Mandatory OT?

Supposedly, 4 captains, a number of lieutenants, sergeants and more than a few officers had their papers in for 15 January. This appeared in our comment section Saturday:
  • 4th period 1 apr 10
    no aprils fools joke
    2nd watch captains will be assigned to 1st and 3rd watches in districts without a captain
We can only imagine the overtime checks the City will be cutting shortly.

Other rumors of working days off in your district are also popping up with increasing frequency. We're looking at a very interesting summer in terms of stopgap measures coming up. Be careful out there.

Hahaha, working overtime and days off huh? We can't even hit the streets on time because the lack of cars. Sure give me overtime, I'll sit in the station reading the blog.....

Heard over 400 have put in for retirement. Anybody know the total numbers?

Plus, a LOT of sergeants are holding off, just waiting for age 55 medical coverage.

as I heard it....(maybe no truth).....about 5 Capts., 12 Lt.'s (at least) leaving right now, or very soon...not sure about Sgt's and P.O.'s, Det.'s, etc. (although it looks like 300-400 of those ranks will retire)...city hall not approving any promotions, meaning....big time o/t for those remaining personnel?...not sure about re-assigning Captains, but dog's are being revamped for the 4 and 2 work schedule effecive 7 February

Perhaps the recent requirement that officers sign up for overtime intiatives on CLEAR is part of this upcoming program.

Once again the department is running into a depth problem. We don't have a sufficient number of personnel to keep this up for an extended period. You can only push people so hard for so long before they need a rest or else they break down (physically/mentally).

This is a definite officer safety problem.

We can just drive a little faster so people will see us more often. Or we can be issued blow up replica policemen to strap into the passenger seat to help with the omnipresence thing.

No amount of hiring will help this summer. There simply isn't enough time to get people hired and trained and on the street with enough experience to do any good.

Think OT or meltdown. And if a large enough amount of officers simply refuse to work 10-99... well it would be interesting to hear what warrior orders Dugan would issue then.

Lots of people retired this past Friday. A good number of them were lieutenants. Looks like the higher ranks are fed up with the WEISel/Chachi show too.

if you run lt's they are already 39 short of "budgeted" strength. Capts are 7. I heard as of the 15th 30 lts and 5 more Capts retired. That is a shortage of 81.....That is a lot of overtime and out of grade pay....Lts get overtime if they are the watch bid and have to leave.....Not sure if captains can be moved watches, but have to think they have protections too...like lts and Sgts....at least the day guy/gal in most districts.....Nothing to see here..move along.....

Maybe the special units that dont answer calls need to be cut back a few percentage points. Look at the transfer orders. The units are constantly being beefed up at the expense of patrol.

Many units are redundant ex. TRU and MSF, Among others. Maybe cut by 25%. I dont know. Im not playa hatin here either. I think all units have something to contribute, but as Captain telepromter keeps saying, "We all have to have some skin in the game."
Right now it looks like only patrol has to suffer low manpower.

Current- approx 224

This means 50 short with more to come before April.

Budgeted Captains--approx 75
Current- approx 63

This means 12 short with a few more to come before April. Not counting the 5 Captains that should be made Inspectors as per their contract.

In the mid 70's they had special employment in the districts. You could even work your regular beat if there was an opening. Dicks could work it too but in uniform in a beat car. The only thing was, that was before a contract and it was straight time. Most of us did it because it was still more money than working security at McDonald's or Burger King.

Doubt if 400 put in for retirement in 2010 There were only about 150 or less that put in for the 55 free health insurance and that covered the whole year so no way 250 who were under 55 put in for retirement

Saturation and Gun Teams soon to be disbanded. A lot of personnel and vehicles heading back to the districts. Level 2 DOC will be covered by tac and rapid response cars. Deputy chief will also have to send all sworn personnel in his office except for two P.O.'s back to the district for street duty. This is coming down soon per Dugan.

Absolutely true. More than 35 people put their papers in on Friday. Many supervisors, some of whom said they ware dissatisfied with where this department is going. They expect that there will bo other "Black Friday's" as well. So many people in their 50's were lined up it looked like they were waiting to buy tickets to a Grateful Dead revival Concert.

The thing about the Captains is true. Any second watch captain will grieve this, and I've been told as much, so I know it is true. These Captains got screwed, now these older guys are supposed to take on midnights as well? And you thought morale was low amongst the rank and file? These guys are pissed.

I used to be a manager in private industry!

I know for a fact, that it is cheaper to pay overtime to the people you have left, rather than hire or promote more bodies with new or higher salaries and more benefits to pay out!

Then at the discretion of City Hall they can turn off the overtime spigot without any penalty!

It is nice to make the overtime pay for those of us that will get it!

In the long run, we only hurt ourselves because City Hall will see it is cheaper to NOT promote or hire more people in all ranks!

So for those of you on the short lists waiting to get promoted to Lt., Sgt.s, Dicks, etc. or waiting for friends to get hired on as Officers!

It will be a LONG time before it happens! We are short how many people across all ranks?! Still no promotions and very few P.P.O.'s hired in the last few years! Even the promotion lists are old and may be taken down before anytime soon!

