Manpower Again

From Saturday's comments:
  • For everyone's information today:13 P.O'S &1 Sgt. only will be on the street in 011 for 2nd Watch. No rapids, and 2 beats will have no car.

  • Same is 003 except 003 is 12 beats with a couple of foot post. and 003 has a higher population than 011

  • 7 one man cars on third watch in 20 on 3rd watch.

About two weeks ago the 1st watch WC came on the air and said there will be no 2332, 2331 and 2333 will be the wagon. All the rest of the cars are 1 man. What a sad state the CPD is in and Daley is the one to blame!

No 99 units in 002 for a week or so now. Heard this is coming from HQ. Both 1st and 3rd watches are running 10-4 units, at the expense of downing 4-5 beat cars a night. So 7 or 8 beats out of 12 manned 10-4 with the wagon up as a one of those beats. Still think there is no manpower shortage mayor dick midget? Pile on the jobs squard, we'll get to 'em sometime before checkoff!

Funny.....when before the man power shortage "became a reality" in 011, and probably everywhere else,,, in the past few months, I seem to remember 2-3 years ago almost (and sometimes EVERY) car on midnights was a one man car. Fortunatly Chicago Poice Officers weren't being killed then, so nobody gave a shit. Nobody, including our 35th street ass kissers who did nothing but bow down to our midget mayor and go with the status quo. It took the blood of not just the last 3 cops to be killed, but lets not forget about Valdez, Taylor, and Francis. Before P.O. Francis no CPD had been shot and killed in 6 years. NOW 6 HAVE BEEN MURDERED IN 2 YEARS!!!!! Mayor shithead's respone after the 6TH MURDER!!....we'll hire 100 P.O.'s. Thanks for nothing fuckhead. Our glorious boss Weis?..."OFFICERS' DEATHS WON'T WEAKEN OUR MISSION".... YOU!! weaken our mission you piece of shit. Your bullshit rules and tactics have made all Chicago Police Officers scared to do their jobs thus letting all the shitheads become bolder and care free, thus resulting in 6 police officers MURDERED UNDER YOUR WATCH!!! Their blood is stained on your hands Jody! Forever! I hate to say it, but there is probably more to come. I only hope me or anyone I know is not one of them...and by that I mean mean all of us. 001 third watch is always at least two cars down with only one wagon. All other cars (nine cars) are 99. Foot team is also down to a skeleton crew and don't answer calls since they're always assigned to a protest or festival. No traffic cars. No rapids. Often 1 Sgt. for the entire watch.

You can get similar numbers in all the districts!. Start shaking the buildings again so we can have the manpower on the street...well, for at least a few weeks until the inside people find a new hole to hide in!

It is the City’s Right to be a poor manager and they use that right everyday. If the Sup wants to show he knows what he is doing, work on the manpower. Put people in the districts and stop acting like the little boy putting his finger in the dike. Put them where they are needed in the districts everyday!
Do we really need a saturation team/ a gun team/ a robbery team/ a burglary mission team/ an agg. bat. team/ schools cars! (really)/TRU/SOS/MOBILE STRIKE FORCE ? That is over 1200 people (look it up) not in patrol, not in beat cars.

Q: Why do Commanders need a driver when we can’t man the beat cars? (Oh that's right they can’t remember where the Alderman’s office is located, just their ass.)

Q: How many people do we REALLY in in the CAPS office?

Q: Do we really need two Sergeants in the CAPS office? REMEMBER for the past 30+ years there was only one. If a sergeant is needed on 3rd watch why is he always there on days (along with the 3rd watch CAPS people)?

Q: What happened to the threat that the Commanders better not hide people in the buildings. . . OH YEA that guy is at the airport now!

Last in the rant for now: OK I know that ‘they’ will always hide people in the station offices (AND HEAD QUARTERS), but why when they start kicking the people out on the street it is the desk people and not the front office?
At our district the girls come in whenever they want and leave whenever they want.
At least they work the weekends! . . . Does 3 hours count as working the weekend? They should have to work a full 5 hour day just like review [with ARIA now what do they really do?] and CAPS!

Don’t worry help is on the way. . .100 more policemen and 30 promotions!
So that's only 70 patrolman (in 6+ months!)


RE-ELECT THE PEOPLE THAT ARE IN OFFICE AGAIN. . . THEY HAVE DONE SO WELL FOR THIS CITY AND STATE. INSANITY

don't forget about the slow districts--- no more gang teams, they work out of the area and tac teams often detailed out.... daley is gambling with our safety by allowing our numbers to dwindle due to attrition and a lack of hiring..... don't put yourself at risk by riding on 10-4 assignments as a 10-99 unit, ask for back up and don't get out of the car until it is safe to do so--- it's not cowardice, it's just being a smart copper and exercising some common sense......

