Another Reason for 4 - 2

People have been pointing out more than a few reasons the City is going with a "4 on-2 off" schedule. More checking the "time due" box, more burning of comp time, redeployment of one-seventh of the street force.

Here's why the last one matters most:
  • After hiring only 46 Chicago Police officers all year, Mayor Daley acknowledged Monday that the slowdown would continue in 2010, dramatically impacting the city's ability to fill 591 police vacancies.

    "We will be filling them, but not at a faster rate," the mayor said after announcing unrelated budget moves.

    Daley was noncommittal when asked whether Chicago could afford to hire any police officers -- beyond the 80 whose salaries will be paid by federal stimulus funds -- and still honor his promise to hold the line on all taxes, fines and fees.

And even those 80 officers aren't anywhere in sight. The grant stated they had to be hired after 01 July, and at that time, the class of 46 was already in training. The money has an expiration date, so it has to be spent soon or it goes back to Washington. We haven't even heard of a power test being offered.

The next step is shutting down a district or two to alleviate next year's shortages.

I hope all of us are still happy Daley got it stuck up his a-- by not getting the Olympics. Lay offs in the trades. Lay offs in the CTA. Anybody notice all the construction going in the loop? Wanna bet whats next. Not only no police hiring, wait till as someone else wrote several districts are closed in cost cutting measures. But thats okay, we made sure Daley didn't get his precious legacy. That rainy day fund will be used for back pay and a new contract!!

Speaking of Hubberman: first the OEMC scandal, then the CTA mismanagement. He was allowed to leap out of those spots just before the scandal hit the papers.

Now he has been moved to the Public School System and his first priority is to start slashing the funding for Special Needs? So from what I gather, we spend millions trying to keep the current felons from killing each other and to afford this we outsource Special Needs to save a few pennies.

Why is Hubberman still employed by the City?

I bet he can go past the first of the year Daley just received the money so there has to be a long exopiration date maybe 6 to 12 months

just wait until the contract finally happens and a bunch of guys jump ship--- it takes a long time to hire and train someone to be able to sit in a patrol car and handle assignments--- you want to burn some time next year on a weekend in periods 6-9 you better put in the slips now--- 8 to go and it can't come soon enough, when it is my time to exit i will certainly miss the clowns but not the circus......

Can someone find out how many people are assigned to the academy vs how many recruits went through this year. I'll bet it's like 100 to 46. So each recruit essentially has two teachers to himself?
How about putting those officers back in the districts until more recruits come in. I mean, damn, we could really use the help out there.

Looks like the city's gonna make its employees take unpaid days off. This will probably include police and fire down the road. The unions won't fight it, because they'll get a special deal just for them.

Weekend bond court at CCB has an average of 225 people between men and women. The county thinks they are saving money by having everything at one location.

There's no "redeployment of one-seventh" of the coppers - they're day off! Under the current schedule 2/7 of the manpower is off every day. Under the 4 and 2 (and 6 and 3) schedule 2/6 of the people are off every day. Hence, less coppers working everyday! Brilliant move by the city.

What people need to start doing is not volunteer for all of the Special Employment for about 3 months straight!! (CTA, CHA, Safe City)..Close down special for a few months..let's say SUMMER 2010, and they will have to hire more officers. I would be willing to not do my days in June July and August...Hell just do it in June with the Taste and 3rd of July.

OT-Cal City FOP Lodge #1 is going to informationally picket the city hall meeting on 22-Oct. They are meeting at Memeorial Park located at 600 Wentworth, (corner of Wentworth and Memorial), at 6:00pm.

The question to ask is what is being done with the budgeted money for the vacant sworn positions?

The money is allocated every year for full staffing. Any spots that are vacant at the end of the fiscal year, the money goes back into the General Revenue Fund.

Hello, news media!!! Where is the money? If it ain't being used to hire and pay police officers, then where is it going and what is it being spent on?????

The fact that our Mayor is skimping on select safety concerns regarding police officers themselves and we the public, just shows you that we should be outraged and we all should unite on a selected date to show our feelings as one. People think the million man march was something, wait until they see the numbers at this march. Maybe then City Hall will feel our pain and give us more than a bandaid. I can't imagine what is more important than the life of someone no matter who you are. Shut down the entire city for all I care but give us the protection that WE DESERVE!!!!

