Help is On The Way!

  • A day after off-duty Chicago Police Officer Michael Bailey was killed, City Hall revealed plans Monday to hire 100 new cops, and the FBI joined the hunt for the killer.

    Sources said the Police Department was analyzing surveillance video, and officers were "hitting the gang-bangers hard" to shake loose any information about the killing, one of three slayings of Chicago Police officers in two months.

    A shortage of officers is emboldening criminals, said a former high-ranking Chicago Police official who said he's "terrified" for officers because felons no longer fear the police. A two-year police hiring slowdown has left the Police Department understaffed by more than 2,230 officers a day, below the city's budget-authorized 13,200
There's a number we haven't seen yet - 2,230. That's a BIG number for those of you keeping score at home.

And that "six months" is just an estimate seeing as how they haven't even sent out a letter for the POWER test and other procedural hurdles to actually hiring officers.

Figure at least nine months until help arrives...and then it'll be 1.3 officers per watch.

Now someone please figure out where the budgeted money to pay for all of the personnel CPD is short has gone over the last two years and demand that we get brought back to the proper numbers.

The number of 100 new hires would actually be 100-3=97, accounting for our three most recent heroes, Officers Wortham, Soderberg and Bailey. Then subtract the hemorrhage of new retirees, both gone and soon to be gone within the year because of the 55 and out offer, and there is no net gain overall. These new hirees will only account for a "slowed net loss", but the loss from our authorized strength and today's actual strength will continue nonetheless because the shanks is an idiot, but an idiot that could sell a load of horse apples as roses to our local media. IMAGINE.

The current training program for recruits has been extended to 7 months. So, if the city started a class in September, they would not graduate until March. Currently, the academy has 60 recruits in training, hired with federal grants. The grants came from aviation and mass transit. 30 of those are promised to aviation. Which means 30 veteran officers will be reassigned to the airports and 30 recruits will replace them. Then a percentage of the remaining 30 will be used for mass transit. To me, the department will break even and not gain any street officers from the class of 60 recruits. Then look at the class that just graduated. Only fifty out of 88 went to the districts. Because of a FTO shortage 38 PPO's will walk foot routes until they have a chance to work with a FTO. The 88 will not be on the street until the end of October. Let us be real. Since when has the department kept PPO’s out of districts because of a FTO shortage? What has the priority? Manning beat cars?

Heard that there will be a "pre" POWER test the third week of August.
And yes, it is true that this was in the works long before the slaying of Officrs Bailey and Soderberg.
The problem (isn't there always one) is that, I hear that Ladner wants to be in TOTAL control of this hiring process to include the POWER test. (Hey Tracy, you're not qualified to administer the POWER test. Let it go and just be the stupid, thinkyou know it all, administrator that you are.

Thats' the headline in the Times? It should have read " Mr mayor,where is all the money at for the budgeted police officers"? Daley has a lot of questions to answer about police staffing, but it's too late! We have lost too many officers and at this point there is no way back. 100 police hired for how many retirements? We are still going to be as short on personnel if not more. The media in Chicago has to step up and ask Daley the questions!

Last night on "Chicago Tonight" there was a panel discussing violence in Chicago. On of the panel members was Blair Holt's father who aparently is a PO in the CAPS office. I don't know if he was on the panel in some kind official role but he pretty emphatically stated there is a shortage of officers on the street. A replay is available on wttw's website.

Please drop the college. Make it a prerequisite for promotion, but get a bigger pool of people who are happy to be on the job. What we got with college is a bunch of Officers who think they deserve more and are unhappy. College did not make the Department better, and yes I have my degree.

And how'd they manage to come up with 100 new recruits so fast eh? No test given in how many years? Yet Daley's found 100 kids to allegedly already be processing?

Where these new kids come from? Anyone wanna speculate on who these new kids are?

When was the last test given, and how long has there been an "eligibility" list?

