The CAPS Zombie

  • Big changes in the works for Chicago Police are now being put on hold. CBS 2 learned that a large number of officers were about to be reassigned to street duty. Now, the plan has been put on hold, after a protest about where the officers were coming from. [...]

    It was supposed to happen this week. We already had the details: 130 officers to be reassigned.

    But once the department's partners in its Chicago Alternative Policing Strategy, or CAPS, started to protest at 7 p.m. Wednesday, the moves were put on hold -- until at least next month.
Prediction (and not from the crystal ball unit either):
  • It will be far easier to disband MSF, TRU, GEU or send the gang teams back to the Districts than it will be to kill CAPS once and for all.
If J-Fled and the Policy Group had even one-half-of-one functioning brain cell, they'd close two districts tomorrow, remap the remaining beats and eliminate District Managers along with about 20 gold star/director slots that are redundant, useless and money wasters. That alone would at least give a veneer of credibility to attempts to paint J-Fled as a "reformer."

He'd still be an out-of-touch, ego maniacal, run-from-gunfire coward with zero people skills and even less leadership ability, but he could claim the "reformer" label and not be subjected to outright laughter.

I agree with closing 2 districts. Mostly I agree with closing 013 and 021. 002 no long has the projects and could easily handle all of 021 with no problem, especially considering how big U of C Police Dept now is. Seriously...look at 231's beat. Look how much of NOTHING it is! Over half of it is vacant lots, a train yard for Metra and a school.

013 is a shadow of it's former self. The Horner Projects are gone. The yuppies have taken over 80% of that district. 011, 012 and 014 could easily handle 013.

I also agree with the Gang Teams being sent to back to the districts. It was a silly idea in the first place to take them out. Also agree with disbanding TRU and Saturation Teams.

Jesus, you've got me wondering if I'm SCC. Get rid of district managers? Get rid of redundant management positions? Eliminate Districts? Remap beats? I've been saying all that for years. Wait a minute. Have you been spying on me?

BTW. I'm no mathmetician, but by my count reassigning 130 officers means a whopping 5.2 officers per district (that is if they go to districts. what can I say? i'm an optimist.) or 1.73 officers per watch. Man, what an impact that will have on crime. Another great plan by another great leader.

I would never be an inside guy. I just don't wanna see anyone getting hurt due to the lack of experience with the "animal"... OT- Worked with two detectives from Milwaukee Sunday nite. Have to say they were top notch guys and it was refreshing to work with people who could make a decision without having to call ASA's. And once again having to explain "felony review" was tedious and embarrassing.

I will say, when we called felony review for our charges, we were taken care of in the quickest time ever and the ASA didn't treat us like bugs that were in the silverware drawer. Refreshing for a change. Thanks L**, your help was appreciated.

I would like Weis to explain his comment that his driver received the highest score/criteria of all the merit considered? What is that score/criteria actually based on???
If he's a driver, it cannot be arrests, movers, parkers, guns, dope, search warrants, honorable mentions, etc. So what criteria is used to rank the merits?? Other than clout?? He's the one who has been doing "business as usual."

Daley ducking out before Burge sentence?

If I had to guess, Rich Daley decided to hang it up as mayor because he'd like to spend more time with his family, because he's tapped out on ideas to fill the city's budget hole, because Chicago's failure to win the 2016 Olympics took away some of the fun, and because he's in his late 60's. As the mayor said, "It's time." Daley has always been a more complicated and well-rounded person than the title of "mayor" confers.

But Andrew S. Baer, a doctoral candidate at Northwestern, sees another reason for Daley's stepping down -- to duck the embarrassment sure to follow when a rogue Chicago cop who tortured suspects is sentenced in federal court next month for various charges involving obstruction of justice.

As Baer writes at History News Network, a website for historians weighing in on the issues of the day, Daley is looking "to escape scrutiny for his connection to a ring of over-zealous cops who forced confessions from murder suspects on Chicago's South Side from 1972 through the early 1990s."

Baer predicts the Burge scandal won't end with Burge's sentencing, but likely will lead to charges against other cops and officials directly or indirectly responsible for the reign of torture.

