Hold on for Those Reinforcements

Not even 24 hours after promising Chicago he'd hire 100 more officers to stem the shortage of 2,230 officers and the 100-plus retiring every month, Shortshanks is admitting he doesn't have the money:
  • The city needs to hire 100 more police officers, Mayor Richard Daley said today, but should not fund their salaries from a tax program reserved for promoting economic development.

    "You have to hire a hundred new police officers," Daley said at a news conference to open a new Target store in the Uptown neighborhood.

    But hiring more officers will only partially address the problem of crime in Chicago, Daley said.
We guess it will be a little while longer until we can bid for that 13B furlough if there's no one coming up behind us.

And this quote is just freaking priceless:
  • If the officers were hired as some aldermen have suggested by tapping money from the city's tax increment financing program, it would throw the budget out of whack because those funds run out after a fixed number of years, the mayor said.

    "To balance your budget, if you start taking TIF money only once, then what do you do?" Daley said.
Hmmm. We don't know Dick. What happens if you take all the money from a 99-year-lease on parking meters and blow through the entire amount in less than three years in some bizarre attempt to win a global sporting event that hasn't made a profit (and won't be making a profit) in 32 years?

Oh wait. That did happen. And we're seeing the results each and every day here in Chi-troit II.

Each Chicago Alderman gets around $1 million dollars in their "discretionary" fund to do what they want with.

50 Alderman equals $50 million dollars.

$50 million dollars will hire and keep employed 500 police officers.

All city contracts are given out to enrich Daley's friends, felons and family! I have found tens of millions of dollars a year in worthless wasteful contracts the BOE gives out that can just as easily be spent on first responders, public safety, education or property tax relief.

City workers are paid from the general fund. The revenue in those accounts have fallen short of projected amounts for about three years now. What is "budgeted" is just a guess made by Dept of Revenue in what they had anticipated the city would have in the coffers next year. Every city agency submits a budget based on those numbers. There has been a shortfall every year. If the city was at full staff in every agency, the payroll checks would bounce. Unlike the feds we can't print money. Many people ask where the money is for the officers not hired- it was never there. Hence why so many state and local governments are laying off or reducing expenses in some other way.
We thought we were going to get a big raise, and budgeted to to a remodel of the kitchen, guess what money isn't there. Don't want to max out credit, so we tell the significant other, we have to wait. She asks where's the dough?
Honey, we listened to flop's projection (30% raise), there isn't any dough.

Do not forget that due to days off, furloughs, ctu, etc. that on any given day you onlu have one third of your man power available to work. That means that if 100 new officers get hired, on any given day only 33 of them are available to work.

I'm so confused by Daley's practices.

I've said this before. Imagine if we actually had 13,500 officer. That's 2,000+ less than we have out there. Now imagine 100 of those 2,000 officers (100 each) moved into areas such as Scottsdale, Garfield Ridge, Hegewisch, Mt Greenwood and parts of 016. Maybe some of those areas wouldn't be going to shit?

Now add that with all the other city workers laid off who would be living in those areas also.

Daley's logic is so flawed. You don't want to privatize everything! If you have thousands of city workers living and spending money, paying taxes in the city. That gives you the money you need! Laying off people and forcing them to take furloughs is the exact opposite of what you want.

There are currently 130 officers that are 62 years old, so in the next year, at least 130 will be forced off with the others that are smart enough to leave on their own.

First off I do not have a lot of time otj so I am not fully versed in how contracts are negotiated. With that said,is manpower an issue that can be negotiated during contract talk? If not what would it take to allow for manpower to be negotiated? I can understand how the city can layoff other departments however when it comes to police and fire/paramedics you would think that we and the tax paying citizens of Chicago would be guaranteed minimum staffing.

This person would then be able to save the city at least 1.25 million dollars by eliminating at least 10 aldermen (if not more...), in turn he or she would then be able to hire more police officers so we can all have our city back. The aldermen shouldn't have a problem with losing their part time jobs that pay over $125,000 each since they took an oath to always put the cities best intentions first and foremost right? So..... Any volunteers?

