An Interesting Take on Things

  • Everyone in Chicago knows it. Almost everyone in America knows it. In fact, a lot of people throughout the world know. Chicago is a city at war with itself - fast tracking to anarchy.

    Leading us there have been two major root causes - public violence and public corruption. While Chicago has been under attack with its people fearful and hiding, its police department was twisted into paralysis by organizational decimation, incompetent leadership, self-serving politics and corruption.

    After three dead cops in less than 60 days, the men and women of the Chicago Police Department are saying, "Enough!!!" We are sickened that our world-class police department has deteriorated into ruin in only a few short years. We are tired of a leaderless department. We are angry at an unsupportive mayor.
He names names, blasts Carothers, Masters and Weis, and generally outlines problems with an eye toward solutions. A bit on the "rah-rah" side, but a decent summation of the uphill battle we face.

Don't look for this guy on any exempt orders in the near future.

Although I agree, the problem is politics. It doesn't matter if we say, "We have had enough." It's the entire system that is broken and us saying "enough" doesn't matter a hill of beans to them. We can say "enough" all day, but in the end they will hold us accountable for doing anything they consider "wrong." The media is always looking for ratings and the best story and if we are it, then they will put us front and center. I hate to say it, but it may be too late to fix. Impossible to reverse. A good start would be more police hired, a new Supt. and most of all a new Mayor.

Andrews gets a little smarmy in the end, but he's basically telling like it is....it's sad to see what used to be a great Dept. gone totally to shit...I feel bad for whoever has to step in behind the WEISel/Masters (x3) disaster team and try to lift this Dept. up by its bootstraps!

He makes some very valid points, but this lieutenant is a goof of the highest order. As a sergeant in 008, he had his head so far up Cmdr. Harley Schinker's ass that he still has a brown ring around his neck. And he's as hateful and vindictive as his mentor. He knows it ALL, too. Just ask him.

I wonder if his personal vehicle is still decked out like a squad car?

Listening to my CPD friends (justifiably) complain about J-Fled brings back sad memories of Terry Gainer and how he systematically destroyed the culture and pride of the ISP through favoritism, politics, and his own brand of inept leadership.

And now, to add insult to injury, we've got our own "J-Kid", a young pup who has never been any type of law enforcement officer, running the ISP under the "Accidental Governor", the idiot Quinn.

world class police department? Where have you been working, crazy lou? Been inside a squad car lately? Been inside our crumbling stations lately? Been inside our roll calls and taken a look at the shape (physically, mentally and emotionally) of the folks in blue lately? How about our equipment, or lack there of, checked that out lately? This is NOT, and has not been for the 15 years I have been here a "world class department"...Go to any surrounding suburb, go to the ISP, hell go to most small town municipalities/sheriffs departments if you want to see world class departments, just dont look in the mirror! So unless you are seeing something that no one else can see, unless you are living amongst a delusion of grandeur, I call bullshit on that label! CPD is and as far as I can see always will be much much less than a "world class department". Sorry

Don't let his writings fool you. Andrews is a company man, looking to get ahead, and will hang you if it suits his purposes. Ask anyone that has worked for him if they would want to see him as an exempt. I agree this is a well written post, and has good ideas and shows very valid points. Just remember, you can say anything you want, but actions speak louder than words.

If you haven't read the whole thing, it is a must read, you have to give it to him. John is not a boss you would want to work for though. His whole career has been thing, HIM. This probably came out of his misplaced belief that he should be an ADS right and his hurt sense of entitlement. After all, what are they going to do to him, send him to 11? That being said, this is a great piece and sums up how the BACKBONE of the Department, PATROL feels. He hit most of it on the head. J-Fed and Masters both need to read it and pay attention. It took some balls and is well done, and he signed it. Hats off to John.

This boss speaks the truth and to sum it up in a few words, " It is not what you know, it is who you know ". I am retired but years ago took a Sgt's promotional exam which included an oral exam. Most everyone passed the written in that they gave you the questions before the test but the oral was more tricky. The one question I will never forget was aksed " What is the most important piece of equipment a police officer wears on the street " The common response would be a weapon but the answer for the question was pencil. I knew they wanted that answer when I spoke to the panal but I had to give them my thoughts on the subject. I retired as a Detective but I did score in the 10 percent of the Detective test, that test was given and graded in your presence.

