Billboard Interview

  • He has become a rallying point for rank and file police officers. Chicago Police Officer Bill Cozzi was convicted of beating a man shackled to a wheelchair, an incident caught on videotape. So why when a police officer does something so wrong and ends up in prison, does a billboard go up looking for support? [...].

    The billboard is just outside Area Five Police Headquarters, on the east side of Central Avenue, just south of Grand Avenue.

    Reminiscent of the Chicago flag, with red, white and blue, it says, "Bill Cozzi, Stay Strong Friend. You Will Not be Forgotten. Your Friends and Family."

    Officer Bob Cavaiani spearheaded the effort to raise $3500 to pay for the billboard in less than 10 days.
Bob has a response to all the positive comments in our previous posting.

weis is a liar when he says he had little or nothing to do with Bill Cozzi being indicted by the Feds. jodypweis had everything to do with it. I was present at one of weis' early town meetings and weis took full credit for Cozzi's federal indictment and eventual imprisonment and said he felt it was the right thing to do.

For weis now to say he had nothing to do with it is a complete lie.

Mr. Weis PUBLICLY stated, at one of his early 'town hall' meetings with police officers, that he did, in fact, refer the file to the FBI, prior to his actually becoming superintendent.

Gotta wonder how he even had ACCESS to Cozzi's file before he even started working here, don't you?

Now how about INSTEAD of putting the arm on coppers for more billboards, someone set up a fund/account to make sure there's a decent sum of cash waiting for Bill when he's eventually sprung from that Louisiana hellhole?

There was buzz and numbers being crunched when Bill first went away regarding this topic. Example: $10 a month x 1000 coppers (or otherwise - hopefully more than this number) x 8 years that he'll be away = 960K. The potential exists to have a VERY nice "Welcome Home" gift for Bill if anyone decides to actually take the initiative and get something like this started.

Does anyone know somebody that's maybe a money/funds manager that'll set up a savings and/or investment account for Bill that we can forward monies to? Maybe even go so far as to have monthly sums deducted from a Credit Union (or other) bank account(s) to make this a reality?

While I'm sure family and friends have some kind of financial plan for Bill, the absence of his pension is going to make for extremely hard times above and beyond existing on the basics.

Count me in for a grand to get things going if/when such an account is established.

At least Leroy Martin had some balls and told the TRUTH!

In fact, Daley kept seven of the department heads he inherited, including Martin, who retired three years later, a few months after embarrassing the mayor when he told aldermen that Chicago would end the year with fewer police officers on the street than it had in 1990 because Daley "ran out of money" to hire the 600 additional officers the mayor had promised.

OT Mayor Daley talks about pension reform all the time .
Mr. Mayor request Superintendent Weiss to demote all exempt / command staff with less than 3 years in grade . This move would save millions in our pension fund.
Believe it or not 90% of CPD command staff do not support you or Mr. Weiss . Here's your chance to promote some young Commanders and if they do a good job maybe the next Superintendent and Mayor will keep them .
Do it now and many will retire .
It would also be a good time to have the Superintendent close a few districts and streamline the command staff of CPD.
we need more young Police Officers not old command staff members.

I'm tired of hearing people say we shouldn't be publicly supporting Cozzi. We are police not politicians. As stated before we do not condone Bill's original actions, bit we also don't support what is in effect double jeopardy. This is a glaring case of prosecution which was dredged up for political reasons. Sure, we would like a good public image but not at the expense of one of our own. We do not throw our brothers to the wolves for our own self interest nor do we leave our wounded behind...we leave that to cowards and FBI agents.

Again, I pass on Bill Cozzi's appreciation for all the troops at 5555 W. Grand Ave. Bob Cavaiani is one very special fellow.

I'm glad to see that Channel 2 reporter Suzanne LeMignot took the "wheelchair" ammunition away from uninformed non-police who were given the impression that Randall Miles was disabled rather than an able-bodied combatant wreaking havoc throughout the entire E-R. He was placed in the wheelchair with his minor wound for mobility purposes before Bill even arrived. He was not even injured by Cozzi's "pimp slaps". Afterwards, Miles giggled and behaved himself. Cozzi's admitted mistake wouldn't even qualify as a "tune-up" in my experience. Even a two year suspension without pay was Draconian. Yet Bill, an otherwise exemplary cop, rots in a most hostile bayou hellhole a thousand miles away from home and loved ones. Bill insists that he does not want any Chicago visitors out of concern for your safety. Add to that the fact that Oakdale is over 200 miles NW of New Orleans in the middle of "redneck" nowhere. Why didn't the BOP send him to Oxford, Wisconsin where he would welcome visitors?

