Investigation Going Viral?

  • Chicago Police Superintendent Jody Weis is facing questions about a very critical blog written by a police lieutenant.

    The author, John Andrews, is now under investigation by internal affairs, and knows he very well could lose his job for publicly criticizing those running the department. He minces no words in his blog or in his defense of it.

    "We have lost control of maintaining social order in many parts of Chicago, we are undermanned, we're wore out, staffing is at dangerous levels, leadership is absent and some of those who claim to be our leaders are incompetent," Andrews said.

We don't know about any of our readers, but we're forwarding this to everyone we can think of. This has the potential to go national.

It needs to. Media attention will keep his job safe, any move against him now will be seen as retribution by a cowardly regime. If the noise dies down he is screwed. Say what you will about the guy and his leadership abilities or his people skills. He takes his job seriously and is a wealth of knowledge. He had the balls to write what most of us are thinking and sign his name to it, which is more than I can say for myself. I just hope it doesn't bite him in the ass. Now lets see how far we can push this!!!!

When i came on the job just 8 years ago we were the envy of most departments around the nation. Very well respected with a kick ass reputation. Now we are not even shadows of our old selves. We are totally out manned and have no respect on the streets. Every copper i know is afraid of getting fired or sued for everything, including myself.
We are in a self preservation mode now. I come first. I will not stick my neck out for the citizens anymore that will turn on me on a dime. They will report me for slapping some shit head gangbanger that terrorizes their neighborhood daily instead of thanking me.
To maintain order in a city like this you HAVE to get your hands dirty. You have to talk the talk and kick some ass once in a while to show these animals that are killing everyone that we mean business.
But we aren't allowed to anymore b/c some liberal thinkers would rather some asshole animal have the right to terrorize the neighborhood than to back the police trying to get rid of them.
It's such a sick and twisted city to be living in and the police are caught right smack dab in the middle. Really blows to be the police now.

I couldn't agree with the Lt more. I seriously would not follow one single one of my supervisors into a shit situation even if i was ordered to. I work in a district with complete idiots at the helm that have never been the police and spent 90% of their careers inside somewhere. They are afraid of everything and have absolutely no balls.
Thank the lord i have some great partners and some decent people on the watch that are heads and tails more knowledgable than any of our bosses.

I know a person that spent one year on the street (mostly working the desk though) then straight to a permanent inside spot. After over 10 years of not working the street i see him/her on the promotion list for Sgt. Now how in the f*ck can you tell me that this person is worthy of a leadership spot. This person doesn't even know the basics of patrol or how to handle even the most basic situations, but yet this person is supposed to be our leader/boss. Give me a break.
This is what we are dealing with every day. Goof balls that don't have a clue trying to tell working coppers how to handle jobs that they've been handling for 20+ years.

There was no talking back to the white shirt and the blue shirts were ready to pounce if and when given the order.

Metit promotions are destroying this department. Especially when people outside the department (reverends/alderman/etc) are allowed a say in who gets promoted. They have no idea what it takes to really be a leader on this job. Only the people in the trenches with each other on a daily basis trully know who the leaders and followers are.

A year ago last April, FOP reps for the entire CPD unanimously voted "no confidence" in the current "top cop". Add to that, over 3,000 people marched around City Hall demanding his ouster. John Andrews and I were there.

Yet J-Fled, pathological liar and coward, later said:

"If I...saw that I was the cause of (poor) morale in this department, no one would have to ask me to leave. I would leave on my own."

A year later and a couple of weeks after I filed a complaint against J-Fled for COWARDICE when he "gotta run" (the other way) from a still unsolved Englewood murder that occurred less than 45 seconds away, he attempted to defend his cowardice by saying (1)the (homicide) scene was "secured" ["secured"??? the shooter escaped on foot last seen heading in your direction, you worthless piece of shit] and (2) that had he responded, he would be a "distraction".

He then used the excuse that because I am retired, he would ignore my criticism because I had "no skin in the game".

