Contract Ratifications

The Captains voted last week to ratify their contract 40-20.

The Lieutenants voted to ratify their contract 109-101.

Both of these contracts included a zero percent pay raise (with a "me-too" provision if the FOP wins a raise) and, we understand, a clause that lets the City re-open Health Care issues at any point during the duration of the Contract, such as if Obama Care passes and the City can unload everyone into socialized health care options. There are disciplinary issues as well as the 55 and out provision.

The Sergeants are currently voting and their Board had voted 12-1 against passage.

While the PBPA is a separate Bargaining Agent from the FOP, we have no doubt that the City negotiators will be using these voting results during arbitration to say, "See how the supervisors caved to our demands? The FOP should, too." It's amazing how the Captains and Lieutenants sold out their own self interests and all future promotees.

We fully expect that the Lieutenant spots will be 100% SES "merit" picks (just like Captains) within the life of this contract. The City saves $4 million in testing development money and countless millions defending the crooked testing process. Plus, they get to put their people in where they want them.

How is voting to ratify the contract selling out their interests?

How do you then make the leap to the Lts being 100% SES merit spots?

Your statementstyle associates this contract to when the Captains DID sell out for about 15k. There is nothing in this contract like that.

The Captains and Lts simply agreed to take the exact same raise that is eventually negotiated or arbitrated with FOP or the fire dept.

The Sgt's contract will not be ratified. The Captain's ratified because 3/4 of them can go today. Maybe half the Lt's can go today. The majority of the Sgts are on the younger side and have nothing to gain from this offer, especially the power test for newly promoted Sgts. Can you blame them the other ranks for wanting out? Half the entries on this blog are people who want out!

Most of the Captains have less than a few years left...More than half the Lt's have less than a few years left. They obviously don't give a flying fuck about the rest of us, next time the W/C says I am low on curfews and movers he can get off his fat, old ass and write them himself.

I am sad to say, because I really enjoy locking people in this city up, but I am done!!! The Richie Daley and his mindless voting public and the media will get their wish someday, this city will become overrun with crime but there will be no lawsuits or bad press for the CPD because nobody but Dugan, Special K and JPUD will be locking anybody up anymore.

The smart thing to do is have the F.O.P. not ask for a pay raise. Instead, ask for some other type of benefit from the city that would be equivalent to a 4-5% pay raise each year. The city would still come out ahead since they wouldn't be giving any pay increase for the lt's and capt's. And the best part is we stick it to the lt's and capt's. They have sold us out. They want us to pay for their pay raise. They have not given any money to the F.O.P. to pay for the arbitration. The city wanted to split the police unions up, so be it. The lt's and capt's showed their true colors.


If the lt and capt contract is anything close to the sgt one, it is garbage. Take away the retirement package and their is not one good thing in it.

These supervisor unions didn't even ask for non-monetary benefits for themselves. Such as more bid spots and lower percentage of meritorious promotions. If sgt's contract passes, all new sgt's will have to take a yearly power test without pay as I read it. They have uniform vouchers which will lead to taking away uniform money. The list goes on. All for a retirement package that will last a few years. The city can't afford to lose any more officers if we get the Olympics so the package will go away as it's not part of the contract. The rest will be with them and us forever.

SCC is right...the LT exam will be no longer-it has gone the way of SES so if any SGTs out there had any sort of aspiration to make it; start "promoting" yourselves. There are quite a few that have a certain "skill" that will get them that bar. It is a shame that our management staff (I use that term very loosely) are such sellouts.

