Part of the Problem

Actually, Daley is all of the problem, aided and abetted by 50 spineless wonders:
  • Mayor Richard Daley and some aldermen suggested today that police officers and firefighters take off nearly five weeks without pay to cut city spending next year.

    The idea, which the city cannot force on the police and fire unions, surfaced as outside critics and aldermen are questioning Daley’s plan to dip into long-term cash reserves to help pay for his proposed $6.1 billion budget.

    “Everyone has to be part of the solution, not part of the problem,” Daley said today when asked if police officers and firefighters should take unpaid furlough days. “And that’s why I’m taking 24 days without pay, and I got other people to take that, because you have to show that government understands the suffering that is going on throughout your communities.”
You want 24 days without pay, you better be bringing something to the table Mr. Mayor. something big. There's a reason the Teamsters, the SEIU, CPD and CFD haven't taken furlough days. The first two unions stuck together and refused givebacks for no guarantees. They paid in layoffs, but they still have their negotiated benefits. The second two can't strike, but they didn't surrender anything and an arbitrator isn't going to touch previously negotiated items that aren't even on the table at this point. It's a dead issue as far as we can see.

Just for shits and giggles, let's look some stories from ChicagoBreakingNews.com over the past two days or so:
  • A boy and girl were shot in an apparent drive-by shooting tonight in the Far South Side's Morgan Park neighborhood, police said.

    WGN-TV reported that the children were an 11-year-old boy and his 10-year-old cousin.

  • GeRod Thomas went out of his way to avoid trouble, often staying inside when he was at his Bronzeville home.

    Yet violence found him on his front lawn Tuesday night when he was gunned down in what police believe was a gang-related drive-by shooting.

  • A body was reported to be found in a trash receptacle this morning in the Englewood neighborhood on Chicago's South Side.

    The discovery was made about 10:40 p.m. near West 73rd and South Carpenter Streets, officials said.

  • A man in his 20s was shot and critically wounded this morning in the West Englewood neighborhood on the South Side.

    The shooting happened within a block from where a woman and a teen were killed Tuesday afternoon in a drive-by shooting, which also left two men wounded.

  • A 19-year-old man and a woman were killed Tuesday afternoon in an apparent drive-by shooting in the city's West Englewood neighborhood, police said.
That's about 48 hours worth of mayhem, mostly in Englewood. We imagine that most coppers in 007 would welcome 24 extra days away from this bullshit, but not at the cost of two paychecks. Someone better get these idiot aldermen a reality check. Soon.

We already gave at the office. We've been pointing out the manpower shortage for over two years now. The Department is finally admitting they are 591 officers short after two years of non-stop retirements and three Academy classes totaling maybe 150 police. Add in the voluntary resignations to take other police jobs, details to outside agencies and we're lucky if we aren't 1,200 short right now. 591 is just what they admit to being short. And that is shortage is 365 days a year. Figure it this way...
  • 24 furlough days times 9000 cops is 216,000 days "saved"
  • 591 open positions times 365 days is 215,715 days "saved"
The difference is negligible. And the retirements haven't stopped. There are going to be almost 200 scheduled retirements in the first half of next year, more probably. Reduction by attrition is savings. It isn't doing shit for officer safety or public safety, but it's "savings" according to Shortshanks.

The mayor and his buddies can not force us to take furlough days, that is correct, But what do we do if he decides to lay off officers. Do we throw the least senior officers under the bus so the rest of us can save 7 or 8 grand. If we do that can we still hold our heads up? I dont have an answer I am just saying...

Now that the city didnt get the olympics and no one ever runs against Daley, there is no motivation to keep the crime rate low. New officers will not be hired like they should be and the department will never be at full strength again.

Look, just gimme that budget of $6.1 billion dollars and, by Monday, I'll have it whittled down to a point where the laid off city workers will get their jobs back, Police and Fire will have new contracts WITH double digit raises and retro checks, and there will be NO NEW TAXES OR INCREASED WATER BILLS!

