Taxpayers About to Get Screwed

  • Without using the dreaded term "beat realignment," Chicago Police Supt. Jody Weis said Tuesday he would "reallocate" police resources by the end of this year from lower crime districts to those that need more officers.

    Testifying at City Council budget hearings, Weis vowed to finally deliver on a promise made and broken by at least four of his predecessors.

    He's not calling it beat or district realignment, which would entail a complete redrawing of the boundaries of the 281 police beats to coincide with crime and population changes.

    That will have to wait until "Phase 2"-- after ward boundaries are redrawn, the superintendent said.

So not only have all the districts been gutted by creating all these "specialized units" that sap manpower from actual physical beats, now if you don't have crime statistics high enough, you're going to lose what little protection you have.

And let's just throw this out there - all criminals aren't all stupid. Where do criminals commit most of their acts? Where there are so many police that they are tripping over them wherever they look? No, they go to where the police aren't.

If you live in a nice area and you don't have a gun, you better get one. Get two. Get a safe. Train the spouse. Fuck Daley and his anti-gun outlook. You are responsible for your own safety and sorry, but we're shorthanded and coming from two miles away.

Not that this shouldn't have happened years ago, but we all know who put the kibosh on doing it during the Hillard and Cline years...Shortshanks. And now that the short coward is leaving, he wants to usher this all in at once, at a time when the CPD manpower is at it's lowest in over ten years (or so I'm guessing, maybe it goes back further than that).
As for J-Fled, it's all too little, too late. You're a complete failure, and no one is going to remember any of this 'blazing reform' you're attempting to shoot up the Dept.'s ass. Just go. Go quickly. But please go. Those of us who remain committed to the CPD are eager to see this place begin the monumental task of rising from the rubble you've left us, but we will get it done, the sooner that you, 3M, the Asst. Supts and most of the Deputy Supts. have cleared your cowardly asses up and bailed.
Some of us have even coined a phrase for this:
CPD RECONSTRUCTION 2011.

that's just plain Dumb. Most of these so called low crimes districts are not that low, it's just that taxpayers don't call the police for every little bullshit and when they do call the police, the respond time is not as fast as the non taxpaying dst because of the damn shortage, taxpayers can't wait for the police because unlike others they do have to go to work and make a living, therefore the crime goes unreported, sad but it's true. Report every little crime and see if your DST is still low in crimes.

If TRU and MSF responded to paper jobs in whatever district they are working, there would be no backlog and enough time for everyone to do some proactive police work instead of having them hide in bushes and put 10 people on a one bag arrest.

It isn't just the real criminals that fuel the need for the Beat Officers. the keep the regular folk in line too. They keep us from running stop signs, driving too fast past schools, paying the meters that pay for our City services (Oops, scratch that one!) They keep our kids in line when they are out and about. EVERY NEIGHBORHOOD needs their Police Officers. Some need more, but WE still need ours.

Rumor has it that all the tactical teams in the city will be disbanded soon. They will return all those officers to the watch for a period while they pick large numbers of officers to be assigned to the new and improved tactical unit, which will be based at Homan Square or some other such facility. This will beef up the watches and also allow for the new teams to be sent citywide just like MSF. It will avoid beat/district realignment and will also avoid contract problems associated with detailing officers outside their assigned district. The end result will be a few extra officers on the watches in the slower northside districts and a whole lot of extra officers available for assignment to the busier south and west side districts.

Why don't you people learn, i'm talking civilian readers and police. At times half bt cars are down in 016 and unlike in ghetto districts where there are 10 different secret units saturating area there are NO police! Picture this maybe 8 cars, 16 pos, policing 100,000 people? Does Rockford have 8 cars up in there city? We pay BIG bucks for taxes and have no protection. Open your eyes crime and ghetto dwellers are here to stay. There are section 8 projects all over, look at Central north of Bryn Mawr! Don't let this get worse, better stand up. You will regret it.

All you folks that live between Fullerton and Lawrence and Clark St and the Chicago River are about to be stripped of more of your police officers.

Your police district (the 019th) is already around 18% under budgeted strength and it is about to get worse. How much worse only Jody Weis knows.

