Damn Those Drunk Captains

And those lieutenants, always showing up for work three sheets to the wind:
  • Mayor Richard Daley has asked aldermen to approve five-year contracts with Chicago police captains and lieutenants that include new language on alcohol testing.

    The agreements do not cover wage increases, but they do call for random alcohol testing and say that captains or lieutenants who discharge their weapons will be subject to mandatory drug and alcohol testing, according to a statement from the mayor's office. The testing will be done after all shootings, including on- and off-duty.

Why is this a story? Has there been a sudden outbreak of white shirts discharging weapons drunk? This would appear to be a very minor concession on the parts of the Captain and Lieutenant unions. In fact, the head of the Captains union said as much:
  • Virginia Drozd, president of the captains association, said the terms demanded by the city are “standing operating procedure” in other big-city departments.

    “If you were an engineer on a train or a pilot on a plane that crashed, you’d have to submit to drug and alcohol testing. I’m not saying I like it. But, it wasn't so unreasonable that we thought it was a dealbreaker,” she said.

But the hook in the headline makes it appear that this is some endemic problem. You have to dig through twelve paragraphs to find this tidbit:
  • Chicago Police officers are arrested for DUI at a far lower rate than drivers as a whole. Thirteen officers were charged with DUI in 2008 — about one in 1,000 officers — compared to about one in 125 in the general population.
But trust the media to take two supervisor contracts and boil them down to a paragraph or two that deal with an issue that will come up once in a blue moon.

The rate of cops being caught DUI is much higher than 1 per one thousand. We haven't had 13,000 sets of boots an the streets in I don't know when. Maybe under Tim O'Conner... Now more to the point is the percentage of aldercreatures dui is well over 250% if you count repeat offenders. Accept this stipulation to the contract as soon as the aldercreatures do, and the pay raises for both groups are equal.

Lets be serious, the days of a field Lt being on the street are about as real as a Tim Burton movie. I will never get the golden ticket because taking the power test may kill me. (sarcasm) Ah, another group of white shirts making wonderful informed decisions that will eventually effect the blueshirts. Talk about a slippery fuckin' slope. How about I'm sittin' on my porch kickin' back a few beers. It's later at night and it's time to walk the dog real quick for his nightly dump. As I'm doing this, neighborhood shithead comes up and decides he wants to rob me at knife point. In reasonable fear for my life, I pull my pistol and send said piece of shit to the morgue. Everything I did was perfectly legal and appropriate but now with this piss test bullshit, the department has ammunition to use against me when they decide to appease the media or some dipshit reverend. Instead of letting the totality of the investigation dictate the necessity of alcohol tests, it now becomes a knee jerk reaction and will be the focus of any conclusion.

Off Topic...but interesting

There has been some question about the whereabouts of the Mayor's son Patrick. He is supposed to be in the U.S. Army. He is suppose to have enlisted but actually it is because they caught up to him because of his enlistment committment he made when he entered the United States Military Academy to stay out of jail for that baseball bat battery in Michigan event.

On a previous posting it was suggested that we check You-Tube for: "Billy Dec" "Red Scquare" and "Patrick Daley".

I did that and it came up with a homemade 2:50 homemade video of some Ameriocan guys walking through Red Square on September 24,2009. One of them is said to be Patrick Daley, and this is for Rocket Ranch Productions. Can anyone look at this and say this guy is or is not Son of Shortshanks for sure.

It may get put in the member's file, but most of the time the member never sees the letter. It may seem trivial, but when a citizen gives an officer a compliment the least the department should do is let the officer see the letter!

I'm wondering how all merited lts and of course capts. (which is purely merit) they will pass a power test. By the time someone is able to be promoted on this job, you are well into your late forties and early 50's. Since this will be a requirement, are they going to offer training and fitness classess geared to helping these people pass a power test? What they should be concerned about is can this person be fair, be a good leader and an excellent manager and is psychologically sound? Not too many captains are out running after suspects and jumping fences. Not too many lts are involved in this running after the bad guy. Why didn't these knuckleheads in the union settle for a medical exam to make sure the ol ticker is ready for the stress. Get real.

J-CLOWN was on the news programs this morning. Between 6 and 7 AM, he was on Channels 5, 7 and 2, respectively.

He surely did play fast and loose with the numbers. He used September 2009 as an example of no homicides in locations where his new strategy was employed.

Not a one of them asked him to explain further. Were there homicides in places where and when his new strategy was not deployed? What about October, November and December 2009? He got a free pass to talk his numbers, percentages and strategy crap.

Although, Susan Carlson of Channel 2 did ask him if we were ready for a disaster like the earthquake in Haiti, but she did not hold his feet to the fire. She let J-FED quickly mumble some bullshit and there was no follow-up question.

But, why the media blitz? What is the significance of today's date, Thursday, 14 January 2010 for the J-FED? Because it is close to his second, and hopefully last, anniversary? Or what?