Total speculation, but I'm guessing J-Fed announces the new district boundaries ( oh yes, they're coming ) leaves office and Juan Rivera is your new supe in order to "restore faith" in both the Department and the Public. It will be pointed out that Rivera is the only head of IAD to actually gain favor with with the boots on the streets, as well as the community.

Short 591 officers? Interesting conversation I overheard recently...An E.T. had the task of going and picking up paychecks. While making conversation, the E.T. asked how many checks get cut each pay period for the police. The answer......9,800 total. That includes those on medical, disability, light-duty, etc. Short 4,000 is more of a better answer.

Am I missing something. Not that I am saying that it should not happen, but how will closing districts free up people, except for house cats and shit. There will still be the same number of calls, same number of idiot citizens, same number of streets. Does someone think that by closing, say 21, mean that the area covered by 21 will no longer be policed? Is it going to disappear or something? There will be less numbers of beats, but the remaining beats in the reconfigured districts will get bigger or something. I am confused. As usual.

We as a department need to help Mayor Daley with his budget issues. Allow me to offer some suggestions. Money can be saved in several units. Let’s start with the DOC. Enough with those fucking “ZERO TOLERENCE” bulletins. Doe Commander (Should be Lieutenant) Caluris really think the officers that work in the effected districts don’t know about the gang issues in their districts. Give me a break Demote him already.

Next, Commander Ruth Wedster we as a department continue to create command spots for her (Academy, R&D) and for what reason. I’ll tell you; Clout!!

Can someone please tell me what the fuck is up with the Detective Division? How many people do we need in charge over there to suspend these fucking cases.

Can someone tell me what the difference is between C.A.P.S and Preventive Programs? That scan has been going on for much too long. Please sign me up for some of the bullshit. Either get rid of those command spots or get rid of Beth Ford and Phillip Hampton.

You can not run a police force like a corporation. You do not fill positions at headquarters with civilians. This is exactly what the City wants. You don't close districts, you have the city man them.

To the young man who took the power test today--- some advice. Dont quit your job until you start the academy.....meaning take some sick days or use vacation time after the academy has started. Have heard too many instances where guys show up for academy and they get sent home. No job with city and you just lost the job you quit.....not a good situation.

Hey Sherlock Holmes, if I'm not mistaken 6-2 with court on one RDO leaves one day off. With the three day weekends coming round every 6th week the gain is worth the pain.

Or, go get a job at 7-11, then no court, other then when you're needed to testify as a victim.

excellent point, but the obvious answer is it's just another bullshit ploy to make it seem like a problem is being fixed. There's only one way to fix this issue, more boots on the ground. That's the ONLY solution.

No doubt we are short, but the real reason is the drain on the District's started with TRU, then MSF and finally NAGIS. How many have been taken from the District's in the last 5 years? How many Dic's detailed out to "spots"? Combine that with the lack of new hires and the "do more with less" corporate mentality currently in place and we are screwed!

I agree somewhat...They should disband the Sat teams and TRU. Both are useless. TRU was useless when SOS was around and still is to this day. You do need to have a city wide unit though, so keep MSF. Take the 100 most productive workers from MSF and TRU and combine them into one unit and get rid of the dog asses and send them back to the districts. That should free up a couple hundred.

You know what, everybody needs to take a chill pill. I've been the police for 27 years, and coppers were always cynical, skeptical, and pragmatic. Not necessarily bad attributes. But, we have now become like the rest of this whinning country. There are pros and cons to everything, such as the new schedule. For 27 years I have heard the exasperated cries to get rid of the 6 day work week. Now all the crying about the things wrong with it. My God, the whole worl operates on give and take. What the fuck do you want...4 dyas on, 3 days off, and a 6 hour day??!! The police used to be tough, worked shit hours, rotated every 4 weeks, and did probably the toughest job in society. Now there are a bunch of punks (most definitely amplified by the completely clueless and incompetent leaders in this department), bitching about an hour here or there, and losing three day weekends. WAKE THE FUCK UP!!! You get a break from the dregs of society every 4 days instead of every 6. That is a plus no matter how you cut it...boo hoo, you lose a day or two of furlo. Start being THE police again. The bad ass mother fuckers, who were tougher than any other segment of society, instead of a bunch of pussies.

