Walter Joins the Sack Sniffers

This isn't the tiniest bit surprising, seeing as how Walter used to have underwear put on his head by members of the Chicago Cubs when he was their bat boy. We're not even surprised he makes up a provable lie to support his position:
  • But, the number of citizen complaints against the Chicago Police is down, the number of cops in trouble is down, the number of crimes being committed is down, and the number of crimes being solved is up.

    And the gangbangers are sounding a little less fierce than usual. What's so bad about all that?
There are less cops Walter. That means less citizen interactions. That means less complaints.

The number of crimes isn't down - the numbers in certain categories are down. That's a big difference because it lets the bean counters shade the facts. Count the number of people with more holes in their bodies than when the day started. Or the recent article by your station about CTA crime being up 77%.

Here's where Walter outright lies though - crimes being solved? Fantasy Walter. You shouldn't have said that. Clearance rates are at historic lows. Nothing is being solved. The Department hasn't promoted a detective in three years now. Cook County jail had to close two entire divisions last we heard because there are no offenders being processed through. Oops.

Gangbangers being less fierce? Just because you and your ilk refuse to cover the downtown wildings, doesn't mean they aren't happening. We've linked to a Wisconsin technology writer who blogged about how bad Chicago has become. We've posted about the bachelorette bus party confronted and beaten by gangbangers. The massive North Avenue Beach re-deployments, the special hire-back programs for the other beaches, the Taste fiascoes and subsequent cancellation of 03 July fireworks. The shootings, stabbings and fights at the Rock and Roll McDonald's should be a category of their own this summer.

We'd love to see Walter go for a Big Mac around 2 AM this Friday. Less fierce our asses.

If crimes reported are down it relates to the time it takes for a PO to show up and take the report. Many victims get tired of waiting and just move on.

If the clearance rates are up it is because the number of CCX's are up. Walter should inquire of Pam Zekman what a CCX is and what it really means? Typewriters and pencils can clear a crime when it has not really been cleared!

014, 018 and 019 are the recepiants of extra police officers whenever the media plays up a crime in these areas. The rest of the City suffers as a result.

My husband works at 35th street,and this is going to happen in Oct no later than Nov as daley does not want the heat from what maurer started! I gave up watching Walter when I was still a kid. Anytime my dad saw Walter on screen, he would get a rock and smash in the TV screen. TVs were expensive back then. At our house, we quietly listened to Fahey Flynn.

I'm surprised Walter's liver didn't take him out earlier in life. Anybody know if he has a drivers license? I'm surprised he didn't report DUI arrests have plummeted from three years ago. But, this should make Wally happy!

The next recruit class scheduled to graduate in Nov was hired with transit funds. They will replace the veteran officers who will be moved to the airport. This is not a secret but well known. Out of 66 recruits to graduate, 60 will graduate and 60 to be moved to the airport. Nothing here, move along.

The # of police responding to jobs is down. The districts are in constant backlogs. Assault reports, Robbery reports, battery reports dispatched HOURS after they happen. By the time we get there, the victims are GONE. No victim, no report. Yup crime is down... Sure it is!!!

To answer the question about 80 po's going to the airport... the reason this is happening is because the FEDS finally realized the FEDERAL money that was supposed to be going for 80 p.o.'s at the airport was, in fact, diverted and the airport was not getting the officers it was supposed to have.

This isn't some 'new' initiative; it is simply putting the manpower where the FEDERAL money pays for the manpower to BE.

Seriously, if you really think it's acceptable for a major international airport to have one, or maybe two, uniformed officers assigned to it for an entire midnight watch, you're naive. Just because Daley got away with it for a few years (where DID that money go, by the way), doesn't make it right.

Case in point - underreported crimes.

I own income property and my contractor's truck was parked on the rear of the lot. He was hit for several thousand dollars' worth of power tools, etc., when the door lock was punched. He didn't report it. (His insurance won't cover work tools and making a report would waste his valuable income-producing time.)

That same property had a basement door kicked in this weekend. The alarm scared them off. Damaged door, maybe $65. Waiting for police response at shift-change on a no-car-available night? A couple hundred bucks' worth of the contractor's time. Insurance deductible is $500, so there's no point in making a report.

Crime isn't really down. Victims are just making more judicious use of their time and energy. As much as I encouraged him to make the reports so we can establish a pattern and get tact and burglary teams involved, I can see the point. I wish I had a dollar for every time a victim said to me, "Why should I make a report? What can y'all do about it, anyway?"

J-Fed and the paper keep confusing the issue of being an outsider and the dislike we have for him. Virtually everyone I speak with was willing to give J-Fed a chance. We wanted change too. We wanted politics out of the promotional process and out of the decisions on how policing is done in Chicago. We wanted a professional with a guaranteed contract who would stand up to Daley and run the Department like a Professional Police Organization, not like just another piece in a Political Chess Match. From the minute he signed the contract he did the wrong thing and continued to do the wrong thing. Wearing a uniform that he didn’t earn. Doing what he did to Bill Cozi. Allowing the Mayor to use the Department as a dumping ground for people like Ladner, Murphy and others who fell out of favor. Covering up for Exempts when they made huge errors like Ladner transferring people over race, Gross violating a guys rights on National Television in Pittsburg, for Masters carrying a gun and getting a fake police certification, and many other incidents. People still wonder what happened to the Moral Survey Add this to all the lies he has told, like the three different stories he told when he failed to respond to shots fire a few minutes away from his press conference. He has done so much wrong and hurt the Department so much that a book could be written on his administration as an illustration on how NOT TO RUN A POLICE DEPARTMENT.

And lets get this straight, J-Fed was not brought in to help clean up the Department, he was brought in because Daley knew he would do everything he was told and not ask questions.