Face it, SCC and cops who read this blog: this day has been marching here to the CPD for some time. It's already 'standard operational procedure' in many progressive PDs and in the Military, so Capt. Drozd is correct. Even if you're over the limit, if the shooting is justifiable, you're not going to jail, and that's the IMPORTANT thing! For those out there that like to get loaded regularly, it's your wake up call.

There is language that if you are intoxicated and shoot someone in a justified shooting, you cannot be discipline for the drinking. This helps the person who is coming home from a wedding or other event and is a victim. No discipline if only the wrong doing is the alcohol consumption.

If a citizen send the Department a complimentary letter you are not only supposed to get a copy of it but also a copy of the form letter signed by the superintendent back to the writer.

Over the years I have received a few complimentary letters, in one case I didn't get one that a group of cops got because my name was badly misspelled.

But the best are the one that were sent directly to me, not to the superintendent, wherever I was serving. I value those more than any commendation and have kept all of them.

Stay safe, as they use to say on the Lawrence Welk show, "Thank-you for your cards and letters."

Without trying to start an argument, I am afraid that you don't understand what is going on here. The raises were not declined; if we ever get any they will be equal across the board.

The alcohol testing is something that would be a "no-win" in arbitration. Just check that out with almost any other police department or even CTA or Metra. They all have it and it would not be worth the expense to fight something that would be a certain loss.

Maybe everyone should read the entire contract. If you have been involved in a shooting and it is a good shoot, the fact that you have been drinking CANNOT be held against you. Contract beats out General Orders, Rules & Regs., etc. They may have conceded, but they also got something in return. They ain't as stupid as we think!

And in an appropriate thread, (white shirts).

Rumor has it that the manpower shortage felt throughout the city will be exacerbated by a potential new program proposed by none other than Commander Trahanas, the uniform infraction queen.

Seems little birdies are all abuzz about the new program to have an officer stationed at the door of each bathroom, to make sure that no one brings an unauthorized sharpie into said bathroom. This will hopefully reduce the number of wet your pants, fall off the john posts that appear in said stalls. Trahanas wanted to have PODs installed, but was reminded that there was still a presumed expectation of privacy in a bathroom stall. To which she replied, "Oh".

Keep your sharpies hidden, as they will likely be subject to confiscation.

Complimentary letters are scanned online to your awards folder where you can read them any time you like and you can print as many copies as you wish.

There has been some question about the whereabouts of the Mayor's son Patrick. He is supposed to be in the U.S. Army. He is suppose to have enlisted but actually it is because they caught up to him because of his enlistment committment he made when he entered the United States Military Academy to stay out of jail for that baseball bat battery in Michigan event.

On a previous posting it was suggested that we check You-Tube for: "Billy Dec" "Red Scquare" and "Patrick Daley".

I did that and it came up with a homemade 2:50 homemade video of some Ameriocan guys walking through Red Square on September 24,2009. One of them is said to be Patrick Daley, and this is for Rocket Ranch Productions. Can anyone look at this and say this guy is or is not Son of Shortshanks for sure.

You ONLY incur a military committment if you attend a Service Academy at the beginning of your Junior year.

Patrick "Fredo" Daley left after his first year. Got his congressional appointment through Lipinski. He must have had some clout or something, maybe.

As for why he is in Moscow I don't know. He did study Russian during his four non combat years in the Army so maybe he is trying to tie the Russian mob into the Bridgeport mob.

With the heat on in Chicago he would have a difficult time trying to make a dishonest living here.

Damn media outing his city contracts and such. Bastards!

Was told by a an FBI agent he sent an email in my regard to IPRA. Rozenweig(sp) answered him an said she would forward it. He even forwarded me the email with her confirmation which I appreciated.

However I never received confirmation from the Department that they received it nor that I got credit for it.

I am not going to call him to ask him to send it to Jody nor am I going to call Rozenwieg(sp).

I just thanked him and chalked it up to STUPID ASS PEOPLE THAT DON'T GIVE A FUCK....unless it involves them!

Which is the story of my police experience anyway....

It was coming either by negotiations or by arbitrator, it was something they could have used in thier negotiations, whether they did or not I do not know. And as for the raise everyone is getting the same amount in the end it doesnt matter they voted on the 55 and out since the majority are over 50. Just look at the break down 90% of Capt's 70 % 0F lTS. ALL BASED ON THE AVERAGE AGE

J-CLOWN was on the news programs this morning. Between 6 and 7 AM, he was on Channels 5, 7 and 2, respectively.

He surely did play fast and loose with the numbers. He used September 2009 as an example of no homicides in locations where his new strategy was employed.

Not a one of them asked him to explain further. Were there homicides in places where and when his new strategy was not deployed? What about October, November and December 2009? He got a free pass to talk his numbers, percentages and strategy crap.

Although, Susan Carlson of Channel 2 did ask him if we were ready for a disaster like the earthquake in Haiti, but she did not hold his feet to the fire. She let J-FED quickly mumble some bullshit and there was no follow-up question.

