Another Promotion Rumor

They keep getting more and more amusing:
  • Exempt Promotions: SCC any truth to this?

    I have a friend in Rahm's camp who said the mayor elect is infuriated with the current police brass. They feel the ranks are too top heavy and way too many unqualified bosses.

    I guess a plan is underway to send a bulk of the exempts back to their highest rank attained. Their positions will be replaced by a private sector police contractor. Their employees will have to meet certain qualifications ie...retired commander from another agency etc...

    This is being done to change the face of the department from the Top Down approach. It will also lead to a more transparent promotional process for future bosses because these outsiders will conduct the promotional process and most won't know many people to leak the test answers out too. Also they will not be able to wear a CPD uniform unless they worked for CPD at one time or another as a sworn officer

    A special ordinance has been drafted and is waiting approval of city hall.

    I got to say that I agree with this.

    Whats everyone else's take?
Our take is Rahm's people are trolling for something palatable that might be accepted by the rank-and-file. We for one would welcome a transparent and fair testing process whereby the people who work for the so-called "subject matter experts" weren't stealing the top spots in the past three or four promotional exams. The number of high scores coming out of the HQ building defy any sort of statistical explanation, especially when compared to who they worked for and what sort of input those people had on creating promotional exams.

You're missing the fuckin point here SCC, this is the beginning of "civilianization" of the department and the expansion of political hires that are shakman exempt. Currently those exempts are sworn police who, if demoted still have a job and become "rank and file" give their jobs to civilian "contractors" suck as you know who, Terry hillard, Emanuel controls at his whim a commanding pay to play sector of police.

Fuck this idea, and fuck Emanuel for try to take over the sworn police with politically connect civilian players.

Rahm is here for a short time. He is going to prove his worth by trying to improve the City's fiscal position and move on to bigger things. He doesn't care one lick about the moral on the Department or how fair the testing process appears.

Rahm will secure his votes from the "Sanctuary City" and then to his next move towards the White House, maybe Governor.

I say you the Mayor is fighting an uphill battle. I would like to add that bringing back ANY ex CPD anything, rather it be a Superintendent, Commander, or P.O. as any type of Boss will still not boost morale. We saw Tom Wheeler with I.S. Hillard yesterday. He has never worked the street, has no knowledge of Patrol and worked from a pager, then went straight to administration, made Commander of Area 2, never came to work because he bought a Mc Donalds, he didn't have a clue then and doesn't now, then he went to work for Limon. People like that talk a good game, but have no clue about how to run or be an effective leader for CPD.

Please don't start looking at Ex and Retired Bosses of any rank. You have enough bright people right here. Ramsey was a great boss, but his time has come and gone for CPD. Lets move on from political BS and saving face! Mayor Daley hurt this city enough with bringing Jodi Weis in. Its time!

The house mice and those with easy jobs have the time and energy to study. The working police, 3rd watch, Midnights, making arrest, going to court to keep their spots, etc don't have this studying advantage. Who do you think has a better chance of doing well on tests?

The reason the supervisors and commanders are crap is because most of them came from the house mice, or do nothing category. I have even suspected some people who hit the medical for months to study for an exam.

Not enough working police get promoted as most are to busy working to study like the house mice etc.

Well, I like the Idea of Demoting ALL The Unqualified Clout Baby Bosses starting at top to bottom on this job, but there's still those stupid Detectives, Sergeants, and Lieutenants out there that have been promoted and who couldn't count their fingers and get the same number twice. Also, raise the number of years that one has to have to become a detective instead of just being off probation. How about 3 to 5 years police experience? Although this new Mayor is certainly not the answer, fair promotion and transparency of testing process and scores definitely need to change.

Interpretation: Rahm is grinding his teeth at the thought of all the trouble he's going to experience while installing knaves and dupes who are personally loyal to him and who can be controlled easily.

Will those protectors and servants, too, be paid with wealth redistributed under duress? Of course they will. It's the logical conclusion of crony capitalism in Chicago. So the only real difference is that a few private citizens will be able to take a financial stake in the contractor's business. The cop monopoly will be preserved, albeit under slightly different form. The organized crime class will remain secure.