My guess is the Burge mess was the least of Daley's considerations when deciding to retire. He's been getting grief -- and ignoring it -- for years about his failure to do something about Burge back when he, Daley, was Cook County state's attorney. But Baer makes an interesting argument.

If you're unfamiliar with History News Network, by the way, it's a terrific website to drop in on once in awhile, well worth bookmarking. The historians and would-be historians posting there seem to share no one political persuasion, and they bring a perspective to current events you'll find nowhere else.

Eliminating districts is a BAD idea! We should never allow districts to close because then you need less p.o.'s, who will just be policing a larger beat. There will be less sgts with less PO's to supervise thus less chance at promotion, then Lt's and so on.

Why would we want to give up on opportunity for advancement when it is already so restricted by the merit system.

Georgass is having the marine unit deployed this winter for the first time since 2000. That means anything that happens on the lake or river will be handled by the fire dept. even if it's crime related, unless they have to call officers back in like the night Michael Scott was found in the Chgo. River. You have a specialized unit with only about 42 people covering 3 watches , how are they going to make a difference going back on the street when they respond to jobs all year long on the lake and river as well as lagoons?

Never happen, the University does not want 021 to close and neither does your president or alderman Preckwinkle. Hyde park is safe because of 021 and the University. Close 021 and see what happens. Too much clout living in that area to close it in fact look for them to get a new station soon.

17 lts , 60 sgts . 100 + police officers available to man beat cars, 2 less district managers ,2 less crossing guard supervisors,2 less commanders and apprx 20 less civilians on the payroll

you can do it , remember you have a contract until march 2011

help the beat officers on the street , most of us appreciate the changes in cpd rifles , suvs , 4 day work schedule

13 and 21 only have 9 beat cars and could easily be covered

I am tired of reading the dissing of the so called "house mouse". I was on the street for 10 yrs+ and asked to come inside to try something new of interest. I have met plenty of capable officers who work inside and not one officer who goes to these CAPS meetings would trade places with us. The majority of the officers state, "man, I wouldn't want your job. The bullshit you deal with".

Sure there is down time. Is there not downtime on a rapid or beat car? You bet, depending on the time of day and the season of the year and watch. True there are dogs both inside and out on the street each district has them.

I have no clout, I am expected to work 8 hrs, change days off, get detailed and adjust hours. I answer to state represenatives, senators, alderman, the community at large, business organizations and alike. I can't tell people to go F*** themselves unlike on the street. I can't drive away and say, call the police about some B.S. again and I'll lock your ass up. Doesn't happen when you're a direct extension of the commander and deputies.

Not always. I haven't seen the current districts of assignment for the new sgts (I'm fishing right now), but when I earned sgt years ago, I fully expected to be given 1st or 3rd watch (and had resigned myself that it would be 1st because I've got no clout anywhere.) Got to the district and was told that the only openings were on 1st or 2nd watch. No brainer, that one! I took 2nd.

O.T. I don't advise speaking to any member of the media due to their ongoing persecution of the CPD, but let me present a name that NOBODY should talk to. Does Kristyn Hartman of Ch.2 do anything but negative stories about the police? An armed robbery suspect who is fleeing the police on a bicycle gets knocked off the bike by a squad car and lo and behold he is armed with a pistol! But this hack interviews the ghetto-fabulous auntie who probably was miles away when it happened and alleges it was excessive force and they ran him over and dragged him with the car, "woo-woo its all that" and fill in the blanks with your typical shithead story. Don't reward these media creatures by answering their questions especially this one! Maybe someday they will have to return to somewhat responsible reporting.

Sisters and Brothers in blue. We can call this crew house mouses or whatever. The truth of the matter is working directly with the community, politicians, businessmen and school princpals is a challenge within itself. They are also held accountable for a myriad of projects and events that teach a community to sustain itself. Our department will see with the romoval of these officers and what they do, the Watch Commanders job will become equivalent to a circus clown, as will the desk sergeant and a District Commander. CAPS Police personnel address major issues each day that our mid level managers/supervisors, do not have to add to their busy schedules. Also, the impact of the kind of things they bring to a community can and will never be replaced. Their services heighten trust with the community and police, not the bullshit the Stuperintendent is spouting. This is real work and real relationships being built. Adding 2 10-4 Units per district is not worth the loss we will experience, PERIOD!