But, why the media blitz? What is the significance of today's date, Thursday, 14 January 2010 for the J-FED? Because it is close to his second, and hopefully last, anniversary? Or what?

Just FYI, the LT's contract passed by a very slim margin. The old timers thought it was the way to go, they were dumb enough to use the argument, " well its happening in other police departments". A lot of us argued why should we give up something when they are offering us nothing? They were blinded by the 55 and out. I can see their point, but you can bet the mayor wouldn't of even offered it if it wasn't a financial gain for the city in some way.

What if I am out with my family and I have one beer. I am sure it will effect my blood alcohal level. Soemone comes into the place and starts shooting. I return fire and strike the offender or even if I miss. That means I will be subjected to testing. As a police officer I am going to try and protect my family and I am also required to do so in accordance to department policy. My inaction can cause me just as much accountability as my action. The headlines will immediatly read, Drunk cop or Cop that had been drinking shoot offender. I am in civil court for 7 years, stressed, hoping I don't loose my house and I did everything right.

The reality is that we are not allowed to drink at home or in public because ANY incident big or small, I will be held negatively accounted for! That is the reality of this shit job. No good equipment, fucked up bosses that are themselves miserable because they don't see their families and are broke because they lost a huge chunk of their salary, no contract, then the Mayor has the nerve to offer us NO raise and he pays that idiot $300,000.00 a year, he is trying to get all of us to take unpaid days (I will turn this piece of shit job over the same fucking day) and no matter what, anything negative is hilighted regarding us!

Captains ARE NOT MERIT! They're even worse. As bullshit as the "merit" system is, at least someone has to put their name on paper somewhere and nominate you for a "merit" spot. The SES Captains are chosen by a semi-secret board and nobody has to own up to being their sponsor. Its all done by phone calls and whispers.......oh yeah, and the self-assessment resume the future captains fill out. Funny that its all supposed to be based on that resume and yet they manage to promote illiterate morons who cannot even speak proper english let alone read or write it. You want to see who's not a merit lieutenant just run the lts seniority list and find the people that have been lts for 10, 12, 15 years yet still can't make Captain.

It was in a letter of agreement signed by the City after the murder of an officer killed during a traffic stop on Lake Shore Drive while working along during night time hours.

It was never in the contract, as you say, but was understood as something that would be honored. Nothing has happened that I know of since then to negate the intent of that letter of understanding.

As to where that letter is and how to get a copy, well, I just don't have that information.

This is something our FOP ought to be screaming about.

I heard not a peep of protest from FOP after PO Rick Francis was killed while working a one man car on midnights. Previously a wagon man, on the night of his death Rick was on a beat car, by himself.

I really do not see why so many people rush out to buy tickets for retirement parties and promotion parties for the exempt ranks ( to include captains).With all of the bad feelings these days the the allegations of rigged exams and political appointments, just stop going to any of these parties. Only attend the annual Christmas and retirement party, then organize a few of your own during the year. Why rush out to show up at some clout heavy triple merit promotee's party when you have to buy tickets . The fact that the city got the supervisor's unions to agree to these things can only predict of other things to come for police officers. The city always has a plan and something in the back of their minds. And, it is easier for the city to get an arbitrator to rule in their favor on an issue when other unions have accepted a certain position. There is a " whipsaw effect" in negotiations.

I do remember the Lt. antagonizing a PO and challenging him to a fisticuffs. The PO asked him politely, to stop it.

It kept up and the PO knocked the Lt. out cold. The Lt. got up, drank a shot and left after stating, "I think it's time I left".

Never a word spoken of the entire episode. What occured in the gin mill stayed in the gin mill.

For the last time, every single fucking captain is a political appointment. Nine times out of ten it's courtesy of the aldercrook, unless that aldercrook is looked at unfavorably by the Lucky Charmster himself. No test, no test, no test. Thats not true. It is not up to the Captain, it is the fact we do not have P.O.'s here. WTF I know I want to be able to take off when I need to. So are you saying since we have no manpower, I should not get a day off? I have a life and I do want to participate in my kids events. The Captain at least makes a decision and decides that we all including him pick up the slack, allow people off and deal with the fact that this department is acting as though they don't see that the Districts are short.

Get rid of MSF that Gangs shit and TRU. Send those bodies back until we can get some more. If the Districts were fully staffed, we could do our own dirty work and keep the assholes in check. We would know who the players were and back each other up in the process! Wake up people!

They might be starting with the Captatins and Lieutenants, but Sergeants and P.O.'s won't be far behind.

You have to wonder what the up side is for us here; If you get into a legitimate shooting, is the department going to back you if your BAC is 0.05%? How about 0.08% or even 0.10%? Maybe the percentage of your liability in the inevitable city payout will be tied to your BAC.

There is no BAC limit for a person on foot in Illinois, is there? If you're involved in a good shooting, what difference does your BAC make?

This will only give fodder for the "honor student's" attorney to use against you.

This is suspicious.
