Camera SPARs

Nothing like a little discipline to raise morale:
  • Approximately 20 3rd watch officers (008) were informed by dugan that we needed to justify why we didn't log onto the in car camera. We had 1 shift to respond to this. Not 72 hours like a normal to from. Fop has been notfied. The to from from all officers is very vague. We are all looking at taking a day for it. Please post this ASAP. Tell all officers to document the working status of the cameras before their tour if the camera isn't working do a to from and get a help desk number.
Well, you can't say there wasn't any warning on this. Patrol put out a directive saying they were going to start tracking camera usage shortly and this would appear to be a result of that tracking. It was in the C.O. Book for a while.

That being said, there appear to be a number of issues contributing to this silliness. First up is the car rotation. No one knows what's working, what isn't, what's reported and what's new, especially damage wise. When we had assigned cars, you at least had an idea what the hell was going on with your ride. Now, it's a crap shoot of vehicle boards that are never updated, inconsistent vehicle inspections, vehicle files in disarray and post-it-notes/Misc-X cards taped to steering wheels. The people at 4-DATA must be overwhelmed with duplicate and triplicate work orders. The camera maintenance guys are in our districts twice a week at minimum.

Also, the low-bid installation and poor quality cameras chosen by some connected bidding process, not to mention the antennae problems for uploading video. Not even a month ago, we heard stories of cars that had to be downed for the entire tour to upload something like 50 BILLION bytes of video that had been stored up over a number of weeks. Is anyone even watching this crap? And as predicted here and elsewhere, lack of proper spending, installation and maintenance at the front end is turning this into another city orgy of misspent funds.

Document, document, document. We've said this before:

Meet your new best friend. Log the date, your vehicle's condition and any notable events that may have been recorded visually or on audio. It may make your life easier.

Then state that the reason for the in-car camera not being used is continual technical problems with the In-Car Video System and poor training. Constant technical problems render the camera system difficult if not impossible to use consistently and reliably. Poor training renders the officers of patrol frequently unable to cope with the many technical problems associated with this system.

Request an incident number from 4DATA as often as necessary and request proper training. Document each and every little hiccup with that system. Keep a detailed log of incident numbers, keep a log of problems. Notify the Sgt and W/C of every problem. Make sure they put your problems on their logs. They have to leave paper too on why these systems are not being fully utilized.

Generate incident numbers and lots of paper.

hold on now scc... you should put an update on this. The reason that this is such a big deal is because all of these officers were involved in a huge chase in 008 which involved an officer being hit by a car, shots fired by the police, and having to wrestle with an offender. Detectives, bosses, ipra and the states attorneys were asking why no cameras were up and running. This event isnt just some regular night on the street. This story made the news. the shooting even made this blog.. it was the female offender who led the police on a chase, hit a few cop cars then ran over an officer that ended with shots fired and fighting with the female... I dont agree with giving people a day or even making them write to froms, but lets not make this out to be someone downtown just searching cameras to screw the blue shirts. Im one of the officers who had to write a to/from..its bullsh*t but sh*t happens and ill happily take a day in the summer right on my weekend. lets not make this molehill in to a mountain scc.

I can't remember the last time a camera actually worked in a car i used. There have been work tickets on the same cars for months now in our district and nobody ever comes out to fix them. Not like i care if they do, but i don't want to be writing to froms for sh*t that isn't even my fault.

That help desk is full of shit. All they do is get a number but nobody EVER comes out and fixes the cameras. All they do is code everything out, kind of like our 19-P. I've called 4 times within a month for the same car camera and each time I call they say its been taken care of previously but won't tell me what they did, which was nothing.

It's such a damn joke. I know I am actually one of the few that like the cameras. It's just getting one fixed within a reasonable amount of time that's disgusting.

And let's not even get into the uploading. I have to restart the damn camera before uploaing it every time. Now that makes no sense!

Yes, of course. Even if you have been trained, the training doesn't cover any of the many problems plaguing these systems and we are not technicians. I have never had a camera work exactly as described in training.

The biggest problem is the uploading, the cameras cannot find the server to upload when you get to the station. That should be the easiest, instead it is a pain in the ass. I can find an internet connection with my laptop all over the city via wireless but in my squad car, in sight of a handful of receiver antennas my in car camera cannot find the correct server to upload my precious goddamn videos.