How can you have a Mayor that is on the way out the door, a Superintendent who is definately on the way out (thank goodness) still making major decisions that will pave the way for the next group of leaders for this city? If you beleived it, you would not have had to continue to say it and continually send your perception of a successful reign as the Chief of CPD to every media and every polcie officer throughout the city.

You are not a leader. A leader does not have to publically justify his actions. You are not a leader because a leader would not have to point out each step of the way why he/she should be perceived as a leader and/or successful! You are not a leader because you did not know the job you were sent here to over see, you made horrible decisons and you were too stupid to just make changes where needed not just based on a kiss ass or a friend of your wife's (look at Ernie Brown who you dumped then made what, 5th in Command, look at Beatrice Cuello, you made her 3rd in Command and from the guns/drugs to the concert fiasco, WTF!!!) You are not a leader because a leader would not have to ask those to follow him, support him, ask for direction/suggestions or assistance. Those things would just be a plain old part of life!

Original poster here. You could be right, but if you follow the money you're wrong. Look at all the money U of C has spent in cleaning up the east end of 002. Look at them buying up the Grove Parc Complex in 003. Look at the brand new U of C police station (which is huge) and all the new U of C police vehicles. Look at how far south they're starting to go in 003.

Now look at the 021 Station, they purposely let that place fall into disrepair for a reason. 012 and countless other districts will get new stations before 021. You even hear of any talk about 021 getting a new station? The original plan was to use the old 021 Station for TRU, but has fallen into complete disrepair that they didn't even want it.

taking officers out of CAPS or Neighborhood Relations is not the best way to cover our understated shartage. I don't (never have or willingly will) work inside, but I know that the people who work in there do have a job to do. In my District, they are actually quite helpful.

STOP bitching about a "spot" that most of us do not want. the real problem is the 3,000 spots that we need to fill up!!!

Mostly I agree with closing 013 and 021. 002 no long has the projects and could easily handle all of 021 with no problem, especially considering how big U of C Police Dept now is. Seriously...look at 231's beat. Look how much of NOTHING it is! Over half of it is vacant lots, a train yard for Metra and a school.

002 is a nothing joke of a district filled with blowhards and primadonnas living off its former deuce reputation and glory.

This memorializes all of your contact information.



Having your information on file will facilitate communications should employment opportunities arise. Officers intending to work a movie detail should provide a cell phone number. Once you are assigned, this will be the easiest way for Special Events and the production company to contact you if needed. Phone numbers provided to Special Events will only be used for employment opportunities. Note, providing your information in CLEAR does not guarantee employment.

Negative. 002 is 11th in homicides and 12th in agg batts. Just some lucky shooting going on in 002 with the homicides. Other than that, it is dead. I have more than a couple of buddies working there. It's a retirement district for the most part.

There are some of us who work inside that took the spot when the opportunity presented itself. The hours are good for our families. However, I personally realize how tough the guys on the street have it. Inside work is not difficult if that is what you want to do. The problem is a lot of people who work inside think its the best way to do as little as possible or play God to they guys on the street. I understand what a lot of these posts are talking about but let me just say that I always try to do my best to help the street cops. when someone comes to me for help I help when I can and let them know when I can't. All without giving an attitude. I realize nothing lasts forever and I am not too good for a beat car. The time will come when I have to hit the street and I won't cry about it. I actually prefer the street to the cry baby lazy asses and secretaries playing God, but like I said we make decisions that will work best for our families. Stay safe out there

Weis's comment abt his bitch getting the highest score for critereon possible re: mritorious promotion leads me to believe Weis may have filed some kind of fraudulent paperwork as regards merit. Gov't standards are very specific. CPD has never applied those standards and if he's suddenly saying he did, he's lying and that is a federal offense. Paperwork lies are mail fraud.

