A New ExamScam?

Not in Chicago, right?
  • OT-things are heating up in reference to the 2006 SGT exam. There was unequivocal cheating that occurred. Its also apparent that many of the people who scored well on the exam are relatives of CPD bosses. What a shock! Options are being discussed now as what to do with the exam. One option is to pull down the list in its entirety. If the scandal becomes public expect many lawsuits to be filed. Weis is still not sure if he will expose this test scandal. Also, weis now has people looking at the 2004 Detective exam. I will go out on a limb and say there will probably be problems with that exam. I am truly sickened from what I have learned concerning the SGT test. ----a obscure PO from 35th street.
Every promotional exam for the past 30 or more years has had at least one lawsuit attached to it. Why should this one be any different? Even the tests given recently:
  • saw the announcement on the human resources page [for the Police Technician Test], and signed up. Not knowing what was on a aptitude test I googled it. The exact test we took was available on line from 25-45 dollars. anyone with knowledge of the company being used could have bought this test
Who's got the scoop? We've heard at least one set of answers was floating around.

is it really cheating though if everyone knows how to gain advantages? no, just the ones who were to stupid to take advantage of the cheatting are the mad ones now. oh well maybe next time a test is offered you will realize that when you are to proud to cheat you only hurt yourself. oh and they better not get rid of that list i paid good money to be in the top 10.

Missed the lats test for sgt. by a class, scored better on the current lst but have no hopes of ever makin it. don't have no clout, no political connect, just an old school regular p/o who does his job and would treat the men and women of this department apprropiately......!!!!

I hear from a VERY SOLID PERSON from 35th st that yes, a huge exam scandle is slowly coming out. They are trying to keep under raps. It would rock the department to its very core. More so then the SOS or Police board issues that seem to have been put on the slow cooker to be thrown out due lack of proper investigation by IAD. Good Job on that one folks you had a chance to get the bad one ones and they will all walk. Except for the fools that ran there to IAD and turned themseleves in on hopes of sparring prison time... State prison yes!!! But the Feds my want to speak with you. The one SAC working this is a mother fucker. they will fuck you dry and hard.

It's kind of interesting how numerous p.o.'s from the same team in TRU scored high and were promoted to Sgt off the current list. Two were partners and both connected with bosses in TRU & retired Chief of Patrol. I always thought that exam was fishy when 3 guys from the same 10-man team score high & get promoted.

The problem is with the Exempts who are "subject matter experts" for the test consulting agency. They are able to view the test in advance of the exam. They photocopy the exam and give it to the chosen few, which includes relatives. Your chances of being promoted are slim although it can happen. Remember- some guys study for the test and some guys study the test answers. What a shame.

What about the Lt's exam? I can tell you of
a newly promoted sgt that sat in on the 2001 lieutenant's exam, and
a southwest side alderman that passed around the cpd lt's and a fire promotional exam. There's three lt's in area 2 that benefitted from having the exam and they all live in...the 19th ward!
This ain't a first for the 19th ward, which has a high number of CPD bosses that score well on promotional exams. You gotta be brainy to live in the 19th ward , right Ginger?

It took them four years to figure this out? The key on the Sgt. test was to notify the Cook County Forest Preserve Police on the missing, that means you got the phone call. The key on the Detectives test was to work Tact in 011 or go to disgraced Deputy Chiefs Kobel's class, taught at 35th street on company time.

For you youngsters out there, the above words were the "secret code" used on a past, corrupt, Lieutenant's Exam oral board to let the Exempts on the board know that YOU are a chosen one and MUST be promoted.

All persons taking the oral boards would be asked several questions and be given the opportunity to verbally answer each one. When you were finished, an exempt on that board would ask after each of your answers, "would you like to add anything to your answer?"

One of the questions required you to list the notifications that you, as the Field Lieutenant, needed to make regarding a certain incident (I believe it was shots fired by the police). Anyone who studied for this test had the answer burned into their brain, and the "correct" answer from the General Order was to notify the Zone dispatcher, the 1st Deputy, the Area Detectives, and the desk Sergeant. Then when you were asked if you wanted to add anything, the ones in the know would say, "...as a courtesy, I would also notify the Watch Commander", which WAS NOT one of the required notifications on the General Order. I'm unsure if there was also a little eye winking that went on, as well.

So there you have it. An Exam-Scam from the past. Of course, no one could prove anything and the clouted ones went on their merry way, one step closer to their gold braid pension.