While he's at it, how about disbanding all these stupid units and putting these guys back in the disctricts. I understand the need for maybe a 50-75 man unit to flood a hot area. But they've got TRU, MSF, Area gang teams, Area robbery teams, area burglary teams, gun teams, saturation, etc..
These are all bodies out of beat cars and off of watches.
That's a lot of fuckin people!

SCC the other day I was in downtown on business and saw a TMA car illegally parked like they own the street. This car was fully loaded with blue and red emergency equipment.Then I saw a couple of brand new OEMC vehicles also. Also around regular neighborhoods I see revenue people walking up and down side streets issuing tickets. Then over night a fleet of brand new dept. of revenue boot vans with plate readers causing havoc all over the city 27/7. The question is, since the little prick has a hiring freeze for close to 3 years and that's about the time these different departments got new equipment and employees. Did he use the money budgeted for 13,500 police officers and use it to finance these other departments? Do these department have their own budget and how are they financed
? Can someone investigate that the little prick isn't robbing Peter to pay Paul.

Co. Judges sometimes, I would like to relate something a little positive. Not sure of the spelling but Judge Kuriopolous, CL02, Traffic Ct. After court was over yesterday, he at least got up from the bench and said thanks for the work we do and how he was sorry for our loss over the weekend. It really meant a lot. He could have grandstanded and did this while the court was full but he waited until all the civilians had left out. Just a little positive thought for the day and has anyone else had any good dealings with this Judge?

Dailey hiring 100 more police officers is equivalent to him pissing in the ocean. The entire ship is sinking NOW and is sinking FAST, and he shows up a day late, a dollar short with a f*@&ing teaspoon to bail us out!
And to add insult to injury and our intelligence, Shortshanks shamelessly uses the death of yet another police officer as an opportunity to feed us more of his BS. How is it that money (supposedly from department consolidations) to hire more P.O.'s magically appears just days after Ofc. Bailey is gunned down? He knows this money was set aside to razzle dazzle voters, but with dismal approval ratings and the CPD tragedy, he has to appear as if he's working to improve this city.
It's not the same flavor, but it's kool-aid just the same.

Gee, SCC! Why are you being so optimistic? It's not like you to go soft on the Daley Crime Family.


You know as well as anyone that there will be NO 1.3 per watch.


By October 1st, the next wave of retirements will have to be declared in order to retire in 2011 and claim the free retirees healthcare. By then, all of the 150 retirees from March and April of THIS year will be collecting their pensions and free healthcare and will have reported back to the remaining retirement eligible warriors how GREAT it is to be retired. Then the real exodus will commence with a stampede!

That 100 NEW officers Daley is talking about are probably only to replenish the manpower on the personal security detail of man servants who escort the Daley clan, the Burkes and the city treasurer around town like they are fu*king aristocrats or something. The rest of the Chicago Police Department will barely even notice their arrival.

The CPD has died, not with a bang, but with a whimper.

Thank God I'm retired!

Maybe they should bring back a lot of the P.O.'s and PPO's wrongfully terminated? I know of one guy from back in '94, he was trying to come on with another department, came in with like 15 letters from fellow classmates and other PO's and even a CAPTAIN who were supposed to be interviewed by IAD about knowledge they had refuting the allegations against him, but NEVER were!!!

And how 3 of the "witnesses" against him aren't even with CPD anymore for involvement in SOS or going shopping with an ARRESTEE's CREDIT CARD while in uniform!!!

Talk about getting SCREWED!!!

Manpower is only a partial solution to the problem. This attitude of I'm not doing anything aNymore is a bigger one. No you can't police in the same manner as years past. But you adjust and adapt. If the officers getting killed doesn't light a fire nothing will. You will not get fired for stopping someone when you can articulate probable cause and get him dirty. So quit whining and do a little police work. The guy you lock up may be tha same guy that wants to gun down a fellow officer.

How about letting veteran officers work till they are 65!!!!
This would cost less than training new officers,while preventing the onslaught of retirees!!