I work in 002...It's in a back log everyday because cops stay down way to long on bullshit jobs and spend more time ducking jobs then anything else! That district is dead...bunch of bullshit school attentions and crossings!

The truth of the matter is working directly with the community, politicians, businessmen and school princpals is a challenge within itself. They are also held accountable for a myriad of projects and events that teach a community to sustain itself. Our department will see with the romoval of these officers and what they do, the Watch Commanders job will become equivalent to a circus clown, as will the desk sergeant and a District Commander. CAPS Police personnel address major issues each day that our mid level managers/supervisors, do not have to add to their busy schedules. Also, the impact of the kind of things they bring to a community can and will never be replaced. Their services heighten trust with the community and police, not the bullshit the Stuperintendent is spouting. This is real work and real relationships being built. Adding 2 10-4 Units per district is not worth the loss we will experience, PERIOD!

Real work by house mice that are afraid to work the street. Who cares about the white shirts? We need officers to man the beat cars. Who cares about relationships and politicans? You live in a dream world friend. Now man up, grab a set and work a beat car. CAPS is dead.

Never happen, the University does not want 021 to close and neither does your president or alderman Preckwinkle. Hyde park is safe because of 021 and the University. Close 021 and see what happens. Too much clout living in that area to close it in fact look for them to get a new station soon.

"Safe" because of 021?!?!? BWAH HAA HAA HAA HAA HAA HAA!!!! The only protection 021 has is from The 002nd District and the University Police. The 21st District is laughed at by Area 1 Det.'s and continously let down the University of Chicago Police. I actually believe 002 would be there to handle any of 021's real Police matters while 021 assigned personnel would be squabbling to get the job "re-assigned" because its "OFF MY BEAT SQUAD!" (Give them credit for being the only District upholding the "Beat Integrity" idea of the long ago past).... The University would love to have CPD back-up from Officers who would actually do the job. I wouldnt be so hard on 021 if it wasnt true..... Vote for me for the closing of the 021st District. Lets see how good things can get in "old" 021's previous beats when it actually gets reassigned to another District.

To these inside people who cry " It's better for my family !" boo fucking hoo...i raised my son by myself , worked straight mids, no old time w.c. would give a shit,and would tell you stay home where you belong...you don't like the hours or conditions? get another job. get these crybabies who haven't worked the street since probation back outside and put any one with 20+ years on all inside positions IF they want it. inside work should be for light duty and us old people. i'm here now and believe me , no one puts in a full day of work...NO ONE.

OK, close 007. Just close it up and start dropping all those coyotes off on 55th St.. That will keep the thugs inside for a while and out of any adjoining dists. Poor supervision is the cause of many RAPS. Sgts. don't want to look at their PDT screens and call out the job milkers on anything, and it shows. One thing the Dept. needs when it undergoes its 'revamping' when WEISel walks is to completely overhaul supervision on this Dept. It truly sucks.
A friend of mine had their car stolen, with his wallet in the car, which contained all of his ID. He went to a nearby district station and was told by the desk officer that "because you have no ID, I can't take a report from you." The desk Sgt. sat there right next to the officer and said NOTHING. It wasn't until I identified myself as his friend and PO that the guy got any service....unbelievable. That a patrolman on a desk would say something that stupid to a victim of a crime, and that a Sgt. sitting so close to that idiot would make no attempt to correct him on it.

GOOD, THE MANPOWER IS NEEDED IN THE HOT SOUTH AND WESTSIDE DISTRICTS, THAT ARE BUSIER IN THE WINTER THAN SEVERAL DISTRICTS ARE ALL SUMMER LONG. LET CFD HANDLE IT, THEY'RE CAPABLE, AND NOT OVERWORKED AS BAD AS CPD.

supporting our arrests in the court, or court advocacy , is done by civilians, you do not need p.o.'s to do it. just someone to arrange the cases needing advocacy. can be done by a civilian. a handful of volunteers can do 99% of caps duties.
