What Exactly Did He "Merit"?

Back when the list for Sergeants came out, it was noted that J-Fed's driver somehow snagged one of the "merit" spots. It was asked, but never answered, how exactly driving around J-Fed qualified this person for anything? Was he extra good at avoiding potholes? Was the coffee and bran muffin always exactly the correct temperature when J-Fed arrived in the SUV? Perhaps the passenger side mirrors were always in the correct position so J-Fed could check the hair and flex a little before getting in the ride?

Now comes this word:
  • In response to a previous post stating that the Supt's driver who was promoted to Sgt, is driving to training at the academy in one of the Supt's unmarked cars... Not only has this guy been hanging around HQ when he's supposed to be in class like every other person on that list, whatever the reason he is driving a CPD vehicle, on the City's dime, so he can attend training classes for a "merit" promotion is BS.

    I read the posts about his continued use of the car because its a freebie of his unit until he is transfered as a new Sgt. Kids, all I wonder about is his JUDGEMENT. Where is his superior JUDGEMENT?

    Apparently he doesn't have much. Apparently he doesn't "get it" that he already has a red flag because he was promoted for being a driver to the Supt. Spending city money on gas to drive to and from training is a slap in every PO's face that is in his class. What a buffoon. He is obviously arrogantly stupid. He would rather save a few dollars on gas than earn the respect of his class mates and the officers whom he will be released to the streets to supervise. Too bad he doesn't have that kind of judgement. I wouldn't be surprised if he lacked better judgement in other areas.
We've seen the comments posted that, "...well he's only detailed to the Academy for training. He's still assigned to HQ, so he gets the car..." Bullshit. Wrong message to be sending. He's not being called out of class to drive J-Fed...though according to the first paragraph, he's spending quite a bit of time at HQ during training hours, so we'll take that to mean he already either (A) knows everything already or (B) won't be a street supervisor - which is probably a good thing.

We'll bet on B. This is an abject demonstration of exactly what is wrong with the "merit" system. The message we're getting here is "supervisor training is a joke, there are two sets of rules, I'm better than the rest of you chumps." Where is the judgment we're supposed to be emulating? Where are the leadership qualities? Where is the shame?

We'll also bet that the so-called "accountability" noises coming out of Patrol don't apply in this case. Nice pick J-Fed.

I CAN PROMISE YOU THIS!!!! IF HE OR SHE WERE IN 189 OR 192 OR ANY OCD SPOT. THAT CAR WOULD HAVE BEEN SNATCH UP AS SOON AS THE LIST CAME. YOU WOULD GO OUT TO YOUR UCV AND IT WOULD BE GONE. He's one of many in that class & the classes previous. Why did they promote Sgt.s' in the 1st place when we're below manpower & in a supposed financial crisis?

Another layer of Supervisors swelling the ranks& causing further strain on the pension system. Business as usual...

In defense of him the driver is always the closest guy. You hear things - and discuss matters in a confidential manner. I do not blame the Supt. for putting his guy/gal merit. Come on, like the Supt. is not supposed to take care of his guy/gal. This is not rocket science.

I’ve got to say, I have worked with the officer in question in 005 back in the mid ‘90’s. He, at that time, WAS THE REAL POLICE! He had no problems doing what it took to get the job done! Smart, articulate, honest, hard worker… If this is now true… all I can say is “Damn”. If it’s true, I’m disappointed, and I’m sure a lot of 005th dist alum are too.

WTF Pat? Step up! We expect more out of you than this! More so than anyone else in your class.

This guy is what makes all of us sick about the merit process. Not only does the guy get a totally undeserved merit spot but then he abuses it and thinks he can do whatever he wants. That spot should have gone to a guy off the list that busted his ass for the test and did well. Or to a guy that hauls in solid arrests all the time.

If J-fed wants things to be legit, why doesn't he come out and tell all of us why his former driver is diserving of a 30k raise instead of
-someone who's got shot, injured, etc.. in the line of duty
-someone who's consistantly bringing in felony arrests,
-the guy who gave up a six months of his life to study for the test and scored high?

This guy who proclaims to be so righteous and above all the corruption proved to all of us with this move that he's just like every other corrupt boss we've had.