015 District 1st watch manpower is so short handed that PPO got dumped to add bodies to the cars...

Then Commander Green sends down (5) riot cans of OC spray in case the troops need them. Never mind getting rid or changing one of the 8 tact/gang/mission teams...

No here is a can for when people on the streets don't listen. And there is 1 Sgt. working too for backup!

A couple of years ago districts on the north side, and possible elsewhere, were sending beat cars to 011 on 1st watch.

They were going to roll call in 019, 020, 018, 017 etc and then getting sent to patrol in 011 and taking jobs etc.

I heard from someone in 011 who saw beat 1712 drive past, in 011. That officer lived on beat 1712 and wondered who then was patrolling his house on midnights.

No one called FOP until a unit rep saw a copy of the real work sheets, the W/C's were routinely keeping two copies of work sheets, the one with the cars on their assigned beats and the other, secret, work sheets with the beats in 011 these A3 and A5 cars actually worked.

The FOP was notified a month after this began and it was confirmed by the department. Yes, beat cars were being "detailed" to 011 but since it wasn't for a whole tour of duty, FOP was told, it wasn't a contract violation.

Not one of the PO's being detailed notified the FOP or their own Unit Rep. Perhaps because they were getting to go home an hour early they didn't say anything. It was a Unit Rep who discovered the bogus work sheets and started asking questions.

Officers, if this shit starts again, don't be bought off by taking a one hour early duck, call the FOP or your Unit Rep as soon as possible. And someone please, send the FOP a to-from, anonymously if you are afraid of repercussions, detailing when beat cars and rapids are not being manned.

Years ago there was a Pam Zekman expose' of beat cars not being manned. That was fixed by making the beats larger, then they were all manned, by being larger.

Then the Department created the Down and Reduced beat monthly report. Woe be to the W/C or D/C who actually admitted in writing to actually allowing a beat to be not manned.

And now that report, the Down and Reduced beat Report, no longer exists, and the practice of downing beat cars is happening again, some 25 years after it first created a stir. Who will write about this and make some waves?

Reporters, where are you? This is fact, not fiction. Primary Beat cars on the Chicago Police Department being down for whole tours of duty.

Let's get this out in print and on TV. This is a dangerous practice and it is the fault of richard m. daley. Start reporting!

A telling thing is the Watch Commander (actually, the Watch Secretary did it) no longer has to do the manpower report.

There was a time when all down and undermanned cars had to be explained on this form.

They stopped requiring it from downtown a couple of years ago, I can only guess it is because they can officially play stupid if it doesn't go down on paper.

Many of us are second or even third generation CPD. Our fathers fought the City for the CONTRACTUAL RIGHT to not work 99 on 1st or 3rd watch. Refuse to go out alone and don't give up this important right for officer safety! The Watch Commander will punish you in their shitty ways, but don't back down! If you are already pushing a beat car in the ghetto on 1st watch, really, what else can they do to you?

Ok. I agree we are definitely short handed. My only problem with announcing the shortage in this manner is how administration will react. Instead of fixing the problem, they will just start canceling time off. Keep complaining about the manpower shortage and no one will be able to get a weekend off for two years until staffing levels increase. The FOP should be on top of this and be screaming for OT initiatives to fill vacant cars and 99 cars. Of course that would mean rocking the boat with the city, and we know just how much the FOP wants to do that.

this is bs and dangerous , hire some civilians or retired police officers to guard homan square parking lot , headquarters back door and some other clerical assignments .

While I understand the need for the public to realize our plight and the need for the media to know that we are understaffed and in need of a mass hiring, I disagree with publishing our manpower on the internet. WE, the police, are not the only ones who read this blog. Giving out specifics about manpower over the web allows to much access to this information by undesireables that might wish to do us harm. Obviously, if you are J-Fled, the opinion would be that nothing is going to stop them from doing us harm if they are intent on it. My opinion is "Loose lips sink ships." So, how about "a nice big cup of Shut the Fu** Up." Before we sell the farm and end up getting one of our own killed because we didn't know when enough is enough.

The previous poster talking about the 001st district is spot on. They down one or two of the ten primary beat cars and the remaining cars are all one-man units. Now, imagine if there was a major catastrophe during the afternoon rush hour and there's only 8 or 9 one-man cars working in the entire district. Most, if not all, will already be down on jobs.

