New Life for Aldermanic Petition?

One of the things that was lacking last time was a big media push. Yes, there was other stuff, like an organization that could go door-to-door, volunteers to go to store and mall locations to collect signatures, multiple collection points, etc. But to really get people interested, the media is probably going to have to be on board. Here's one media outlet that might be interested:
  • Too often, discussions of Chicago's budget deficit focus on selling civic assets: With the Skyway and parking meters leased, perhaps the water system is next.

    This is precisely backward. We have finite infrastructure, so instead of leasing its assets for generations to come, Chicago should cut its liabilities and unload its excess. What does the city have way more of than it needs?

    Aldermen. And alderwomen.

    Half of the City Council should be eliminated.

    Not literally, of course. But if Chicago wants to save tens of millions of dollars a year, one strategy is dead obvious: Go from 50 wards to 25.

Bill Savage gives a pretty decent overview of how cutting the number of aldercreatures makes tremendous business sense eliminating redundant middle management, consolidates ward operations, and even reduces the FBI corruption task forces by reducing targets. And evidently, he reads the blog:
  • This idea is not solely mine: A local blog, Second City Cop, rallied its readers to petition for a non-binding referendum on this topic in the 2010 primary, and its volunteers got more than 11,000 signatures — in about three weeks. And there is a Facebook page dedicated to "Reduce Chicago Alderman," and they don't mean a healthy diet and regular exercise.

    Such a change would require the state Legislature to amend Section 21-26 of the Revised Cities and Villages Act of 1941, which set our current number of wards, but it could be done.

I read this article Tuesday afternoon. It was in the Monday edition of Crains. Maybe we can also get some downstate legislator to introduce a bill the change the law and see what happens to it. We can get people to just call thier elected official to help push it thru.

A great article. That moving and shaking may be about to happen.

Leasing the water is insane.
1. You already paid taxes to build that infrastructure, but this means you will have little control over it.
2. State-to-state diplomatic relations will be superseded by state-to-business relations in another country--a disconnect.

3. Yet the city still must maintain the system. Because its citizens are the ultimate stakeholders in the service.

4. They do this in third world countries where there is no infrastructure, in order to get clean water. They don't do it in places where infrastructure already exists. What guarantees did Chicago get for improvement of infrastructure?

Crazy stuff. Chicago, I wish you very much luck in whatever effort you undertake against it. Including the aldermanic petitions.

Has anyone ever looked at the City of Chicago ward maps?

Talk about gerrymandering.

Alderman Bob Fioretti has suggested 25 wards, with 25 Streets and Sanitation bosses. I think he is definitely on the dime with this proposal.

The time is now, the money isn't there to subsidize these Do Nothings.

The mechanism to reduce Alderpersons is through the legislature. I suggest that anyone interested in such an endeavor focus on attempting to have Republican leadership climb on board to sponsor such a bill.

Gerrymandering???? Thats a big word that far too many people don't know what it means. Gerrymandering is the Chicago way and goes right along with Nepotism (I know Nepotism and Gerrymandering are completely different).

Gerrymandering and Nepotism are what keeps the machine alive in Chicago and Cook County. Both need to be declared completely illegal and punishable by jail time.

U want to fix Chicago. Start with three simple things. 1. Eliminate the 13th, 21st and 23rd police dists
2. Eliminate 28 wards from the city and their alderaman
3. Make the boundaries of the remaining 22 police dists the same as the aldermatic wards.


Things actually are simple. 22 police districts and 22 aldermatic wards. Some police dists have as many as 6 wards inside it. How dumb is it to have alderman calling multiple DCs and DC's having to listen to as many as alder assholes complain.

By the way I'm just a lowly PO who is TAXED ENOUGH ALREADY!!!!!!!!!!! Government should work for us and not vice versa!!

Off Topic,Looks like Jfed had some problems in his south loop condo.Seems Ms Jfed saw two residents fucking with the janitor of the building.So being the careing liberal,she called the 001st dist to send a car not 911.After no one came to her after waiting several minutes and to her
standerds,she call D.D who called the 001st dit Watch Commander.Omc assined a car who was getting gas,arrived at Jfed apt.The so called offenders where gone.report given.Police told victim when offenders/residents come back,call 911.hours later Jody calls 911,because hes not the police and can't make arrest.Police return to make arrest.Jody is in the hallway looking confused,and upset.What kind of shithole does this guy live in.And if the Bigguy cant handle a simple assault arrest,how in the hell can he handle a police dept.

Maybe your readers can take this thought into the new year and realise that things on the Department may not be so bad.

Merit and favoritism are here, but they are 100% merit and favorites in the private sector. 100%!

Our contract may be in limbo, but we are still covered under the old contract and it is probably a better deal than we will get with the new one. Plus, there is always the hope of retro.