I'll start with no-brainer stuff like no more fireworks every week-end during the summer and a seriously scaled back display for July 3rd.

Next, no more parades beyond the Thanksgiving Day Parade and Christmas Parade. No Bud Billiken parade, No St. Patricks, Polish, Columbus Day, nothing paid for by the city. If individual communities want to celebrate their ethnicity, they can get sponsors from their community to foot the bill for their parades and festivals.

No more hundreds of thousands of flower bulbs being planted in the concrete flower beds in the middle of the streets.

No more light pole banners everywhere. In fact, the city can rent that space out and people can can pay for their own banners.

No more personal body guard details. It's gotten out of hand. Armed policemen acting like chauffeurs, butlers and man servants for the arrogant elected assholes. What a f*cking joke! If these people feel they need that kind of protection they can come to me and ask and, as The Sole Determining Factor, I will listen to them, take it into consideration and then decide NO PROTECTION! Let them hire their own domestic help.

How am I doing so far?

Feel free to cut the budget further on your own keeping in mind that The Sole Determining Factor will need to sign off on it!

Englewood ranger here I would love to get the f out of here for 24 and then add my real furlo baby furlo personal days and my 300 hours of comp time all together for one big fat break then I can just work my part time to make up for losing two checks. Let's see how safe the city is if everyone does this and no one is at work. Then Daley can work special and take my place for while, he can even use my gun and vest free of charge. Even better no one show up for work for 24 days and let's see what happens. See if the public misses us! We'll just say were helping out to save Daley some money. Or Daley can get his a$$ out there and start shaking a cup at strangers to make up for his piss poor budgeting. WTF Signed sick of this $hit

I often read comments from others on here stating they aren't doing anything they don't absolutely have to which produces revenue for the city. I know it is a reaction to the frustration and disgust they feel as a result of working under a political system/regime as corrupt as the worst third world country.

I have not reached that point yet. I swear if the politicians, arbitrator and citizens of this city allow their police to be furloughed or to not be given at a minimum a 15% raise with a 5 yr contract I will immediately do nothing but answer my calls, react to crime I observe and follow supervisor's direct orders. Especially after going 3 years with no raise, having the taxes on my 1300 sq foot home go from $2500-$4800 in one year and seeing the government give away hundreds of billions of our money to private banks run by men making $30-40 million a year and double the salary of our supe to $300,000.I won't even get into what the mayor and city hall does. My current activity produces at least $70,000/yr for the city EOM.

OK, the city council wants us to take furlough days like them? Fine! Like the rest of the city employees, we all take the SAME day off like with the water and S&S department. EVERY cop takes furlough on Dec 31st. NONE of us show up because we off. Let Richie and Ed Smith handle the calls. That's what they want.

This year alone, I had a close personal friend killed in the line of duty. PO Alex Valadez was murdered on 01Jun09 at the age of 27. In the past year, PO Richard Francis and Nate Taylor were gunned down. MANY of us have been shot at or shot but were fortunate enough to not face the same fate as the above. Yet, the city council, men and women who hide behind desks, feel we are not needed. We should serve without pay. To this I say SCREW YOU! I want Ed Smith or Daley to walk up to the door of Valadez, Francis, Taylor and explain why we don't get anything. Oh wait, they can't answer their home door because they are DEAD!!! Gave the ultimate sacrifice!! OK, then speak to their family and give the reason why we should not be paid. Will not happen because the council and Daley are Cowards. In one breath will honor us and in the next sell us out. It is sickening.

Yet we are not doing the police work we should, because we're tied down to that damn computer. When City Council gets around to the Police Department I suggest that the FOP inquire why Alderman Burke and others have bodyguards and drivers.

The FOP should also inquire when these drivers violate a red light camera in a city owned vehicle while enroute to a fund raising event or dinner if the dignatary or driver pay the fine or is it non-suited.

Will these so-called police officers have to surrender five weeks of their pay and if so will they be replaced by someone else?