How about looking at those within the ranks of the Sgt. and Lt. who never had a meritorious promotion and have years of experience in patrol. Right there you can see who had no clout and beat the odds to get promoted on their own. If those people were also Detectives legit that would ahow they really have the intelligence, resolve, and dedication that is needed to put this department back on track.

The most telling thing about the promotion process in Chicago is the fact that you only need a 40% to "pass" the written exam and be considered qualified for a merit promotion. And, the fact that most of the commanding officer positions, tactical lieutenants, far too many exempts and far too many captains have been appointed from the " merit" lists. Of course , no one know, and no one will say what is merit and what these merit promotiees did to deserve repeated merit promotions? But, if you ask the merit promotiees, to a man/women they will say they earned it and deserved it.

Written tests measure how well you take tests as much as they measure your understanding of the subject matter.

I'd bet a lot of these guys have college degrees (and even post gradutae degrees) and thus they have a lot of experience studying for and passing tests.

It does not hurt to be around the people writing the tests either. Even if they do not give out the questions or answers just knowing how they think gives a test taker a big advantage.

What everyone on this blog has got to understand is this: Morale does not matter, to those in charge. We have to deal with the reality that we already have a substanstial number of people on this job, for whatever reason who just want to get by. De Gaulle the French President and anti-American once said that the graveyards are filled with men who were indispensible. What the rank and file want means little. On any given day we already have hundreds of coppers staging their own form of blue flu. Every position on this job has someone waiting to fill it. I have seen good cops turn into morons because they are 20 out on the Sgts. List. These guys become obsessed and driven and they threaten to lay down if not promoted and everyone promoted ahead of them is scum. So Rahm can bring in whomever he wants to do whatever they want, and not a one of you will quit. Because the reality is that most of us are being paid more than we are worth anywhere else. That is the reality, deal with it. And if you really are good at this job; you love it.

Not telling em anything we haven't said time and time again on this blog. No need for more than 5 exempt spots. All other positions can be filled by Sgts. and Lts. We have numerous Sgts right now working in capacity of acting Commanders. Make no new Captains, and this will save on salaries and pensions. Also, it will cut down on some of the politics, ass kissing, and out and out purchasing of gold stars. It's about time.

Rahm is right. Many of our Supervisors are just connected, Clouted Goof-balls. From Patrol, Detective Division, Training Div; etc; these clouted ones can't make a pimple on a true Supervisors Ass. They just go with the program, cover for the useless, goofy, and Clouted, and all work the Shit out of the good employees till they are burnt out and quit or become Dogs, then never push for the good, hard workers to be promoted, they just go along with the Political Clout regime in their usual ball-less way, so they can keep the good ones behind with them to do their bidding, in their own selfish manner, to try to keep themselves looking good.

For more than a decade I've told folks around me that the best actual reform possible would be to bust a bunch of exempts back to civil service rank and then put them all in a fast district on 1st watch and order them to carry out ALL duties of the watch.

A bunch of these fuckers have not performed police work in the patrol division in decades, and wouldn't recognize 007 after midnight in their worst nightmares.

Pretenders almost to the last one.

Problem with this rumor is that to address the utter incompetence wholly Rahm would have to address the little problem with Shields, and its doubtful that he can do it. But any movement in the direction of busting the current crop of exempts back would be a great start.

If they wanted to make an impression on us from where we stand, they would also destroy the influence and interference with the operation of the Department by the west & south side runnin' dog rev'runs.

If the Emanuel camp DOES NOT DO THIS then they may as well bring back Vance Henry as CAPS Coordinator since they're so hot to re-animate the brain sucking, life-blood draining zombie known as CAPS.

Why not bring him back? Everyone knows he was a mole for the "corner clowns" and the rev'runs who were running interference at the street level, laundering money and moving dope and guns.

Nobody knows "nuttin'" about individuals of GREAT INTEREST being snagged on the wires and openly boasting about how CPD has been effectively stymied to a stand-still by the interference/pressure from city hall by way of certain alderfools acting in collusion with the rev'runs and their "boy" who had the mayor's ear.