Why is this? Who the hell is trained to cope with these problems each watch? Not me and I am a heavy computer user. And certainly not the average patrolman who just tries to use the system in the course of their watch.

The shit just doesn't work as advertised and it never has since it was installed. You just know that these same systems will be here 15 years from now and we'll still be trying to use them and they won't be updated or upgraded or fixed. It is the CPD way. Pay way too much for junk equipment, never implement it properly, give poor training and never maintain or upgrade the equipment.

You would think that with the CPD many years behind other police departments in getting in-car camera that we would at least get a system that works properly. How we can continue to get technical equipment so riddled with problems is beyond me.

I see videos from small town police departments regularly, they are all geocoded with lat & lon GPS coordinates and I never hear of the problems we are having. We don't have GPS integrated with the cameras, that is separate. Why is that?

What gives? Are there any officers from other agencies reading this, what camera systems do you have and what problems do other departments experience?

OT from a very good source. Next year the city will offer this. If you have 20 years on and are still code 9161 you can take your pension at any age, but only if you leave with the 50% minimum. The reason is most people with 20 years on and still in patrol or not being promoted are just filling a spot. 50% is the cheapest the city can pay out. There are talks about buying health care from the city at a reduced rate. This plan is good in that if you take advantage of this you are still young enough to do something else somewhere else.

If it's a not working camera, damaged vehicle or any other such malady, hold yourself down with the ever popular event number. Write the to-from, call the help desk, do the vehicle damage report, do it all!

Along with your note book with date, time, event, Sgt. notified, help desk number, send the w/c an email via department email including the above. Hell, cc Doogan on it.

Go by the book, waste department time, not yours by taking a day.

finally an officer who makes an intelligent comment about the camera issue. we all knew that this day would soon arrive and 35th street was dropping the hammer for compliance. as for the chase incident, there was no excuse that not one officer had their camera rolling. sadly, like the scum we deal with on a day to day basis, we blame everybody in management, union and other watches why we/you never turned the camera on. more excuses going around and making yourself out to be a "victim". Start doing your job.

the cameras may help an officer one day out of a frivolous complaint but they also could be used to hang you.... if a citizen makes a complaint against an officer and a video is produced showing that citizen is lying, ipra or iad will not punish the citizen because they do not want to discourage people from making complaints against the police--- what do you think will happen if a citizen makes a complaint and a video shows a little different story than the officers account of what occured--- BINGO, jackpot, the officer will be lucky to keep his job which is why most guys would prefer to keep the camera off...

I dont get this. They spar you if you dont have them on. However if the citizen makes a complaint and the camera proves the complaint was false and only done with evil intentions in mind. Guess what? The cpd will not prosecute this asshole. But they will spar us when we dont put them on. We should all band together and refuse to operate them until the department will prosecute false complaints against officers. these cameras are only being used to hurt us. when they are beneficial the department doesnt do the job they should. shame on all the cpd brass that have sold there soul for money. ask them about it. they give the response taught at exempt school. "i'll get back to you on that"

Saved many times well kept notes. I always advise newbies to keep notes ( i.e. beat/car assigned to each day, partner, and unusual events). It may even give you the basis for the Great American Novel ala Joe Waumbaugh.

Listen folks, no matter how small the issue, always cover your ass. No matter what. If you get in your car and the camera doesn't work, then by all means notify your sgt. and then go over the air and tell the squad you are going to be in the station calling the help desk for a ticket number because the camera doesn't work. Obtain the ticket number and give it to your sgt. also post it on the camera. Real simple. But I know many coworkers who won't even do that, then they get screwed and then they blame everyone else except...... themselves.

SCC is right about switching cars. I use to use the camera when I had a regular car every day with the camera (assuming it was working). However, now that we switch cars so much, I don't really care about turning on the camera.

Also, I don't see why us beat coppers have to get in trouble for not using the cameras sometimes, when there are some people that have NEVER used it.

That "chase" was on the midnight shift so why have the afternoon shift do to-froms? Only late rapids on 3rd watch were out. Early and late 3rd watch cars were either gone or checking off.

Sorry to correct you but you are wrong. This has nothing to do with the above listed incident. The day in question that the officers are being made to respond to was a least a week prior to that chase incident. No one knows why they picked the 8th of Feb. And for the record, not that I'm defending any boss, but it was Dept Jackson not Dugan that is making a stink of this.