Correct SCC,

That was AFSME who paid the price in layoffs. SEIU Local 73 & IBEW Local 21 which represents(Public Safety Unit 2 which includes: TCA's, Crossing Guards, PEA's, Aviation Security, 911 Operators, Animal Control)sacrificed 2 years of retro-pay in order to avoid furlough days. We are also still required to serve the unpaid holidays. What we did get was the ultimate gift. Our contract expires 12/31/10, just in time for the mayoral/aldermanin election

Hopefully the arbitrator does better for you guys.

Seeing as your Chicago is from 18th street, the river on the west and North ave. public transit should be no problem. Get out with the people.

Every civilian employee working for the Police Department must be laid off before the first sworn officer is laid off.

That is why the mayor moved many units OUT OF the Department. Just to name a few, your civilian lock-up keepers, radio dispatchers, motor maintenance mechanics and R-men, all USED TO BE employed by the CPD. Daley would have to lay off all those people to get to the coppers.

By moving all those jobs into other city Departments like OEMC, DoR, etc. they DO NOT have to be eliminated before he goes after coppers.

That is true what one comment said. When you're in debt over your head, you cut off the luxuries and pay off the bills. The mayor should tell all of the citizens that everyone needs to pitch in. There will be no festivals, no parades, no flower planting, no water falls or fountains turned on, no outdoor summer movies or dancing, FOR ONE YEAR.

The mayor should man up and give up his body guard staff on behalf of the citizens and this economic crisis. If he said crime is down, whats he afraid of? Can you imagine how much money each p.o. makes each year on a sergeants and commanders salary with all that overtime they get? I'd love to know how much richie is costing the city because he's a greedy coward. I'm sure the citizens would appreciate that money back.

3rd Quarter GDP number was out the morning. It was +3.5%, which means the economy is producing and getting better. 2 consecutive Quarters of positive GDP means there is NO RECESSION. By the time the contract is decided upon by the arbitrator 1 to 2 more Quarters will have passed. It is very possible GDP will be positive for 2-3 consecutive Quarters. By most if not all economic indicators, the bottoming of the economic recession occurred the past June. From there the economy has showed signs of improvement, albeit slowly. This should continue. I wish the FOP would hire some good economic professor to bolster this situation. The facts are in our favor here and the dictator richie pisspants daley is using lagging indicators of the economy for justification of layoffs and salary give backs. Chicagos deficit is due directly to his lack of management skills. He couldn't even pass the Bar Exam on his own, yet he is trusted to run hundreds of millions of dollars of budgeted money? When our contract ended the economy was humming along fine. When it finally gets settled, (after 3+ years), the economy will be well into it's recovery and will be humming along again. Will the city and richie pisspants offer police and fire a raise then? You know the answer to that question as well as I do.

The difference between other city workers and the police and fire is that the police/fire workers have to risk their lives DAILY in the course of their duties, in addition to being undermanned, underequipped and flat out unappreciated. The public is so worried about delayed responses and the spikes in violence and yet they don't want to fund or support the very resources they are crying they need more of.

Shame on the constituents of this entire city that they don't howl in protest at the aldermen's pay (X50) and the $1 Million slush funds PER WARD that the aldermen don't even have to account for. Instead, aldermen are pointing the finger to others in order to take the spotlight off of their own behavior.

The city workers are essentially hostages of this city today - there are no jobs to go to in this economy, no way to sell your house in order to move and so here we sit: unable to leave while Daley and the cronies raise taxes, raise fees, cut salaries and demand, demand and demand more of the citizens that are here.

We have been living with these increases with NO cost of living increase for over 2 YEARS - no way to offset the extra money the city is pulling from our pockets EVERY DAY. And now not only don't they want to make us whole they want us to pay them MORE with unpaid days?? Outrageous.


Go ahead and demand more cuts in public safety - and by the time the violence is out of control, it will be too late to turn this city around. Anyone remember Detroit?

I just pray that my family makes it through the times that are coming - that my husband and our friends make it home to us each and every night.