OT....Sorry.... Can you smell it??? Smells like something's burning......Smell it??? It's this city!!! From Friday morning through 0352hrs today(Monday morning) There has been .....ready.......drum roll.................forty six.....(46) Agg Batteries with handguns......and six...(6) of those are Homicides!!! This may be the single most violent weekend in the city this year....or for that matter in a long time...I can confirm the 46 and I may have even deleted a couple....I get notified every thime an agg batt occurs. I counted 46 on my blackberry...I also wanted to say that the strategy to put ALL department members in uniform seems to be working well....It sure has curtailed the violence....NOT!! What moron thought of this plan?? there are units in this department that have been knocking down search warrants and running investigations to PUT BAD GUYS IN JAIL.....some of which may have done some of the shoot em ups this weekend!! I have never seen this department in this sad ass shape in my entire career....I have been doing this for over 16 years and this department has really lost its focus. Forget about the morale issue...that is not repairable....but the level of danger is incredible for citizens and officers alike. If you're a media type....please take note as I am speaking truth only here....46 shootings and 6 homicides over a three day span....we have only had ONE hot weekend...what will happen this week??? Mr Weis...you better come up with a plan quick pal.....the current one stinks....You better make it real clear that the police need to start being the police because this week temperatures will be in the 90's and that means the villagers will be extra violent....I would not have put everyone in uniforms for several reasons....The punks on the street DO NOT respect the "blue boys" / "blue and whites" They don't give a fuck....they do however respect the plainclothesed officers AKA:"Detectives" because they know they will "Put a case on them" slang for hook em up....More reasons....volume of arrests WILL DROP dramatically!!! First of all supervisor training at the academy is a joke! What you learn is on the job in the district. Secondly the only other officers I ever heard of with take home cars while in the academy for promotions were SWAT Team members. I can see where that made sense if they were called out.

This post is great because it makes an excellent point. I've been on this job for 24 years so, while unfair, I'm not surprised the supts driver got merit promoted. This stuff has been going on for ages. That doesn't make it right.

More importantly, I agree with the post - this guy obviously has poor judgment. That's what's scary. If he is this dumb to be so flagrant, what will he do on the streets?

I wouldn't want to find out. We already have few bosses we can rely on. He won't be making THAT list.

As leaders of men such as Mc Cotter and Mc Nulty retire, the police department is left with an ever widening number of Dummies in charge.

What I find most amazing is that most of you find this as a revalation of this administration. Weis came in and dumped everyone with any knowledge and skill to run the dept. He surrounded himself with triple and quadruple merit hacks and repeatedly lied to the men and women in the trenches. He demotes E.B. because he has 5 sustained CRs as an exempt, then double promotes him (after he got caught lying on a job application) and magically all those sustained beefs, disappear. Do you think that giving his driver a promotion is a big deal? You want this to change, force the FOP to demand a one merit promotion per career clause in the personell code and reduce the percetage to 10%, which was the original # for the Det exam, the only merit there used to be, before quotas.

The driver's promotion to sergeant proves one thing: Nobody on this department respects merit promotions. Too few of the deserving get made.

Lee Iaccoca wrote a book, "Where Have All The Leaders Gone?" I have a few ideas for the police department version.

This merit Sgt driver for the "Sup" is just one of many that have created morale problem for the entire department. If this driver is the same PO who worked in the SOS front office for years, then her promotion is a kick in the balls to every officer who worked, got CRs and thought they were doing the "right" thing while this PO had weekends and evenings off for years. While hard working POs were indicted, sent to call back or dumped, this "do nothing" PO drives the "Sup" and then gets promoted. This alone justifies why tickets, arrests and morale is down.
Unit 153 (MSF & SWAT) also has a merit Sgt who comes off as a SWAT Sgt, but never passed a SWAT test and/or has never been on a SWAT job! All the SWAT operaters have to respect the rank, but detest the person and how that person obtained the rank.
These people will never earn the respect of the few remaining real police.

Hey maybe Da Mayor will make him an exempt from Sgt. Just like special k then he can get his own segway and sprint around the taste along with him for company. They must stop for frequent breaks at the command van for some of that free food while they laugh at the poor P.O.'s eating garbage or buying food with their 20% off tickets. I had planned on doing 29 and getting my full pension but now 20 and a day. I just want to get out and do something else or go to a real police dept. Might as well collect some of that pension before it is gone. Remember when playing musical chairs one of the last 2 looses also. Thats the way I feel, if I wait too long there will be no pension left. With 20 years I will still be young enuff to do something else and collect a pension at the same time. Think about it Brothers & Sisters.

We have gotten off track with complaining about who the merit picks are. The fact that there are merit picks at all is the problem . Human nature being what it is, it can never and will never be a legit process, especially in Chicago.

Wow go out and do some fucking patrol. If you flip 20 dope dealers a night do you think the drug sales will stop? If there are hypes out there someone is going to make money selling to them. Get a clue and do your job. On a busy saturday night while all hell is breaking loose your whole team is probably in the station doing some fucking inventories for a uuw/dope pinch that you got on a search warrant. The shit bag will get probation for it or you won't get pc for because it was under a matress and 50 other people live in the house. It sounds like you and your team are too lazy to do real police work.

Former First Deputy John "Jack" Townsend was Mayor Richard J. Daley's driver in November of 1968. Townsend was a Sergeant at the time. Driving a big shot has always been a way to promotions. Pathetic yet true. Some things never change.