And for the record. I am not referring to the legitimate gripe for a contract with fair raises. I am talking about crying about a new schedule that is obviously better for your long term mental health. Complain about the political bullshit - in assignments-, the pathectic bosses, the inadequate equipment, the shortage of manpower, and the complete asshole of a mayor, and a long list of real beefs.

But stop crying about something you've been asking to get for years, while the rest of the country is losing jobs, and losing their homes. You are going to get the deserved reputation as a bunch of spoiled brats.

Beef about justifiable things, NOT EVERYTHING, and toughen up a little, like the police were 20 years ago!!!

How does this save? Those sworn members won't leave, they'll still be on the payroll. But to rehire reitred officers makes sense. They need the $$

Even though we are short, rest assured, there are plenty of officers willing to run around like chickens without their heads being proactive. Plus, they work in the busy district while districts like 016, 017, 019, 008, 020, etc... they get screwed.

He means hiring will not be at a faster rate than the current already slowed down rate. In plain English, hiring will slow down even more. He only hired 46 in 2009 so how much slower can it get?

It was brought up at the FOP meeting today that Daley increased the budget for his own office by 7%. No doubt that is for more bodyguards because there is less love for him than there was yesterday. Or more hatred, either way.

That's like Daley's recent tax "rebate" whereby he didn't raise taxes as much as some expected therefore "rebating" the amount not raised.

Also like hitting yourself in the head with a hammer because it feels so good when you stop.

Let me explain to you what we do in the academy. We don't just sit around teaching new recruits. We also make lesson plans for the whole department. We write training manuals for the entire department. We do in service training for officers. We offer valuable classes for officers.

Many officers in this department thing we have it made working in the academy. If it were only that easy. Sure we have perks (Monday through Friday, weekends off, all major holidays off, etc...) but there are minuses too. Perhaps people like you should apply for a position in the academy? Then you will know that we don't just sit on our butts all day long doing nothing.

most officers hate going to traffic court anyway.

close 2 districts means a merge in manpower...the beat cops stay the same because the beats still exist but 2 less commanders, 6 les captains, less lts, less sgts...fewer cops inside, tact/gang teams shrink too...

it adds up pretty quickly

Can't you see that with all these mobile districts (msf,tru,sat teams etc..) they think that there is no need to fully man the districts.

When a problem area erupts, they send in the mobile district and they do what they do.

The district guys job is to simply manage the backlog.

Heard a boss saying that he does not care about backlogs, just want numbers.

It all depends on your boss, and dc's only have a 5 year life anyway so just wait it out if its bad.

The brass puts the mobile units in an area,they get numbers,bosses job done.

Boys and girls I just want you to know that when you join these mobile districts that you are weakening the strength of this department. These units are what is keeping our numbers down. The main reason for the gang enforcement unit was to have a city wide tact team that is basically plain clothes tru and they didnt have enough volunteers to do it.

Anytime the city sees a way to hurt us they take it. The whole thing with not being tied down to the radio,no domestics,blah blah blah...that is how you learned to be the POLICE. Different situations,thinking on your feet,learning the gift of gab,gaining neighborhood contacts,knowing the nosy busybody who always has some good info and gaining a reputation that strengthens you and the department.

Do what makes you happy but also remember that you give up contractual rights when you go to these units, that is what is really hurting our numbers.

The 6 & 2 schedule, with 2-3day week-ends every 6 weeks. And you switched watches every period. And then they changed your day off group when your week-ends were coming up. And you got a 28 day furlo. No option to split. You got a scheduled baby furlo. But after all that, your comp time balance was zeroed out. No OT pay.
Wonder why they had to kick these guys off the job back then? Early retirement? Practically unheard of.

Funny SCC how the mayor cries poor over and over again. Two days ago while patrolling the lovely Westside my partner and I watched as about 10 or so guys working for a landscaping company planted trees around Polk and Sacramento just a half block or so from Manley H.S. Then today as I drove past the academy there were another 10 or so guys doing the landscaping of the academy. I understand the grass has to be cut but these guys were blowin and pickin up leaves, putting new mulch around the bases of the trees.... But were broke right Daley.....

Closing 021 will mean that the commander and his staff will be eliminated along with the physical building and costs associated with operating a 50 year old police station. The officers will become part of the 001st district and maybe part of the 002nd district. A 911 call from there will still bring a police car.