You people who pay anywhere from $12,000 to $40,000 or more a year in property taxes on your houses worth up to $2 million or more, prepare for your police officers to go where Jody Weis says they are to go, namely the 003rd, 004th, 005th, 006th, 007th, 011th and 025th police districts. Here's a hint, they don't pay anything near what you pay in property taxes.

You folks in the south end of 019, those who have been concerned about the recent rash of home invasions recently. It is about to get worse, don't leave any ground floor windows unlocked and you better have some means of defending your self.

You people who are getting hit hard by burglaries and car break ins, better make sure your insurance is paid up.

And guess what will happen when the increased crimes results in increased claims on your insurance and Allstate and State Farm hear there are fewer police officers in your area? Insurance premiums are bound to go up and your property values are almost certain to go down.

Better yet, let’s just have an impromptu media event wherein he can look like a bigger buffoon than he had at the last. Does he really believe that taking officers from neighborhoods that are already depleted and putting them in higher crime areas is going to change anything when if an officer is accused of any allegation they are immediately stripped? We have had more officers stripped for unsubstantiated allegations than anytime in the history of the Chicago Police Department. Does he really believe there is no morale issue? To deny the protector is to deny the protected. Protect your family and friends fine officers; let the rulers protect themselves and their naïve subjects.

My unit is down to (in all practicality) nothing on third and first watches with numerous downed and one officer cars--where are these "extra officers" going to come from?

Don't forget Dick Francis was working solo in a "slow district" when he was killed. How many coppers in slow districts are going to be killed because there is no backup?


There is tooooo much shit that has moved into the north end of 016 thanks to Daley ripping down the CHA buildings and shipping them all over the city and collar counties.

I left a message at Doherty's office this morning, I was one of many that have jammed the phone lines.

But a rifle, buy a shotgun (and if you are a civilian--a nice handgun with a caliber starting with a .4) and do what you have to do to protect your family, god knows that officers in 016, 017, 020, 019, 022, west end of 008, etc are going to be able to help you when you need it.

A final fuck you from Daley and Weis has come.

Mr Weis, if you read this and I know you do, Thank You for Screwing taxpaying people.

I can only hope the alderman in these slow areas will rise up one more time to Daley.

Interesting............I pay the taxes to have a police force in my neighborhood and we get less?!! WTF is that about? So, it just goes to show you, don't pay taxes, don't keep your residence up, don't care about your neighbor if he/she is getting burglarized or robbed. Maybe in the far northwest side should make it a point to exercise that reasoning and to have more crime. Thus, more crime, more police officers. LOL...Not for me. Can't move, so I'm locked and loaded!! Come and get some!!

To citizens living in "low crime" areas of the city you have to realize this.....

Your neighborhoods are already not being patrolled. Don't believe it? Set up a video camera outside your frunch-room window between 3 p.m. until 7 a.m. and count the number of beat cars driving by.

To no fault of the Beat Car Officers, the reason they are not driving by is because they are responding to calls for service in the shitty area of the district (and each district has one)

Now Jody is going to permenantly remove even more officers from whats left of the decent areas and send them to the shitty areas.

One question about this issue: are the neighborhoods that are generally considered "safe" only safe because of the sheer number of cops assigned to them, or because they're stable, middle-class neighborhoods? Does Jefferson Park have less crime because bad guys from Garfield Park don't go there due to the number of patrol cars circulating? I know that the 2,000 cop shortfall is a huge issue, but that you would seemingly side with grandstanding aldercreatures--who consider their local police officers something akin to political cover--is kind of surprising.

The last non-Chicago cop to head the Department, Wilson, the first thing he did was cut the number of precincts (as they were then called) from 50--one per ward--to 25, with district boundaries not linked to politics (wards get re-drawn every ten years. . . ). The aldermen used to appoint their commanders and other higher-ups. The crying you hear from the SW and NW side aldermen is the last echoes of that system. Cline and other previous superintendents would have re-aligned beats but for the political opposition from the aldermen.

The other night walking home in the 18th around midnight, I notice one ghetto rat who passed me on the sidewalk going the opposite direction as I walked south on Wabash just south of Walton on the west side of the street was now behind me a half block, walking the same direction. I noticed him as a result of my habit of casually zig-zagging and/or never taking a direct route and often glancing over my shoulder and being aware of who's around me 360 degrees.