They put me with a guy from 35th during a sting operation right after the sgt. exam. He told me that he worked for his friend who was some type of boss and he was working at 35th as a favor for his boss buddy. He told me that he is going to make sgt. by his score and there was no doubt when I mentioned jokingly that he might make meritorious. I got the impression he had the answers. The test scores had not come out yet.

If...IF this poster is legitimate, the he or she should come forward with what they know or "learned" regarding this scandal-in-the-making.

Do what's right for the greater good. Be a hero to those of us in the non-clouted blue shirts on the very bottom rungs of this shitty department. Expose those responsible for sucking out more of the little morale that's left in this "honorable profession". Document and share your findings and discoveries with the media before all the evidence goes "bye-bye" like it has a tendency to with most CPD scandals that never quite see the light of day.

Whistleblowers, at least in theory, are guaranteed anonymity and are often heftily rewarded monetarily. So make that move, "obscure PO from 35th street".

What's that? You don't want to lose Monday through Friday, 0800 to 1500 hours with weekends off and your take-home car? The boss promised you merit Sergeant if you "did the right thing"?

That's what I thought.

There have been three totally legit promotional exams in department history.

1.) Mayor Kennelly ordered an honest Sgt's. exam in 1952. It was the final straw that made the other pols replace him with Daley Sr. in 1955. They were already pissed at him for shutting down "policy wheels" in the black areas.

2.) 1994 Sgt's. exam was the first after Supreme Court outlawed "race norming". It was the last supervisory promotional exam in which Daley didn't attempt any "meritorious" promomtions.

3.) 1994 Lt's. exam clean for the same reasons as in ex. #2. Daley nearly strokes out when he sees the results of a fair test this time. Lots of pissed off Revruns and pols of all ethnicities on his ass to get "their boy" a white shirt. Daley then attempts to promote 13 Sgt's. to the rank of Lt. "meritoriously". The courts slap him back down but rule that he can use "merit" to promote supervisors in the future as long as they state their intention to do so when the exam is announced.

So kids...thats how you ended up with "merit" promotions for whiteshirt. For the rank of Sgt., you're really fighting for about 50% of the promotions. 30% are taken for "merit" off the bat. Another 20% probably have the questions, if not the answers ahead of time. Before 1998 the only merit promotions were 20% of each detective class was reserved for POs who did something spectacular. Today, they'll throw one or two bonafide heroes into these Sgt/Lt. classes so they can say its legit.

Fact - on the last SGT's test two candidates were allowed to take the test early, on the day of the test day, before everyone else.

One candidate was getting married, on the day of the test, which was planned at least a year BEFORE the test date was announced. The second candidate was standing up in a wedding that was allegedly planned before the test date, but the second candidate was the child of a boss. The boss worked for an even bigger boss, and to no ones surprise, the bigger boss also happened to be a "exempt subject matter expert".

So, with the stress of their weddings, and all that was going on for both candidates, you would understand why these candidates might have not done too well, correct?

Well, you guessed right. The first candidate, an ex partner of mine, bombed the test. Chalk it up to nerves, suck it up, and hope you do better the next time. (In marriage too - but that is another story).

The candidate that was the child of the boss, well that candidate did real well. Real well. Made SGT in the 1st class, with just under 5 years on the job too. Must be a great SGT to handle all that stress, a wedding taking the exam early, and the like.

Funny thing too, the newly made SGT, well the father who worked for the big boss, well he got promoted, Merit of course, not much longer down the road.


It is ALL legit....

A Lt's test aroung 2001 used the Cheif of Patrol as the "subject matter expert". He then gave the answers to his staff, now Commander CK and Dep Chief SG.... they in turn shared the answers with now Lt. TC and his sister SC...the funny part was the brother and sister shared with now Lt KH who the Cheif did not like at all.....they were all in the top 10 of the LTs test....

A simple way for the chosen clouted few is to be told specifically what orders to study by the exempts who had access to the test. It's much easier to score high when your studying one quarter or one eighth of the material everyone else is studying who don't have a chinaman.