Resign because he is an outsider or a former FBI agent? No. Resign because he did the WRONG thing when he had the best chance of any Superintendent in 50 years to do the right thing. J-Fed do the right thing now and leave.

They HAVE to go to the airport, this has been addressed here before. The only reason the last class was hired was due to Federal Funds earmarked for officers to go to the airport.

I feel the largest single reason for complaints about police being down is the 4-2 work schedule. Many complaints occurred on the 5th and 6th work day. They are gone and complaints are down.

For that I thank jody weis, that was enormous. For the other negative stuff, fuck him.

If he only made a few moves differently, not indicting Cozzi federally, keeping his promises, he would not now be reviled like he is.

And if he had some backbone he would have insisted on his chief of staff early on and not taken masters masters, he would have earned some respect instead of scorn.

As it is, March 1 is not too far away. But if Meeks makes mayor, a distinct possibility (see 1983) weis might be given a new contract.

Meeks is a dangerous candidate. If the revrunds get together and a strong black candidate gets most black votes and white candidates fragment the rest, well, see 1983 mayoral election results again for an example.

too many desk-clerical-paper shuffler jobs, in Patrol, Units, and the Det. Division. Its like half the Dept. is working days behind a desk, doing irrelevant paper-shuffling and duplicating stuff already done. Restructuring is badly needed, some units have way more supervisors than needed. If an Area like A 1 or A2, as busy as they are, can run with X amount of supervisors, then why does a totally slow Area like Area 3 need the same amount of supervisors? All patronage, no crimefighting. We need uniformed bodies on the street now, before more of us are killed .....End of Story.

Walter - After the gold brick comment, Weis said he wants to focus on the working officers and give them the tools they need to do their job better.

From day one, the main tool officers told Weis they need is intelligent, selfless leadership. There is literally none and that is due to the meritorious promotion scam system.

The merit promotions of incompetents and politicos is probably the second biggest problem occurring in the department next to the lack of manpower. Weis did absolutely nothing to address the low manpower problem, and he propogated the merit process by continuing the "same old business as usual".

You want the best story of all, Walter, obtain every list of merit promotions, which was instituted in 1994/95. You need to obtain the merit detectives (D2 and D2a), merit sergeants (D3), and merit lieutenants (D4). Utilize those lists to see how many bites of the apple many merit appointees got.

Continue your search by learning where the merit lieutenants are now. Some were appointed captains, commanders, deputy chiefs, chiefs, deputy superintendents, etc. Meaning more bites of the apple.

Just do it, you know how to obtain this information from the city and police department. You will be guaranteed to have your 15 minutes of "greatness".

Any other young non-political investigative reporter reading this - the rank and file are begging one of you to obtain this information and release it. Its a wealth of political connections = cronyism and corruption. You will be a star and our hero.

There has not been a detectives class in THREE years and numerous retirements. Crime being solved where and by who? MORE LIES. Plus didnt the Sun Times just have two days straight about shootings that happened in 2008 and showed the huge decrease in the clearance rate over the past years.

Less aggressive police work also equals less complaints, and less arrests...

My FTO always told me, "If you're doing police work, three things are gonna happen: You're gonna crash cars, you're gonna get hurt and you're gonna get complained on."

Funny. None of those things happened to me in the past two years. And I don't need the Crystal Ball Unit to tell me that the forecast for any of those events occurring to me is "Extremely Unlikely in the near future."

Because the people in Area 3 are the ones paying for the program, remember?

Sure, even private industry will concentrate resources to put out fires TEMPORARILY, but after a while, you need to find other solutions (hire more cops, make the beats smaller, etc.).

Because if you continue to ignore your PAYING CUSTOMERS, eventually they will GO AWAY. In Chicago "going away" will mean that they move out. Once they move out, the tax base dwindles. Once the tax base dwindles to a certain level...have you seen Gary, Indiana lately? Detroit, Michigan?

The taxpayers deserve police service, too. Not just those who call 24/7 because we're:

A) The only ones who answer the phone after 5:00 p.m.

and

B) Definitely the only ones who'll actually send someone to handle their "Baby Mama Drama" or "He jumped on me" or whatever chronic problem (Hey! I made a funny! "Chronic Problem"!) that they've brought on themselves.

The social experiment has failed. Epically.

Do it again Walter, see who you fear more afterwards, the POlice who will be forced to allow you to camp out in their district or the gangbangers at anyone of a 1000 hot spots across the city. And let's not forget his famous whine during his "expose'." "I'm cold, I'm so cold, I'm so very cold." It was about 10 degrees out and this pussy was practically crying.

He's an uber police hater. Remember what Thomas Wolfe wrote in The Bonfire of the Vanities A liberal is a conservative who's been arrested.

Walter's Perspective: Boo-Hoo To Gangbangers

CHICAGO (CBS) ―

Are you following the story about the police and the gangs? The superintendent of police, Jody Weis, meeting with leaders of the gangs, telling them to stop the killing, or they'll be held responsible.

That's not right, say the gangs, to blame us for all that violence. The police are being unfair.

Oh, how inconsiderate of the police to be unfair to the gangs, threatening them like that. Oh, boo-hoo.

Makes me remember a story, a true one from the old days in Chicago during the late '60s, when the Disciples, and El Rukns, and the P. Stone Nation were moving West from the South Side.

The good old days, when the police really were inconsiderate of the gangs, when a gangbanger in West Chatham shot the son of a cop, and a bunch of cops in the neighborhood ganged up on the gangs.

They went to the mother of a member of a gang, and told her the next time there's a shooting in West Chatham, her son will be shot in the head by police, and dropped on her front porch.

For a dozen years thereafter, the bangers stayed away from West Chatham.

The truly good old days.