The liberal and biased media is beginning to be brought to task.

A lot of politicians will be voted out because of this run away governmental intrusion. "You need a Carter to get a Regan".

Despite what you read in the papers, more people like us and appreciate the job we do,than don't.

This Nation and it's people have lived through tough times before and we will not fall. Voter apathy led us here, but I think that will change.

Love your family (the home family and the work family). Appreciate what you have and vote the bad ones out of office.

Start this year out with a good thought: Jody is more than halfway through his contract. SCC can you put a ticker countdown at the top? It will give hope to those in need.

While I was honored to provide my mailing address to the circulators of the petitions that garnered 11,187 signatures under such adverse time constraints and no real organizational structure (except SCC), please allow me to make some suggestions.

You may even consider me as a devil's advocate for any future REFORM endeavors.

PRIORITIZE OUR OBJECTIVES in this most politically corrupt of any major city (and county) in the nation. These priorities should be well thought out rather than half-cocked.

In my opinion, the consolidation of wards is on the short list--but not in the top three. Furthermore, based on the numbers of city council members in the four other largest cities in the nation, Chicago would only have about sixteen (16) city council members, not 25 and certainly not fifty.

I believe that the three most effective reforms for both Chicago and CRook County would include:

(1) TERM LIMITS for all elected officials.

(2) A RECALL REFERENDUM INITIATIVE for all elected officials.

(3) WHISTLEBLOWER PROTECTION WITH AWARDS for government employees. In the compelling interests of taxpayers, government whistleblowers should not only be protected against retaliation by the First Amendment and legislation. Good government would exponentially benefit, even flourish, if a successful whistleblower is awarded a percentage of the dollars saved by exposing government fraud and corruption. Such a monetary award could be perhaps fifteen percent with a cap of 3 million dollars per whistleblower even if the monies saved amounted to billions of taxpayer dollars.

Only then would I consider reductions in the number of ward seats and even more critical: strict enforcement of anti-patronage legislation and transparency in government hiring, promotions and assignments.

With the formidable assist of voter apathy, CLOUT has made Chicago the laughingstock of late night television and the nation in general. We can change this but it will not occur overnight. Perhaps the most repulsive aspect of this is that there actually are Chicagoans who take a perverse pride in "the Chicago Way".

I would be most interested in your comments, criticism and suggestions.

Let's see here...reduce the aldermen to 25...put their office in each Police District, make it mandatory that they spend at least 1 full 8 hour day there a week so that the taxpaying citizens can lodge their concerns and they can see how understaffed their so called wards are...make em earn their pay. Yea..and I would actively go out and get the votes out for Santos, after what shortshanks did to her...I would wholeheartedly support her rise to the Top. All these alderman do is bitch and complain, with a lot of their bullshit aimed at the Police. Put term limits on the mayor and the aldermen...these people have lost touch with reality from being in Office way too long. If it can work in New York...it can certainly work here too. They can't build their empires on the taxpayers backs any longer.

I dispute the specious arguments of two "anonymous" posters:

Per census data, wards must be of equal population. Compare the disparate populations of small CPD Districts such as 007 and 011 with that of the most populous districts such as 008 and 016.

First and foremost, the Chicago "definition" of "merit" is nothing more than a euphemism for political clout which is diametrically opposed to Merriam-Webster's defintion. CPD personnel policies are as crooked as a corkscrew.

In the private sector, corporations must answer to stockholders who will not suffer fools and political incompetents running a company into bankruptcy. The CPD does not have a financial "bottom line". I submit that the most valid barometer of CPD success is departmental morale (or the lack thereof). Using that measure, the CPD is a monumental clusterfuck.

Sure then you would have the Alderman totally in charge of the police district, which is political control. When O.W. Wilson came here as Superintendent, the first thing he did was eliminate nearly half 40 or so police districts so that police districts would be independent Aldermanic, or political, control. It worked too.

What we really need to do is petition to prevent the Daley Crime Family from selling off more city assets.

Can you image at every city event, the Air & Water Show and any place where Shortshanks appeared, any ribbon cutting, any Dummycrat rally, and there were people greeting everyone with a petition that said, "Considering what happened with the Chicago's Parking Meters, we the residents and voters of the City of Chicago petition to prohibit the sale or leasing of the Chicago Fire Department, Chicago Department of Sanitation (Garbage Collection), Department of Sewers and the Water Distribution Department.”

Who was the guy who helped us derail the 'Limpics. I think his name was Tom Tresser. Maybe this should be his new crusade.

