The Continuing Saga

  • Chicago police Lt. John Andrews knew that he was nudging a hornet's nest when he posted an essay on his personal blog criticizing the Police Department as beleaguered by a manpower shortage, low morale and public perceptions of rising crime.

    Last week, he finally got stung.

    The 25-year police veteran, who works as a watch commander at the West Side Harrison District, was notified that he was being investigated by the Internal Affairs Division for bringing "discredit" to the department for comments in his 3,072-word essay, decrying everything from internal cronyism and public apathy to emboldened criminals and pay disparities.
And The Huffington Post links not only the Lieutenant's essay, but touches on the James Carlini essay about unreported "wildings" downtown, the recent home invader turned into worm food, and this humble insignificant blog.

Hopefully, the initial splash continues to cause ripples for some time yet.

J-Fed promised Sgt. S. Ob--g a merit spot if he returned to the field!

Wow, he did such a wonderful job in CAPS that they had to ask him to leave to get a promotion.

Who will put him in?

The Merit Board meets tomorrow, and you heard it here first.

The question is, with all of the bad press did J-Fed learn anything?

This explains why he was sent back to 021 from HQ. Next step Merit LT and back to HQ.

** This will be the perfect test case.
 He left HQ just before they even announced there would be a LT's class.
How would he know? If he does make Merit LT, this proves certain individuals are being told they will be positively promoted weeks in advance of promotion notices and violates every nominees chances.

If he does make it, this absolutley proves the system in place is corrupt.

If he does make it, can the city and HQ just tell merit nominees to save their time and hopes because someone else is already  going to get it instead!

I hope we can stop this type of promotion before it happens if it will obtained in a suspicios manner.

If he doesn't get it because of this situation now being exposed, how long before he returns to HQ or will HQ leave him out to dry? 

HQ may have screwed themselves with these  inappripriate promotions after all the attention of Goldsmith leaving HQ for a month and then making Sgt

This situation may prove that the Merit process is illegally chosen months in advance in violation of our rules!

HQ please stop hurting our morale and don't make another Goldsmith type of promotion!  This situation  will definitely be watched closely and exposed if followed through for the appearant irregularities! 

I do not know either officer.  I am only commenting on the fishy HQ policy of sending an officer that will be pomoted back to Patrol so it appears they were promoted from a District  so they can immediately return to their special Unit and assume we are all morons!

I just read facsimile message #101695 in reference to a survey being conducted by the University of Illinois at Chicago. That got me thinking, what ever happened to the last survey from some months back by Lt. Engstrom? Shouldn't the results of that survey be available by now?

Hooray for Lt. Andrews! Please speak the truth for the truth shall set you free.....I am a mother of a COP, a daughter of a retired, now deceased wagon man from 8 and a sister of two cop's and I worry like crazy for any CPD's safety. I do not understand why there is so little manpower on the streets(what are our taxes paying for, if not manpower and safety) and why there is so little respect for the powers that be. It seems that the powers to be are deadbeats. How can so many people be wrong? My Dad was so respectful of his superiors....he was a real COP and to keep their jobs, I assume under the circumstances, my family has to pretend to be as well. But I don't know that they're feeling the love......and what a shame. This was once a respectful job and carries an awesome responsibiity to the people of Chicago. Please lets keep our citizens safe, our beloved COPS safe and keep this a safe world class city!
Thanks Lt. Andrews for pointing out the deficiencies in the Dept that you;ve noted! Hopefuly there will be improvements soon. From my lips to Gods ears:)