It's his crazy solution that is the problem.

He wants "competant" police to take matters into their own hands and do what the department is not doing to stop crime.

Try that and see what happens.

This department is ignorant and corrupt, but it's nothing if not vindictive, and it will use all of its power and clout to smash you to bits when you run afoul of it.

There's nothing this department feeds on better than "rogue" officers. This department will publicly humiliate you, it will charge you, it will make you spend hundreds of thousands of dollars trying to defend yourself for years against bogus charges, and if that doesn't work, it will simply fire you and leave you unemployable.

If you're a cop, then this department is your enemy. It will cheat to get you. It will lie to get you. Do not underestimate it.

Well, I could almost feel sorry for the boses, if I didn't know better. The poor exempts are distraught because Daley wants some of their salary back. They have a sinecure. It's not as if they were working for it. Their main activity has nothing to do with police related issues. Do any of them address the problems or the needs of the field officers? No, their daily concerns are the retention of their positions via political machinations, retrieval of their clothes from the dry cleaner, and lunch. If the entire command staff of the CPD was swallowed by a sink hole, would it matter?
The captains, lieutenants, and sergeants don't fare any better. Hiding in an office, rarely there when needed, failing to confront personnel problems, and irregular attendance have become just some of the hallmarks of the alleged supervisors. By the way, this department was never once great. Truly, no one is steering the ship.

Daley doesn't care. It's not HIS money. At least not until he gets his campaign donation from those connected lawyers and the $$$ is laundered so you can't trace it from its source!

There have been plenty of people on this job thru the years who have actually passed a test on their own and been promoted. The shit's not rocket science.

I remember a piece in the paper quoting then tact Lt. Phil Cline from 011 saying he isn't too particular about shined shoes etc. as long as his officers show up and do the job. What would downtown do to him, he mused, send him to Fillmore?

Street cops thought that was the end of Cline's career too. Didn't hurt him too bad or for too long though.

Well, someone finally stood up and said what needed to be said. And put his name to it. John maybe shaky sometimes but he never hurt another PO. Now that this has been said he will now pay the price. We as Officers are forbidden by the Department to what equates to free speech if it brings "discredit to the Department." With the current "leadership" John will be punished severely and not a word of what he said will be taken in or understood. We will continue to get jokes like Carothers as exempts. Ike must have some serious blackmail material on the Mayor for him to pull such an blatantly corrupt promotion.

He's an asshole when it comes to uniform/appearance in this shithole of a district. He has NO life beyond the police department, hence the reason he stays HOURS past his tour to tweak, rearrange and modify existing in-house policies and paperwork. He is NOT to be trusted as I have witnessed firsthand how he happily did a certain Cpts dirty work when it came to screwing over coppers regarding furlos, CU, etc.

That being said, he deserves props for a well written piece and attaching his name to it. HOWEVER...I can say with the utmost sincerity that this is his way of wanting to be noticed (he's a have-to-be-the-center-of-attention type of guy) by the upper echelon of the CPD in the hopes of promotion.

As prior posters stated...he is NOT a boss you want to work with (I don't say work "for") because he'd throw you to the wolves to further his own agendas. There's MUCH more than meets the eye here, trust me when I say this.

Phil Cline gave a big push to the downward spiral we are on. He promoted only his friends and cohorts. The rest was smoke and mirrors. We don't need him back and contrary to what you think, CPD and CFD will not back him.

He is hoping those who are jockeying for power when Weis is gone will notice this and give him the recognition he feels he deserves. So, in your opinion, WC's should have no expectations of uniform compliance/hygiene at their roll calls? Even in 011? My God, I don't know if the 'problem' there in 011 is Andrews or the slobs who work there who think they don't have to comply with Dept. Standards. I've got news for you officer, 011 is rather quiet these days compared to Districts 003, 004, 006 007 and a number of others. In the District I work in (003) my WC looks us over at least 3 days a week. I've worked the other watches there, and the other WCs do the same, and we're running and gunning every day here. If you think the same standards you had no problem adhering to in the Academy are too overbearing for you, please submit your app to be transferred to Streets and San, they can use you, and it won't matter that you show up for work smelling like shit every day. You're a COP and with that come standards. Everyone knows things are tough going today, but we're paid enough to come to work reasonably clean and clean shaven.
My God, a whole lotta people have forgotten what it's like to have a job in the real world.