Also, at the FOP meeting Tuesday night, I asked Mark Donahue and the Board of Directors about their impotent choice of the protest venue at Fort Fellatio. I could offer a dozen reasons why we should have the protest at the next meeting of the City Council at City Hall on Wednesday, October 6th. In my opinion, they provided no valid reason for the HQ venue despite ugly rumors.. They claimed that FOP membership had not complained about their asinine choice. All will agree that the turnout at City Hall would number in the thousands rather than in the hundreds--striking directly at the paramount problem: the adverse effects on the safety of Chicagoans and responding CPD.

Even if the Cozzi federal conviction and imprisonment had not occurred, the lying coward J-Fled should have been fired for his clueless incompetence long ago.
He is an abysmal failure and the direct cause of nonexistent morale.

How can YOU help FOP get on track? Contact Mark Donahue and/or Greg Bella at (312)733-7776 and demand a FOP organized protest for October 6th around City Hall. Also, you can eMail either or both at:
MDonahue@ChicagoFOP.org and GBella@ChicagoFOP.org. The protest should also include citizens, firefighters, school teachers, other city workers, etc. addressing the inherent dangers of the lack of "boots on the ground".

I also proposed that FOP take a "no confidence" vote on J-Fled among active FOP membership via U.S. mail. Postage would cost about $2,000. As you may recall, the treacherous J-Fled downplayed last year's unanimous "no confidence" vote by all FOP reps as just a disgruntled handful of malcontents. He is shameless. With an overwhelming consensus of almost 9,000 police officers, the rank-and-file will vaporize any of this coward's bullshit "spin". Cowardice and good leadership are mutually exclusive. Understandably, no street cops respect this WEISel.

Let Mark and Greg know your concerns. To do otherwise, you will have only yourself to blame.

As Bill says, stay safe, guys.

Media and us still not putting all the facts out there re: the "victim's" disorderly behavior (spitting at the nurses for one in this day of HIV) and the previous efforts to stop him from disrupting hospital procedures before Cozzi was called. Without excusing behavior unbecoming, let's provide some context.

Hospital emergency room staffs have had it with this stuff. Why isn't it a crime when doped up/drunk patients slug a doctor, nurse or other hospital staff? When did this craziness become normal working conditions?

Weis 100% lost me when he promoted his drivers. I wasn't the biggest fan of him, BUT didn't hate the guy either.... UNTIL he made those moves.
Out of all the officers out there giving it their all each day, he picks a "taxi driver" in a cop uniform to lead the troops.

What about the cops that got shot the last few years - tell me they aren't more deserving?
What about the guy that works a busy district and still brings in tons of arrests?
Or how about an everyday beat cop? I'll take any of them as a boss over his f*cking driver. At least the beat cops know whats really going on out there. They aren't hiding in some unit as a $73,000 taxi driver.
I will never ever respect j-fled or his authority after those moves.

A couple of weeks ago, on the Roe Conn show, Weis was questioned by Conn about the entire Cozzi affair. Weis replied that it was the right decision then, and he would make the same decision today.

As far as demoting a gold star who has less then three years in grade as excempt it does not mean that they will not get their gold star pension. The pension board has already decided in a few cases that the rank of captain is an exempt rank and have used that time to calculate the gold star pension time. It has also ruled in at least one case that a captain who was the acting as an exempt rank when the exempt was on furlough also could use that time to calculate the three years needed in rank for the gold star pension. The retired commander dulay from 017 is just such an example. He was given one year of credit for his gold star pension by the above rulings.

I am happy to tell you that we are getting the media attention that this case has deserved all along.

Today I have been contacted by several media outlets asking me to do interviews. I have declined these requests as I feel they are not needed. Apparently they are getting it because the calls are rolling in

This was my intention all along. To bring attention to the fact that Bill has been punished twice for something.

I will not do any interviews and I will not turn this into a circus. It was our intention from the get go to get the attention brought to this case and to let people know that what has happened to Bill is unjust and that has happened.

I will not turn this into a media circus nor will i allow the media to turn this into a pissing match between us and Jody Weis.

all along this has been about Bill and will be like that until Bill comes home.

Please support Bill, write Bill and let him know we are thinking about him and to stay strong.