As I walk across the street eastbound at a 45 degree angle from the northwest side of Wabash and Delaware, at the northmost tip of Connors Park where Rush/Delaware/Wabash intersect, I see another ghetto rat coming toward me from the west on Delaware. He's at my rear coming from my right flank. I put my right hand down the front of my pants keeping ghetto rat 2 in the corner of my right eye. All three of us are in sight of each other. As I turn right, southbound, on to the west side of Rush, keeping my eye on the closest to me, no. 2, & looking for any one else behind him to his rear left or right while keeping my hand in the middle of my pants, he turns behind me on the west side of Rush. As I turn more toward him, he quickly vears left eastward, crossing Rush street mid block, plays with his belt buckle (?) under his oversized sweatshirt, and walks on ahead of me. I stop and as he makes some distance, I quickly look back for no.1 and he's nowhere to be seen.

Were those two known to each other? Were they out for a leisurly stroll? Is it just coincidence they moved in the changing directions I was moving? Was I holding my dick in my hand? What was under ghetto rat no. 2's sweatshirt?

I'll tell you this. I'm fucking tired of these predatory, rat bastards bird dogging me. I don't care if the're out for a quick hit and a couple of bucks. Fuck this deadly force for deadly force bullshit. Minding my own business, I'm not letting some piece of shit/s "wild on" me or get the opportunity to tee-off on me -- first-- on what may or may not be deemed deadly force before, I protect myself. I'm not gonna get knifed or beaten to a pulp, live thru it with complications, and then be bankrupt from the medical bills.

You get too close to me in a situation like that, time & situation permitting, I'm going to give visual and vocal warning and beyond that it's going to be bang, bang. It could be me that loses or it could be them. Either way, I'm not going down holding my dick in my hand.

If it sends me to jail, so be it. I'll take one for the minding there own business team. People have to start fighting back. The police can't be everywhere all the time and like the domestic terrorists that they are, ghetto rats are going to attack at the weak spots.

We are coming from 2 miles away 4-5 min. after you place the 911 call.
We actually have a better chance of catching the offender if we are a mile from the scene in the direction he fled.
We will give you a report number for insurance purposes.

For the amount of property taxes that I have to pay for to live in Beverly the only police enforcement in my neighborhood as it stands now are the residents. We all know that more Police are needed in the city, but to further strip away what little we have is not good government. I say government because everyone knows that lil king richard runs the CPD show. No media outlet has even addresed the issue of the waste of government resources such as the platoon of Officer's guarding the daley's and burkes. I don't think that whoever replaces these political criminals that hold office will be able to correct the fiscal devastation that they will leave behind. How sad. And what happens to daley once he steps aside, I doubt he will live in Chicago, he hardly does already with as much time as he spends at his Michigan estate. And what of the others? Hubberman has already been allocated another high paying position in the private sector, this during an economy where people in Illinois can't find a job. Jody and the carpetbaggers will be gone to who knows where, masters will bail, all the rats are jumping ship. This being the case why are we the real residents of Chicago being screwed over like a rock ho. On election day remember...we get the government we deserve.

they are already doing it with 025 district detail---- culling officers from other districts via a contract violation---- how come 023 and 024 are asking for volunteers first and then filling the rest of the spots by reverse seniority while other districts are just picking people to go every night---- the grievance forms are piling up and someone's head is going to roll when they cut the checks to make the grievant officers whole again... policing in the city is dead, if you are the victim of a crime all you will get is a zombie showing up at your door who will hand you a piece of paper--- no investigation, no hope, just a brief encounter with an officer before he dashes off to the next cluster fuck.....

In the past ten years, I have noticed that the decent parts of Chicago that were good to live in (the Northwest side and Southwest side) are slowly shrinking and getting worse.

Think about places like Irving Park and Central or Belmont and Cicero. About twenty years ago, they were good places to live and raise a family. Then slowly it turned into shit and now it is not an acceptable place to live.

