Management By Crisis

An apt description of what we're going through:
  • The panic button's been pushed again!

    The fax came out this afternoon, cancelling all elective time off, for the 2d and 3d watches, on Saturday 14 August, even if it was previously approved, for ALL Bureaus.

    I'm sure your readers will remember, this is the day those "in control" scheduled the Air & Water Show AND the Bud Billiken Parade!

    They must be in full panic mode. They must have seen that the manpower is so low, they're going to have a hard time pulling this shit off.

    Another case of management by crisis.
Management by Morons might be another appropriate description. We can't wait to see what the brain trust comes up with here.

Take one job at a time. Go the speed limit and follow all traffic laws. That's what they want. Take the report. Head to the next job.

Bring your lunch with you. Eat it while writing the report. Then go down on lunch later in the tour.

Find an abandoned car and write a parker on it for activity. Do a contact card on someone else's arrestee when in the station or a curfew if a juvenile.

3rd watch W/C in 023 told the watch recently that they are not authorized per general order to punch people! I heard this first hand. He states that the orders do not allow for us to punch people anywhere with a closed fist, only to give OPEN HAND stuns and strikes. I totally disagree with this and believe that "direct mechanical to the body structure" means punching and kicking. Can somebody please clarify this, especially if there is an academy gym instructor that reads this.

This W/C states that if you punch somebody the department will not have your back and you are opening yourself up for lawsuits. Now the watch is affraid to even defend themselves.
This w/c has to be the worst in the city.

Have not been on the blog in a while. Everybody still talking on here like we have some form of a police department still. WE DON'T! This thing was over about 5years ago. Even if CHANGE and HIRING started now this "Department" would not turn around for another 30 years. Incompetence has been promoted double and triple for so long now that you won't even remember what real police work was in another 5 years. It is kind of like the Supreme court. You keep appointing unqualified inexperienced baffoons at young ages and the damage they do year after year after year becomes irreparable. Just like people are begining to forget how the U.S.A. once was so go the days of the Chicago Police Department!

I am a certified Use of Force instructor, and "close handed strikes" are definitely allowed. Please use whatever it takes to keep yourself safe out there.

Well he/she is incorrect because in General Order 08-02-02 “Force Options” the order specifically states for use against an assailant:

“Direct mechanical techniques are hard, concentrating, striking
movements such as punching and kicking, or powerful locks
and pressures.”

If you still don’t believe me take a look at the TRR and under the Assailant: Assault box, member response to the assault by an assailant are the following:

Elbow Strike
Closed Hand Strike/Punch
Impact Weapon
Knee Strike
Kicks
Impact Munition

The W/C may have been talking about an active resister (running away, flailing arms, etc.) which only involve open hand stunning techniques as a response.

To sum it up in a nut shell, if someone is attacking you all bets are off, because you need to make it home alive.

Hate to be the one to disagree but I do here...We should never have gone to the short sleeve uniform for an honors funeral...That Started when Mike Ceriale was killed because the bosses didn't want to be uncomfortable...That's BULLSHIT!!! We are burying one of our own, we can be a little uncomfortable for a couple of hours. Look at every funeral that we have, ISP had a great showing and they are always in their full dress uniform, even that day when we buried Mike... Just my opinion

WRONG! Then why is it one of the use of force choices in the TRR form? If you are being attacked by an assailant without weapons, you may use your ASP or baton...is punching someone worse than being hit in the coconut with a baton? I think not. Obviously your WC in 023 has never "been the police."

Punching is a natural, physical response to a threat of bodily harm, under a stressful situation. If you can manage to strike someone with an open hand, fine. You cannot be penalized, if under attack for doing something that is natural to the body. Thats like trying to walk on your toes all day long. It wont happen.
Its this kinda bullshit talk that makes officers hesitate and gets them killed. If anyone gets hurt in 023 behind that, sue his ass.

I was also in roll call when Capt.Lemmer was referring to the Seattle police incident when the white male PO punched the f/1 after she battered the PO. I did like I always do at his roll calls, stare in disbelief at the floor. On his days off Capt. Lemmer has the desk crew fax the lineup to him at home so he can make changes and approve the sheets while on his days off. He said at roll call "the chicago police department did not train you to punch to the head but instead deliver stunns", I just laughed inside. We are soo fucked on this department with so called leaders like him.