So, who is going to handle it if something really BIG happens? How long can King Daley play this dangerous game of Russian Roulette and continue to hope and pray that no catastrophic event ever occurs? Does the public really know just how little police manpower they're getting for their ever-increasing, astronomical tax dollars?? Does the public know just how bad morale is due to Weis and his double-jeopardy lynching of Bill Cozzi?

C'mon Mr Mayor, you owe the people a LOT better than this. The solution here is quite simple. Dump Weis, promote from within the ranks, and most importantly... HIRE MORE OFFICERS!!!! (About 2,000 more should suffice)

It doesn't take a genius to see the obvious.

Silly question that maybe someone can answer......Isn't it against G.O.'s or the contract or whaterver, prohibiting one man cars on first and third watches??? That has always been the common perception as I understand it. If true, why not refuse to work 99?? The bosses cannot screw with everyone if we all stick together and, even if there was superviosory pressure, so what?? What would they do to you, make you work lockup or the desk, further depleting the number of coppers on the street? I would rather deal with a little potential "harassment" and go home safe and sound. Daley and company created this mess and only Daley and company can fix it. Worry about you and your fellow officer's safety and nothing else, because the main objective of this job is to retire from this job.

AND, there was a wagon up for every sector, and every sector had a couple of umbrella cars.

Daley has been in office too long

3rd watch; 39-2 man beat cars,
3-2 man wagons, 6 Sergeants,
1 Field Lt., 13-2 man 'Umbrella' cars (they were auxiliary beats to beef up the south end), Tact cars, Vice cars, Foot Beats, 5/6 3 wheel motorcycles for the beaches, plus the Task Force when needed!

Boundaries; The Lake to the River on the west side, Evanston city limits south to Waveland Ave.

Cars could be sent anywhere, no sector system. It was the Wild West some nights, but everybody backed up everybody.

This is out of hand, any Officer hurt because of man power shortage should sue the city and department for allowing us to work in an unsafe understaffed environment. Believe me, the bean counters at city hall know exactly what they are doing and where the money is.

On 2nd watch they put these tac heros on beat cars, basicly they are down most the of the tour doing a lot of M.c.c. Police work.(DOPW, Pissers & Lose Cigarettes arrests sometimes even an 1811)

Better off just keeping them where they are and downing the car.

Speaking of officers afraid to do their jobs what is this I rad over at Pax 501. Officers are being told while on duty by security at Northwestern Hospital they must check in their weapons. The request is funny but the scary part is some officers are complying and asking J-Fled for advice. This is where people need to read the laws on the books and have worked with OLD SCHOOL SALTY VETERANS to learn how to be the POLICE. You tell the fucking security guard that you are on official POLICE BUSINESS, if the guard states he is following his/hers superiors orders, then ask to meet with them, when engaging with the supervisor again advise you are on OFFICIAL POLICE BUSINESS and if the supervisor OBSTRUCTS or IMPEDES with your investigation he/she will be placed under arrest. Then you generate a Information Report detailing the incident and names. Hopefully the Department will get in contact with the Head of security of the Hospital to further overt a situation like this. I did not like the answer J-Fled gave on 501 and left these officer questions unclearly answered. Also I think FOP should get involved before this turns into a major incident at a hospital.
Long ago my FTO and I had to go into a State Mental Facility for a offender on a outstanding warrant who was playing mental to avoid facing charges. The state workers told us we could not enter the facility without securing our weapons. My FTO told them he doesnt give up his weapon up to ANYONE and had no intentions of entering their facility and if they wanted us to take the offender into custody they had badges and a uniform also,that they would have to bring the offender to us and relinquish custody. Guess what, they did just that. Always remember you are in charge out there!

It was rumored Shanks had to hire the 100 or so Officers this year due to Fed funding was to expire. Can this be confirmed? If it's so, then Shanks pulled another flim-flam for the media and sheepy public.
As for manpower shortages, would it be more accurate and/or informative if one person in each of the 25 patrol districts fax a copy of the daily lineup to a reliable source, just to illustrate our point. Apparently City Hall won't give a shit about police manpower until 2011, of course there will be concessions, like real estate tax increase(blame police)and which BTW, Ald. Colon on Chicago Tonight last Friday,( that lacky thieving farce who didnt pay taxes on phony land scheme)would like all CPD & CFD to take furlo days to help next years city budget.

Nothing in the contract about staffing levels. FOP has tried repeatedly, never something an arbitrator will give and the City knows they do better in arbitration than in negotiations.

Officers need to file safety complaints every night. Only one car down though, other districts seem to have it worse.