013 will likely be divided up between 014 and 012 and maybe part of 018.

Closing those two will save the costs of running two antique police buildings heat, electric, the commander and inside staff. The officers will still be on the payroll.

Would likely save $4 million, at least, a year.

At FOP meeting today the numbers of dues paying FOP members were announced, as they are each FOP meeting.

Active sworn below the rank of Sgt, around 11,500, Sgt's around 350, disabled, 250, retired around 5,400. These are rough but close by memory only.

Add around 1,100 Sgts and 300 Lt's and Captains and you have a total sworn strength of approximately 12,900 give or take. So, 600 or so short is likely accurate.

There are about 600-800 on various forms of light duty and 350 or so on medical on any given day. Around 1,100-1,250 physically unable to perform.

4,000 short is simply not a good number, it isn't that short. 600 would be about right.

The real number they're down is about 700. That 9800 number you hear is POs. Doesn't count white shirts, dicks, etc....

All of the units you mentioned are where the bodies are. This was a simple trick that Cline learned from New York.

You redeploy police instead of redrawing district boundaries. Revruns were appeased and worker bees/taxpayers in decent areas didn't know they got spun.

The city lerned its lesson from the 1992 Booz Allen Hamilton Study when they floated the idea of closing 10-12 districts. The worker bees/taxpayers got really, really pissed.

Times have changed and SCC is correct, they will get away with closing 2 districts next year, 013 and 021 because of the shit economy and the fact that the taxpayers are tapped out.

The Department can go in two very different directions when the current Superintendent goes. The Mayor can put another empty suit in and watch what's left of the Department implode. The Mayor may, on the other hand, realize the huge mistake he has made with Jody. He could put in a Police Officer that is well liked and well respected.

To confused as usual. Closing the Districts reduces one Exempt, three Captains, a couple of Lts., AND all of the civilian positions, not to mention the inside sworn personnel. It also reduces facility maintenance. There is a huge cost savings in this, but it bears the cost of pissing off a lot of citizens. If you expand Beat sizes, then additional savings MIGHT be realized in reducing the # of Sgts and P.O.'s, though, as you pointed out, the areas would still have to be covered, and this might not "save" anything.

And BTW, there is no way the 21st closes until, just maybe, the 2nd District crime rates fall even further through the floor. This has been talked about for all of my years, but unless the U of C teleports to another location, it will remain this way. The U of C gets to consider the crime reported in the 21st District for its campus safety, and not that of the 2nd or 3rd Dists...it's not likely to ever happen.

They would save on two commanders, the commander's staff, CAPS office and some supervisors. Since the districts that absorbed them would be larger the PO's and Sgt's and some Lt's would still be needed. Someone has to drive the beat cars and supervise, you can't simply put extra beat cars out there without more supervisors.

Those two buildings are old and expensive to maintain and heat etc. And besides, Michael Marchese probably wants to buy them both for a buck each.

Many officers in this department thing we have it made working in the academy. If it were only that easy. Sure we have perks (Monday through Friday, weekends off, all major holidays off, etc...) but there are minuses too. Perhaps people like you should apply for a position in the academy? Then you will know that we don't just sit on our butts all day long doing nothing.

021st District is a goner if they close districts. It will be divided up among three districts I've been told by a good source. 001st will get the northern end of 21, 009th will get the small western edge of 021 that's west of the Dan Ryan, and the 002nd will get the bulk of the old 021st District. Good lord! Gods knows we are short but that story has been around for more than 5 years...You want to know how many people are on the job? Ask FOP how many dues paying members below the rank of sergeant. The disability and retiree numbers are separated, There are 1200 plus sergeants, appx 225 lts and about 65 cpts.
The 9800 checks has been circulating for well over 5 years. And no I don't buy the department's bullshit that we are short only 591.

I agree somewhat...They should disband the Sat teams and TRU. Both are useless. TRU was useless when SOS was around and still is to this day. You do need to have a city wide unit though, so keep MSF. Take the 100 most productive workers from MSF and TRU and combine them into one unit and get rid of the dog asses and send them back to the districts. That should free up a couple hundred.

