Reorganizing Again?

From the comments:
  • OT, order came out tonight. Counter terrorism and Intel is now under the Supt.s office. What the fu*& is goin on? Pretty soon the Supt. Office will be one of the largest units on the department. Another Masters power grab?
And word just in that all Deputy Chief offices have been cut down to two Officers and a Sergeant, total. No more Gun Teams, Project Safe Neighborhood teams, Saturation Teams, or Abandoned Building Officers - everything has been farmed out to other units.

If true, this would mark something like the fourth or fifth major reorganization of the Bureaus and Divisions. It would also make the Deputy Chiefs just about completely irrelevant.

Who has the scoop? What's brewing?

This is off topic, but it seems that Daley knew something when he stated that governments could go bankrupt then re-organize in order to meet pension obligations.

We trained hard . . . but it seemed that every time we were beginning to form up into teams we would be reorganized. I was to learn later in life that we tend to meet any new situation by reorganizing; and a wonderful method it can be for creating the illusion of progress while producing confusion, inefficiency, and demoralization.

This isn't just transferring units under the Sup's office, but putting them direcly under the Chief of Staff's office. This is a blatant power grab by 3M and the Sup has already thrown in the towel and given him free reign. The question is why? Is it possible that a deal has already been struck with Rham to retain the Sup after the election and Masters is just getting his ducks in a row to continue to run the Department his way? A curious move is putting the General Counsel under the chief of staff. I would think this would create an atty-client privilege issue. Apparently removing Kirby from the General Counsels office eliminated that roadblock. With 3M making so many moves without any challenge things are going to get a whole lot worse. Hang on!

Just go back to old school district policing! Dump all the bullshit units,tru,msf,gun teams etc. Put them all in districts to bolster personnel and create a system of accountability. 4:35, municipial governments already can go bankrupt under Chapter 9 of the Bankruptcy code. States currently cannot as they are considered "sovereign" entities.

What is happening now is that both parties are trying to figure out a way to let states go bankrupt, and this is following a proposal from Newt Gingrich. Yesterday the NYT had a front page article on the overall topic: http://www.nytimes.com/2011/01/21/business/economy/21bankruptcy.html?_r=1&partner=rss&emc=rss

The thing is, its the big blue states that obviously have the biggest debt problems. Congress, and particularly the House, will never vote for something to specifically benefit California, Illinois and New York.

The ticker symbol for the biggest Muni bond ETF is MUB, and a lot of people are watching this and other specific Muni bond funds like those from Nuveen and Pimco.

Illinois has two options to make ends meet as things stand. Raise taxes and reduce services. The recent tax raise only balances the current budgets, and doesn't begin to seriously address all the money that's already been borrowed or promises (think pensions especially). The politicians will take it out of the pockets of the workers if you, the workers, let them.

While all these other shmucks are predicting and msfing and being tactical female officers I'm going to just show up to work and make sure that women make it where ever they're going safely, old folks can sleep soundly because I drive by at 3am, kids aspire to be me and I make it home safely to my family. That's why I becam a policeman and that's why I love my job.

Past history-when his office can't control the exempt(meaning when he/she might actually implement something good for the dept and troops) that unit mysteriously reorganizes under Unit 111. That way he can take any credit for anything good and suppress any bad press. Stupid but it's how things are done.

That's the dems altimate wet-dream.

At that point it becomes a two class society. Police/Fire and NOT police/fire.

If any of this happens I for one will work my ass off by writing/locking up every citizen observed violating anything.

A side note to the good governor. The fourtune 500 company my wife works for is seriously exploring moving all of it's Illinois offices out of the state. To the point that three of the following Wisconsin, Iowa/Missouri, and Indiana would be the beneficiaries.