Today I was at Michigan/Erie @ 11am. Saw 5 CPD Foot Patrol Officers walking in group headed S down Mag Mile...Assume you all were there to impress on g-bangers/public stepped-up CPD presence in light of recent I-Phone thefts on Mag Mile and/or also in reaction to recent murders/attacks on CPD Officers.

All I can say is seeing you Officers had very reassuring impact on me but it also made me sad for every one of you.

I was glad to see you out in kind of numbers that help protect yourselves and fellow Officers- you all got a huge smile from me and I got smiles back, God love you. :)

But it was hard knowing why this has to be and the risks you are taking now that animals have declared open season. I cursed Daley under my breath for this.

God Bless the CPD! We love you all! Stay safe!! I wanted to say that out loud to you all but I was too shy!!

Sorry if this is obvious, but does that mean there are currently only 11,000 police officers? According to the CPD annual reports, there has been around 13,000 police officers working between 2003 to 2008.

This is slightly off topic but relevant thought following the events of the past two weeks.

Thinking of Thor (R.I.P.), my question is at what point during Thor's struggle with his murderer would Thor have been justified in using deadly force against his attacker who at the time was not armed? Knowing what we know now, the answer is "Anytime." However, if Thor had killed his attacker first, Thor would be all over the news for killing an unarmed man. The dead man's family would be suing. And our superintendent would be calling his friends at the U.S. attorney's office to file a civil rights violation against Thor to send him to share the cell with Cozzi.

The judges, prosecutors, the media and the public have to be made to understand the dangers we face on a daily basis from people who attack us. There is a law titled "Aggravated battery to a police officer." It is a felony. Routinely and on a daily basis, watch commanders, detectives, and the Cook County prosecutor's office will neither seek nor approve felony charges against people who hit us and attack us. An ASA once told me juries rarely convict for agg batt to p.o. Nowhere in the statute does it say we have to be seriously injured to charge someone with agg batt to p.o., but this is the unwritten policy in place today.

This is an issue that needs serious attention. Thank you for providing the forum in which to express this thought.

CPD academy NEEDS to be running back to back full capacity classes for the next couple years or as long as it takes to get up to staffing. The city's got bank from being short thousands of coppers for all these years! Do the right thing you fuckin midget and while you're at it, take J-fled-franken-possum with you on your way out. I wonder where that number came from?

I suggest caution in using numbers that can't be verified. It often leads to credibility issues.

In any case, you can't really claim that those on medical leave are not part of the authorized strength. There are always going to be some on medical leave, and it's not like the department hires temporary cops to fill those positions while they are off.

interesting how King Daley II says it would be hard to fit 100 new officers into the budget- as if the money needed would stop creating affordable housing (only for his cronies and their pools) and jobs (for the revruns and community activists)...guess the Olympics meant more than his clear responsibility for ensuring public safety.

But wait- wasn't the CPD budget for the 13K officers that he claimed were always there? That should mean there would be NO PROBLEM in handling it.

That's one extra per watch in the 25 districts with 25 more to scatter. Not a big impact, repeat: this will not impact manpower. Keep spinning your wheels mayor and hopefully SOMEONE in the media will actually lay it down in simple language to the citizens of Chicago that read the daily propaganda that spews out of the major papers this is minimal, if any, an impact on manpower.

The question is how many officers are on the street during the course of the day- 0001 to 2400 hrs and per watch.

The damage has been done due to Daley not hiring police. Like shutting the barn door after the horses have left. We could be up to full strength next year and it would take years to re-capture the streets. Remember we have to teach the new cops to be the police, something this department and city have worked to destroy.

One hundred is not even a dent in the 2300 we are short. Why doesn't the local media pick up on this? Instead yhey credit the mayor with adding 100 officers. He is not adding officers. The city is replacing 1/23 of the police officers that the city is short. Adding 100 officers would mean an additional 100 officers beyong the budgeted 13,200. That wpuld be adding officers.