The Department can track In-Car Camera usage by PC number, so it doesn't really matter about the rotating cars. Supervisor's Logs will determine if you had a car with a camera. Either way, they will be able to determine if you are using the system properly or lot.

Condolences to the Hayamker family. The vehicle he was using (7424)was a pool vehicle.It had over 127,000 miles on it and was rebuilt form other Chevy's. The air bags did not deploy. One can only guess on the conditions of the tires and their treads.

I walked by that car this morning after I dropped my daughter off at Disney. My eyes are getting pretty bad these days and was pretty far away but I did not notice much tread on those tires. maybe someone could confirm. Some of you with car smarts look out for those with less. Lawfulness is a team sport.

There was a time that the Chicago Police criteria for hiring a police applicant was supposed to be based on the extensive background check, drug screening, psychological evaluation, assessment center. We all know the process was somewhat flawed due mainly to political patronage, but the result of this extensive screening process was to get the best qualified applicants who would be honest, trustworthy and of higher moral character than the average joe. We all took an oath and were expected to have good judgement and perform are duties according to the laws and the police rules and regulations.

This city is a joke. Apparently thier elaborate hiring process means nothing. The city continues to demostrate a lack in trust in all of us by instituting new ways to document our every move. As a police officer that took pride in becoming a police officer I find this very offensive. The cities actions are shameful and is a slap in our faces. Thier actions basically tell the public they don't trust thier officers. If the city could find a way to strap a camera on our shoulders to record our every move they would.

It would be refreshing for the city to show support by allowing us to make sound decisions based on our training and experience without filming and recording our every word and action.

YOU REAP WHAT YOU SOW. LET THE ANIMALS RUN THE CITY. WHO'S GOING TO STOP THEM. OH YEA, THE CAMERAS.

I was in an accident in an intersection going to a call blue lights etc. citizen turned into me, claimed I sped right through the intersection no bluelights etc. and that I was going 45 miles an hour.

He had two kids in the back seat and I struck him amidships, no one hurt, 45 mph eh? Small dent only.

In car camera showed me going to the call lights and siren and slowing down for each intersection and showed the collision at about 5 mph, blue lights on.

He got tickets and sole responsibility for the accident. If no camera then what? Citizens word rules. W/C and Sgt. saw the video and I was 100% correct and had video to back me up.

Sgt. then took the citizen and showed him the video. he shut up and took his tickets.

They don't work very well but they are a fact of life, use them to your advantage. They can save you problems.

Here's what you do guys just so the downtown a-holes shut up:

At least 3 times a watch just pull up behind a parked car with your lights/dashboard camera on.
THEN, get out of your car and walk up to it.. look down at the VIN and copy the number down on a contact card.. then, walk back to your car and turn the lights/camera OFF.

This will be all it takes.
The bastards at 35th Street should be happy.

Every night I have a different car some with camera's working and some not. Then I get the shit pool car with no PDT a large chunck of the steering wheel missing and a door panel that's about to fall off. Of course no camera. What if I have a car with no camera and I find myself in a situation? Is my word no good because I have no camera would it be a different story if the car had a camera? It makes no sense I'm not going to turn the cameras on until EVERY car has one that way were all equal.

All squads have a spare in the trunk in case of a flat. Went to our garage at A/1 the other day to replace the tire for our trunk after we had gotten a flat. Found out that the tires for the squad cars are USED tires and the person at the garage searched through the selection of tires for me to find one "with tread"! It's probably not going to be a big deal until some poor copper blows a tire and gets seriously injured. The tires we have to choose from are AWFUL! All four of my tires are shitty-but that really is just the beginning of how crappy my car is. The city doesn't give a shit about us until something happens and it comes out in the media.

finally an officer who makes an intelligent comment about the camera issue. we all knew that this day would soon arrive and 35th street was dropping the hammer for compliance. as for the chase incident, there was no excuse that not one officer had their camera rolling. sadly, like the scum we deal with on a day to day basis, we blame everybody in management, union and other watches why we/you never turned the camera on. more excuses going around and making yourself out to be a "victim". Start doing your job.

Just like this goof, er I mean stroke said: Do your job and put the cameras on! I mean, before the cameras were installed, nobody did any work before, right?

The cameras are here so deal with it. Follow this posters example. I mean, if nobody keeps turning on the cameras then we'll just have to fire the whole department! Nobody wants that to happen, do they?