What's being spoken of in hushed whispers among the Gold Stars is that a meeting was called Thursday evening by J-Fled & EB with all exempts. After they all arrived HQ, They were all told that "Weis still runs things, he's still the Supt., and anyone who doesn't like it can pack a bag and be dismissed from the Exempt ranks.' Apparently, it's come to a head that NONE of the exempts will support Supt. 'So-Stupid,' as evidenced by the fact that for the past 4 months, possibly longer, Weis has been forced to hold all his major BS press conferences ALONE. None of the exempts want to be photographed or videotaped standing too close to the guy; it's pretty well established that whoever gets the nod for Supt. after the Mayoral election, the vast majority of the 'high command' will just about all be history. They're all pretty much about as useful as tits on the proverbial bull. Apparently, Peterson and Weis have now had a falling out, evidenced by 3M snatching all of the 'glamour' units away from 'ol bullet head and keeping them for himself, under the "Supts. Office" umbrella. The circus continues, with the cast of clowns constantly being updated! My, but what a 'Peyton Place' PD we have become! HAHAHAHA!

The Human Intelligence and Counter Terrorism Unit for the CPD are a joke. The majority of those softballs are clout heavy coppers who never stepped foot outside of the States. They have little to no combat experience dealing with Militant Islam. They were not even the original members picked for the assignment of Human Intelligence.
Most people don't realize that the people actually chosen by CPD and FBI SAIC were from Area One. They were selected on their knowledge of terrorism and having actually been in combat against insurgents. As things always are in the CPD, these highly qualified officers were passed over and a bunch of non-qualified strokes got put in by their clout. That's the CPD's Counter Terrorism unit...bunch of clout hacks who wouldn't know a terrorist if he or she was in their face.

u don t know what ur talking about asswipe. The reason no one answers is that a unit that useto be 400 strong is down to 130. And 30% are on tac.We re short all over...and i ve been on ur zone where it takes about 4 or 5 calls before a car answer s in 18.. again we re short all over.

Ah hah. Yeah, what did I just post -- it has already been decided who the new Superintendent is going to be and this is his work, the kind of thing an incoming official does.

You don't have to know how to teach to run the schools, you don't have to know how to drive a bus to run the CTA, and you don't even have to be a policeman to run the Police Department. This is Daleyland, where everyone is interchangeable like light bulbs.

Most in city employment probably don't realize the impact, but a few facts to the contrary...
First, social security went cash flow negative in the last year or two, years and years ahead of schedule. Second, that 2% reduction in social security contributions from private sector employees reduced social security cash inputs by 20% or more this year, so its even more cash flow negative. Bruce Krasting is one of the contributors at Zero Hedge, and he writes about this stuff with a pretty good ability to explain what's happening.

Oh yeah, and third, the social security "trust fund" is not actually a lock box like they starting lying about in the '80s. The securities in that "lock box" are non-transferable U.S. treasury bonds held in West Virginia. They are simply 3 or 4 trillion of our 14 trillion national debt. It would have to be paid by future taxpayers, whereas right now about 40% of federal spending is borrowed.

Which is a long way of saying, there ain't nothing they can do about social security except means testing. There is a bit of speculation that this will be brought up in the SOTU this week.

This idea of the cities and states declaring bankruptcy may be the wave of the very near future.

The libertard MF'ers have pissed away and stolen so much that the only way out of the financial mess is no way out. They just let it collapse and walk away from the wreckage. With their pensions intact, of course.

I wonder what would happen when these politicians tell all the unions and the retirees to eat shit and die while the illegal immigrants get free housing, education, food and health care.

That may cause a tremendous and very ugly backlash. The tragedy like what occurred in Tuscon may become more common.

With such a large piece of the state budget just being debt service, there is no where to cut. They wouldn't dare cut LINK and WIC.

Illinois has more units of government than any other state in the union. All these little offices and commissions. Prime example is the City Council with 50 aldermen.

Way too many people doing paper shuffling jobs.

Look at this department and all its number crunching units;

Predictive Analysis

The DOC

Fusion Center

Detective Division Administration.

R&D

..and probably a few more.

The Deputy chiefs have always been irrelevant.

Not that long ago they did their job with one (1) PO as secretary. That was their staff, one PO.

And while they went to law school etc., the PO secretary ran it. things worked out just fine. No worse than now with a platoon of ass lickers on the Deputy Chief's staff.