He was able to b.s. his way into a spot at the academy based on his knowledge of gangs (if he saw 3 people together at an evening party they were gang members). He had absolutely 0 arrests that went to the detectives to charge (notorious paper jumper). He worked in 009 until his rise to the top.

not a fan of W/C on 3rd watch in the 023rd District, but he DOES have a POINT. the actions that we take on the streets are to stay alive and go home safe. the words that we use on reports should be geared towards the lawyers and the courts, remember the FACT THAT those lawyers, judges, jury etc. were not on the streets with you. WRITE for your viewer...REMEMBER, DOWN THE ROAD IT ALL ENDS UP IN THE COURTS. THAT'S WHY YOU AND ALL INVOLVED IN ARRESTS in which FORCE WAS USED TO APPREHEND, SHOULD RELAX and then write. remeber you are getting paid, take your time, and remember that your paperwork will end-up getting scrutinized in court. Hey DUMB ASS, ever heard of a rule 14 violation? If you are on camera using "close handed strikes" which you are allowed to use, and you write it up as open handed strikes, you just lied on paper you moron.

He states that the orders do not allow for us to punch people anywhere with a closed fist, only to give OPEN HAND stuns and strikes. I totally disagree with this and believe that "direct mechanical to the body structure" means punching and kicking. Can somebody please clarify this, especially if there is an academy gym instructor that reads this.

If true this guy needs to be sent back to the academy. But then again that's the type of leadership the department wants. This guy has never worked the streets and probably has never been in a fight. It's sad that a Capt. would speak like that to grown men. Luckily most of the men have time on and know better.

Palm strikes are for active resisters. For assailants you can punch, kick, taze, asp/baton, OC, or possibly shot. Your W/C is more interested in covering his own ass than your well being. Show him the use of force module. Better yet, tell him to stick it up his ass until he understands it.

If the 23rd dist w/c thinks he can handle someone then let him get out there and take care of business, the only punching he's done is his clown. Where's the Sgt's and Lt's on this. Clue him in. If there is a fight we are going to win. I'm sure he's some real bad ass. We are here to win the battle. If he get's in the way get him a CR #.

I was in roll call also when the W/C of 023 3rd watch was talking about the seattle incident.

This is for real! He actually said that the academy does not train us to PUNCH! He said we are only trained to use stuns and open hand strikes and that should you ever say in your report you "punched someone" you could really be screwed in court.
I hear a vet called him on it and said that he was trained in the academy to punch and Cpt Lemmer went berserk like a little bitch and started screaming at the guy and yelling that he's wrong! That he was never taught to punch and then abruptly ended the roll call! If you ever try to prove him wrong or challenge him he throws a big hissy fit and then fucks with you until you leave his watch.
I don't know what clout gym classes this capt went to, but in ours we were taught to punch, kick, elbow, etc.
So thanks to this captain who only has his future promotions in mind, the watch now thinks we can't punch anybody or put that we punched anyone down on paper.
This is our leader. How he made it out of a beat car is beyond me.

I read the use of force order and right in the order it says that if you're dealing with an assailant whose actions are aggressive you are allowed to "PUNCH/KICK." It says right in the order that you are allowed to do it. How he can stand in front of a roll call and say you aren't allowed to punch anyone is just silly.

He probablly never had to use any force during his career except maybe forcing the pencils into the pencil sharpener. Typical career inside guy.

Tommy Lemmer was a pathetic excuse for a patrolman when he worked in 009. He wouldn't have known a quality arrest if it jumped up and bit him in the ass. He was the type that made arrests for selling loose cigarettes,public fornication etc.
He never should've gotten past the psych test let alone get any type of rank.

FYI - BALTIMORE (AP) — Baltimore's mayor and police chief say the city will hire 450 new officers by the end of next year.

The recruitment drive announced Thursday is aimed at eliminating a shortage of officers just as the department is making headway on reducing crime.

Police Commissioner Frederick H. Bealefeld III said earlier this month that an unexpected number of officers quit or retired in June, leaving his department of over 3,000 officers short by about 100.

Mayor Stephanie Rawlings-Blake said that to fill the spots the police agency will hire more consultants to screen applicants waiting to hear if they've been accepted for training.