The contract has nothing to do with how the city promotes, they can change that at any time. Also they did not agree on no raise, they put in the me-too clause which keeps the door open that way the city only has to deal with one bargaining unit. The rest of the stuff in the contracts are writing on the wall and already established in other citits. How do you argue to an arbitrator and say that we do not wanted to be tested for alcohol? I do not agree with everything in the contracts but I believe that if the Capt's and Lt's were to roll the dice they would have lost. I am willing to bet the Sgt's lose when they roll the dice because it looks like they are not going to ratify theirs. We will see who is right. In defense of the Lt's it barely passed, only by 8 votes.

this was an opportunity for capts, lts, hopefully sgts, and fop to show a united front vs the city...

who knows what was promised behind closed doors, future possible exempt positions (merit), captain positions (merit)... power/greed/ego is corruptible and just presenting 'a possibe promising future' is so enticing that the 'city' knows so well.

ie. certain inside positions are told to not bid for a watch position, to bid management so the bid spot is not used up...that you will be taken care of...until the boss leaves or you piss someone off, etc; now you are screwed.

if we resign ourselves believing there is no hope, then we can expect more of the same...ALL UNIONS or should i say ALL those individuals who believe the city is just plain wrong should gather together and march.

PICK A DAY/PLACE/TIME VERY SOON...LET'S JUST DO IT.

As a current Lt. I am disgusted that the contract was ratified, 109-101. It also mean about 40 didn't even vote.. The ones in favor, mostly, couldn't see past the 55 and out for health care. They caved like sheep on a lot of issues, such as discipline, physical fitness, using as their excuse, "well everybody else is doing it". Since when do we just give up on things that were fought for because everyone else is doing it?
How do you agree to a 0% raise and hope the FOP will get a proper raise for us? The FOP and arbitrator hasn't always had the memberships best interests at heart...
Lt's are supposed to be leaders not followers, it appears some Lt's are going the way of a lot of exempts, "let me worry about myself, and the rest be dammed"
To all the P/o's and Sgt's out there please know we are not all sheep, and we will lead by example and we are not to arrogant to ask the advice of anyone, especially when that person has been doing the job a lot longer than us. Because we know we don't know it all...Hopefully with this 55, all the followers will follow each other out the door and make room for those who actually want to do the job.
As always please be careful, back each other up, and take care of your families...

The Captains and Lieutenants just fucked every Sergeant and Patrolman. I doubt the Sergeants will ratify the contract but they along with the FOP are screwed big time in arbitration by what those fuckheads did in agreeing to such horrible conditions.

As an under 55 Lt., I'm absolutely SICK that this contract passed. It was close, and I'd like to kick the 30 that didn't take the time to vote right in the balls...
"Fuck EVERYONE,I'm 55 and I'm gone!" or "Fuck it, The only balls I have are the ones on my star. I'll let someone ELSE decide my fate."
I expect the old-timers in the Sgt's ranks will do the same.

The Lt's got

1. The ability to bid quarterly with 3 choices. Before they had to wait till a new class came out or 2spots opened in a district and only one choice. In other words forever.

2. Uniform vouchers in addition to the allowance for any new required clothing or equipment.

3. The ability to retire at age 55 with full medical.

4. The option to opt out of the power test at any time.

5. A me too clause with the FOP and Fire Fighters union pertaining to raises.

They did not get that much but they did get something.

The uniform vouchers, as I read it are if the city decides we need a FIRST ISSUE of something, or to buy something specific like body armor. The uniform allowances stay.

That is exactly what was expected from white shirts. They sold out when they allowed the city to play the games with the captains and they will do the same thing with the Lts. The biggest problem with cops is that they are always one way and one way only. All cops care about is what they can get. That is why our union is such a joke. All they care about is what they can get for themselves.

No one cares about doing the right thing for the common good of all cops. All they care about is what can I get.

Until cops begin to look out for each other all the time, we will never be taken serious and the city will continue to shit on us. Not to mention the capts and Lts and Sgts should all be part of The FOP that way the city can not play these bs games they play with the clouted up ones. Of course the capts and Lts will agree to any thing the city says because they want to keep their little spot.

Until the entire dept begins to stick together we will always be a lauging stock to the city.

Cops need to stop being shelfish and begin sticking toghether. What ever happened to the thin blue line. I always hear about the thin blue line, but I have been on for 13 years and I never see the thin blue line. All I see is every one is for themself and that is all.

GFYS! As IF the testing procedure is legit. Until there is a test given without certain exempt members having access to answers, all bets are off. I can't say All the people who passed these tests had help, but, most of us know of the secret study groups, the invitation only study group, and the ones that had access to the expert groups.