FOP sought to have manpower issues, minimum staffing etc., included in the present contract. The contract went to arbitration so that was not subject to consideration by the arbitrator.

The City will likely never agree to bargain over minimum staffing. They don't have to now so their attitude is certainly that they will never do so.

Remember, the City of Chicago does not bargain in good faith. Never. they present their list and say, essentially, take it or leave it.

This past contract we got incredibly lucky, I feel, with the new work schedules of 4-2 and the 55 and out with health insurance.

The 4-2 is huge. 18 extra paid days off a year! I could not believe we got that for no give backs. That is an enormous gain. I know, low raise, remember, 18 extra paid days off a year!

TIF Money? What's TIF Money? I dunno about any TIF money. Shanks can't and won't disclose the actual TIF funds on hand. It's either hidden, spent, Vaneckoized or piggybacked on some construction that hasn't sold yet, that's what he's afraid of. Get those books open. There's not too much talk about the citys dire straits, or alderman raises, 7 months till Primary. Odds are city funds are paying off all Olympic obligations. Will Contruction Unions get their 10% raise over 3years? You bet.

i agree the 4-2 is great but we didnt just get an extra 18 days off a year with pay with no givebacks. We work a longer day now and everyone's sked is different than it was before. A great change, but its not like we were just handed this. And it works better for the city than our old sked.

yes it is huge, however some of our present suffering stems from it, it was a rush job by the department, and NONE of the issues that it affects were taken into consideration before they plowed right into this work schedule.

Yes, on its face it is great, we get more days off - although there are longer hours... but it also affects your furlough, the relief factor (you are working less, with no one to replace you, lowered manpower even with the same number of people working) NO CARS, (or not enough, NO RADIOS, NO PDT's) and fleet doesn't realize that we need more cars, since we don't have more employees! Overlap? what's that? There are a ton of things that are impacted, but the department gave NO THOUGHT to any of them... it will only get worse as time goes on...it is FUBAR to the max....

The fax came out this afternoon, cancelling all elective time off, for the 2d and 3d watches, on Saturday 14 August, even if it was previously approved, for ALL Bureaus.

I'm sure your readers will remember, this is the day those "in control" scheduled the Air & Water Show AND the Bud Billiken Parade!

They must be in full panic mode. They must have seen that the manpower is so low, they're going to have a hard time pulling this shit off.

Another case of management by crisis.

So what's our recourse? I've had a personal day in for this day for months.

Every day, I say a prayer of thanks to God that the Olympics will not be inflicted upon Chicago. I just saw a TV segment about how Rio is in deep s__t already, trying to accomplish the huge, ruinous construction projects demanded -- one, an elaborate rail line that will probably be "The Road To Nowhere" the minute the Games end.

It's so bad that the Brazilian Army has been called out as forced labor on the projects. One officer boasted, "This is the Army. We get the job done, no matter what the cost."

notwithstanding the absurd reality of our city council's penchant for surrendering it's responsibilities to our city government's Executive branch, (thus resulting in the default dictatorship under which we citizens currently endure), a government lacking a Legislative branch is a de facto Dictatorship.

a Representative Democracy isn't as efficient a form of government as a Dictatorship, so, if efficiency is your God, then, by all means, eliminate our city council.

a) grossly overpaid, b) mostly incompetent, dishonest, devious and gutless cretins, devoid of any substantial motivation beyond self-interest, c) egotistical control freaks dedicated to the proposition that their shit is like chocolate milk, to be devoured, gratefully, by those of their constituents eager to suck at the tax funded tit, d) petty, small minded mini dictators, lording it over their particular group(s) of sheeple, and e) functional criminals, using their authorities to make laws to extort, intimidate, bamboozle, bullshit and otherwise fuck over said constituencies, doesn't mean that the institution of our city government's Legislative branch is not vital to the potentially honest governing of our city's citizens.

3. as i previously posted, via the kindness of SCC, a government devoid of a Legislative branch is a default Dictatorship.

because that is what you, and the rest of our city's citizens, will get, if we reduce or eliminate our city council.