I like the billboard, but maybe a benefit for Bill might be a better plan than another billboard. He has no pension, no job and his prospects won't be very good when he's finally released from the garden spot they locked him up in. Maybe someone could set up an account for contributions? It sure would make his transition from hell back to regular life if he had a cushion to rely on while he considers his options. I'd be interested in tossing a few dollars in the pot for him. They ruined this mans life, yes, he smacked that fool too many times, but to send him off for 4 years was overkill.

Martin was a goof. I remember him going off on a P.O. from 13 years ago who asked him a question about wearing the hat or take a day without pay. It was an open Q & A and he went crazy and yelled at Delonardi and Charlie Ford for setting up these stupid get to know the troops better. The P.O. had a bullseye on his back for the rest of Martins term. He wanted to try and see if there was a way to fire him. All that for asking a simple question! Thank God the P.O. had union protection if not he would have been gone the next day....

SCC, can you create a real morale post for us. Lets take out all of the Jfuck and Mike Masters shots. Can we honestly post WHY morale is so low. Let us blue shirts tell the Mayor why. This idiot for a Superintendent is using Deputy Chief Ernest Brown to do all of his dirty work as it relates to us in the Districts. Sources say from his office that EB is doing everything he can, the same guy he dumped to a Lieutenant within days of taking this job, to continue to dog us in patrol to work with so much less in truly dangerous conditions to make the Superintendent look like he is having us perform no matter what manpower or resources are.

The same idiot for a Superintendent is trying to get his contract extended through the end of Mayor Daley's term!!! He is meeting and having his people meet with the ministers, the aldermen and key people that have influence in his eyes, to get them to push for him to stay! Lets let our voices be heard using honesty and real instances. The Superintendent went to my uncle personally to talk regarding keeing his position in hopes he can convince the new Mayor to keep him on. He is the worst thing for this city right now and he needs to be removed before another citizen is shot, ANYWHERE!

This idea really came to mind when I went to the Department Commendation ceremony. I consider myself a true street officer and was once again receiving an award this past Wednesday. I invited my entire family, my neighbors and my police friends. NONE of my police friends showed up, simply said because of our Superintendent. This was still a really big day to me and my grandfather especially that always wanted to be the police. As we walked in we saw very few police besides the white shirts. As time went on we realized that more than 3/4th of those who were slated to receive awards did not show up! Let me make it simple, of the 12 rows of police selected to be a part of one of our most prestigious ceremonies, only 3 rows of police who were receiving awards even showed up! They are sending a clear message to the Superintendent that even a blind man could see. I have never seen an Award cermony empty, but it was literally more bosses there than police!

The sad thing about all of this is I wanted my award and wanted to see my family's smile as I walked across the stage. I did NOT want to take a picture with the Superintendent and I was quite offended that three time merit hack Beatrice Cuello who I don't know that well, but my watch commander tells us about on a regular basis, being one of the first bosses to greet me. WTF? Do you have one award? Did you make one arrest. For that matter, you too Jfed.

I don't think the march was a failure, I think it was quite a success. I think this is still a dog eat dog department and many were afraid to come out in fear of retaliation, especially when we watch Jfed and Mike Masters blatantly break the law and rules and nothing be done, lets not forget Beatrice Cuello being plastered on the front page and on the news! We just recently watched how he padded the Sergeant's promotion and sent the list back when his driver was not on it. He still graduated! WTF! We also sat back and watched one of his best friend Peter Brust pull a Sergeant right out of class into IAD. How the fuck did he leartn to supervise in class for 2 weeks? Watch and see doesn't Ray Ray go straight from Lieutenant's school to a unit! Also, how can the same Commander that works directly for the Suerintendent put both of his guys in and they both make it! WTF

the credit union will set up afund, savings, cant do deductions it would have to come as adonation from your heart to say the"cozzi retirement fund" and hopefully everyone will pitch in, how ever just be wise and remember that although cozzi is our number onew poster child, there are many other officers getting railroaded too, they have families and bills as well, so do we do it for everyone or just special cases? who knows and thats why it has to come from your heart PODNAH'S

It is a crime, but they choose not to pursue it because the offender might get probation or even enhanced probation if they pursue it, so they don't bother. A few years back an offender smacked the hell out of a woman and took her purse. A good citizen, (there's something you don't see enough of around here) tended to the victim and then with the victim, followed this crumb from around 75th street to 43rd street, when the guy bailed from his vehicle, the good citizen saw us at the traffic light and got a hand on the bum and tossed him on the squad car. This guy got 30 months, I would imagine he got out in 15 or 20 months with good behavior. How long has Cozzi been incarcerated for smacking a belligerent criminal so far? Oh, I know, he's a cop and we're supposed to be better than that.... Career criminals get better treatment than Cozzi got and this was the first time he had a brush on the wrong side of the law.