Part of this fuckery involves more than a few exempts being beholden to these funky bastards. We've seen this shit too up close and personal and it's maddening. Chasing some fool around and coppers getting hurt/middled and fucked over because the fool turns out to be rev'run doyouknowhoiam's mouth breathing spawn.

Color us impressed when Emmanuel lives up to his reputation by sliding a knife between the ribs of fuckery... We doubt it since both he and fuckery are creations of Daley Inc., which has a native interest in seeing CPD stymied anyway...

We would like to see how they're going to motivate Policemen who are very deep into survival mode and not giving a fuck mode about anything or anybody other than getting themselves and their comrades home safe.

We can see it now... "Give a fuck or else and stop trying to hard to protect yourselves. We need coppers to throw under the bus to make the public think we're tough on you guys."

As much as it pains us, there will always be a supply of useful idiots giving these fools plenty of anti-Police ammo.

I disagree. First of all no politician who plans on additional terms would subscribe to this, those clouted positions are worth more votes than impressing only those business minded types who would like to see this done. Thgat being said, maybe Rahm does not plan on a second term and wants this to be an example of his innovative techniques as he attempts to springboard to his next position, perhaps Governor. I disagree from a patrolman's perspective not because I have clout and think it will spoil my chances of promotion, because I don't have clout. I just think that there is an enormous amount of unplucked talent within our ranks that isn't being utilized and would not ever be utilized under that sort of system. I am not against bringing an outsider into this department, but obviously they better be the real police and not some phony FBI guy who recruits idiots for his policy group who fuck up everything they touch. One outsider like a Bratton or a Timoney, a semi-outsider like Ramsey, fine. Not multiple civilian outsiders, it would cause even more chaos then we had in the past three years. Narrow down the command structure. Eliminate the Captain rank through attrition. Make commanding officers accountable for their performance within reason like NYPD. You can't perform to a reasonable degree, you get demoted.

most of our command staff would still be patrolman if not for MERIT , CLOUTORIOUS PROMOTIONS

Like the residency issues -- We're going to look at residency requirements.

Yep, we look at 'em and decided everything is fine the way it is.

This method worked there and now it's time to repeat the process and play the same games with the hot button issue of the rank and file of unfair promotions and unqualified leaders. Yep, we looked at -- our "independent" contractor look at it as a matter of fact and decided everything is just fine the way it is.

One huge kabuki theater show is all it is imo.

I do agree that the CPD is far too top heavy with unqualified people. I don't agree with bringing in more outsiders regardless of where they come from and what kind of resume they flaunt.

Does anyone think they can't be gotten to by influential people...please! And Transparency??? Yeah, this crap will make this Department about as transparent as Rahm was a resident of Illinois for the last two years.

Bringing in more outsiders will only bring this Department down deeper than we are now thanks to JW.

I see this as an excuse for the powers that be to avoid addressing the real issues that are staring them in the face and we all know what they are...

This is not a solution but another bandaid approach to solving problems that have been around longer than most anyone reading this blog!

This just in from downtown: GEU to dump 80 p.o.'s 10 sgts. and 1 lt. at change day.(the p.o.'s and sgt.'s not to be told until the day before so 35th street is not bombarded with clout phone calls) The funny thing about this is that nobody knows how they are going to do it or where anyone is going to be sent after they get dumped. We have to deal with the reality that we already have a substanstial number of people on this job, for whatever reason who just want to get by. I have seen good cops turn into morons because they are 20 out on the Sgts. List. These guys become obsessed and driven and they threaten to lay down if not promoted and everyone promoted ahead of them is scum. So Rahm can bring in whomever he wants to do whatever they want, and not a one of you will quit. Because the reality is that most of us are being paid more than we are worth anywhere else. That is the reality, deal with it. And if you really are good at this job; you love it.

I told you guys this back in September 2010. The lists are going to be torn down. Detective and Lieutenant for sure. Their MAY BE one more Sgt class due to retiring supervisors. The city believes that the dicks are underworked! Tom Byrne has requested 3 dick classes to be promoted over the last 18 months. His requests are denied by city hall. Now everything is on hold for Rahm. Rahm wants his people to be promoted in command. I am a civilan at city hall and hear the bosses talking. My brother is CPD and is close to getting promoted as a detective. He definitely won't make it now. Also, forget the lawsuits if the lists are torn down. People at city hall read this blog and were laughing about that. They say they can take down a list whenever they please. And lastly, rahm is calling the shots right now-not Daley. Daley has given Rahm the go ahead now. He's down here at city hall 3-4x a week having meetings with people. Ask around, people will confirm this.

The testing system on this job is rigged. Most people promoted off the list had the key answers and word phrases given to them prior to taking the test. I am not saying there are not people out there that made it legit because there are a few, please keep in mind some bosses see these test before they are administered, if you don't think they are giving their people the answers you kidding yourself. Mauer is responsible for promotion then any boss in the history of this job.

For every merit dope they make a test guy looses out. This is money in your pocket that they are taking from you the test guy and giving it to their friends the merit guy. CPAs have to pass a exam, lawyers have to pass the bar exam, doctors have to pass the medical board exam and a shit load of other professions have to pass exams to practice their professions as well as get continuing education to maintain their certification. I never ever heard of one of them saying "Some people are just not test takers so it's only fair to have merit promotions". We merit boys I'll give you the secret, you read the material. Then when you take the test you will know the answer. It works, trust me.

HIllard said last night at the NOBLE meeting that he has no intention to throw out any promotional list that as they stand, respectively. He will leave it to the next Supt. to do as he/she sees fit to do from the lists that exist. I doubt any of the lists will be thrown out before next year; I would expect at least one more class from each list (Det, Sgt., Lt.), and possibly after THAT (by the end of the year) the new Supt. will announce a new exam procedure that will fall into line with what Emanuel envisions. And for the record, I think what Rahm is proposing at least SOUNDS good for now. And no, I didn't vote for the guy.

It sounds interesting I would say it could work if all the spots were replaced with independent outsiders, or even some legitimate sgt's or LTs who were promoted.

Because let's face it with this place and most other places. Problems start @ the top. You fix the top and give people opportunities instead of nepotism or clout, You'll make most of the rank and file happy. If you promote people with no credibility or integrity no one will have an ounce of respect for them. If you don't give people a chance or sugar coat opprtunities(ie..applying to some units) their morale goes down hill.

I don't like the privitzation idea though. But I welcome a complete change in bosses.

It's not cutting the budget, it's just fattening-up the paycheck to the retirees who will already be making 100G on their pension. Another thing, who's pension are these "top civilians" going to siphon off? The patrolmen's that is already underfunded by shitty hall? This stinks to high heaven.

All they have to do is cut the current assist. deputies...why do we need 3 assist. deputies in the det div (Field Group A, B, C)...why do we need 2 assist dep in patrol, we always got along with one. To get rid of what we have just to replace it with clouted "civilians" is insane and not cost-effective. We already went through that horrible experiment with JFled, Masters, Brust, etc.,, these goofs didn't know their way out of a paper bag.

Ditto. Many of those "high scorers" had the advantage of those "special study groups by invitation only", usually by an exempt who had the oppotunity to "consult" on the exam. The "merits" of course, those "who don't test well" and happened to have some sort of clout got their promotion. To those who scored high on their own and got promoted, congrats. To those who are "on the cusp" and studied their asses off without help, those are the ones who will be screwed. Rahm could a few accolades from this dept. it he promotes the next few classes directly off the list and forego the atrocious 30% merit.

I have taken many promotional exams and never invited into THE STUDY group where it just seems that the many get promoted from.

I have asked for my last two sergeant exams and been refused. The only way for me to get a copy of my scored exams would be through a lawsuit.

I truly hope this is the beginning of "civilizing" the department, particularly taming and refining our exempts, BUT I AM NOT HOLDING MY BREATH FOR IT.

If this saying is true, "Never trust a fed" then I guess the corollary would be, "never trust a politician." I didn't vote for Emmanuel, but if what his transition team says is true, then I'll believe it when I see it.

I agree. I think they made 370 sgts off the last list (not including merit) I thought for sure they would have made the same amount this time around.

Shortshanks made the CPD a poltical patronage dumping ground because he could not plug people into the other various city departments due to the federal monitor's oversight. Rahm will continue this policy and will probably take it to a whole other level. Political hacks will prosper on this job (as will campaign contributing private firms) and hardworking police will get screwed. More of the same old.

And could you believe, surprisingly enough they finished #1 and #2 on the lieutenants list. Neither one of them ever did a lick of police work in their life, and were always given cake spots their entire career, po's, sgt's, lt. They were even given easy spots as cmdrs' 001, 018.

Could you imagine if they ever had to be in charge of a busy distrit? Say like 007, 011, 010 etc. Yep, another 2 cases of "given, not earned ".

So not only do those who sold their soul to be exempts under weis have to take unpaid furlough days, thus changing their seniority date should they return to their civil service rank, but many might get launched back in rank just under the minimum required to wet their beak in our pension system as exempts.

I recall when working Cabrini special employment that Georgas would watch the POD cameras FROM HOME and call in on his police radio and order officers to change locations and to move around the buildings, like General Patton moving his battalions in battle.

Except beat 1800 was at home, with his family presumably, and watching the officers near 1230 Burling and 1230 Larrabee as he played his insane chess game.

What a moron. Was then and still is.

How about looking at those within the ranks of the Sgt. and Lt. who never had a meritorious promotion and have years of experience in patrol. Right there you can see who had no clout and beat the odds to get promoted on their own. If those people were also Detectives legit that would ahow they really have the intelligence, resolve, and dedication that is needed to put this department back on track.

AMEN.. I am one of those but I know I will never get any higher in rank. But I don't care I love this Job.

Yes they do need Tact Lt's they are the relief watch commanders on all watches and in all districts lately. But you are right they appear not to need them running the Tact teams.

We just lost 5 cars, had to turn them in, we also lost a whole bunch that they junked, most of our cars are crap, thank god for a team of guys and a Sgt who made sure our cars were fixed. They handle all the SWAT trucks and the Command Van. These guys work like dogs, I just bet where you work you have new Tahoos, we didn't get any cause we are not a district. The car situation is tough, there are many of inside people in Narcotics that have take home unmarked, not covert, but M- plated squads. This is alot of crap cause they just took 25 cars away from theSWAT guys who respond from home 24-7. So do your homework. Sgt. Nancy Sweeney. feel free to call me if you have any questions.

Bringing back old bosses of whatever rank is a very bad idea. They have the same issues and same alliances as they did prior to leaving. I have seen Hiram Grau at Headquarters that when he thought he was going to be First Deputy Superintendent, he was a total ass to ALL of the previous First Deputy's staff. He also made a bunch of promises to politicians on what he would do for their people. I also saw Tom Wheeler who was just forced out of Frank Limon's Chief command for being a total ass hole. This guy not only likes the same as he, he has never ever been the police, he has never worked the street, the Chief of Detectives at the time Maria Maher had to threaten him to even get him to come to work to a place in Area 2 that he knew nothing about.

Why would you be looking at old bosses? THey are old for a reason. Also, we don't have time to teach bosses to be bosses. Use what we have to fix the problems at hand. Stop re-inventing the wheel. Its time to move on!

Michael Shields ran hiding when Weis dumped him, though he had a cushy spot in Area 3. What kind of example is that? He ran when shit got bad while the rest of us endured. Fuck him! I wouldn't work for him and neither would any other brass!

He is an arrogant ass who should not be in Patrol. When is the last time he ever worked in patrol before getting that spot. How stupid. Oh we keep forgetting, another one of Jodi Weis' boys. He needs to go just as much as MM and the Feds!

The Central group for 001 and 018 is a waste. 018 and 001 part of area 3. There was a time when this extra spot was not created.

I work down at 35TH St, and I handle a TON of paper work from the Supt. This is what is REALLY going to happen... TRU and MSF officers are going to be placed into districts in or near their residence. All of the officer's from GEU will be sent back to the districts from which they came from; however, the 3 citywide teams are going to be placed into ether the DEA task force, or the ICE task force. To try and save money, Capt's are ether going to be asked to retire or be placed back to the rank of Lt. Each district will have now 1 to 3 teams (picked by the Dis Commander) for "gang, narcotics, and gun" teams. Depending on the crime index. Now this is straight from the desk of the man.
