paid as police officers.

The defense attorneys for the two animals accused of shooting officer Valadez are smiling. Thanks to CPD braintrust for now backing their defense of an accidental shooting due to the officer being in plainclothes, rather then uniform.

How about putting all 9,000 officers in plainclothes and raise hell on these areas that lack the respect for police that those yrs back took and then ask them if they know were the police now!!!

And to those of you bringing up your jealousy issues of tact you are missing the point here and are showing everyone the other half of what is wrong with this department. Get a clue and kleenex you crybabies.

It's not about wanting to wear civilian dress, it's about being ordered to. Pick up general order 98-10-02 and read, you might learn something grasshopper:

A. Dress Requirements - Sworn Members

1. Sworn members who are authorized to wear citizen's dress will wear conservative "business" attire. Articles of clothing will be clean and well pressed, conservative in color and design and will include the
following:

a. Male Members

Suit or sportcoat with trousers, shirt, necktie, shoes and socks.
When in a police facility and not in public view, the sport coat
or suit coat may be removed.

b. Female Members

A dress; suit; or blazer-type jacket with blouse and/or sweater
in combination with slacks or skirt, shoes and socks/hose.

ALL Detectives should be returned to their Units, from outside agency Details. Many have been there for YEARS, and therefore, not investigating Chicago Criimes on their own, as they should be doing, instead they are asisting Federal Agencies, who should be doing their jobs without CPD manpower. Are any Feds ever Detailed to Englewood Patrol or Tact? Are any detailed to Area 2, 1, or to the 4th,5th, 10th,11th District? Then why the fuck do we detail our cops to them? Isn't their job to work Chicago PD, not DWA, FBI, ATF; etc? What political bullshit....

I know "Take home" cars are bashed on here alot, but if the Department wants to play "Smoke and Mirrors" why not have those Officers that are assigned to marked cars that aren't utilized by other personnel take them home or to a City facility near their residence? Driving to and from work in a marked car will definitely give the perception of more Police (and cars) on the street. And yes, I am in one of those Units but could not take the car home in that I drive from my part-time job to work.

Not only should all of the inside pukes be put into uniform during duty hours, they should be informed that they cannot wear a non-uniform jacket, shirt or sweater when they head off for their long lunch.

When on-duty they should be readily identified as police officers.

I left Tact/Gangs about 2 years ago. There was absolutely NO benefit to working that anymore. No reward, bosses don’t care, too much of "You got the gun YESTERDAY, what did you get me today?"

Ask yourselves, Tact / Gang kids... why do you do it?

I’m back on a beat car, 3rd watch. Every court date is on overtime, so financially, I'm ahead. My Sgts are better. Rotating shifts consist of a 1500 start, or a 1600 start. Schedule works out better for family time or side jobs. I’m appreciated more. WAY, WAY less stress and bullshit. Handle the radio, hand in a parker at the absolute minimum. Coming from Tact / Gangs, I think you can figure out a way around a 30 min lunch. It’s not bad at all!

AMEN. SCC this is a perfect time to bring this up. While our command staff is insinuating that WE are responsible for our brothers death, it is very important to remind officers that our command staff got on TELEVISION and basically said that the shooting of officer Valadez was potentially accidental because dude's were getting retaliation on one of their own peeps. Well, thanks for giving the defense a freaking out command staff.

If it was "dumb luck" that we caught the offenders what do you call giving an opinion publicly on why some dumbasses shot a police officer? Is that what they told you? And that is plausible because they are just lost boys?

P.O. Valadez did not look like anyone in the neighborhood that dudes were looking to retaliate on. If they were shooting at the person Valadez was interviewing then they still KNEW he wasn't a gangbanger and was a cop. THey know who is a cop and who is a gang banger.

What about that SCC? What about command staff blaming their troops for creating a situation that caused an officer to be killed - while we are still mourning his loss - while giving the defense a great way out of having to take full responsibility for KILLING A COP.

All we have to do is watch the news be played in court and have the defense say - it was the belief of the command of the CPD that this was not an intentional shooting of this officer....
Yeah the jagoff will still go to jail but it won't be for the right thing. Thanks command.

To the poster who was bitching about tact wearing earrings, beards, etc... Yeah, it might not look so professional to not be clean shaven and clean cut, but what's the point of tact if you look like the police? Seriously. Sounds a little bit like jealousy to me. Put a To/From in and get on tact. It's not really about being comfortable wearing jeans and t-shirts to work. It's to try to blend in. Sure, the shithead might figure out you're a cop when you get up close on him, but from half a block away it's almost like wearing camoflauge, it throws off the offenders for even a brief moment just enough time to nab him. So I disagree about having tact in uniforms. Tact is tact for a reason. When search warrants and numbers decline, you bet yer ass that the uniform will go away. It's been this way for decades and my prediction is it won't even last the 90 days they're calling for it.

Why don't they just park their cars sporadically throughout designated hot spots or zones, and leave them there overnight, and take the bus home for free, because they're in uniform? That will really trick the public into thinking there is a bigger police presence. Pulease.

Its not political bs, its called task forces. Some cases overlap state and federal crimes. Granted task forces are only as good as the officers and agents assigned. But a good combination of experience and resources can take an investigation a long way. We go there because federal trumps state. And they usually have more space to accomodate the bodies.

Recall the two po's in uniform and one plain clothes guy from SOS who are all doing heavy time for a home invasion. Perception don't mean a thing.

You hear about, I not going to do much, just going to do the minimal, I SAY DO THE OPPOSITE. Be aggressive, go out there and make arrests, give no one a break.

Go out make an arrest and be tied up in the station duing all the necessary steps. If everyone did this every time after roll call, you would have a line of officers at the station waiting to get their prisoners processed. The districts would shut down , unable to service calls as everyone is in the station with an arrest. That would remove the smoke and show how limited our resources really are.

Plainclothes from a distance could be anything. Could be a guy getting out of a bull shit gypsy taxi or half assed limo service. They don't know you're from the police from a distance. How about covert cars?? Can't really be covert in a uniform now, can you?? And to the moron who posted that you get get the same arrests on the watch, I would beg to differ. And you probably never were on tact because you would know that the dispatchers still give you jobs. Oh, I'm sorry, you probably are tact in some slow ass district and are the reason why we're going to uniforms anyway because you do no police work and have to be babysat.

I work in a unit, but it is time to disband TRU, GEU, MSF, send us back to the districts where we have cars and computers. Slow districts will have 3 tact teams and give busy districts will have 6 or 7. Give me ten working PO's, and I can conquer the world.

You can be in full uniform and if you hang on the block long enough, they go right back to what they were doing before you got there. I've never seen them not. It's just like the "double-back" on a kid who bails out of a hot car.

Are you serious?? I worked gangs,did the surveillance in coverts, all that stuff.

You work a district long enough ALL the players know you, they know your walk,your talk,your play.

You are NOT undercover as a tact officer. The boyz are WATCHING for YOU. They smell the po po way before you know they are out.

That is their job

You used to be able to do some long term investigations, cross district lines and sometimes city boundries(with boss approval), but now it is simply a numbers game. Has been for quite some time.

I believe that the officers who work tact would be better utilized working the watch, when necessary be used to saturate an area and then keep the heat on longer than tru or msf can do.

Be used to handle in progress jobs like the rapids are supposed to do or just be there to help with a backlog so the other officers can enjoy some time to eat like a human.

Tact team at a district level have become obsolete, completely misused and watered down.