In 2008 there were 7,253 p.o’s assigned to the 25 districts. Now subtract c.a.p.s., desk, lock-up, front office and tac officers. Now divide that by three watches and seven d.o.g. keep in mind i.o.d., medical and furlough. Who is watching the districts and answering the calls? In 2008 there were 1,205 detectives, 1,228 sgts, and 269 lts. In 2009 there were 9,804 employees with the pay code 9161 ( police officers) of that number 9,646 were not p.p.o.’s . Officers with the pay code 9161, 6,649 were assigned to districts 001 thru 025. Now subtract c.a.p.s., desk, lock-up, front office and tac officers. Now divide that by three watches and seven d.o.g. keep in mind i.o.d., medical and furlough. There are 1,116 detectives (pay code 9165) of that number the breakdown is as follows 610 has 186, 620 has 203, 630 has 152, 640 has 154 and 650 has 179. Giving a total of 874 in the five areas. Where are 242 detectives at? Now subtract front office and review personal. Now divide that by three watches and seven d.o.g. keep in mind i.o.d., medical and furlough. There are 1,278 sergeants (pay code 9171) , 242 lieutenants ( pay code 9173) and 66 captains (pay code 9175) In 2010 there were 9,661 employees with the pay code 9161 ( police officers) of that number 9,472 were not p.p.o.’s . Officers with the pay code 9161, 6,493 were assigned to districts 001 thru 025. Now subtract c.a.p.s., desk, lock-up, front office and tac officers. Now divide that by three watches and six d.o.g. keep in mind i.o.d., medical and furlough. There are 1,055 detectives (pay code 9165) of that number the breakdown is as follows 610 has 184, 620 has 196, 630 has 133, 640 has 154 and 650 has 172. Giving a total of 839 in the five areas. Where are 216 detectives at? Now subtract front office and review personal. Now divide that by three watches and in most cases six d.o.g. keep in mind i.o.d., medical and furlough. There are 1,2220 sergeants (pay code 9171) , 213 lieutenants ( pay code 9173) and 57 captains (pay code 9175) These figures were all pulled on the same date the last four years for accuracy. (SPECIFICALLY THE EXEMPT THAT NOMINATED THIS MEMBER)

If the above post is correct, and the recently moved Sergeant gets promoted, you may have LOST every last ounce of morale from the patrol officers and WE, the members of this Department, had better NOT EVER, EVER hear you or your staff use the word TRANSPARENCY again.

When looking at the scenario of any member transferring to a District from an inside Unit or HQ just a few periods prior to a promotion class being announced, and is eventually meritoriously promoted, the average person would have to CONCUR that the member may have been promised a long time ago a promotion by the Supt. or by the Exempt that nominated them, long before other members even had a chance to apply, prepare and contend for a Merit spot when it was officially announced at a later time. I can't prove this here in the above post.

ADVANCE PROMOTION PROMISES ARE UNFAIR
AND HAVE TO STOP IMMEDIATELY!

We highly doubt that any person, who reportedly are 5th floor darlings, would leave a nice HQ weekend off spot strictly to give it their all back in District law enforcement, but we may be wrong?

Can anyone name any other Sgt's that suspiciously left a Unit in the last few periods that might get promoted next week?

This secret movement of transferring to a District just before a promotion class announcement has been going on for decades.

Your decision on promoting personnel that have transferred to a District just prior to a promotion class being announced will give us all full transparency (legitimacy or not). Transparency is a word the Department has used a lot latey

You saw the reaction to your driver, we imagine the outcry will be the same towards the merit process if the same scenario happens again with others.
We can't afford another attack on morale from the media or from within. Please promote from the field!

A low profile pick, a Sgt who went back to patrol a few months ago from the CAPS Office.

Someone posted in another thread about Sgt. Scott O. in 021 and his rumored merit promotion to lieutenant. It is not a rumor, though, it is a fact. He is another "HQ building guy" who was reassigned prior to the nomination process was even announced so it wouldn't look like he was made "from the building." Sgt. William B., who worked directly for the superintendent, is another example. The decision to promote these people was made before the process had even begun. How is it that the media doesn't pick up on this? The deputies haven't even met to decide on the names to be given to the superintendent for consideration, but you can safely bet that these two will be on the list. It is a shame, if not criminal. Hopefully all of this attention will ensure a fair and honest process. On second thought, they'll continue to play their games and claim that clout had nothing to do with it. Let me be the first to congratulate you on your promotions, Scott and Bill!

**I can only hope that all of this attention will derail J-Fled's plan to "meritoriously" promote his recently transferred administrative sergeant, who is now parked behind a desk in the Area 2 Detective Division, patiently awaiting his promotion. He made a promise to promote this sergeant to lieutenant before the nomination process even began. This sergeant is no genius, and there are no tales of incredible heroism or valiant leadership to be told about him, so his promotion would strictly be a "clout" move.
I'll have to ask Director Goldstein to look into his crystal ball to see if this injustice is still going to happen.