Well, J-Fled. Your shameless and pathetic "excuses" for COWARDICE are transparent bullshit. You now have an articulate, courageous and passionate 11th Dist. lieutenant who definitely has "skin in the game". Let the First Amendment retaliation begin against a man bold enough to inform both concerned citizens and media and to jeopardize his livelihood as a proud member of "Chicago's Finest".

Passing my baton, I enthusiastically salute Lt. John Andrews as a godsend. Furthermore, I know that there will be "anonymous" cowards who will attempt to discredit Andrews on blog sites. I urge all to ignore them as J-Fled's desperate quislings.

HOORAY!!!!! Maybe there is a news entity with some integrity that will make this issue as important as it should be. This J-Fled experiment has cost LIVES and everybody knows it. This thing should blow up in the shortguys face. The LT's position is bleeping golden and exempts have a moral and civic duty come out of the shadows to share what they know about this situation and go public. Strong words for a Lt. that has been on the job only 25 years. Usually it's the 5 year burnt out wonder who belly aches. J.A. is no belly acher, he's been consistent with his policies and beliefs regarding the Dept since I've know him. The Lt. still backs up his people on the street and takes assignments Unbeknowst to JFLED, the Lt. has always tried to better the Dept and has proved it with his patrolman credentials, even passing his promotional exams. It's unfortunate for all us working beat cars lost our leadership to the countless knuckleheads,twits and political hacks systematically promoted beyond their abilities. Now it's all Johns fault the Dept has failed the people we serve. THATS IT, the Lt. is why the CPD is dysfunctional! PROBLEM SOLVED! The City & Supt will blast his commentary, rather than clean house from the top down.
Still, I'd rather have an up turned mop with a bucket for a head be Mayor of this City, and while it's still allowable, by Constitutional law ...

I also remember when if a sgt pulled up to a job things were going to go my way...he had our back. Now, they just show up and say give the report.

One of my favorite memories, unauthorized block party refused to break up. Sgt had enough, got on the radio and said "lock up the block" that transmitted over about 20 radios and the animals scattered!

An old timer on the block thanked us and said he hasnt seen that shit since '68.

Wagon full of shitheads,no cr's,no trr's,no iod's.

So knowing that he's never getting promoted he writes the article. I respect the fact that he signed his name to it but this Guy is a terrible boss and no friend to p.o.'s.

The law abiding citizens of Chicago are 100% behind both this blog and Lt. John Andrews for his actions.

As someone who has personally worked to bring improvement to this City - on an ongoing basis, both on a corporate level and in my ward, I have personal experience with the political walls thrown up to keep you from reaching your desired results.

In 1992, this meant doing an outside audit of Chicago's budget to find $17 millions in unspent money so we could be a much-needed program funded. After arguing with the Mayor, both privately and publicly, we prevailed - but not until we threatened to take our case to the Feds as he was asking for $10 millions to clean up the deep-tunnel puncture when the city had the money - and we had the proof.

Some of us are working to get TIFF overturned and the money moved back to the taxing authorities. That will give CPD the immediate capability to hire 700 additional officers - if the money doesn't get hijacked internally.

Find a friend on the INSIDE. Get a copy of the City's budget. Find a friendly CPA - someone with a family member who is a Police Officer - and AUDIT CHICAGO'S BUDGET.

FOLLOW THE MONEY!

Then take your result to Fran Speilman at the Sun Times and to the Chicago Reader. They will listen and it will go a long way to help your cause!

As far as leadership goes in our district and on our watch; the constant borrowing of LT's to fill WC spots has left us "leaderless". These visiting Lt's are not doing much promote cohesiveness or show enduring support.

As officers; we come and do our job; nothing more. We do not feel "represented" because tomorrow another Lt will be here.

The newly appointed commander of the 007th District, the one who was awarded a merit sgt pick after 1 day as a cmdr, was recently told to go home by Area 1 Deputy EW. It was late on a recent Friday night and the new commander was drunk as a skunk. Carrying on about "a new fucking sheriff in town", "cleaning up this motherfucker", "locking these motherfuckers up". It was a surreal thing to see.