Yesterday I was walking down North Milwaukee Ave. There was a crew of men installing tress. Lots of tress. One at every store front. They will need lots of loving care. Many of the inner city streets, have similar vegitation planted in the middle. They need lots of loving care. I often read comments from others on here stating they aren't doing anything they don't absolutely have to which produces revenue for the city. I know it is a reaction to the frustration and disgust they feel as a result of working under a political system/regime as corrupt as the worst third world country.

I have not reached that point yet. I swear if the politicians, arbitrator and citizens of this city allow their police to be furloughed or to not be given at a minimum a 15% raise with a 5 yr contract I will immediately do nothing but answer my calls, react to crime I observe and follow supervisor's direct orders. Especially after going 3 years with no raise, having the taxes on my 1300 sq foot home go from $2500-$4800 in one year and seeing the government give away hundreds of billions of our money to private banks run by men making $30-40 million a year and double the salary of our supe to $300,000.I won't even get into what the mayor and city hall does. My current activity produces at least $70,000/yr for the city EOM.

In the past year, PO "Richard Francis and Nate Taylor were gunned down. MANY of us have been shot at or shot but were fortunate enough to not face the same fate as the above. With regards to the suggestion of the City's administration and aldermen to have Chicago Firefighters and Paramedics take furlough days off, I must first tell you that the City and the Union agreed at the start of our contract negotiations that we would not negotiate in the press. Unfortunately, the City is not able to live up to this arrangement. Recent public statements by the Mayor and members of the City Council give us no choice but to respond to their recent published remarks.

It is obvious that fires, accidents, hazardous materials incidents and the need for quick and competent firefighter and emergency medical response do not take a holiday or a furlough day.

The taxpayers of Chicago need to know that when they call for help in their darkest hour, there will always be fully staffed emergency service ready to respond. Chicago Firefighters and Paramedics provide protection for these always existing dangers, but we must also have the manpower and capability to respond quickly and successfully to an emergency and potential catastrophe. The world we live in has changed, and we cannot afford and should not gamble on the public's safety. The safety of our citizens and also of our responders is paramount and we must not jeopardize their well-being by reducing fire and emergency medical services.

The motto of the Chicago Fire Dept. is “We’re there when you need us” but that may well not be the case if reductions and cuts are implemented.

I ain't worried, I've got 4 guns in the house, plenty of ammo and a bunch of coppers who live around me. Might be a problem if you live in 7,11,3,15 etc. It would be great watching the Weisel, Brust and lastly MASTERS, MASTERS, MASTERS handling calls for the whole city. That would end quick. HEY MAYOR, I HAVE BEEN ON THIS JOB FOR OVER 27 YRS NOW, AND DURING THIS TIME I HAVE MISSED XMAS WITH MY KIDS BECAUSE OF SENORITY, MISSED SUMMERS WITH MY FAMILY WORKED DAYS,AFTERNOONS,AND MIDNIGHTS,GOT HOME ONLY TO HAVE TO GO TO COURT IN THE MORNING.NEVER COMPLAINED ABOUT ANY OF THESE THINGS BECAUSE I REALIZE THAT I TOOK THE JOB THAT I ALWAYS WANTED AND REALLY ENJOYED.I AM ONLY ONE OF THOUSANDS WHO HAVE DONE THESE THINGS OVER THEIR CAREERS TO BAD YOU CAN'T APPECIATE WHAT SO MANY HAVE DONE FOR THE LOVE OF THIS CITY.

When they stop planting flowers and putting up wrought iron fences, and speed bumps in alleys that no one travels anyway, along with about 5 billion dollars worth of pork, the budget will be a truthful representation of how much money it actually takes to run this city.

Cut out the crooked cronies of Shortypants, the fake contracts to 'minorities', Hired Truck, and on, and on, and on.....this is the crookedest city I've ever seen. It makes me sick.