Um yeah, i believe there was a former high ranking boss JM? who was having "study sessions" for the select few who were INVITED. This wasnt open to any PO on the street it was open to clout boys and their kids. By the way the "study sessions" supposedly were the actual test. the department is a joke and always will be. Its not much different than the ribbons we get. There are the few guys that earn them, but the clout guys get ribbons for jumping on paper and BS arrests. I Will NEVER wear a ribbon on my uniform and anyone that does that truly hasnt earned it is a pussy ass piece of shit. Now again, I know the guys that earned them and deserve them but our awards have been watered down by the endless clout hacks getting them just to pad their resumes so when they go for their meritorious promotion it can be justified. top to bottom we r fucked up organization

That would explain how a certain F/2, who couldn't fill out a GO case report for a pistol, could score in the top two on both the Det and Sgt test. I don't care how smart someone may be or how many degrees that person has attained, the probability of that happening is astronomical.

Shit I didn't have any answers and still scored under 150. These people must be morons then. And as bogus as it looks a large group that went to the same LEGIT study group all scored the same or very close and were all around 150. So that's not always an indicator of cheating.

Hmmm.... I would take a look at friends of SP who made sgt. from that test.

I have a sneaky suspicion that one in particular or a couple more of them had the edge on the competition.

There is no way these individuals did could have done so well as to be in the top 150 on the exam.

But with SP's previous connection to the G, I don't think anything will be looked into.

And the train named "It's all legit, kid," just continues to speed down the tracks.

Nothing will happen, neither the public nor the press care if tests are legit or not. All the public cares is that if they call 911, a car shows up. And we do, as I have done for the last 28 years, all in districts. Years ago I was cheated out of a promotion, got involved in a lawsuit against the city. It went nowhere. A well-known reporter from Ch.2 spoke with me for 1 1/2 hours. She was(or acted) aghast when I told her about the corrupt tests on CPD. Nothing happened, the story never aired, I was never recontacted as promised.The case never went anywhere in court.
On another exam in which I and many others were cheated, the case did go to court. The federal judge, a Reagan appointee, said that ,yes, were were discriminated but the city had to discriminate against us in order to make up for past discrimination. Then the city asked for, and the judge granted, $500 from each of us for the cost of fighting the city.
Maybe I was goofy (I'm sure I will be called names by some of my fellow SCC readers) but I stuck with it, continued to study and finally made sergeant on my third test, it only took 17 years. Before anyone accuses me of not admitting to having clout, consider this. I was an FTO and worked the wagon on the 1st watch before being promoted and I've been on 1st watch in a district since being promoted. Am I goofy? Definitely. Was it worth it? The money is nice but losing seniority and being junior to a lot of people younger than I and with less time on the job than I sucks (especially when they spent time in units). Would I do it again? Doesn't matter. What's done is done. I'm just glad my kids want no part of this circus.

So this is news, why? The lieutenants exam's first five came from one office (mauer). Put the numerical 1-20 on the stand, swera them in under oath, question them as to how, where, and what material they studied for the exam. Right!

What happens to all those who were promoted? Are they going to be recalled? These promotion exams are offered by the corrupt city hall 5th floor office, they are announced when certain connected individuals come of age so they can become det, sgt, lt, etc etc etc.
Meanwhile chumps like us spend months studying for positions we'll never see.
Why else do they take 6 months minimum to score 1000-1500 exams, yet only 3 hours to count 800,000 votes on any city /county political election.
Scantron exams were the norm back in 70's, when you walked out of the test site, you had your score in hand. Just as simple as the current 1st part exams we take today, the one you get your merit promotion from. The 2nd half is for the chumbalones.
The second part of the 2004 Detective was held up for over a year before it was given, could it be someone that took the first part didn't have enough time on the job (3 yrs) to get promoted?

I was promoted to both Det and Sgt off the last two tests and, while I didn't have the answers, I definitely new what areas were on the test.

That's what most of you mopes fail to figure out. The test is not some high school history test where you memorize meaningless crap and then repeat it. The test is to find out what is on the test. That's the police work that too many on this job have no idea how to do.

Be assured of this. The test doesn't promote the best memorizers, it promotes those who know this dept the best.

Hey SCC, why not also do a story about the last LT's exam-scam. You know, the one where now LT. Pat C. got to take the test while she was on the medical(not iod) in the comfort of her own home, And who administered her this test? But her good/close capt. friend who might I add was also one of the ones chosen to decide what would be on the test! Well guess what, she scored very well and got promoted even though those who know and worked for her know she couldn't get her name right without help. How's that for an inside scam yet nothing gets done about it and any mention of it gets buried!