Everything Andrews says is 100% spot on. Also I am beginning to see something I have not seen in years. People are frequently stopping on the street to thank me for being the police and to show their support. I actually think some of them understand what we are going through. Now if only thay will step up and vote against Daley. Voting him out is the key to saving the CPD.

Thank you Lt. Andrews for doing what many of us did not have the courage to do. Retaliation from the brass seems to be the way to handle whistle blowers within the Department. Sadly, those of us who struggle to work our way to retirement regretfully put up with the political corruption and to the erroneous decision making processes of the Department. There is a great deal of internal chaos within the Department and if more members had the courage to speak up the public would get an ear full. I would take a look into the most recent promotions of Deputy Superintendent Ernest Brown, a man with several internal sexual harassment complaints against him and 007th District Commander Anthony Carothers, brother of Isaac "Ike" Sims Carothers former corrupt Alderman of the 29th ward. The question we should ask is, “WHY” these individuals were promoted to high ranking positions; and what their affiliation is with former corrupt Alderman Carothers? There is a laundry list of questions that need to be addressed. Unfortunately the public doesn’t have any clue what is really going on internally within the Department—it is time to spill the bean. Thanks again Lt. Andrews.

The first thing the Supt should have done was invite the fine Lt. to his office for a one on one meeting to address the concerns of a working police Lt. (011th dist) As a leader you are only as good as the people working for you. If i were the Supt., i would welcome his concerns and thank him for brining them to light and act on implementing his solutions instead of blasting him at a media conference.

This goes for most of the information posted on this blog. instead of being mad about SCC and the postings, it could be used as an avenue to address a vast majority of the problems the working PO of the CPD faces each and every shift.

this is where his lack of basic leadership shows. 20 years with the FBI, some at the leadership level, is nowhere near the equivilent of what a working Sgt or Lt deal with in one weeks time.

In Philly, he may have had a few hundred employees to include admin staff under his dircect command. And now he is expected to run the second largest police department in the country with inept asst dep supts. it is ludicrous. Maybe an Assistant Director of a federal agency could handle being supt due to the complexity of the numerous issues they deal with. But an SAC of an average size office just doesnt have the experience needed to run the CPD. He is way in over his head, wont admit it and doesnt have the real police experience to attack the crime that is ramping up in this town.

The mayor brought him in because of his terrorism experience and his time spent on some violent crime task force. The smoke and mirrors passed for concrete and brick and it is now being revealed.

Good luck, please don't give up. As my father used to say, this to shall pass. Brighter days are ahead. There are many of us out here who have your backs 100% and know you are between a rock and a hard place. Be safe first, and back up your fellow officers at all times. Dont bitch about the little things even though it is good to vent to those who understand. Remember there are great days as well on the job and the things you see will last a life time. Believe it or not, you will miss it when it is over and you will shake your head thinking back to what you saw, heard and did.

If the Muslims who want to build the mosque can't see and admit that, then they are truly blind to tolerance, understanding and decency—or they have another agenda that warrants increased surveillance by law enforcement.

Bottom line: I don't trust the proposed Muslim mosque to be a holy bastion of peace, understanding, tolerance and love of others. The mosque will attract extremists and radicals who will try to harm America. If you want to see how tolerant Muslims are just have a bunch of Christians stand on the sidewalk in front of the mosque and hand out Christian literature.

The problem America faces is not radical Muslims. The problem is that America lacks fundamental leadership and common sense from our elected officials who worship at the alter of political correctness. Instead of standing with the victims' families of 9/11, New York City politicians chose to cast their lot with Islam, the supposed religion of peace and harmony. Me, I am not singing that tune.

If there is additional American blood spilled in the Big Apple, the politicians who supported this mosque will be as guilty as the Muslim voodoo kooks who love death and destruction in the name of Allah.

Some people will be moving soon before merit LT list is put out in Sept. They will do it when new Sgt class gets it's assignments (coming out in less than two weeks). They hope people will focus on where the sgts are going. That way some group members going to organized crime won't be noticed. They need to move them cause the new director has no use for them and the guy who used them as his personal secretaries won't need them at least until after he gets pinned LT and can take them to E&TD (operations LT spot) and then SWAT.

