Fifty New Cops!

  • Twenty-one Illinois law enforcement agencies, including Chicago and numerous suburban departments, will receive nearly $26 million in federal stimulus money to hire or rehire 106 police officers.

    The money is part of $1 billion in American Recovery and Reinvestment Act funds that will help pay the salaries and benefits of 4,699 police officers nationwide. Vice President Joe Biden and Attorney General Eric Holder today announced the money would be distributed among 1,046 agencies throughout the country.

    The city of Chicago is slated to receive more than $13 million for 50 entry-level police officers. Calumet City will get more than $1 million for five officers.

That will cover the retirements from March of two years ago! We can't wait to meet these new highly trained officers in another year or so. By which point we should be another thousand or so officers short.

Color us underwhelmed.

ok so we're getting 50. rather miniscule but at least it's something..for now...the question is how quickly they can get the ball rolling here. get those recruits in there, so they can get on the streets asap...how long do we think it'll take for the money to flow, and the academy class to start? the way this city is, who knows.

• Chicago Police officials are hoping to hire up to 150 officers this year with federal grant money, Supt. Jody Weis said Tuesday.
In the meantime, Weis is putting about 300 additional officers on the street this summer by shifting them from desk jobs or paying overtime with federal grants.
From an SCC article last month.

Can someone please, just please verify (as in cold hard PROOF!) how many Duty availability or Shift checks were cut? That’s a decent way to accurately count how many SWORN we actually have. Maybe one of these days we can figure out where our budget is actually going!

So does this mean another test soon? I don't know how many officers the CPD is down but I have seen guestimates on this blog from 700-6000. My question is when will they test? I have been waiting almost 3 years. I am sick of waiting and I want to get on. Somehow I have a feeling that the money will end up in the Daley clan coffers and after being set aside for the Olympics.

God Bless the CPD and nobody else?

JFed promises 200 new officer this year (2009). 46 are in the Academy....we get a grant for 50 police....are those 50 police in 20010 or tp help pay for part of the non-existant 200....or adding 50 to the original 200 for a total of 250.....but we still only have 46 of the newly/better prepared super ppos...

Did I hear something about a change to the use of force policy? In regards to when we can fire our weapons? If true, I can only imagine because of the spike in police shootings. Let's change the policy and not consider the root of the problem= typical cpd thinking. I would expect a lot more retirements if this is for the worse. The brass have gone too far if they are even considering jeopardizing our safety now.

Not that is a big surprise, but the commanders application as of two days ago, had no deadline.
But yesterday Ladner sents out an email saying if you want to be considered for the first round, you need to deliver an original application in person by the 7th august. NOT that I had any chance of making it since I cant even spell meriit or clowt, but it will be tough to deliver it from 1500 miles away....

I think it was stated that this will cover at a minimum, 3 years of pay. With that said your looking at:
$260,000.00 per person
-$43,104.00 first year
-$57,396.00 average of second year
-$58,896.00 third year
-$58,896.00 fourth year

leaving $41,708 left over. take out duty avail/uniform from that for 4 years ($18,880) and you have $22,828 left over.

$22,828 x 50 = $1,141,400.00 or approximatly 3 years of pay for a Sup. at $380,466.00 a year.

The federal grant is a multi-years program. We get a certain amount each year for the new guy. Usually with these grants we get the training and 100% of the salary the first year, than it goes down the next year.
Seeing how Daley is getting money for police offciers he didn't hire when he promised, its a real good deal for him.
Can anyone downtown tell us how much money we turned back or didn't get from grants due to the confusion J-Deds people? I know its in the millions.

Oh yeah, its legit...gotta first hire a consulting firm to perform a job analysis, then we gotta hire a firm to offer the test, then pay waaaayyy too much for a test, then rent test space, then pay for test grading, then pay for an alderman's pool, perhaps finish updating ike corothers' house, then spend something on millineum park,....um, convet some of michael reese into condos, then, and only then, will we be able to properly train a recruit. Dare i say we need MORE to hire even one single recruit!

I don't know much about CFD, but are they short too? Last night in 011 there were EVENTUALLY 3 ambulance crews there for 7 bodies. Either a busy night or they are as short handed as we are. Since the citizens don't give a shit if we are short, maybe they'd like to know that if you get hurt in this hell hole your ambulance may never come.

If your daddy or uncle ( alderman ) told you to take this job 'cause you'll get a fluff job after graduating from the academy F-U !!!

If you take take this job to make a difference in the everyday lives of chicago citizens. I commend you but caution words I will also state, that for every 10 hard working officer who goes about his career doing a job to the best of his/her abilities their is a political hack ie; son/daughter/nephew whatever will always get ahead of you in duty selection ( narcotics, specialized units ) and PROMOTIONS !!

This is the reality of modern day law enforcement IN the city of big shoulders. If you come on this job knowing that you may never get promoted and have to work for members in positions of leadership with no skills to lead us or desire to do so. Then I welcome you to sit in the squad car next to me and we will be the POLICE.

To the posts wondering if and when the city will have a new test for officers: God Bless you but you really should know that the situation in this department, and city for that matter, are so F.U.B.A.R. that if I were you I'd seriously reconsider. I'm on my downward slope with light at the end of the tunnel visible but I would never consider coming on this department now. J-Fed and King Ritchie have fucked this thing up so bad it will take a long time and a concerted effort to recover. With their checkered past history I wouldn't hold my breath waiting for that to happen.
J-Fed will take the money and run after his contract is up in the not too distant future and Ritchie will not run again if he doesn't get his cherished Olympics. They'll simply walk away leaving the city and this department in virtual ruins.