Until next time lowly dogs, do what management wants and make sure the cameras are working in your very dangerous to drive, beat up, old, safety issue police vehicles. Because even though the city has no money, we can buy cameras for piece of shit cars that should have been in the scrap yard years ago. Remember, we don't care if you drive unsafe vehicles that could have the breaks go out at anytime, we just want to make sure your recorded when you do something wrong!

how hard is it to turn on the camera.. the first things the sgt. does nowadays is ask if you have a camera and if it works... if not give em the ticket #.. do you really care if its down for a month.. if you get it and its broke go in and call 4data.. if it takes an hour.. so be it..then the boss can whine all he wants.. dont give them the satisfaction of sparing you..

The cameras rarely upload.
Every time they fix the camera they short out the blue lights. Then they fix the blue lights and the camera doesn't upload. Go Figure. My camera is on every day and if it fails to upload Oh Well!!!

They were more concerned with getting my identifiers than getting the symptoms of the problem. Finally after 10 minutes of frustration, I politely asked him where he was located so I could drive my hooptie squad down there and show him the problem. Dude tells me "oh, I'm not a policeman, actually I'm an I.T. guy in Texas." I asked him if he had access to our databases, he said their access is limited to "problem solving" which could mean anything. Unreal.

You must have been on the medical or furlo when the 4-2 schedule kicked in.

We have 9 primary beat cars with cameras. Know how many were working the other day? 1. Know what part of the problem is? Hard drive is full up and the things take FOREVER to download. Not parked on the right side of the building for long enough. We had to have the camera guy out a while ago; checked almost every car. Everything worked. Typical. Blame everyone, except the 130+ people in Data systems who cant get the damn thing to work properly.

Inundate 4-DATA with calls. Write down your ticket number, notify your watch commander so they can put the number on their log. I guarantee calling 4-DATA will take at least 15 minutes of the City's time.

On a different note though, why aren't Sgt's checking to see if you are logged into your camera when they see you on a job? I hate micromanagers as much as the next guy, but save me a SPAR, and do your JOB, supervisor.

I worked for another agency years ago & when they installed the cameras the officer had control over the recordings. We never had to download them. They were "ours" and never used against us.

Condolences to the Hayamker family. The vehicle he was using (7424)was a pool vehicle.It had over 127,000 miles on it and was rebuilt form other Chevy's. The air bags did not deploy. One can only guess on the conditions of the tires and their treads.

He was very saddened upon hearing about the death of Sgt. Haymaker. He said he wished he was here and there was something he could do for the family. He was truly, truly upset.

Sorry to correct you but you are wrong. This has nothing to do with the above listed incident. The day in question that the officers are being made to respond to was a least a week prior to that chase incident. No one knows why they picked the 8th of Feb. And for the record, not that I'm defending any boss, but it was Dept Jackson not Dugan that is making a stink of this.

If the Sgt does that then he's a jagoff right? we are all adults, if you have a camera log on already, enough with the baby bullshit, also if you have a pdt dont use it as a coffee table turn it on, for those that think if they don't log on they can't be tracked vis gps, think again, my sgt. showed me the system, it tracks whether we log on or not, you can actually see it in the clear system under area maps/gps feed, it is suppose to be the system the supervisors will be using in the pdts soon. We always try to find a way to skirt the system instead of using it to our advantage...

Sorry I did't make myself clear; I'm definitely not talking about the sergeants. The good sergeants (and lieutenants) are also an endangered species. They were once good patrolmen.

I completely agree with you - it's the rank & file that make this department work in spite of itself.

Too bad so many of the the higher-ups are so full of themselves, believing that they're vital to department operation.

Maybe instead of furlough days, the big bosses could come out & work a beat car. Force them to work within all the orders they've penned and with all the crummy equipment they've wasted tax dollars on. It might improve their perspective.

Since when can anyone get iClear on a PDT? I've never seen that, I am lucky when my Windows 98 PDT starts at all so I can run a plate or a name in the text based screen. iClear on a PDT? Never have seen it. Not in 019, never has been.

We are lucky to have squad cars that run at all. A mere 19 years ago we still had 1930's vintage teletype machines for CB numbers and sending fax messages. In 1991 we had no fax machine, none, and the whole district only had one crummy PC and one laser printer.

It is nice to know that some other districts are finally entering the 90's. We are still in the 80's.

It wasn't a front end collision so the airbags wouldn't go off, the car was allegedly a pool car so i'm sure it was in shitty condition; a sad story anyway you look at it...