I inquired about Lt. Andrews with a good friend of mine who is a long-time Chicago Cop. I was told he's a good man.

Then I went over to his blog and read his writing and it became obvious he's a good man. He obviously spent hours putting together his assessment on the CPD and his writings show he is thoughtful and loves the Department.

The "haters" here (fortunately few) sicken me. What have you "haters" risked to address the cancer that permeates throughout the CPD?

If not for guys like Lt. Andrews, the CPD would be headed down the drain faster then it is.

He's taken one for the team. Now have his back.

And to the heretofore ball-less Chicago media out there, grow a pair.

To the citizens, get off your ass and make some noise in support of these men and women who put their ass on the line every day in spite of the clusterfucked leadership.

The newly appointed commander of the 007th District, the one who was awarded a merit sgt pick after 1 day as a cmdr, was recently told to go home by Area 1 Deputy EW. It was late on a recent Friday night and the new commander was drunk as a skunk. Carrying on about "a new fucking sheriff in town", "cleaning up this motherfucker", "locking these motherfuckers up". It was a surreal thing to see.

Why the hell wasn't a CR# issued by that other Clout heavy and promoted way over his abilities and never passed a promotional exam Deputy EW against the new sheriff in town?

This is not right and sends out a message to those officers in beat cars and those detectives out there doing police work that how you get "merited" is who you know at 35th st. My husband was a working Sgt. until he got ill. He then went back to work and was telling me of all the shenaningans going on. I also knew, because I was a dispatcher and I somewhat understood what you guys have gone through. My husband was worried that one day someone was going to get hurt due to the lack of respect by citizens for the police, the lack of respect of the police by the brass and mayor.The only respect you officers and so on receive are from families and citizens that are more than aware of the situation.Plus, the manpower shortage is unbelievable and the numbers are screwed with,especially crime numbers such as rd's. What happened to the even if its the same building and different apts are broken into it's a different rd due to differen victim? Now maybe more people will see that the Daley proproganda is b.s. and there are many willing citizes,family members and officers to stand up. It took one man ,Lt. Andrews to stand up and said what has been said undercovers and behind doors. My husband God rest his soul passed away and always worried about his people ,as now I worry about you and your families , because this department is "A FAMILY" and we should somehow support the issues that are pertinent to you coming home to your families each nite!

Patrolmen Donald E. Andrews and Daniel E. Howard were killed in a traffic accident responding to an emergency call when another squad car collided with theirs at 43rd and Michigan.

Officer Andrews, driver of the squad, and Officer Howard were rushing to the 47th Street Station of the Dan Ryan rapid transit line to intercept two passengers carrying a shotgun. Both squad cars had their sirens blaring, and their red lights flashing as they approached the intersection. Patrolmen Andrews and Howard were westbound on 43rd Street and entered the intersection against the red light. The second squad car entered the "blind" intersection from southbound Michigan Avenue. The impact of the collision drove both squad cars onto a sidewalk. Patrolmen Andrews' and Howard's vehicle rolled end over end for 40 feet, killing both officers. The officers in the second squad car were treated and released for their injuries.

Patrolman Andrews was assigned to the Prairie Avenue District.

He was the CAPS sgt. in 008 for Harley schinker in the 90's. If Harley stopped short Andrews would have got stuck in his asscrack. That being said he seems to have goven up on advancement but not self-promotion.

The mayor brought him in as a "Yes Man," to be worked by the Puppet Master(s).

Weis had "no skin in the game" (to use his phrase) because he came from the outside and was beholden to no one at CPD. Rather than sit back and see how things run, he immediately began replacing bosses.

He then proceeded to run out the "old guard," many of whom really knew what was going on here, how to run the department and how to keep Daley placated while attenuating Daley's interference. Daley always had a hand in running CPD, but never like he does now, particularly with his conduit Masters.

I suppose that terrorsim experince and VCTF-stuff was nice, but don't think that Weis (or anyone else for that matter) was brought here for their experience.