Selling off the city's assets; skyway, parking meters,midway ect, is nothing but a way to privitize public resorces and put them in the control of corporations. This will take away our say as citizens and taxpayers over how these resources are allocated and how much we pay for them. It's already happening with the parking meters. The water department is potentially one of the most valuable resources the city owns. Along with Wisconsin,Michigan,Indiana and Ohio we are sitting on one of the largest bodies of fresh water in the world. With ground aquafurs drying up or becoming contaminated water is becoming a valuable commodity. Any corporation who could get their greasy hands on our pumping stations and purification plant could stand to make a fortune and hold this city hostage. STOP THE SALE OF CITY RESOURCES BY DALEY AND THE CITY COUNCIL!! any profit made will be short term. The misery will be long term.

Dear fellow officers, recently (2 weeks ago) in Area 4 Commander Ricco and the HGS LT decided they would “help” the lower seniority detectives who cried about going to 1st watch. After no one volunteered to staff the 1st watch and with no takers young detectives began getting phone calls from Area 4 Sgts. The Sgts. Suggested each detective consider weighing their options: You can do 3 periods on midnights or 13 periods-take your pick. As you can imagine all the management detectives went along with the 3 period offer. The story should end there right? NOT!
After everyone was given 2nd and 3rd watch (only 7 detectives were officially assigned to 1st watch) and the Area 4 were furloughs were picked a detective that received a 2nd watch management spot decided he no longer wanted to do his 3 periods and called the FOP to beef. Well now all the other chumps that are on days and afternoons by management are threatening to back out on the agreement because why should they do it if this guy is refusing to do his time.
The moral of the story is you are represented by the FOP with a CONTRACT. You open up a huge can of worms when you decide to cut deals with the devil. Management is NOT your friend and you are screwing the union and your fellow officers when you agree to these deals. While I will be the first person to say the Commander and the Lt. had their hearts in the right place and they truly were trying to make everyone happy, doing that is not possible.
I suggest every officer in patrol monitor what happens in Area 4. Perhaps they will set the ground work for your district or Area to break the contract AND GET AWAY WITH IT TOO!

I think the most important issue in Chicago that needs to be addressed is legislation that establishes how many signatures are needed on a petition(s) to get a referendum and/or candidates on a ballot. The enormous amount of signatures required by the current system gives an overwhelming advantage to incumbents/monied interests and against any reform measures reaching the electorate. You mean to tell me that 11,000+ signatures are not enough to get a non-binding ADVISORY referendum on the ballot??? That's ludicrous. If you change that legislation, you will begin to see more ideas presented to the electorate. More potential candidates will take a shot at running against the machine if they don't have to spend all kinds of money and time just getting signatures. We are in dire need of reform here.

The quote actually was from the mid 1950's (1955?) and was uttered on election night after a reform candidate was defeated with a vote of near 100% going to the machine dandidate.

Bauler was resplendent in top hat and feeling the effects of the election victory and many beers when he jumped up on a table and crowed over and over "Chicago ain't ready for reform yet."

If we think it is all corrupt now, imagine the thievery that went on to pull off a vote of 100% for the machine candidate as recently as the 1950's.

Lasting change will only happen very slowly, if at all. The sheep voters are very likely to return daley to office in Feb 2011 if he chooses to run.

How can anyone stop him? By posting on this blog? Who would win? Dorothy Brown? Some libertarian moron? What decent candidate in his right mind can commit up to 5 million dollars or more for a bruising primary fight knowing the history of the daley crime family and stolen elections?

The sad truth is, if daley wants to be re-elected, he will be re-elected.

This would be largely symbolic if enacted. While 25 aldermen and their staff would be saved the other city workers in a ward would still be on the payroll. And the alderman that would be left would be more powerful and would soon demand higher salaries due to their "increased responsibilities."

I'd like to see it happen but really, it might be easier for a mayor to get 13 votes for a majority than it is now to get 26 votes.

Rather than simply eliminate half the aldermen, how about getting decent people in there in the first place? Same with Mayor.

Of course if a good candidate for Mayor were to surface and get into the race daley would get shills to jump in to siphon off votes.

What is needed is to get rid of daley some other way, indictment, trial and conviction are how I prefer, and then get a good candidate in there with a good sized war chest and plenty of backing.

Area 4...bottom line: Bid and management officers have the same rights to a watch 80-20. Just because your management it does not mean they can move you...per contract, if 10 guys are needed on 1st watch you decide how many guys from 2 and 3rd watch you want (5 and 5), and it goes by seniority...PERIOD. If you're management on a watch, THATS YOU WATCH, they cannot move you unless they follow contract....volunteers, then seniority.

is a ROTATING WATCH system, like we did when I came on the job. But do it right, 90 days not 28. In 20 or so years everyone would be rotating. Or, let's have a REAL SHIFT DIFFERENTAL pay for working 1st and 3rd Watch.