I'm a Sgt that max's out next year. I was really excited about the 55 and out had hoped to retire in October or November 2010. But I will not vote yes for this contract because of what a ratification means to the rest of us. What about those Sgts. that don't have the time in that I do? What about the message a ratification sends to the city and the arbitrator? What about the notion that by voting yes that you are rewarding Daley's bad behavior and his refusal to negotiate in good faith at contract negotiations? By offering us this contract Daley has stated what he really thinks about this Police Department. FUCK HIM! I for one, as a Sgt. with almost twentynine years on the job will be voting no on this proposal. I encourage every other Sgt. to do the same thing.

The city has NEVER given the Sgts, Lts or Captains a financial package different than the FOP. Historically, the city negotiates with the FOP for money and gives the same pkg to the others. This contract is no different.

As to the other issues in the contract, I don't like them but I can't see an arbitrator not giving them to the city.

The Sgts got screwed in the last arbitration. They didn't get the same money as the others.

If they go to arbitration, the ME-TOO no longer applies. It happend in the last contract-they lost. agtthe sgtThere is no real negotiating with the city. ion .it to the othy areseperatera

This rumor about contracts has been going around forever.

Can anyone DOCUMENT where it is written that contracts must be settled before the IOC makes its announcement?

It doesn't make any SENSE that contracts would have to be in place SEVEN YEARS before the Olympics. We are talking about contracts that don't carry through the Olympic period, anyway. They'll be long expired.

Where did this rumor start?

As a captain who voted against this contract offer let me say that I cannot figure out why my fellow captains voted for it. The two meager "pluses" are hardly worth the FIVE YEAR NO RAISE provision. To bet on FOP's arbitration? Insane.

For the 55 year old health care? Even that a55hole lawyer Gittler said that the city was likely to offer it regardless of whether the contract was ratified.

The capt most responsible for putting together this "package"? Newly promoted COMMANDER Wick.

Our association leadership sold out the department.

More of OUR tax dollars for his private coffers.

If the city settled our contract when they were supposed to, we would have a contract and this would be a non-issue. All the unions except police and fire got a 4% or higher raise year over year. Give us 4% year over year, and I'll gladly take some furlough days, because you will always have that raise. At least all the other unions still keep there pay raises which will be there for the rest of their careers. We are getting screwed both ways, no raise and no furlough days. Daley and his staff do this on purpose every contract but thay always have money for their pet projects. Let the Capt's. and Lt's make all the arrests and write all the tickets then. SCREW THIS CITY!!!!!!

Correct again SCC. The Lts. vote will be used by the city during arbitration with FOP. They do this sort of thing all the time with smaller unions at contract time and then use it as precedent in arbitration with larger unions.

This deal on health care was a classic union busting move on the part of the city.

Very bad mistake on the part of the 109 "yes" votes. The saddest thing is that maybe 80-90 of them didn't even bother to vote. Disgusting.

This Sgt. voted "No" and can only hope that a mjority will do likewise.

The smart thing to do is have the F.O.P. not ask for a pay raise. Instead, ask for some other type of benefit from the city that would be equivalent to a 4-5% pay raise each year. The city would still come out ahead since they wouldn't be giving any pay increase for the lt's and capt's. And the best part is we stick it to the lt's and capt's. They have sold us out. They want us to pay for their pay raise. They have not given any money to the F.O.P. to pay for the arbitration. The city wanted to split the police unions up, so be it. The lt's and capt's showed their true colors.


If the lt and capt contract is anything close to the sgt one, it is garbage. Take away the retirement package and their is not one good thing in it.

I have just under two years to go to max out, but I may not wait that long. I don't have a wife. I have no mad desire for a fifty inch plasma, so I'm not too worried about shelf-life. I'll have age this year.

The city wants the expensive help to go; the fifty-five coverage will not disappear regardless of the contract outcome, so I voted not to sell out everyone who comes behind me.

I voted no. The city WANTS each union to tie into the FOP arbitration decision. They're gambling FOP will get very little and they'd rather put their money and effort into fighting ONE arbitration battle, rather than THREE.

