"Perception" Experiments

  • Off Topic: Regarding the Exempts Friday nights on the street.

    I have seen many exempts "on the street" on Friday and Saturday nights. They usually will attend roll call and head out somewhere else. As a suggestion, why not have the exempts not only attend roll call, but actually fill in as the Watch Commander for the tour from preparation prior to roll call through the end of tour. This would serve many purposes, including:

    - Give them 1st hand knowledge and feedback of the effects of their policies and procedures and the implementation thereof
    - Allow them to prepare a watch for roll call and observe the condition of their troops, equipment, and vehicles
    - Make them more accessible to the troops and possibly build a better rapport (not just some figurehead they see once in a blue moon or the proverbial "man behind the curtain")
    - Afford them the opportunity to remain current with all legal decisions and procedures relating to the processing of persons under department control
    - Assist in letting Watch Commanders either take time off or give them the chance to perform critical field duties
    - Keep them current on various crime or personnel issues within the district
    - Great experience both in their perceived and real expectations and performance of the job
    - This follows the theory of 360 degree evaluations you spoke highly of previously and is similar to the D2A familiarity training (without the training wheels)

    FOR SOME OF THE DIFFICULTIES FACED:
    - They will be able to see and become familiar with the myriad places where training must be approved (and see if they can find a schedule)
    - They will see how many different times/places a Watch Commander must log in per tour (wasted time)

    AND IF YOU REALLY WANT TO HAVE FUN:
    - Let them report for work and then be told they must report to another district 10 miles away
Any of these or all of these would make most exempts weepy wrecks by the end of the tour. It might also make them less likely to come up with extra BS to saddle the districts with or less likely to implement sweeping change without appreciating what it is to work under these conditions.

Put them on a beat car 99 and require they answer calls as a blue shirt once a month in the district that shares their zone!! Don't let them be station security or any other nonsense require them to answer calls and get a feel for what the patrolmen under them must face.

This is a Great Idea, but not good enough. Too many of them have been away from the real shit for too long and many were never the real police.

Better yet, instead of having the exempts take unpaid furlough days, they should take one day a week at Lieutenants pay as District WC as their regular post. Have them do that one day a week every week for a year and I think you might see a change in their "Perception".

Let them get to know the same crew, the same neighborhoods the same problems. It would open their eyes.

Not fair to a significant number of exempts that have paid their dues and know their jobs. Just because they are exempt doesn't automatically make them incompetent and take a step back to duties they once held. I realize this doesn't always apply to every exempt but to those who worked the streets and came up that way, I think its a bit excessive. I'm not an exempt and I comment because some of the good guys are already getting shafted enough. I say put the new exempts that came from outside this department on duty. It would be helpful for them to learn more about the department.

Even better have them sign out & mover, parker & ANOV book &fill in on the watch SO THE TROOPS CAN HAVE TIME OFF. THEY WERE POLICE OFFICERS AT ONE TIME, WEREN'T THEY?

I say put them in a beat car 99 also. Those who came up thru the ranks (of which there are very few) would respond to calls anyway, even if they weren't in a beat car. Those that didn't would get a taste of what it's like.

First- I've yet to see an exempt "out on Friday night." I've seen them at roll call then at restaurants or gathered back at 35th. What's the purpose of that? I applaud this post but don't think this will happen. They are as afraid of being W/C as the supt is of riding the street. Then they would actually see how insane it is to man a southside 1st watch with 6 people and try to keep the officers safe. Unreal...

some of these bosses are starting to realize that they are being bent over the barrel just like everyone else---- by the end of this year their will be a massive amount of retirements.... if the city was smart they would immediately start contacting some of these po's who have been laid off in the suburbs--- they are already sworn officers--- give them a lateral transfer, put them in the academy for a one month refresher course, and send them out to the sreet.... give them a two year residency waiver to allow them time to sell their current residence and buy something here... it worked with the cha police.....

Everybody, all ranks, from all assignments, should work one day a month, Friday or Sat, on the 3rd watch in a high crime district in a uniform Beat car with a partner from the high crime district.

Jim Maurer used to put on a PO's uniform (he signed out a star/shield) and ride around with various beats for an entire tour when he was A3 Deputy Chief.

He took in all jobs, including a really bad stinker, dead in a house for at least a week.

He rode with me once, back in the day when we wrote up humpers. I asked him to keep the humper and after an evening of doing it, he said it was the biggest waste of paper and time he'd ever saw on the Police Department. He used words to the effect of: "This is all on the computer downtown, why are you doing this twice"

For those too young to remember it, a humper is a daily log of jobs.

The order came out about a week later to discontinue the humper.

He also paid for dinner for us and another beat car at a really nice place.

I love the idea of fillng in for the watch commander. The bosses in 011 would love this. Instead of working half a shift they will not have to come in at all. I love seeing them stroll in halfway through a tour and the the other on leaving. Still the best spot in the department.

Great idea. I always believed in the omnipresence theory of policing. Make the bad guys think the police are everywhere and they will be afraid of getting caught. Great. State of the art in 1945. Should work this summer too. I would instruct all those 10-99 cars to bring along inflatable police officers to give the perception there are twice the number of police officers as actually exist.

It worked in WWII and fooled the Germans into thinking General Patton would invade at Calais, not Normandy. Inflatable tanks and plywood cannons and such. Blow up police dolls will work here.

The Gangster Disciples aren't smarter than the German High Command and we fooled them!

Just received A rather interesting call from Babys mother in 019.

It seems per the 019th dist It was me (LIFM) caught on camera in 011s supply room having sex.."it was definitely you"..my only response to the 019 Dist..Thank you..although I don't remember and wish it was me..I cannot claim this one..DAMN!
when I tell this one at roll call..
people will be ROTFLOL..and here's my money shot for you 019..LOL

Have you met some of these exempts. Do you really want them in the W/C's office all night? That must have been written by someone that doesn't work the streets in a busy district. I can only imagine going in to get probably cause approved, or time off with one of them behind the desk.

You have to know what you're doing to be a watch commander. Lt.s learn from the Cpt. what needs to be done as a watch commander. Cpts do it every day. Take a hard look at the exempts. They make Lt., go to a tact team or a specialized unit, and then make exempt. Very few of them have ever done more in a watch commander's office then stop in for a cup of coffee and shoot the breeze. In fact, very few of them know anything about district law enforcement. They couldn't handle the job of watch commander.

BAD idea... I don't want a career gold star handling my 'situation' that will end up in a lawsuit. I also don't want a career boss handling everything by the book...they sure as hell won't know how to do things the right (real world) way!

New commander of CID only talks to the monday-friday screw-offs in financial crimes.
Didn't realize he had cold case till his second week and has yet to visit MAIU.

In addition, make sure the desk is staffed by those who have never done the A&A's or worksheets, and a not so competent acting desk sergeant.

That should be a night of fun for the Commander; do the sheets and A&A's (since there is no watch sec.) and figure out what to do with prisoners and returning property, 'cause the acting desk sgt. isn't too sure. That would be fun to watch.

I'll go one step further!

Just like that show "undercover boss" CPD bosses should dress in ordinary clothes and uniforms!

All Exempts should go back to being a "blue shirt" on the streets in a beat car!

That will give them an even better and more real perspective than just being another white shirt with a "spaghetti hat" with all that "shit on their collars"!