I have an idea that might not go over well with the CPD brass, but I think it's the right course of action.

The Chicago PD should do a complete policy 180, ditching the arbitrary "mandatory retirement age" and instead, start recruiting new police officers from the ranks of cranky old men.

Yes, there are some areas where old men do not shine as bright as their younger counter-parts; they're not good in foot chases, they're set in their ways, they're not as apt to swallow anyones bullshit as their greener colleagues are, but really, they bring a lot to the table and would make perfect coppers.

Old men take no shit and they're always ornery. They're also wise and have seen a lot, less apt to get hysterical in some situations as the younger guys.

A lot of old men are retired coppers, military, fireman and first responders, yet have no desire to sit around playing shuffleboard and can only go fishing so many times... There are lots of old men out there who would be willing to do the job, cheap.

Old men have no interest in having 'discussions' with idiots on the street. They just want shit to get done. There is no arguing with old men; either do as you're told, or your ass is getting kicked, period. Those are the only two options presented by old men and those are the two options Chicago's streets need.

Old men come from the old days, when things were better. They know what needs to be done since they've lived through the changes that have seen us go from good to bad. If you want to know what's gone wrong, ask an old man or better yet, hire him to fix it.

All at once, old men are less likely to get violent, yet more likely to get violent, less likely to shoot, yet more likely to shoot, less likely to take lip, yet more like to be patient in certain situations.

In my perfect Chicago, our department would have a lot of old men in uniform. One young guy partnered with one old guy- or even entire tactical teams of heavily armed old men who are dispatched when an out-of-control situation is in need of a carload of miserable old bastards to come in and quell shit.

Bring back the old men.

My Sgt got this e-mail today. Its this king of me-first mentality that has fucked up this department. What about the guys that placed higher than 120 on the list? Who cares as long as I get mine? Some of the guys with the higher scores would have likely placed better if the test wasn't corrupted, and would probably done it legit. I feel sorry for the guys who have to work for him, I would watch your back. It sounds like he is out for numero uno. Fair and open testing? Never existed on the department, if they were going to do it all by appointment they wouild have done it already. Today I spoke with our Association President Sgt. Robert Kirchner to get an update on the status of our lawsuit against the department regarding the lieutenant’s exam. He related that there is not a temporary restraining order in place but that one will be sought if the department attempts to promote another class from this present list. Our association has sought facts from members who may have been harmed and is preparing to have them deposed, rightfully so.

Our association however has not attempted to gather information from members who will be harmed by the impending restraining order. Those who will be immediately harmed are ranked 29 through 120 on the promotion list. The remainder of the membership will then be harmed as this action will force the department to promote the next and all future classes through the “merit” system. The lieutenant shortage is acute and very expensive. The department will have no choice but to promote 100% meritoriously. That was not the aim of our suit but it will surely be the result of the restraining order. The suit could and should continue without the restraining order until those harmed are made whole.


Members who are ranked 29 through 120 on list please contact me via department email to help present our case to the Federal Court when our association seeks a restraining order. This action will help maintain a testing system for all present and future members through fair and open testing.

2 fired cops sue Weis, Police Board to get jobs back.

Two former Chicago police officers filed a lawsuit today against Superintendent Jody Weis and the Police Board over their firing earlier this month for engaging in an on-duty car chase that resulted in a fatality.

Brian Garcia and Aaron Poradzisz were discharged following a board decision that found they violated multiple rules of conduct by pursuing a motorcyclist for a minor traffic violation in summer 2007.

The board determined the two failed to notify their zone dispatcher that they were in pursuit of the motorcycle, left the scene of a fatal accident without rendering aid to the motorcyclist and made false reports "in an attempt to cover up their misconduct."

In a lawsuit filed in Cook County Circuit Court, the two former officers are asking a judge to overturn the board's decision, saying it was based on insufficient evidence.

They allege that when the motorcyclist increased his speed, they pulled off and never saw him crash, said their attorney, Thomas Needham.