This is our chance to shine light into our department and force a change we want. Call radio shows or tv stations for any topic you wish, but always conclude with "CPD officers support Lt John Andrews. Free Bill Cozzi."

Don't let this story die. The hall will try to divert attention away with other bS. Dont let them. Keep it current. Keep it public.

Listen everyone: MERIT HAS NEVER BEEN LEGIT! Even if you are a great, hard-working officer and think you should have the chance being promoted meritoriously and submit your name to the pool of applicants, it is a dead deal because there are people who are already chosen for the merit spots.
IT'S ALL SMOKE AND MIRRORS.

This is very similar to posting an available position in the daily bulletin to appear that it is legit, but they already have their person chosen for the spot. They just want to make the appearance that they are giving equal opportunity to everyone.

The only way to make merit legit, it you want to even call it that, is to have strict criteria, make sure everyone meets that criteria, and pull the names out of a hat or let the computer randomly choose your name. NO panel looking at your name, gender, race or who your "sponsor" is. Enough of the dumbing-down of this debt by promoting inept people. Enough of the brass thinking we don't know the game you are playing.

Their present way of meritoriously choosing promotions is discriminatory and there should be a lawsuit filed immediately to cease this corrupt way of promoting staff.

There are plenty of people in command spots who have been double and even triple merited spots, that would include merited det, sgt and lt. Then add a fourth to Cmdr exempt position. Some people skipped the det merit and went to sgt, lt then made a command spot. I can think of at least 4 who hold this polically-connected honor.

These individuals have never been shot, never fired their weapon or even chased a offender. The real police know this to be true. How many times have you laughed and dissmissed a sgt or Lt telling you how something on the street should be done. Or watched dude punk them out in the street and they don't do shit about it.
There's nothing you can do about it. There are some guys that made merit and deserved it and i've met a couple, but for the most part, it's a joke and J-Pussy isn't going to change that.
What you guys aren't realizing is that when J-Pussy promotes someone, he'll have his guy in the ranks, and that someone will owe him. And God forbid if you step on your crank, cause the good ole' merit sgt or lt will have a direct line to man and put a foot in your ass so fast, you'll be "Cozzied" in a week.

It will be veryyyy interesting to see what happens in this case. It is most ironic if Lt. Andrews is suspended or even terminated for his comments. Since the essence of his criticism for low morale and operational inefficiencies was directed toward city officials, including the superintendent, any sanction against Andrews could create more morale and operational problems.

This is a no-win situation for the superintendent. He should have stayed away from this issue. Indeed, if had to get involved, he should have called Andrews into his office and spoke directed to him about these criticisms. Instead, he institutes administrative charges against Andrews for bringing "discredit upon the department."

So here is the solution: kill the messenger for bringing discredit upon the department. I think that discredit has been brought to the department by the failure to stop brazen gang bangers. I think that discredit has been brought to the department by liberal media "journalists" who are all to happy to blame the police and support "bad guys" for their PC agenda. I think that discredit has been brought to the department by corrupt politicians who are more concerned about votes and contracts than the lives of police officers. I think that discredit has been brought to the department by pseudo-ministers who act more like racial provocateurs than representatives of good people and Godly principles. I think that discredit has been brought to the department by bosses who are willing to shuffle papers and mouth PC mantras while they "protect" their positions and pensions instead of the brave street police officers who actually risk their lives for the people and fellow officers.

What a sham and what a shame. The city--and the world--is upside down. Good is bad. Bad is good. Cool is hot. Hot is cool. Messengers are targeted, gang bangers are coddled. Journalists are "objective," critics are bigoted. Followers are leaders, leaders are followers. Elites are "enlightened," the common people are ignored.

In the end, we are witnessing the breakdown of the system. Who is going to stand up? Lt. Andrews did and now he is targeted. When and how will the good people turn it around? I, for one, support Andrews and cry out in the wilderness...

We should go back as far as the merit lists ( I believe 1994 was the last test without a merit list)exist and demand that each and every merit pick be indentifed. I think you will find that 90% of our current exempts were unable to pass a test and that 90% of the persons promoted in rank order are in district law enforcement and will be there until they retire. I would also estimate that those who are in district law in the position of capt were merit Lt.s Intelligence and ability are not rewarded on this job they are traits that are feared. Lt. Andrews and many other district Lt's have those traits. They should be given a chance to make things right.

