Headquarter Rumors

HQ rumors abound!
  • The summer festival season must be upon the horizon. HQ has started switching the day off groups of the weekenders to cover the non-existent manpower shortages;
  • Informational Services is going to be disbanded and the work farmed out to a connected Shortshanks relative. Just what we need;
  • Direct from the fans in the Patrol Division - Special Employment revamp on the way - all based on activity numbers.

I hope all those dogs stay at HQ. They are no help to us on the street. "Back to the Streets" is a complete joke. These people dont even know how to work a radio. They just drive around and dodge jobs all day long. They do more harm than good on the street. Stay inside, dummies.
I also really hope that special employment could be based on an officer's activity. Reward the workers that have earned it. Operation Safe City has become a complete joke. Its all do nothings with 20+ years on the job who have been inside for most of their career. The entire Safe City program will soon be gone due to these lazy slobs. The Lt. in charge has to beg these people to just drive around all night and not to pull over and nap, and these people still cry. They dont bring in activity because they dont know how to be the police. They wont even do a few contact cards. Operation Safe City will not be around too much longer because of this. Its federally funded, but when they open the books they will see that no work is getting done.
With 14 years on the job, I finally got a Safe City day last period after 5 periods of being rejected, and I only got it because somebody cancelled and I got called of the list. The female that I got stuck working with didnt know how to put a battery in the radio, she had no clue on how to work the PDT (and it was an old black PDT), she had no clue that we had to pump our own gas, and she didnt know how to turn the mars lights on. I would have felt safer if my 8 year old son was riding shotgun with his slingshot. The first job we rode on was a burglary in progress with an open door, and as we pulled up I looked at her and she was pale white and trembling. She never went 10 feet from the squad car as I went into the house alone.
I talked to a few other working coppers that night who all had similar stories about there clueless partners. Why should these people be rewarded with special employment?
It's an officer safety issue. Let these cowards stay inside and retire so that the real police dont get killed.

I know that this female copper will probably read this because all she talked about all night was about how she reads this blog religiously. But, I really dont care because she is nothing but overpaid secretary with a gun.

So in other words, nothing has changed. As far as getting special employment, wasn't that tied to the new and improved Employee Evaluations? If I remember correctly (and lately that's been the exception), if you score anything but meets expectations on your evaluation your chances of getting special is curtailed or just right out denied?

To the hard chargers talking about activity based special, remember that "activity" is based on a P.O.'s assingment.
So if John works the desk in 007 his activity is different than Jane who works beat 731.

In regards to the channel 7 news story about the off duty cop and the shooting, it's nice to see the news do an impartial piece. I don't know the officer, whether or not he is a tool, which some people have posted, I just hope the real truth comes out. When I first heard the parents were suing the officer, I thought, here we go again. Another family trying to cash in on the city.

After watching the news I was impressed by the dignity shown by the parents, especially the father. They aren't out for blood, they just want the medical coverage they feel there son deserves. As the father said at the end of the segment, he doesn't think it was a suicide attempt or an intentional shooting.

It made me sick to my stomach how the insurance company already tried to weasel there way out of paying for the coverage. Hopefully, this case will be resolved and the victim recovers fully.

The book, "The Choirboys," by Joseph Wambaugh, should be mandatory reading in the academy. Sure, it shows all the fun, laughter, and wild stuff that happens when cops get together to go boozing, but it also shows in the end, the senseless tragedy's that can happen when we have too much to drink. Sorry about the long post. Everybody please be careful out there.

I think thats great....Working officers should be given FIRST choice of Special Employment....and everything else for that matter....The DOGS should get NOTHING....Why should they get time and a half to sit their lazy asses in a car and do nothing but stuff their filthy pie holes and come in with nothing?? I don't believe anyone should have to bust their ass on their day off HOWEVER..
We we work "Operation Safe City"; the lieutenant states that the P.O.s should come in at the end of the night with SOMETHING..
as little as maybe some parkers and some contact cards.
Hell all you have to do is park for a while and and make some shit up!!!
The government audits this program and they decide if more federal money should be used to fund it.

Sure enough.. when everyone comes in at the end of the night there are always a few that have NOTHING for activity.

Last week two F/1 coppers who were about 80 pounds overweight came in 20 minutes early for checkoff and stated "we couldn't find anything".

I SAY:
Get rid of these do nothing pieces of shit dogs and let the guys who have families to support get some days.

I heard it wasn't special employment but it was "safe streets", you know the time and a half gig that you need 20 plus years to get. It seems that the vets would show up and take the money but do little else. Can't say that I blame them but its not gonna last. By the way, precedent has already been set, roadside safety missions are time and a half and based solely on activity. Good luck with the grievance.

Putting Cozzi in prison for his wrong is totally unjust.

This is similar to the military & our leaders who are in the process of putting the Navy Seals on trial for punching the Taliban leader in the stomach upon his capture. It was an emotional incident. He should have been shot dead during his capture.

These incidents do not deserve the actions now being taken by the prosecutors or our leaders.

I agree seniority is a reason to get special but it is not a good reason. There really should be some kind of standard or something. If you don't want to work the streets regularly then you shouldn't be able to do it for special.

As far as Detectives.... if they can't make O.T. (through court or ext of tour)on their regular job, then they aren't very good at being a detective.

I think hamilton is a self absorbed jerk but man coppers get jealous... I understand you dont like someone but dont be jealous because someone has a spot and you either use to have a spot or dont have a spot with a perk... Ive been in patrol for the majority of my career.. trust me, these guys come and go. Everyone will get a perk and some people dont deserve them but to get jealous is childish. Be a man and stop acting like a little girl. jealousy and whining is supposed to be something a chicago police officer never does... or at least never did. That started in the past 15 years with all the college educated, "i deserved everything" kids who have come on this job. look ahead, do your job and dont step in the bullshit. youll just get bitter and stressed out.

WOW! 14 years on, eh? Should have known. Had to wipe the salt dust off my computer screen as I read your post.

Just remember junior, seniority is a straight forward issue. It is not subject to the many interpretations such as your activity.

To decide whether or not an officer is allowed to work special based on their activity, the department will have to provide a baseline to follow. But if they do that, then you are talking quotas. And they will NEVER admit to having quotas because that is a can of worms that even ShortShanks does not want opened.

Just look at the new evaluations that everyone has to go through. How do you compare the activity of a P.O. who works a beat car and a P.O. who works the front office?

You can't evaluate them on the same issues.

Take it easy warrior. When my partner and I were in a certain district, we were scolded by po's because we were coding the jobs out before they got there because they wanted to dog the jobs out. We really dodged that foot chase involving a PSMV and after catching the driver of the car, we had the audacity to give the arrest to the beat guys. What dogs we were. I laugh to myself when I arrive on jobs with tough guys like yourself when I work back to the street because you dont even acknowledge our existence even when we are there to help you out. Next time, if you're a man enough, you can tell me what a douche bag I am to my face, but dont worry I'd laugh that off too because you are just an insecure, angry person that I actually feel sorry for.

Sadly enough, I'd still haul ass over to your 10-1 to help you out.

I work in HQ. I heard that the FS/SM day off groups are going to start 4th period. Last year they started 3rd period...maybe this year too? Either way, I know I have it better than the guys in the districts in the fact that I am not getting beat down by radio calls everyday...but with the new 4/2 schedule, the fact that OT is nonexistent inside and that, at least last year, i went from march to almost november without a full weekend off...not to mention the BS politics here, working in a district doesn't seem like such a bad option anymore.

various segments of Special salaries are paid by the Government, not CPD, so I don't see how this system could be used for those positions salaried by th U.S. Government. dose the Government pay their employees by the quantity of work they do? Chicago Mayor Richard Daley decided to take a different approach to fill two vacancies on the city's 50-member city council, posting a notice on the city's website listing qualifications for the job.

Candidates should be registered voters, have lived in the ward for a least a year and provide three letters of recommendation attesting to their community involvement. No current politicians, tax delinquents or anyone convicted of any "infamous crime, bribery, perjury or other felony" need apply.

One vacancy was created when the previous office-holder pleaded guilty to illegally accepting favors from a developer.

The aldermanic appointments will be the mayor's 34th and 35th, and he has indicated he is fed up with the high rate of malfeasance in the council.

If you get a chick like Missy (I know shes fake but we all know someone like her), our resident parking guru, who writes hundreds of parkers does that mean she gets it before the Officer who only recovers one gun a period? Some districts all you do is go from job to job and when you run after pookie you take yourself off the street making your fellow Officers answer more jobs.

At least Seniority is something tangible. We all have a seniority date and will get time on the job. Its the only fair way for those without clout. If you have a better system by all means post it.

Another rumor gathering steam on the 5th floor at Headquarters is that RayRay is being positioned to become the next commander of MSF.
RayRay is currently in SWAT school as one of the new Sgts. selected.
Word is that RR will be meritoriously promoted to Lt. in the next class, and that shortly after that, will bump out the Old Man commander who is keeping the seat warm for him. The old man is very close to mandatory retirement age anyway, so there's no real loss of brains there. Watch and see it happen before the end of this year.

Have worked in different districts and places and on a bad/dog day of mine would do more work than 75% of you bad rough and tough "real police street coppers". Notice I didn't claim 100%. I'm realistic. Hell yous guys couldn't tell the difference b/w a "street copper" and a 15 year old, who worked half a tour with a partner before being outed. I'm sure you could spot criminals (sarcasm). All I ever hear from my former co-workers in the district is that I am lucky and that they hope that they could get an inside spot. Every copper, if asked, would chose to work a straight day M-F tour, if you say you wouldn't , your lying!! Thank You and that is all. 1 more day and then I'm off S/S. I work in HQ. I heard that the FS/SM day off groups are going to start 4th period. Last year they started 3rd period...maybe this year too? Either way, I know I have it better than the guys in the districts in the fact that I am not getting beat down by radio calls everyday...but with the new 4/2 schedule, the fact that OT is nonexistent inside and that, at least last year, i went from march to almost november without a full weekend off...not to mention the BS politics here, working in a district doesn't seem like such a bad option anymore.

I never worked with Pat Kelly and I don't know if he was a tool. I also have no clue what happened that night in his home and I am not going to judge him until the truth comes out. I just watched that news clip and even the victim's father said he didn't believe Pat shot his son. How can we throw one of our own under the bus before the truth comes out? If he did it, it seems to me like he would have been locked up for the shooting. He wasn't. I also think it sucks that the news media can put a police officer's house and address on the news- it's not safe. I just think we throw each other under the bus too quickly sometimes. Pat may have liked his cocktails but that doesn't make him a guy who tried to kill his high school buddy. It just doesn't add up.

I had the pleasure of being assigned to the School patrol unit a few years back, they dumped all these crybabies into it for 90 days, bosses little girls and kids from the academy, I can't imagine being so young and frightened of the streets, one girl stated that she didn't belong on the streets and that her deputy would get his for sending her to the detail, another female cried in the corner saying she missed her kids, What a crime to give these people guns and police powers, and try to get them to take in an in progress job out in 7th district, they would lock theirselves in the car on scene. Thank god I'm the real police.

WEISel/Masters, you should be ashamed of what you've done to destroy this Dept. At least Ed got in enough time to get the exempt pension. A lot of those who have bit the dust before him weren't as fortunate. The only good thing out of this is, When WEISel leaves early next year, his wife will be joining Ed in prompt retirement! The next Supt., whoever it is, will hopefully have enough sense to get rid of all of the executive command of this Dept.
They've let us all down with their cowardice in standing up to the WEISel, Masters and Shortshanks.

I know plenty of guys with 20 plus years on the job who are still out there being the police. And they aren't doing it to bring revenue for the city like you salty do-nothings claim. P-EA's are instructed to enforce 9-76-160(d) COMPLETELY!

That includes the "shall be maintained free of All foreign materials" and any and all plates that are of Different Annual Issues in appearance.

If you have your FOP decal on your Plate...Move it. Please for the love of Mike.

That Includes: "Plate must be not less than 12 inches from the ground from the bottom of the plate."

That Includes: The plate must be horizontal and not swinging.

I know Family members have FOP decals..and I know that Active and "Supporter" are different.

Make a PEA"s life a little easier..and move the decal because we don't want to get screwed due to a Deputy Director of Street Ops in Revenue. CPD verses DOR, we know who wins....Not Us.

Now, what benefit is available to non-exempts (exempts do not have this benefit)who are 55 and older who are about to retire?

They just do not understand what the department does to workers once the beefs start to roll in.
When you make arrests. .especially good ones, you are making a major impact on the lives of your arrestees! That means they come up with stories that are so well put together that they seem like well written novels.
There used to be times when these allegations were investigated and found to be the BS that they really were. Now a days the cop is guilty until proven innocent. That is very sad.
And God forbid if some boss doesnt liek you and gives a persuasive push to the investigation.
I know-it happened to several of us !
To go in the press and say that you want people and bosses to take chances and be aggressive and do police work sounds very good. But how about backing us when we do that work!

News Flash - Safe City is a federally funded Overtime option. This means that the it does not have to offered as "special employment". The Department can assign this overtime in any fashion they see fit. Prior to this year "Operation Safe City" was actually "Operation Safe Summer" and was assigned as voluntary overtime limited to the previous Bureau of Strategic Deployment. It was difficult to fill all the positions on a weekly basis with a limited number of bodies assigned to BSD. When BSD was dissolved last year the units were absorbed into the Bureau of Patrol. Since it broadened the base of personnel it was opened up to all of patrol. This had the adverse affect of diminished activity. Now the department has decided to re-evaluate the situation to insure the federal money remains. Bottom line, the department will do what it wants with this program, my best guess is that it will be removed from the realm of "special employment" and returned to the "volutary overtime" status. Kiss that fat check byebye.

MMmmmm.......mighty sensitive my friend. But maybe to clear things up, my original post was in response to an admitted house mouse who had not gotten a full weekend in 8 months last year.

Since I have never been fortunate enough to work downtown or inside at any district I have had the pleasure to work at, I found the attempt by the previous poster to garner sympathy for not having a full weekend for 8 months mildly amusing, hence my response.

But I'm sure if you would have taken time to get off that bar stool and sober up before you logged on to this fine example of a blog ( SCC, I mean that sincerely), you would have seen all that.

Oh, as far as taking my 4/2's and shoving it up my ass sideways, thanks for the reminder. Your reference to my nether regions reminded me that I am due for my annual prostate exam. Thanks buddy!

And, yes, I do have over 20 years.

As for who taught me how to use a computer, well I will admit that I am by no means an expert but it was all pretty much self taught.

In fact, one of the first things I learned about computers is that they have this neat little feature called a SPELL CHECKER. You might want to learn how to use it. If you had, then you would have known that jagoff has only 1 g in it.

To all you whiners out there with not enough seniority to get Special Employment, your turn will come. I used to get jealous of all the old-timers too and wished they would leave so I could move up the ladder. Now the shoe is on the other foot, and all of a sudden I have 24 years on and I am the old-timer! Us "old-timers" have EARNED their seniority putting up with so much bullshit and busted our asses on this job it isn't even funny. What you are going through right now we went through a lot longer than you. So when YOU have put in the time that others have and put up with the bullshit for what is almost a LIFETIME (20 + years), then you will understand and appreciate what seniority is. Until then you need to STFU and wait your turn...

WHY would anyone want to have an FOP medallion showing ANYWHERE on their personal vehicle today? They offer NO HELP when it comes to parking tickets. Civilians will ignore them, and I've seen pleny of coppers write them on cars that have them openly displayed. Why let your neighbors or bad guys know anything about what your profession is than they need to know? It's never made sense to me to ever put one on my car. What the public and your neighbors don't know about you can only make you safer. Think about it.

change starting times of captains
1200 hrs on 3rd watch and 2100hrs on 1st watch
lieutenants can cover 2nd watch 0600 - 1200hrs