Not only are the Alderman not taking pay cuts or unpaid furlough days after voting themselves and their staff a raise, they have also increased their discretionary fund, which is up to about $1.3 mil from about $75k. I wish I could vote myself a pay raise. The Mayor, the Alderman and some citizens lose sight of the sacrifices policeman and firefighters make day in and day out serving this city which at many times seem unappreciative. Let's not forget Officers Francis, Taylor and Valadez who were killed in the line of duty in the last year and a half! Can anyone really look us in the eye and tell us we are overpaid and over compensated for the hard work we do to save the lives of total strangers in need of help and make this city safe and not feel ashamed? And yes we knew the dangers when we took this job but remember the toll these jobs take on our families and friends when we get hurt or die. The police department is already short manpower and the city is not hiring more police even after getting federal grant money to hire 50 policeman. The class that just graduated a few weeks ago were already in the academy before the grant. Now all city employees must suffer for the city's financial mismanagement? It's horrible what they are doing to all city employees and the tax paying citizens of this once great city. Also, it's a damn shame the FOP isn't getting this information out to the media. The media picks up on this story and the FOP can't be reached for comment!! It's free publicity and a chance to get our side out and see if we can't pick up any public support, God knows we need it. Step it up FOP!!!

But what about the Aldermen's drivers/bodyguards? What about the guys who were assigned to his mother's house until she passed away? Was she an elected official? Heard there were three officers there 24hrs a day! What about those guys that protect a house two states away(Michigan)?? And Daley wants to keep taking money out of our mouths. Questions, questions....

Any give backs would have to be negotiated with the FOP. with no contract for almost three years and the City the subject of numerous Unfair Labor Practice beefs there is, literally, no way this or any other police union leadership in Chicago would negotiate away 24 unpaid days off.

This is a PR ploy in preparation for arbitration and to garner public sympathy for the City's position.

There is no way, NO WAY, FOP members will take 24 or 12 or 2 days off without pay; not to help this administration. Not with the shitty treatment we have all had to endure at the hand of daley. It will not happen.

The City can start laying people off but they must lay off every civilian in the police department before the first PO is laid off and neither is going to happen.

Daley is pulling the strings on this and it is the actions of a desperate man, nothing more. Just stay the course, arbitration will run it's course and we will very likely prevail at arbitration.

Keep the faith, keep on doing the job and stay safe. The universe is unfolding as it should.

In case someone lost his mind and agreed to take 5 weeks off without pay, would this include losing benefits like hospitalization, or would the fool have to pony up and pay the entire bill to stay covered?

I mean, what would happen if a medical emergency occurred? But, silly me, I'm sure the kind powers to be would say that this person tried to do the right thing and therefore they would ensure that he or family members would be convered. NOT.

What other benefits would also be affected?

IOD benefits are paid for one year and then injured officer must request long term disabity through the city. You can probably guess that they would be in a real hurry to help out an injured P.O.

Get a bid spot. Do exactly what is required of you!
Respond to calls, write a ticket when assigned or if you see a bad mover write them or do a blue card.
A contact card only when 100% probable cause to do one exists.
The Police Dept. wants 100% legit, then give it to them!
The new and improved police dept. of the 2100 century!
This is our job, fulfill it 100%. It is what they want.
Fulfill your job requirements totally.
We are NOT required to be pro-active, just respond!
We are not required to activate emergency equipment(light) unless on an IVC traffic stop.
The G.O.'s say authorized to activate emergency equipment not required.

Interesting thing to think about when layoffs are threatened - Exempts are technically civilians once they accept their commands.
They may still be sworn officers and can return to their career service rank, but their job title falls outside of union contracts.

So threaten your layoffs...just remember that our civilian leaders go first.

Why doesn't Daley and Burke hire their own "body guards" and "drivers". These officers need to be back out in the street to help with the low staffing numbers. They are all over-paid. Why isn't this little "monetary statistic" out there in black and white for all to see. I'm betting millions paid to officers making sgts pay and above to tote Maggie, Burke and Shanks around. C'mon mayor, we are two thousand short, help our staffing out, you can fend for yourself and pick up your own dry cleaning.

Think about what you are saying. Lift residency and you will give 24 unpaid days. Good luck selling your house for about 3/4 what's it worth. Then move to a suburb and pay about double the property taxes you are paying now.