Why is it that there are no lawsuits or examscams or wholesale cheating in any other professions testing. Only the Chicago Police and with a "Merit" system in place there is certainly less cheating needed because all they have to do is "Merit" their dopey friends and ass kissers in. but either way how come they just can't seem to get it right on the testing without the lawsuits?

The firemen have a real contract and in it are some good stipulations on how the merit promotions go like they can't passover a test candidate more than twice. I wonder how that would work with the police dept. Would the "Me-to" clause apply? The FOP gets smoked again!!!

This is the dumbest thing I have ever heard! The only way they can make that fly is a detective would be considered a promotion and they would have to make the exact same pay as a Sgt including their 45 min of cu they get everyday. You can't limit someones opportunity for advancement in any career as long as they fulfill the requirements.

Listen, I studied my ass off for that Detectives test. Historically, the dicks test was always harder than the sgts test. I paid for the Bernstein study class, and the Roberts study class. I took time from being with family, friends, and events to study for the test. I am under 10 out on this list. I have put in my time, waited, and waited, and waited...(crickets!!) I came on this job with an average IQ, a little spark underneath my ass, and a desire to get assigned or promoted out of patrol.Now "they" are talking about scrapping the list and announcing a new test in January..... Fuck that!! I understand life is not fair, but what about the people that actually studied and put their time in?? Very dissapointing news if true. Sorry for ranting, but what a SHAM of a department/city.

An amazing thing has happened over the years. I no longer care what the hell the department does in regard to promotional exams.

It is very liberating. It just doesn't matter any more.

In fact, on the next exam I think I will try for the low score! I will try purposely to score dead last!

Now, if my results letter comes back with a score of 0% right and I am ranked, oh let's say 6200 out of 6200 than I will have that baby framed and proclaim it is "legit!"

Then I will put in player my DVD of the other legit endeavor I am interested in, Pro Wrestling!

Maybe under the law but we all know that the law does not apply in cook county. Perhaps it is better to have a person like the above poster inside 35th st so information like this is able to be leaked out.

I was promoted to both Det and Sgt off the last two tests and, while I didn't have the answers, I definitely new what areas were on the test.


Heaven help us if you were promoted not knowing the difference between "new" and "knew". You didn't have the answers? RIGHT... And you are a supervisor. It just boggles the mind.

Now I know this department is bullshit.

Daley then attempts to promote 13 Sgt's. to the rank of Lt. "meritoriously". The courts slap him back down but rule that he can use "merit" to promote supervisors in the future as long as they state their intention to do so when the exam is announced.

He tried his first official 13 merit promotions in mid-1995 with a new class of lieutenants, but the 13 merit promotions were blocked by the court. The city failed to announce the meritorious part of the process, however, the 13 sued and a few years later they won in court. They all got the bars and back seniority, but one. She did not make it because by the time they won, she had already been fired.

The nigh near statistical improbability of somebody who might have had a hard time finding their ass with three hands, two clues and a hint scoring in the top two on both the Detective and Sergeant exams?

Demotions and payback of ill gotten gains should be the price paid by those who gamed the promotional system through clout.

Seniority rights, the right to a fair, untainted promotional and disciplinary process and the expectation of dignified treatment from the organization in the face of those in power who seek to dehumanize you and strip you of every shred of your humanity.

Without these, you have no Police Department whatsoever.

Studied my ass off for sgt test. Did ok placed in the high hundreds. No cheating just busting my ass for 6 months reading the driest material known to man. Should have been promoted already. Now there's rumors of the list being torn down? Know wonder morale is in the shitter.

Totally true....his SONS whole team from 011 was promoted...not to mention his g/f to A/4 and another g/f to HQ's. BUT im surte they deservbed it

We dont have a "me to " clause The CFD does but we dont The FOP bargained that way many years ago. Me To clause would not help. It only applies to wages and health insurance, nothing else

The testing process is a total joke when our subject matter experts are exempt members, who then pass along the test to there cronies. Remember some of use study for a test and others study the test. Sorry not to mention the company that scores the test that you will never see again! Ponder this, what's so hard about receiving a carbon copy to compare are answers with the correct answers for the 90 plus days we wait on results.

It's time for open, honest and fair selling of promotional spots. A firm price should be set for sgt, Lt, det, etc. I've heard of price disparities in the thousands of dollars. I'd also like all officers to be eligible to buy a spot. If there is a run for a particular spot then an open auction should be held not some secret, behind closed-doors event.