The City does make these moves unless they know it will benefit the city and not labor! The numbers they crunch don't lie!

it will be more like what was done over 13th period when all the w/cs on days & the former caps lt (still on days with no real job) all went on furlough as scheduled, by golly they borrowed surplus lts from 20, 23, 24, and most interesting from the Ivory Tower! WE enjoyed the change...left us wanting more of the same, especially if our Capt doesn't get back real soon...please give us rotating lts, the pleasure was all ours. Why? How about just that they were bright, showed common sense in decision making, treated the officers like the adults they are, were not nervous nellies, did not freak out or yell.....well u get the picture; turned out to be the best time working all year. We thank you, each and every Lt who subbed in, please come again!

The older guys with time on the job are the one's that get first pick of any and all overtime incentive's, like the airports, movie details etc. These are mostly the guys with spots other then a beat car. When you get off probation take a look at the contract sonny...

There still is one capt assigned to HQ, in personal I think. What a waste.

The remaining capt's will love this. Four hours of ot everyday at D5 pay. They'll stay in the office for an extra hour and tell the desk sgt to call them if they need them.

In all reality the commander should be the 2nd watch w/c. Then have the remaining capt's work 1st and 3rd watch.

Perhaps the recent requirement that officers sign up for overtime intiatives on CLEAR is part of this upcoming program.

Once again the department is running into a depth problem. We don't have a sufficient number of personnel to keep this up for an extended period. You can only push people so hard for so long before they need a rest or else they break down (physically/mentally).

This is a definite officer safety problem.

Deputy chief will also have to send all sworn personnel in his office except for two P.O.'s back to the district for street duty. This is coming down soon per Dugan.

Boys and Girls, I have bad news for you, in the way of backlogs and RAPS, they have been there forever and no matter how many police you put in a district they are still going to happen. 18 years ago when I hit the streets, they beefed up the department to the tune of 16,000+. Do you know what the dispatchers first words to me were when I turned on my radio..."Beat 21.. get your crayon out, I got a bunch waiting for you." The problem is that we take all these goofy calls from Joe Citizen. Kids playing ball in the street, loud music, barking dogs, number 2 parkers, suspicious vehicle wno. These are calls that should not even be dispatched. We deal with crime, not kids making too much noise bouncing a ball. It is time to re-evaluate what calls we respond to and what we don't. Only problem is that Joe Citizen knows the game too, and all of a sudden it is "man with a gun playing ball in the street." Bottom line is that we will always be overworked, underpaid, and understaffed. There ain't no changing that. It sucks, but it is what it is. So all of us working the streets, day in and day out, need to watch out for each other, back each other up and do what we can, when we can. Don't be a dogass, but don't go out there and get yourself killed either. Most importantly, watch your ass...figurtively, physically, mentally, and legally.

Police hiring should be an on-going process to cover the always happening attrition.

The problem is that the City management is in daily crisis mode, handling today's problem. Police hiring is complicated (Design a test, recruit, test, evaluate, screen, fight lawsuits, etc) So city just puts the issue in a drawer, hoping it will go away. But it does not.

The handling of day-to-day issues has ceased. The people that work for the city have to incentive or morale because putting forth effort, unless you have clout will get you crushed. ~50 police hired in 2009, when the city lost close to 500. Total incompetence. And since Daley's sock puppet is now in the White House, so will go the rest of the country.

The Department has never been anywhere near 16000. There was a lot of hiring in 1991-1992, but the peak number of personnel was a little over 14000, and that was under Jim Rochford, perhaps late 70's.

I can't believe that the city council, that select group of brainiacs have allowed this to happen. Ok, I stand corrected, it was 16,000+ personnel, sworn + civilian. Now if you would like to see some creative writing and not just a short memory, check out the following site and look at the Annual reports for the past 13 years. It is very interesting reading. Especially the part about manpower.

Sounds like a fully grown man with some issues. I never needed a Captain or Lieutenant to tell me to write a mover. I worked for my Sergeant, and my reputation. Times sure have changed.

The Department has never been anywhere near 16000. There was a lot of hiring in 1991-1992, but the peak number of personnel was a little over 14000, and that was under Jim Rochford, perhaps late 70's.

TRU story from dad: Jimmie Rochford quit the CPD for a year or two and moved to the shores of Wolf lake in 1972 to become a free-wheelin' private investigator. His trailer trash swamp living lifestyle inspired the hit '70s defective drama "The Rochford Files." James Garner was great in the lead and was a spitting image of Rochford (minus the peg leg). It wouldn't surprise me if the poster made a mistake on Rochford with all the blockheaded posts I've seen on this blog. Mispellings, wrong context etc. This from people mostly with 60 hours of college. And those are the ones smart enough to find the blog and type something in. So no, it wasn't any slowness, I just don't underestimate the lack of mental ability on this department.

James Rochford was the last real streetwise Superintendent we had.

Look what we have had then, and yes, I worked for him, and Richard J. Daley and every one since them.

When he retired, Rochford went to work for BALLY Manufacturing, the people who make the slot and gambling machines.

When Richard J. Daley passsed away, he unfortuantely left sons John, William and Richard M. Daley. Well you know what they did to Chicago, Cook County and our country.