FYI-That same sergeant may be in district law enforcement but he didn't land on a watch. He is currently the CAPS sergeant in 021.

I just reread Lt. Andrews' letter posed on his own blog. It is apparent to me that he fully expected to be the subject of a CL investigation as a result of the posting. The letter is very carefully written, he quotes other sources and officers. His own opinion is mixed throughout, but not in a way that would in any way reflect poorly on the department. I applaud his thoughtful and well written tirade. It was researched and well written (unlike Maurer's) which gives his words much more credibility. J-Fled and the mayor need to take note of these words and take some action to improve our department, not discipline another officer who truly cares about this department and the citizens we protect.
The corruption and poor use of the merit process by city hall needs to be investigated. The mayor needs to be put in his place and put on notice that there are rules even he must follow. Common sense would dictate that promoting a relative of a freshly convicted alderman would at the very least give the impression of impropriety, and that is enough reason NOT to do it. Our mayor however believes he is above the rules that apply to everyone else. He compounds this error in good judgment by allowing the selections of sergeants promotion by bosses of this department that should not be in their positions to begin with.
The head must be cut off! This can only happen if everyone gets on the same page, the corruption of the mayor's office has built a political machine that can raise money and call in favors from all factions of this city. How can so many around the mayor be indicted, imprisoned or commit suicide and nothing sticks to the boss? He must be held accountable for the actions of his underlings, as we are held accountable for the actions of our subordinates. From Sorich (Patronage Chief)to Quarters Boyle (felon rehired by city)to Carrothers (corrupt family), Silver Shovel, Hire Truck, the HDO, all of these scandals have taken place under Dick's watch and yet he has not been held accountable. Thank you Lt. Andrews for your thoughtful and needed comments, lets hope a benefit is not needed, but if it is I would be proud to attend and shake your hand!

Of course the posts are true, asshat! Watch for Sgt. RayRay aka Sgt.'twohands' (one in the policy group, the other in SWAT) to be a merit bump up too. Wouldn't be surprised to see RayRay be made the cmdr of MSF before Weis (hopefully) leaves next February.

Oberg came from 021 to do downtown, then gets sent back to 021 to appear as tho he was promoted from a district rather than a pet unit.

This has been the common practice for at least the last 20 years.

You really do not think that the merit promotions are chosen in advance? Well, if not, why do so many merit promotees not even bother to take part of the promotion test? They do not have to as they will be merit. They just get a passing score on the pass fail test and they are in. I am retired, and I don't know if the recent test has changed, but if not, all you need is 40% and you are considered qualified for a merit promotion.

Lt. Andrews is a whistle blower. He is protected by law if I am not mistaken. The Department/City can now go fuck themselves. If they want to prove that what he said is wrong, they would have to offer proof to the contrary in order to discredit him and make their case stick against him. Good luck with that. He said what everyone on this Department knows throughout all the ranks, the difference is that he signed his name.

Shots fired at the police from the cabrini green 10th floor apartment the other night....1-offender arrested with a handgun and guess what...no charges approved.Do you think that the building was locked down...NO...business as usual.Would not want to offend anyone or violate any rights.Give a bitch slap to an offender..go to the pen....How many more police have to be killed before somethings done..This LT. is absolutely right in what hes saying.

Hey all you anonymus,

I wanted to post a comment or introduction..I am not apolice officer and have no real comments to make about what seems like an internal affiar amoung fellow police officers. But I did want to intorduce myself .
My name is Tom Caravette and I am running for 38th wards Alderman. With what i have been hearing and reading there is not much regard for the current aldermen and I was hoping to get info and feed back from some or all of you as to what police and fire what and expect from their alderman.
I have a few family members, relatives and inlaws in both police and fire, but no one very personal that I can ask or rely on for where I can be of help and service.
I am a strong believe, admirer and supporter of the tradition, value and honor that you all bring to the uniforms that protect my family and families.
It is obvious what streets and lights need fixing..but what is it that I can do now and when I win this office for Alderman, that can help you to continue doing your job and do it better and safer?
I am interested in all comments and questions...it was a cop friend that sent me to this site and I hope I can count on you for support in being honest as to what you think.

The more rank and file police that show support for Lt.Andrews, the more credible his article will be in the eyes of the public. This would be something the Mayor and the Superintendant would find difficult if not impossible to refute or discredit. (Food for thought.)