Weiss said that he is considering hiring retired police officers for support positions. He said that this has been successful in New York and Los Angeles. It is too early to tell until we have specifics, but this seems like a good idea

What part of our contract allows a reassignment of the type hinted at here? Now I know that anyone can be involuntarily detailed for 90 days to any unit, however that was not the idea given to taxpayers of a permanent solution to a crisis created by the city. After 90 days the officers go back and Jody leaves with his half million in stolen money, he did do one job for the city badly but he did do it. For the other job that he never did, but was paid, that money was stolen. However, we all know the exact mistake that our "fine leaders" will make with this program, seniority. This involuntary detail will not be based in seniority which will mean that the detailees will be eligible for time and one half for the entire time that they are detailed. How do I know this and our so called bosses do not? I guess that this is the one question that I did get right on the sergeant's exam. By the way Jody we all know what you are, even if the citizens don't.

The beats in these good areas are already too large and these dopes are going to make them even larger. What an outstanding idea, remove the cops from the areas that pay for the police and send them to the areas that don't pay much for anything other than over priced gym shoes. The slow districts get in a backlog on a regular basis now. I guess it's not going to get any better.

I know I'm actually very motivated by the prospects of longer delays for response to jobs and if anything goes wrong when you actually get there that Jody will have your back and prosecute you for your actions.

Superintendent Jodi Weis stripped one of our members on Friday evening over an allegation of excessive force. The Superintendent then held a press conference to tout his actions and condemn police brutality thus convicting a sergeant in the court of public media. Without a complete and thorough investigation, Weis saw fit to sully the reputation of not only the sergeant accused, but several patrol officers as well. In doing so, Weis has given the press reason to bring up past instances of police misconduct and to lead the public to believe that this is commonplace in our department. Mr. Weis, in his weak attempt to gain credibility with politicians and community leaders, has tarnished the reputation of the entire department. Misconduct complaints against department members should be investigated fully before being commented on in the press. Mr. Weis, in his decision to strip the sergeant and officers of their police powers, has made another knee-jerk reaction to an incident without being able to comment on the facts. If he still does not understand why morale is so low under his leadership, he needs to look no further than this most recent action.

The contract does not protected you.
Ask the defective division they have been taking them the last 4 years to the jest center seniority does not count. Never a clout baby sent, if you have 25 years the clout baby has 5 years you will go.

Yet another shining example of 'wealth redistribution'.

You have 'direct' wealth redistribution' where you're taxed by a central government who in turn passes your money back out to non-tax payers in the form of lagresse. Section 8 housing, LINK cards, etc... Then, you have this; wealth redistribution in the form of finite resources taken away from a paying group and given to a non-paying group. Police and Fire services "reallocated" from those paying for them to those not paying for them, yet demanding them in gross disproportion.

Let there be no doubt. This form of wealth redistribution is just as- if not significantly more- odious than Section 8, LINK or direct forms of redistribution. This directly endangers the well being of you and your family.

There is a community in Chicago who perpetually demands 'services'. More and more and more 'services'. Services, services, services, yet in spite of being constantly served, they produce nothing of value and contribute nothing towards actually paying for those 'services'.

I am sick and tired of parasites, individually or culturally. The entitlement culture must end. In order for this to happen, we must start allowing people to suffer the outcomes of their own shitty life decisions. If this means you don't work, then you don't eat. If this means you're a participant in a culture that lives a base, animalistic existence, then those not living that way will not furnish you with services related to undoing the squalid and unsafe standard of living you've chosen for yourselves.

Amazing! They will return all those officers to the watch for a period while they pick large numbers of officers to be assigned to the new and improved tactical unit, which will be based at Homan Square or some other such facility. This will beef up the watches and also allow for the new teams to be sent citywide just like MSF. It will avoid beat/district realignment and will also avoid contract problems associated with detailing officers outside their assigned district. The end result will be a few extra officers on the watches in the slower northside districts and a whole lot of extra officers available for assignment to the busier south and west side districts.

The comment about the temporary end of tact teams really is not that far fetched. It happended in the late 70's. I was working tact and the watch could draw the entire tact team if they needed to to fill the beat cars. Many times the only person working tact was the sergeant. The entire team was in uniform and on beat cars often for weeks at a time. The idea has precedent, if not logic and reason. This department has done some prety dumb things in the past. The sergeants were given unmarked cars because of a shortage of blue/whites, but they had to put rubber magnetic mats on each door. The mats had a CPD star on them. I will never be amazed or shocked on what comes out of the HQ bldg.