Since we are on this subjcet.
Why not ask about the politically hooked up under 7 year big mouth veteran RV who made it from OCD (Organized Crime Division).
Of all the hard working Officers in OCD - JFED picks (with Marvin Shear's (Motor Maintenance Boss)recommendation of course)the guy in charge of changing license plates and issuing car keys to officers.
Merit for a guy who out of his own mouth bragged how pissed off he was because he was promissed by his clout that he would make it last time meritoriously (when he only had 5 years on) but didn't. However, this time he was telling everyone he was personally assured and guaranteed by his clout that he would make it weeks before the list was put out. Yeah we really believe you've changed things, way to go legitimize everything JFED.
In the future please tell these numbnuts to at least try to blend in and keep their mouths shut and not brag or be arrogant enough to drive a city car to an undeserved training for a 20K a year increase.
In the past everyone knows that if you opened up your mouth - and your clout found out - that was it - you weren't getting shit. Now it's broadcasted and rubbed in everyone's nose.

WOW what a slap in the face by JFED to Officers with time on who not only have a better resume, complimentary history, disciplinary history but who also go out and hustle everday, have been shot or shot at and who do
"real" police work and are not considered a "house mouse".

Looks bad making him merit, I don't know his past, he could be very deserving. No matter what, merit was not supposed to be used for anyone not in a field unit. That rule has long been circumvented by placing the unit merit picks into a field unit from HQ, but not a driver.

As far as the take home car, give me a fuckig break. Take it away NOW. The only reason he was to have a car wasto get a call out from J-Fed. That is it. Since he is in the Sgt's class, he is not to be called. End of story. If he misses classes, he should be dropped from the class.

Merit should be for those who demonstrate supervisor charecteristics but suck at test taking. Merit should be used for people who have done something beyond the call of duty. Maybe someone who was shot in the line of duty, or negotiated for hostages, or possibly did some type of police work that cleared up numerous cases that were unsolved. Just being a driver for jfuck means nothing. Why should I take the test or even try if I have no clout. I scored great on the test and I will wait my turn because I have no clout. No one takes care of me and no boss is going to notice me unless i kiss ass and I will not lower myself to that level. Promote based on test scores or what you have done! Not who you know.

The guy was an FTO and a Sgt in the military, and worked in a bad south side district. Which is more than I can say for the officers working northside districts, or the 21st and 22nd districts. His disciplinary was clean and he is a good guy.
Who gives a damn if he missed most of those BS sgt classes? It was probably the smart thing for him to do anyway. CPD sgt school is full of filler and crap . The six weeks of training could be condensed into 40 hours of class and a month on the job training in a fast district.

Prior to the Merit selection process Wiess had a meeting with the exempts. At that meeting he told the exempts to select and this is a quote "middle of the road" police officers for promotion.
The reason for this is again this is Wiess logic,the working police will bitch for a few days and go back to work, and the dogs were not going to do anything anyway.

The spark in violence has NOTHING to do with officers that used to wear civilian clothes and now are in uniform.

This has to do with being short officers on the street. This has to do with officers wasting their time on bullshit calls that shouldn't be dispatched in the first place. This has to do with the criminals having guns and just being criminal. There is very little "law enforcement" these days. We are CAPS police that give reports to everyone rather than patrol the streets looking for criminals. We answer calls about kids playing basketball; the neighbors music being too loud; a disrespectful kid; baby mama drama- I want him out shit; reckless drivers that are long gone before we even get there. When do they think we have time stop cars and people? We're too busy putting 70 miles a day on the new Tahoes running back and forth from one end of the district to the other end.

When a block blows up, how many PO's are available to back you up and clear them out?

The media should listen to their scanners and pay attention to how many jobs are in a RAP. Domestics, VOOP, Batteries all that shit sits in backlog. We have jobs that take 5 hours to dispatch.

This city is certainly in a sad state when people who legitimately need the police, cannot get service. The people of this city that legitimately need us are not protected at all. It's sad because I live here, my family lives here, my friends live here and my fellow officers live here.

Its sad. This city is broken. This department is broken. The legit people are on their own.

I studied my ass off for the test and put my like on hold for it. I am proud of my score but it's on the bubble of making it thanks to "MERIT". Everytime they make a class I have to do the math. (FYI they have only taken 126 off the list.)
Since they now list who was the "MERIT" selection they should have the # on the list they are. I would love to know there # on the list.

I'd pay good $ to any one of the sergeants going to bring the promotion list, read out the merit names, and tell them to leave before the presentation starts because they don't belong there in the first place.

Big bosses have been known in the past to have a "special" relationship with a driver or secretary, then just by chance, that driver or secretary moves up in the ranks.

OK, Big Hero Ghetto Copper, last time I looked there were openings in all those districts. Quit bitching about working in a shithole and bid out.