I really get tired of this double standard regarding us. If they can't get you the first time, hell, let the Department of Justice have a whack at you. Don't appeal the conviction because if you do, we got a special place down south to lock yer ass up in. I guess we deserve it, after all, we are all like John Gotti, right? The public is just so scared of us and we're just so out of control.

John, I respect you a lot and the CR# on J-Fled was priceless. I was at the meeting Tuesday and by your 4th time to the mic you were starting to embarrass yourself. If you think that coppers will go out in mass to protest like they did at city hall for anything other than money you are mistaken. We will never come close to that number unless sometime catastrophic happens. You need to stay focused and pick your battles or you take the chance of becoming an insignificant voice. Stay focused please.

Heck we don't even want to be there, we also are below manpower due to budget cuts and get no support from the hospital. If we fight back or injure a patient we will get fired. If we use our baton, we will get fired....You got the right idea, stay away...

Cozzi, 50, is scheduled to return to work in April after completing a suspension.

The matter is "a concern" for Weis, an FBI veteran who takes office as superintendent Feb. 1 and has vowed to crack down on police misconduct, police spokeswoman Monique Bond said.

"This is a case he will be taking a hard, close look at for further action," Bond said. "Supt. Weis has requested a briefing and will review the matter."

Based on conversations with Bill Cozzi, his family and closest supporters, there is no reason to launch a collection fund on Bill's behalf at this time. Some have posted inquiries about collections. We will let all know if and when you can help with donations.

Meanwhile, with the assistance of FOP, Bill's attorney Marc Martin is preparing a petition to grant certiorari on Bill's appeal to the Supreme Court of the United States (SCOTUS). Be forewarned that SCOTUS grants of cert are almost always denied.

Counsel would welcome any amicus curiae briefs to be filed with SCOTUS on Bill's behalf.

Finally, we would appreciate any plausible explanation as to why the BOP, USDOJ imprisoned Bill in Oakdale FCI rather than Oxford, Wisconsin (less than 200 miles away from Chicago). Many speculate that his imprisonment a thousand miles away from home, family, friends and loved ones was MALICIOUS.

According to Bill, there is no love lost between staff and inmates with police officers, Northerners, Catholics and those of Italian ancestry from Chicago. Bill is the sole inmate at Oakdale with that background.

The best thing you can do now is to mail Bill letters and cards. You will find his mailing address in the upper right hand corner of both SCC and SLC.

I disagree. John's got credibility and that fire in the belly to make things happen. I know many officers that would follow his lead.

Like he said, F.O.P. won't give a reason for HQ over City Hall.

Northen is very bright, passionate, articulate and always make sense. I trust him. I wouldn't trust Donahue as far as I could throw him. As a great detective, John had a rep as being relentless in chasing down bad guys. I was at the meeting. He hasn't changed one bit. I wish he ran FOP.

If not Northen, Mike Shields is the man for the job.

While I vehemently disagree with you, you are certainly entitled to your opinion, sir. There is no doubt in my mind that the morale of the CPD has never been in more dire straits than it is today.

I am fully aware of "the Summerdale Scandal" and the wanton murders of so many police officers in the late 1960's and early '70s.

I believe that the current lack of manpower will inevitably result in the needless deaths of both citizens and police officers. Under the inept and shameless J-Fled, morale is irreparably nonexistent.

With little if any help from the feckless local media, we must focus on inspiring the troops to overcome their apathy and despair through lawful mass protests. The public must be alerted to our shared plight before something occurs which you (and others) might describe as "catastrophic".

Do you have any better ideas? If so, please share.

We all know that J-Fled is a fucking lier and piece of shit. Somebody needs to find the guy that Cozzi knocked around and get him to appear on a billboard supporting the release of Cozzi. I think even that guy would feel that Cozzi got fucked by J-Fled and the department once he would see all the evidence.

Thank God we have guys like SCC, Shaved, John Northen, Lieut. Andrews and Mike Shields to give us hope. We so beaten down by Daley's political corruption most have given up all hope. Just the 1st and the 16th with no aggressive police work because of jfled and the news media. Nobody respects jfled but he just won't go away. We need guys like John to fire us up to action. We must be at least 3000 officers down and dangerously undermanned. Nobody seems to give a f#ck any more. Just back each other up and go home safe. The pride in our calling is gone. It hurts. We need guys like that to light a fire under our asses.
FOP is almost as worthless as jfled.