A Police Board spokesman declined to comment.

Those of us from outside the city are wondering if these attacks (including the nonfatal ones) are really random and unrelated. We have branches of all the major Chicago gangs and the 411 is that cops are targets.

Even if Daley and Weis were gone tomorrow, it would take a long time for Chicago PD to be at full staff. In the meantime, what's happening to all the money? Overtime? Not spent?

Regardless, it seems like you have a war going on and that means some drastic immediate measures need to be taken for officer and community safety.

Some ideas:

1. Bring back some recently retired officers on a part-time or temporary basis. I know they've filled some civilian spot with retirees but I mean gun carrying cops. The Royal Canadian Mounted Police is below authorized staff and using retirees to fill some gaps while it recruits new mounties. Whether inside jobs to free up troops to go on the road or working a car, it's additional manpower that should not be overlooked. If the FOP is uptight, screw them.

2. Overtime. Dreaded word at city halls but if you are down troops, you need to spend some $$$.

3. Show of force. Jesus, fire departments have elaborate mutual aid agreements. If the fucking gangs think they own this place, screw them. County, state, federal and suburban officers can be brought in. These saturated special enforcement projects have worked elsewhere. I don't give a shit if you're from Evanston, Waukegan or Milwaukee, it's the same gangs. A regional show of force makes sense (and with homeland security laws help can cross state lines--Minneapolis and St. Paul sent cops to Iowa to help with their floods and Milwaukee sent cops to Minneapolis and St. Paul for the Republican convention). And btw--some of us are not afraid to kick ass just as long as the right asses are being kicked.

3. Court watchers. Moms, dads, wives, husband, girlfriend, boyfriends, kids are needed to go to courtrooms and let judges and state's attorneys know they are being watched.

This won't solve everything but it's a temporary start. We feel for our law enforcement brethren in the city and also feel a bit frustrated that we aren't being asked to do more to help.

I agree with the blogger who stated, that officers need to stop saying they are not going to work. Everyone reads this blog including gang bangers. When they read that officers are not going to do their job, they feel that they have card blanc to do what ever they want too. Yes, we are short but we have to do our job. If we don't work in the district we are assigned, don't get upset if the officers don't work where you live.Officers are dying out here. We must challenge the shit head so we all can go home to our families.

I'm a recruit from the 06 test. We're ready to become the police. The wait has been way too long but I know the guys and gals on the list can't wait to get on with the CPD. We'll see how long it actually takes to get a 100 in the academy...

Not fired but possibly sued. I get what you're saying and agree to a degree. But, have you been to court lately? They're saying no probable cause when drugs are found during a custodial searches! I.E. arrest made for drinking on the public way, narcotics found during a custodial search...no PC. Everytime you get no PC you are opening yourself up to a lawsuit. No PC equals unlawful arrest. The judges and ASA's don't care about you. Until the judges, ASA's, yuppies, and liberals start occupying the victim's box nothing will
change...at least not for the better.

Your an idiot, I have had plenty of friends from the 06 test get hired and some in the academy right now, and hear the horror stories of the idiots they are in class with. Since when do clouted tests with extra points for race do any real justice to the people taking them? And yeah if you haven't guessed I'm one of those bottom of the barrel guys left. Born and raised here in a police family, working a bs job the last three years declining suburban departments because I have drive to and want to work in Chicago as hard as that is to believe these days. So how does a randomized number on a bullshit test make me bottom of the barrel genius?

I'm a retired sergeant (made it legitimately, needless to say as you read on), still in mid-50's, still in good shape, had enough honorables to earn a ribbon. About a year ago, I thought maybe I could add something positive by coming back. Instead, got a letter from Personnel saying J-Fled says "no."

I emailed Kass about the humor there (and a few other who were told the same). He wasn't interested. I let it drop and went on about my life (I also have a J.D.). I sure as hell wasn't going to go try the Main and Spielman show.