They moved to divide and conquer. And they did.

Sure hope we sergeants aren't the short-sighted, self-centered mushes that half the lieutenants and captains have proven to be.

What's that phrase? "BE the change you'd like to see in the world." Oh, and that other one, "Do unto others as you would have done to you."

PHYSICAL FITNESS PROGRAM

The Employer shall provide all Sergeants and each of their dependents with an optical
plan, the cost to be borne by the Employer. Each year, for each Sergeant and for each
dependent, the Plan shall provide payment, with no deductible provision, in accord with the
following schedule: for optical examination, $25.00; for corrective lenses, $15.00 for each lens;
or, for bifocal lenses, $20.00 for each lens: or for trifocal lenses, $30.00 for each lens; and,
when necessary for eyeglass frames, $30.00 per pair; or, for contact lenses, $25.00 for each
lens. This benefit shall terminate on January 1, 2006.

credentials to be afforded to a Sergeant who resigns or retires from the Department while the
subject of an ongoing Complaint Register investigation.
In accordance with current policy, the Superintendent has the discretion to decide
whether the Sergeant’s personnel file should state that the Sergeant resigned or retired “while
under investigation” based on the totality of the circumstances surrounding the investigation,
including, but not limited to, the likelihood that the investigation will result in a sustained
finding accompanied by a recommendation for a substantial disciplinary penalty, the possibility
that the investigation may result in the decertification of a Sergeant as a peace officer and/or the
extent to which the Sergeant has cooperated in the investigation both before and after his/her
separation from employment. This same standard also governs whether the Sergeant will
receive full retirement credentials or any other post-employment honorary benefits and
emoluments.
In the event that Unit 156-Sergeants or the Sergeant disagrees with the Superintendent’s
decision, either party may file a grievance pursuant to Section 9.2 of the Agreement or submit
the grievance to mediation, but the grievance shall not be subject to arbitration.

Try and get a job after retirement with that in your file. They have already opened old cr#'s and this is the next step.

The Lt's got (copied from city's offer to sgt's)

1. The ability to bid quarterly with 3 choices. Before they had to wait till a new class came out or 2spots opened in a district and only one choice. In other words forever.

Too few bid spots, none in detective, narcotics, etc.

2. Uniform vouchers in addition to the allowance for any new required clothing or equipment.

If funds are available. Opens door to eliminating uniform pay or at least not increasing the pay.

3. The ability to retire at age 55 with full medical.

Can be taken away at anytime if any other government health plan becomes available.

4. The option to opt out of the power test at any time.

If you are already are a sgt. All new sgt's have to take yearly test without pay. No mention penalty if you don't pass.

5. A me too clause with the FOP and Fire Fighters union pertaining to raises.


They did not get that much but they did get something.

What they got was shit and plenty of it. I'd tell you to get get your eyes checked but you no longer have optical coverage (Article 25A) and you have no pay raise to pay for it.

How about an informational march the at the next Police Entance Exam, explaining to the applicants what they are in for. A "This isn't your daddy's department anymore" kinda thing. If they still wanna get screwed by the city, at least be a firefighter so you only work 80 days out the year. What would shortshanks do when NO ONE tests and people are leaving in droves?

I don't 100% agree that the "old way" was the proper way to promote...(my kid, my driver, the "hot chick", my lover, the politicians kid or guy or gal, etc. etc.)

However no matter what you all say ther are A LOT of screw balls that "ACED" the test too that we are STUCK with!

So just because someone tests well doesn't mean they are suited to be a SGT. LT. or CPT.

Something had to be done different...taking those tests sucked anyways and the SCAM study groups were $$$$ makers for some too.....

Who knows....

There was reason behind my fathers decision not to join the Captains Association years ago, and apathy was never a factor. In the days before contracts and bargaining units the Captains Assoc. would hold a meeting so members could vote on critical matters such as raises, etc. Ol' Man Daley would then order all of his exempts who were career service captains to attend the meeting to ensure they voted against the membership for the City's position thereby diluting the voting strength of the non-exempt captains. Afterward, the head of the association was invariably soon made exempt himself (Jimmy Phelan, Harry Tannehill, et al)! Don't think for a minute the same dynamic is not at work now with the appointed captains and merit promotee's through out the ranks.