And to add this: I've been back to the academy one single time in the past 5 years for camara training and that's it. I'm a beat cop and would love to go for extra training or law refreshers, but guess what, i've got to man my beat. So who the hell are all these people in "the field" that you are doing all this work for? And what are you doing exactly b/c i can tell you nobody in my district on my watch is benefiting one single bit from all the work you're doing in your cozy little building.

012 and 023 are not closing, period. 023 has broken ground on a new station already. 012 is waaaay too political, with Pilsen, UIC, Greektown and Taylor St. it isn't going anywhere. The odds on choices, should they choose to close districts would be 013 and 021. 013 could close tomorrow and be absorbed by 012 and 014 without batting an eye; the same for 021;001, 002 and 003 would absorb it no problem ,ithout any interference in service. Closing stations may save on maintenance on buildings but they aren't firing Commanders and Captainsthey will plug them in where needed, and obviously, the Lts and Sgts. will be moved to a neighboring district, thus ending the need to hire more for awhile.

The best idea would be to first end the sat, gun, psn, midnight gang teams, area mission teams, CAGE teams, and then look to NAGIS for the return of the gang guys, they never should have left in the first place; once done and people returned to districts, its time for dead wood in narcotics, there are plenty of people there that need to go. Last but not least, TRU and MSF, they should be down-sized and merged into one unit, they do the same thing, I don't care what they say... those moves alone would free up a good 500bodies easily for the Patrol Division.
Sorry for the rant...

008 isn't busy??? You northsiders need to get a clue. 008 is one of the busiest districts in the city. There are no quiet districts on the southside. Even 022 is in the top eight for murders and shootings.. It's all you northside districts that are quiet.

Please tell me where can I apply? Do I need a resume or qualifications? I have two years on, just off probation and need to find a spot. I heard from others that there are several officers with two years on working at the academy? Is that true? I am not a female but will answer phones, type and run errands. Daley doesn't want to make it look like he's trying to fuck the police in front of the arbiter, so he refrains from mentioning our name directly as his thorn. So he dishes out little bullshit stories of we're so broke at the expense of the police and fire for the arbiter show.

This shit will all go away after the aribter rules. Unless of course he rules in our favor on raises, then the show will continue as Daley will refuse to honor the ruling.

You're getting sidetracked by the dog and pony show SCC, this is just the largest antipolice contract show he's ever put on, nothing more.

Stay focused on WHY these games are being played now because six months after the ruling you'll never hear about this shit again.

I agree somewhat...They should disband the Sat teams and TRU. Both are useless. TRU was useless when SOS was around and still is to this day. You do need to have a city wide unit though, so keep MSF. Take the 100 most productive workers from MSF and TRU and combine them into one unit and get rid of the dog asses and send them back to the districts,,,,,,,,,,,,,,,,,,,,,,Not sure about other areas, but the ones in our area are all over the place and do help out the districts a lot..more so than the district tact teams...

Do you get shot at? Do you fight in alleys? Do you work midnights and stay up to go to court in the morning and go back to work on 2 hours of sleep? Do you run the risk of being sued for doing anything proactive? Do you work in below zero weather? Do you have days off cancelled or your hours changed to work a detail? Are you pressured for arrests, movers, parkers, contact cards, impounds, event numbers? If you've done all of this and more with plenty of time on the job; congrats, you've earned your spot and survived the street. If not, shut your mouth and quit bitching about putting together FUCKING LESSON PLANS AND TRAINING MANUALS WITH EVERY GODDAMN WEEKEND OFF!!!!!!!!

I read the first posters comment and there was no "bitching" just responding to a previous post. And yes most of them (Not all I'll admit) did all of what you describe above and some even more. Most of them will go back to doing all of what you described because most people do not retire out of the Academy. And yes you can get sued at the Academy over bad lesson plans and teaching. Yes hours can be changed to work a detail outside in zero degrees weather. Yes you have to show that you are working on a project or lesson plan when you are not teaching.

What about OSHA? If P.O. gets off at 0300am and has court at 0900am, gets home by 0400am, immediately goes to sleep, he has to get us at 0730am to get ready and leave home by 0800am to be at court by 0900am. That's 3.5 hrs of sleep. This has to be some type of OSHA violation.