Lt. LP of 012 was a merit Lt. under Cline. LP deserves it, but he knew when he was sent back to Vice that he'd be in the next Lt. class before one was announced. So, that's been going on forever. Just in LP's case, we're not complaining.

UPDATE- FOP Surfaces- "Please print and distribute the following First Amendment Rights petition. Petitions should be returned to the FOP Unit 541 via police mail. All petitions will be hand carried to the Superintendent."

They have finally mulled it over and decided to support the good LT.
The petitions should NOT be hand carried to the supt. office, because he will shit can them like he did the morale survey. They should be hand carried to Scott Waugespack's office or to someone who gives a shit.

Weis said he was so impressed with Goldsmith’s “phenomenal” inter-personal skills, he sent his driver back to Narcotics last month with a mandate to find someone to recommend him for a merit promotion.

I would like to find someone to recommend me for a merit promotion but my Commander in forensics has never even been to my Unit. The Lt. only comes for furlough picks. I guess to him that’s the most important thing we do. Some leadership we have makes you feel really appreciated.
Of course having someone come into your Unit for a few weeks and get the pick is also bullshit... But hay who cares about that now get out there and give them that activity they want!!! YA RIGHT

JFled on Roe Conn this afternoon.
He said something to the effect that there are 8 layer of supervisors between him and Detective and Patrolman an that he doesn't hav a direct effect on them so why are they mad at him?

Weis do not promote the HQ favorites that were just sent to Districts to disguise their upcoming promotions. If this happens then "F" your 8 layers theory and believe YOU are the problem

Sgt. Oberg IS not only a good guy but a very good supervisor. Anybody who knows Scott knows he doesn't have clout, far from it. He was a good copper and boss when he worked the street. He believed in CAPS and got involved and got brought down to HQ because of his knowledge and commitment to the program. The program has been going side ways for a long time. he stayed to try and work as a liaison between the districts and HQ. He has been very frustrated and looking to go back for a while and finally did. He wanted to go back to petrol. He went before there was ever a declaration that a class would be made. He had no way of knowing they would make a class this year or next year or when. And, if he puts in and gets made, more power to him. He did take the test, both parts, and did pretty well, not high enough to make it, but good.

So, if you hate CAPS, ok. Don't hate him because you hate the program. This sounds like one hater writing stuff over and over who doesn't have a clue.

I applaud this. I don't carry a gun. I'm just some jerk citizen that relies on the cops to help keep me and my neighborhood safe. But when the capacity for cops is way low and morale for existing cops even lower, we really don't feel "safe".

-Citizen that supports the CPD.

I worked with him for a few years and he never left early or ducked any work, just took all the crap thrown at him by the asses on the 5th floor. I see it this way, Andrews gets promoted to a district command spot as a favorite of the P.O.s. It makes Richie and Jody look good, no reprisals for speaking out. A few periods go by, crime in that district, like all the others continues to rise. They fire him, citing that he "Failed to produce results in crime reduction.". It solves both problems without being overly obvious, and it's as devious as anything in this city's power structure.

I would imagine its only a matter of time before some genious sues the police department for having inadequate safety for the citizens... IE: someone gets killed or shot and there are not enough officers to respond or the district is in a "rap" or tied up on arrests... I think this could be an interesting concept if the victim could proove that there was an inadequate number of police in a particular area of the city when the homicide/shooting took place... it eventually will happen....

Yeah, but at least BROWN and JACKSON have been the real police!
Weis doesn't deserve to be lumped in the company of those two.
NOTE TO BROWN, JACKSON: It's utterly ridiculous that neither one of you have completed this training. Please get it done, and quickly, there's enough shame within the upper ranks to go around Headquarters two or three complete times already. We know the training isn't worth a damn in this City, but neither one of you has any excuse for not having completed it, and frankly, I'm surprised that the Mayor's guy, BRIAN MURPHY, whose only job is to monitor and track who has/hasn't completed these training exercises (including the all-important NIMS training!), didn't give you two up to the Inspector General's Office.

It's already been tried, maybe even here in Illinois.

The police only have a general duty to protect the public. They have no duty to specifically protect any one person/property.

Class action suit? Who would the plaintiffs be, the murder victims?