The Lt's got

1. The ability to bid quarterly with 3 choices. Before they had to wait till a new class came out or 2spots opened in a district and only one choice. In other words forever.

2. Uniform vouchers in addition to the allowance for any new required clothing or equipment.

3. The ability to retire at age 55 with full medical.

4. The option to opt out of the power test at any time.

5. A me too clause with the FOP and Fire Fighters union pertaining to raises.

They did not get that much but they did get something.

They don't need a raise with their base pay,uniform allowance and supervisors quarterly which is $6000/yr alone they don't need a raise. What supervision do they do? Come around 20 mins a day and give you their stupid speeches,pep talks or threats to push for more activity then disappear out to lunch or into their offices to eat play on the net or watch tv. Some of the lazy fucks won't even drive themselves instead they grab a P.O. from the desk.

To top it off they are given 200 hours of comp time a year for nothing. Which they have no trouble selling back each year for another $8000 considering they are constantly ducking out early or changing their days off to avoid burning time. 101 of us voted NO.

It doesn't really matter how we vote because each and every bargaining unit has people in charge who are only trying to better themselves. The people handling the bargaining with city are all just yes men and are promised a good deal when they leave the union.

I can. The uniform money will not increase. There is voucher system in place. The next step for the next contract is to modify the system to allow the vouchers to be used for all uniform items and not increase the uniform money. Think long term like the city before you criticize. $1800 in 10, 20, 30 years is nothing. The union gives the city an inch and they will take a mile.

Remember, we're on the same side brother.

The smart thing to do is have the F.O.P. not ask for a pay raise. Instead, ask for some other type of benefit from the city that would be equivalent to a 4-5% pay raise each year.

Right back at you Pal, read it again. I wrote the equivalent of a 4-5% pay raise each year that would not include the capt's and lt's. The city would save money by giving no increase to anyone. The idea is they would give some other type of benefit only to F.O.P. members.

We are on the same side. If the city cries poor, then use it to our advantage.

I am a detective and what you say is true. However, the main problem is not the detectives. The problem is the union just allowed the city to violate seniority, whether you are D1, D2, or D2A. The city says it will save money by using only D1. What the city should have said is we want to give incentives to district law enforcement officers. Which is needed.

don't worry brylcreme kids all lts will be selected like the captains
only the best need apply - merit
and sgts 30% merit , secret study groups , good lookin females, etc
most sgt are young and won't be many leaving in the near future

good luck because when you reach 50 the pension fund will be broke

Hey SCC, i just have one question has ur site covered hiring lately..We have not had a test since nov 06, and there were only 46 new hires this year.
46 barely covers the first three months of retirements. If we did have a test upcoming there hasn't been a peep about it. Now this is just my guess but from test to boots hitting the streets we are looking at 16 months at the fastest. So even if we get the fed's money does that mean that we still have well qualified canidates? Or do they pull from the qualified list. Heaven help us if they do. I would just like to get some feedback.

Those are just the lts who voted- last time I checked there were 243 lieutenants...so...according to the Lts website....4 ballots were not honored due to promotions, etc...

210 votes were counted plus 4 not counted = 214....

So 29 lts didn't vote in this and there are eight votes that seperate the totals....if you're one oft he 29 non-voters- you are part of the problem!


Sergants- don't let this happen again! Every vote counts!!!!!

There are no well qualified or qualified on the CPD test. Just passing and everyone is giving a lottery number, then called in order of your lottery number, so all called are equal. In 2006 4 tests were given, the last one in November. Only on the 1st test in February have all the candidates been hired, and they just statred taking candidates from the 2nd test, so after the 2nd test is exhausted, there will be 2 remaining tests. I believe that is why no other tests were given

I don't know about anyone else, but I am insulted that a spouse is going to make a decision regarding a vote affecting our jobs, future, etc.

Keep your vote to yourself, and if he is smart he is just blowing smoke up your ass and voted the way HE believes.