Ultimately Weis will be the patsy and get blamed for this mess. Daley will install some other political hack and look like a hero. The man's a born politician and knows how to dress up a steaming pile. But it will still be a steaming pile.

It will take years for CPD to recover from this mess, if recovery is even possible.

Open letter to John Northern.

I hope your serious when you say you are passing "your baton" to John Andrews and that you willing go into the night never to be heard from again. The battle that John Andrews is fighting is very different than the grudge match that you have engaged in. John has been a Lt. for a number of years now. You never got past the rank of Sgt. and you've been carrying a grudge ever since and have jumped on every minor failing that you could to point out how the Dept has gone astray since you were denied.

Well, I got news for you - you are not missed and this Dept would have gone to hell even if you had been promoted. Its been in a slow descent for a number of years now with each Supt. being worse than the last. I date the decline as beginning with the Union although I supported it then and I do now. However, it seems that bargaining has always resulted in less authority for management and has deprived watch commanders of the ability to run their own watches thereby diminishing their abiity to control what goes on on their watches.

Andrews doesn't have an agenda built on getting his, nor does he have a personal grudge against the Dept. He has, however, become its conscience.

The media should look into how the Police Department kills crime. A lot of incidents aren't being classified properly. For example...Most car fires are classified as Non-Criminal DTPP by Fire and not ARSON because the Department doesn't send out an ARSON Det. to conduct a cause and origin of the fire after it has occurred. The main reason is because there is no evidence or witnesses on scene. Then when it becomes a handout it stays as Non-Criminal because the car was moved to a pound and the scene has been compromised. That is why Arsons are down!!

Psychometricians calculated that there is less than one chance in 13,800,000,000,000 (13.8 TRILLION) that the spontaneous after-the-fact eighty (80) percent weighted "oral interview" was legit. ("Notify the watch commander", etc.) I consider it a "badge of honor" that the City "flunked" me. I invariably do very, very well taking tests and you can't fault my prolific career activity, always working the streets.

Had Chicago only used the 2 legit components (essay and multiple choice), I (and many others) would have been promoted to lieutenant immediately.

Throughout my entire career, I have sought to bring about meaningful reforms to professionalize the now totally corrupt management of the CPD.

I thought us POLICE were not allowed to drink "on or off" duty. OH that's right J-Fled is not the police so I guess that rule doesn't apply.

He was the CAPS sgt. in 008 for Harley schinker in the 90's. If Harley stopped short Andrews would have got stuck in his asscrack. That being said he seems to have goven up on advancement but not self-promotion.

You my friend are one sorry ass and one of the main reasons we are stuck with what we have. You keep on bringing up something 20 years ago??? I applaud John for all he is doing, his actions are of a positive nature and hopefully will awaken this City If you don't like John that's fine lets concentrate on the subject. You must be retired and a very bitter person that you just harp and harp and how 20 years ago this happened. You need to get a life and like the old story goes if you can't say nothing nice then just shut the F---- up.
John keep up the good work and lets help free our handcuffed Officers they are the ones suffering not this bitter crybaby.

Why should Bobbie L speak up? He is a commander of a specialized unit? He was bought and paid for. Nothing here son, move along.

--Exactly ! He is all about himself. I remember getting spanked about an incident that they were way off about. He said nothing on my behalf in front of the bosses when he knew what they were doing was wrong. But when it was over we spoke "off the record". No Balls! I lost all respect for him.

Andrews doesn't have an agenda built on getting his, nor does he have a personal grudge against the Dept. He has, however, become its conscience.

Think you may be wrong there. Definitely an agenda on getting his and a grudge because he hasn't. Right about Northen and the decline of the dept.though.

That the dept would have declined even if Northen had been promoted. With everything he has done in support of the working police,the amount of corruption that is in place in this city would have never allowed him to make a difference. Altough many people, myself included feel Andrews has a self-promoting agenda he has been able to garner far more attention than Northen ever did. Hopefully this will not die. The timing of this is great.With an election in our near future and the upcomimg Lt promotions perhaps their finally the people of this city will learn what the CPD members having been living with and there will be some changes made towards saving this department before there is no hope at all.