I can tell you though, that requiring the City to man all cars will result in time due being restricted. With that one car down, has anyone taken the night off, P-Day, CU etc? The arbitrator has made it very difficult to trade with someone to get the shift off, written notice, so many days etc.

If time due were denied to man the cars there would be additional complaints, the answer is to force daley to hire and bring the department up to strength.

Any suggestions on how to make that happen?

We need more people, we know that, you have to be safe out there, do not go to jobs without proper backup and say so on the radio.

The manpwr shortage is not a new
phenomenon. In 2000 an underage
male "motorist" creamed my daughter's parked car just purchased two weeks earlier. I managed to keep the kid at the scene expecting an 11th district car any minute. Finally, after two hours we exchanged info (of course no D/L, no ins). The mother even came to the scene, beligerant. Finally a PO arrived and did the rpt in our apt. I remember so clearly b/c it was so late in the evening and he claimed to have never saw the COPS tv show. Amazingly, the family promised and then actually sent us $1300 which took some of the sting from the property loss. Best of luck trying to get the city to bring the job up to strength. Don't understand why it's 800 to 1200 people short. Shortshanks should explain w/o the spin.

The commander's secretary had 11 p.o.'s from 1st and 3rd watches detailed to days for furlough relief without asking the 2nd watch secretary what she may have needed. 2nd watch is running every car and some 10-4 cars while 1st and 3rd watches are left shorthanded. I'm all for a full watch but not at the expense of 1st and 3rd watch being shorthanded. The commanders secretary thinks SHE runs the district and makes personnel decisions on her own. Even if J-Fled ordered commanders to clean house to get more p.o.'s out on the street, D.C.'s would just continue to hide these spoiled girls inside somewhere.

NorthWestern Hospital has tried this for years. They tried to tell us in 1981 that we had to check our guns before entering the hospital. To quote one of the best Sgts. this job has ever produced, Sgt. Jack Runyan, "no fuckin way. You are a Chicago Police Officer. The gun is part of your uniform. DO NOT GIVE IT UP WHEN YOU GO THERE". Since when are civilians dictating what to do with your weapons when YOU are on DUTY. Are they calling the police for some police action at the hospital? If so, why are they asking you to relinquish your weapon. If you are there on a police matter, YOU DO NOT GIVE UP YOUR WEAPON.

In 1980 the Chicago Fire Union Local #2 went on strike for the very first time and won our contract that, for us and the citizens, gave us "minimum manning" as our primary benefit.

I'm not surprised that a NON-Police Officer like J-Fled wouldn't know how to handle that one.

Hospitals are licensed by the City of Chicago. As such, they have NO AUTHORITY to block on duty officers from entering.

I was once in that very same situation at that same hospital. When their security INSISTED that I disarm, I called for a Sgt. and informed the Security Guard that I wanted to see all of the hospitals' licenses and permits and that I was shutting down the hospital. Needless to say, I got their attention REAL FAST! The Sgt. wasn't pleased with my escalating the confrontation so quickly, BUT once the Sgt had a conversation with their security supv., our new working relationship was formed and no one EVER asked me for my weapon again!

Remember that most of these rent-a-cops are only puppeting what their supervisors tell them. If coppers in uniform don't know what their authority is, it's no wonder their security takes advantage of that and orders the coppers around!

HAHAHAHAHAHA....First off I don't work the desk. Secondly, only 2 girls are pregnant and I can name them, so what are the other 5 doing. For many years the Area Deputy Chiefs had a staff of ONE, just one police officer, the secretary. That one PO shuffled all the reports and took messages and essentially ran the office. It wasn't much of an office, just some desks at 1121 S State St really, but it was all done by one Deputy Chief and one PO per area.

So how much better is it now with a platoon of cigarette smoking tattoo festooned desk jockeys? And why does Community Policing need as many officers as some roll calls in the city? Plus a sergeant and lieutenant? Those are well supervised child car seat installers by golly.

Meanwhile, on the watch, they run shorthanded and all the easy details go quietly to the Community Policing office, with the early quit that goes with it.

Not me pal. She stepped up and helped one of your "brethren" draft a letter explaining how the lack of sunshine on 1st watch has led to all sorts of medical problems, numero uno being recurring bouts of painful gas. She's a lawyer and a darn good one at that.

024 third watch is fully staffed--you wouldn't even know the Dept. has any manpower shortage if you looked at the sheets. We have a full complement of useless foot officers (who have cars they never exit), PAPV officers, bike patrol officers, alternative-lifestyle mission team officers, a guy who just writes parkers, a couple of the most unambitious tact teams in the city and a Commander who loves the status quo like no man I've ever met.