23 will never close. They are 1/2 done with building a new station you geniuses! Also, with Boystown, the lakefront rich with their bosts in the harbors and Wrigley Field do you really think that place will close? It's the 2nd busiest District in Area 3 (I know, heroes, that doesn't say much to you).

Closing stations doesn't help. If you look at only crime reduction the biggest problem we have is that we don't enough Districts. No District should be large than 5 sq miles at the most. What we do have is a top-heavy dept that needs to be pared down: 3 Dep Chiefs in the Det Div? Two Chiefs in Patrol not inlcuding Dugan's spot? Chiefs in Counter Terrorism, IAD, etc?

I agree with the guys who say pare down the specialized units: Sat, Gun, midnight tact, MSF, TRU - put those people back into the Districts and hold the Cmdrs responsible for getting the job done.

NYPD, LAPD, they've had the same problems as us and never closed a station. But they did reorganize and reduce their command staffs, shedding the dead wood.

I have to agree with much of what you wrote, but this job is nothing like it was 20 years ago, so asking PO's to go out and act like it was 20 years ago is ludicrous.

Much of the anger, resentment, and out-right distrust is grounded in fact. It's not whinning.

Never before on this job has the individual officer taken on as much personal risk as they do today. ANY OFFICER could be on the front page of the Scumtimes tommorrow. Any officer could lose personal money on any arrest they made today. Any officer could have their reputation tarnished and even be criminally charged simply because the TV news chose to broadcast one of their mistakes.

The fact that we have jobs and are being paid does not justify this fucked up state we find ourselves in. The call to keep cashing paychecks and simply eat the shit this city doles out is bad advice. The state we find ourselves in is wrong.

I took this job, I agreed to do this job, and I put my personal financial security into its pension. But, I didn't sign up for the nonsense where we are the criminals and the criminals have somehow become victims THAT I HAVE TO GIVE MONEY TO. It is total bullshit. We are being treated unjustly and I will adjust my actions accordingly regardless if this city goes to shit as a result.

Call me a whiner, but when this city proposes any change to my job, I'm going to be suspicious. I have plenty of reasons to distrust my employer.

When I came on, we changed every 28 days, lost all time on the books at the end of your furlough, were not payed for overtime and had a minimum retirement age of 58 years of age. No union, no grievance rights, only 6 months medical max. But, in retrospect, the department seemed like a more human and understanding place to work. I could be wrong, because time does dull the senses, but from what I read on this blog, no one seems to care about doing a good job anymore. Just a lot of whining. People do not stick together, just a lot of whining. If someone disagrees with you on this blog, you can expect to be cussed at and insulted. It is just not the right thing to do.

look at voting records/statistics for neighborhoods within any district, and you might get a clue of what district (s) could be closed. DO NOT expect to see 023rd closing anytime soon. DO you have any idea who lives there??? look at the real estate listings/prices.
you have very POWERFUL people living there too-PRITZKERS, HUBERMANS, TUNNEYS, EMMANUELS, CAREYS, HEFNERS, and the powerful business community. 023rd also has one of the largest concentrations of judges living within the city limits. if you guys think that distric (023) will be closing, just go take a look at the construction on addison(between the current district and wrigley field). by the way, the multi-level parking lot is due to be open in december.

We have 4 and 2's in Cicero, and we love it. The week goes by real fast. Now the geniuses in our town want to change it to 10 hour days. The problem is the 4 and 2 (8hr days) are in our contract. I would strongly recommend having your union fight for 4 and 2's. I remember 6 and 2's. I would not be able to handle that work week again.......Stay safe my brothers

Now 16 years ago is "back in the day?"

I cam through that academy 25 years ago and we definitely had 5 year wonders giving us the benefit of their 4 years of street experience and one year in the training academy. We had some of the names you would mention. I also remember one Frank Bielfeldt who would tell certain 5 year wonders to shut the fuck up when appropriate, in class, to the silent applause of those of us who thought these 5 year wonders were full of shit.

The guy who taught case reporting when I was there was Willie Ware who claimed he could still "pee a steady stream in a swinging jug." Damn that 25 years went by quickly, just like they said it would. It is these last few years that are going by slowly.

I came through 16 years ago and the academy was a silly, stupid waste of time.

The only thing that's changed is the amount of ratting that recruits do to each other and their instructors. Other than that, I'll bet it's pretty much the same waste of time today as it was 16 years ago.