Rumor is there is to be another 100 officers added to MSF after the already 150 being added. Which will be a tactical part of MSF (unmarked cars/plain clothes).

TRU gone after this peroid or next (winter months = less crime = can do with out a extra saturation type unit). Same thing with GEU.

I also think the gun teams will be gone too despite the federal funds. they'll probably funnel that through MSF.

This was brought straight from downtown to the recent FOP General Meeting by Greg Bella. Everyone had a good laugh at weis' suggestion that there is a contingent of retired police who will "volunteer" to form this auxiliary.

weis evidently doesn't know our retired coppers. While there may be a few softballs who would work for free the vast majority will not do it for free. At a discount perhaps but never for free. weis cited some examples including a "posse" in Maricoipa County, AZ. This brought additional guffaws from the crowd of PO's in attendance.

Can you imagine a police "posse" of old timers here? Old guys going out for free and doing, what exactly? Who supervises these "free" workers? You could hardly supervise them when the city paid them, for free they would do what they want, sober or not.

There were more pipe dreams from weis indicating he has been smoking something that has removed him from reality here in Chicago.

There are no minimum "manning" numbers per district in any contract, so... when the decide to downsize a district they will look for volunteers to leave then reverse seniority, it's real easy.

All we do is get screwed and stabbed in the back. This Jody guy is out of control and has absolutely no clue what he's doing.

Yep, the real texpayers in the nicer homes will get zero police, while the section 8 areas will get loads of cops!

Why even have a pension then, anyone staying longer than 20 years would be losing money. Career workers could do much much better investing on their own.

Completely OT, but since this post does concern taxpayers I thought it was the best place to post.
I was working special employment tonight and was eating dinner. A very nice couple with an adorable 4 year old girl was in the booth next to me. The little girl kept peeking over the booth, and finally said hi. I said hi back and she slipped back down behind the seat. A short while later the waiter brought me a dessert, and tolde me it was "compliments" of the family sitting next to me. At that time the woman told me that they wanted to thank me for the job that we do, and for protecting their daughter.
I thanked her, and we talked a little bit. She is a nurse and her husband is a businessman. Before they left, I thanked them again and tried to explain that their gesture meant alot, considering it against the number of times I have been cursed out, called names, been spit on, kicked and punched. Yet, I was so stunned by this gesture I don't think I really let them know how much it meant.
My point is this...to my fellow officers, it may not seem like it (especially lately), but there are people out there who do appreciate us. And to the civilians who read this blog, thank you to those who do appreciate us, and please understand that we are not always as negative as we may seem here. We are frustrated, in a thankless job. We greatly appreciate those of you that support us, and believe me, what that family did for me tonight - a simple dessert - will be one of my greatest memories of this job. It really is what it's all about.

I'll give you the benefit of the doubt that you're a professional cop and I respect you for that, alone.

But, nah, I'm not going to keep to myself predators stalking people minding there own business in Chicagos neighborhoods with the diminishing police presence.

That said, what I post stands at the whim of SCC. He says STFU. So be it.

Trust me, you do not want ward boundaries the same as police district boundaries. In addition to efficiency, one of the main reasons O.W, Wilson reduced the number of districts from 38 to 40 was to get them away from ward boundaries.

Disbanding the Tact Teams may not be a bad idea. The system in place in the 60's was each district had 4 or 6 2 man crime cars divided between the 2nd and 3rd watches. They always worked in plain clothes for the District Commander, and directly under the direction of the Watch Comander. There was also a Vice Unit, under a Sergeant working under the DC and the WC that kept minor vice problems, prostitutes, gambling, taverns, etc under control. The crime car people were recruited because of their activity. At the same time there was a unit assigned to 4 of the then 6 areas that supplemented patrol, had a detail section for events and such, and was specifically riot trained. It was called, ready for this, the Task Force. This left a lot of people to man the beat cars, even though some districts had as many as 32 beats. Yes, that' correct 32, all of which were required to be manned on the 3rd Watch with 2 men. I don't believe any district had fewer than 16 beats.