50 new cops divided by 25 district divided by three shifts = .66 officers per watch.....but if you dived that by 7 day off groups and take 5/7 of that it equals .48 police per shift per day....unless you're in a ten hour a day district...than three day off groups are off each day so it winds up 4/7 =.38 police officer per shift.

So that granted us someone to relieve us for our lunches?

The idea is to NOT hire officers so that our pension fund will NOT be replenished. He wants to bust the CPD and CFD. He does NOT want the city to contribute to our very well-deserved pensions. This city will only get safer when he is out of office and HOPEFULLY we get someone with brains and is NOT CORRUPT.

We may have enough police if you disband TRU (Get rid of that sorry ass excuse for a Commander Ryan), the Gang Unit and MSF. Why is Ryan the Commander of TRU? He was the Commander of 001. What the fuck does he know about deploying manpower and crime? His merit ass never did any time in any real District. Neither did Roti for that matter. Ryan can march in a parade and talk a good game and he may participate in the north side parade, but WTF?

Why take the police out of the Districts just to redeploy them? Leave them in their Districts where they can do real police work every day, not just every deployment dat they are there. Hit or miss teams are all that they are. Gang arrests are down 60% and every major shooting that has occured, TRU was assigned to that area and had no impact what so ever. The stupid led by the stupid.

CONTRACT ARBITRATION DEMAND  07/29/09
Early this afternoon a notification was hand-delivered to our offices informing us that the City of Chicago has initiated the impasse resolution procedure set forth in Section 28.3 of the Collective Bargaining Agreement. What this means is that our contract will be going to Arbitration. Obviously the issue at which we are the furthest apart is wages, and generally, our history shows us that the Lodge fairs well when an outside party determines our wage scale. We have no reason to think we will not have the same experience this time.

The next steps here will be to agree to who the arbitrator will be and what issues and terms we will advocate. The work that we have done in negotiations over the last two years will serve us well as we present our proposals to the Arbitrator.

The 55 and out with health insurance is unaffected by this development. Officers should be able to fill out their PAR forms electronically after August 1 to take advantage of this hard fought benefit.

There should be a new test. The Department has really been hiring some mopes for many years because so few people took the test once the economy improved. With the economy being bad again, there will be thousands taking the test again and hopefully a better pool of people who actually have the possibility of being good cops.

Years ago, the current Donahue regime was voted in by majority and their big PROMISE was NEVER to allow our contract negotiations to lapse beyond term, nor to EVER go into arbitration as our previous contract did. Had our current contract been ratified 26 months ago when the economy was still bullish, we ALL would have something big to show for it. Now, we will be guarenteed SHIT for a raise, retro, and benefits other than the small bone Daley has throne those approaching 55 yrs. Thank you FOP for your empty promise. the program is set for a 5 yr span where this grant pays for the first three years and the municipalities pick up the tap for the other Two years... So 200k is just about right for 3 hrs and 13 million is Fair for the 50..
Unfortunately, the administration didn't come through for Chicago with only 50 officers-

it's so obvious that you work in TRU ...
I work in a District in Area Two and TRU been good to us. Matter of fact, TRU with Ryand is better than any 'other' times. As far as where they need to go, I've heard supervisors mention that TRU is good with sending proletariat where ever they're needed . I can't complain about them helping us in 004 or 003 at the borders..

You can't stop every damn shooting but I look at it as safety in numbers. May be you need to leave TRU and come and work with us in 004 and see how it feels to see support units in Terror town... Good luck...

The deal is-the grant covers starting salary and BENEFITS (pension, raises, all costs) for years 1-2-3 for each officer. Department had to agree to keep officer and pay for year 4. After year 4 they can then be laid off if department chooses or remain on. Grant allows replacement of officer with a new hire if during first 3 years officer resigns or quits. CPD asked for 150 officers from grant, 340 plus other cities and villages from Illinois submitted requests for 1-whatever officers they could fiscally support in future. Only 21 of the 340 plus cities and villages in Illinois received funding, 21 towns awarded money were based on crime stats and fiscal health.... CPD got the 50 (maximum allowed due to nationwide demand) Rockford got 15, Cal City got 5, other towns from 21 total in Illinois got 1-2-3 officers depending on situation. I wrote the grant for local I work for so I got the bad news yesterday-we got none along with most towns. I think grant gave Illinois total of 106 officers total.....everyone facing same situation-not enough help. Good luck CPD guys-50 not going to solve your problems. Better than nothing I guess. Stay safe and alert and help each other out is all we can do for now...

I think it was stated that this will cover at a minimum, 3 years of pay. With that said your looking at:
$260,000.00 per person
-$43,104.00 first year
-$57,396.00 average of second year
-$58,896.00 third year
-$58,896.00 fourth year

leaving $41,708 left over. take out duty avail/uniform from that for 4 years ($18,880) and you have $22,828 left over.

$22,828 x 50 = $1,141,400.00 or approximatly 3 years of pay for a Sup. at $380,466.00 a year.

...wait a minute...

Apparently part of Bush's tax cuts was cutting funding for domestic programs like these that fund crime fighting efforts - the irony is the Democratic Senate wanted to increase funding for police but didn't have the veto power if Bush vetoed their efforts.

Hope we do get new coppers because I've heard of at least two openings in 016 that could be filled. 1645, Rambo and Tinkerbell, on 3rd watch have NO activity, do'nt go on jobs, stay down on missions/other peoples jobs allnight, and leave early most of the time. I've heard 016 is'nt the busiest place, but I'd feel better if somebody capable was watching my house other than 1st watch!!!!!

I don't recall Bush increasing funding and if I remember, he cut the original COPS program shortly after getting into office. he did however, grant plenty of your tax dollars for the Mexican police to increase their abilities to fight crime:
