The request by Fritchey and Ford is substantiated in Illinois law. Per the Military Code of the Illinois Constitution (20 ILCS 1805/83) (from Ch. 129, par. 220.83):

Whenever there is a tumult, riot, mob or body of persons acting together by force with attempt to commit a felony, or to offer violence to persons or property, or by force or violence to break or resist the laws of the State, or when such tumult, riot or mob is threatened it shall be deemed that a time of public disorder and danger then exists, and it shall be the duty of the Governor thereupon to order such military force as he may deem necessary to aid the civil authorities in suppressing such violence and executing the law.

With that as a legal basis, the request seems valid per the following:

* To-date, in 2010, 113 Chicagoans have been murdered (compared to the exact same number of U.S. servicemen killed in Afghanistan and Iraq during the exact same time period);

* During one 26 - hour period in early April this year, 41 people in Chicago were shot, of which four died;

* Two weeks later, in a 12-hour period in Chicago, 15 people were shot with seven of them dying;

* According to the CPD, the violence is actually concentrated in only nine percent of Chicago neighborhoods;

* On any given day, the CPD has a shortage of 2,000 officers; and

* In total, the CPD would need 700 additional officers to be at 100 percent authorized strength.

The contest is over. They had the most votes by 1500. According to the site (just google Crate & Barrel ultimate wedding contest), the winner will be announced soon. I hope they get it.

I guess they aren't making it public.
