Rahm Reads the Blog?

  • Mayor-elect Rahm Emanuel has broached a touchy subject during private meetings with aldermen to solicit their ideas on budget and ethics reform: cutting the nation’s second-largest City Council in half.

    Several aldermen, who asked to remain anonymous, said they were stunned when Emanuel opened the discussion by asking them point-blank, “What do you think about going down to 25 aldermen?”

    It was a bold opening line for a mayor-elect who will need every vote he can get to reorganize the Council, pass his programs and solve a budget and pension crisis that literally has Chicago on the brink of bankruptcy.

There was a blog hereabouts that took this effort to the next level a year or so ago. In fact, they collected just over 11,000 signatures in a matter of weeks in October/November of 2009 and garnered more than a few media mentions in their efforts.

Since Rahm must have his people scouring the internet for bright ideas, if they just follow this link here (from 26 October 2009), they can find a handy little petition already created that can force the issue to a vote.

Does anyone think Rahm wants some input for the Superintendent's job?

YES cut the alderman down to 25.

ALSO, get rid of the "Gold Braid Pension" . . it CAN be done without violating state constitution by the foloowing:

PAY Command staff their Non-Exempt pay and make the extra amount they make for their rank a "stipend".

This can be done not only with the Chicago Police department but other city and various other govermental agencies and school boards.

NO MORE $150,000+ government pensions!!!

I hope Rahm starts at the top -- with the aldermen that are costing the city the most to employ.

Those that believe that they are so endangered that they have to have drivers and security details at their beckon call 24/7

With the state the budget is in "SHARED SACRIFICE" is called for. We can not and should not be providing these luxuries any longer.

It's pretty ridiculous the number of alderman that we have to represent the people of Chicago when compared to the number of state representatives and senators for the entire state of Illinois.

Rahmmy baby if these current aldermen are unwilling or unable to handle a larger workload that it takes to cover a wider area of the population then I say that it's time to find some "tech-savvy" aldermen of the 21st century that knows how to reach out to their communities then.

Remap those wards and then take a look at things like the cities towing service that run the auto pound. End the monopoly and no-bid contracts.

The best way to get the city a better deal on these contracts is to create some competition. Break up the territories for starters you'll see those rates we're being charged and the bull shit they're pulling stop.

There are ways we can get that parking meter contract redone too!

Rahm, you talked the talk at election time -- now let's see you walk the walk.

Its coming down soon for GEU, each unit will give up the 5 lowest seniority officers for a total of 25 officers going back to the districts. Also the ones that are left will be in uniform for the summer.

Rahm is bullshitting. Much the same as he was when he said he'd look into the residency issue for us. He had no intention of lifting residency and he has no intention of cutting the number of alderman in half.
Rahm likes the media attention and if he can put the alderman back on their heels from the get-go he sees that as a bonus.

Was at a large school meeting not too long ago and brought up the same thing. Everyone, and I mean everyone, was behind it.

There is not a doubt in my mind that the citizens of Chicago would be behind this 100%.

Rahm may only be here a term or two before he moves on to bigger things, but he will leave a bigger and more important mark than a few flower pots and a metal bean.

Newly minted dist cmdr seen out and about in his city - gassed car doing some personal errands. Don't think it's on city time on a weekend day wearing sweats. These lateral changes really send a message to the troops: same 'ol shit, different day.
Shout out to the sup or anyone else in command: if they were that arrogant in one exempt position scamming, they will continue to be arrogant no matter where you switch 'em. Start dumping them down to service rank and show that you mean biz. If an inspector found a blue shirt running around in a company car doing personal biz, esp. on a day off, it would be suspension and call back, IMMEDIATELY. Stay tuned....those little homing devices, i.e., GPS really work.

did u hear the morons on the news say cutting 25 alderman would save the city 20,000,000? Typical lies, each alderman gets a million a year to run their offices, plus salaries, stipends for being on good committees, etc.. The number is probably closer to 50,000,000.

Mr. Mayor consider this:

allow alderman to be investigated for wrongdoing and corruption by the IG. They took it upon themselves by unaminous vote to be exclusively "excluded" from any and all investigations by local and state gov., only FEDS, and we know the FEDS pick and choose who they investigate and arrest.

89% of the people says a lot. Also, I agree with the thread re gold brain pensions....they are bleeding us dry, and are a part of the clouted "merit" system. Give them a stipend for their exempt position and pay the pension at their service level....most would be lt or cpt. That's the best advise yet.

This guy did nothing for the six corners district his entire aldermanic career....it is virtually a ghost town filled with ma and pa shops that open and then close. Sears is to be the anchor store and this is filled with every non-english speaking person on the NW side. The streets are filled with potholes and there is virtually no development...look at Lincoln Square and it's development, look at NW Hwy and the Edison park area with all the restaurants and thriving businesses. Our ward, nothing. It's pathetic.

They got this guy Arena running with the SEIC secretly backing him(service workers's union - hotels, etc) sending tons of propaganda mail everyday doing their best to tout Arena and doing the negative ad campaing against Garrido. These are the SAME people who touted "Marina Paz-Huppert"... a woman with no real government experience, born in Mexico, lived in Berwyn and miraculously appears in the 45th ward as a contender for alderman. I guess people can come in to the ward, rent an apartment and say they want to be your leader....they have no clue what the real issues in the ward have been over the years, but when you have Levar backing you and some money backing you, you can do and say whatever you want.... now Arena is doing the same.

Now that I know where the bar is I can comfortably remain well below it. I never want a promotion from this police department. Really, I have the last honorable job on the CPD, Beat Cop.

I never would soil myself by going for or accepting a promotion.

Why would I want to join a group of individuals that I, and many others, have so little respect for and hold in so much contempt?

Well, I wouldn't and I won't.

Mr. Emanuel you are spot on about reducing the size of the City Coucil. However, if the boundreis of our police districts are going to be reduced as well, there should be only one Alderman per police district. If six districts are combined to form three districts, that would leave 22 districts. Ergo, 22 Alderman to compliment the districts. Not only would this save millions of dollars it would also ensure a cohesive use of the district's resources, which in turn could be focused on the district's most serious issues. Furthermore, in reference to the pension fund, no sworn member caused the current shortfall of funds. That blame lies squarely on the shoulders of the current Mayor. Please do not let your administration forget this. It is not too late to work out soloutions to ensure our pension fund regains health and is viable well into the 21st Century and beyond. This involves the City paying their fair share. Remember, this is a commitment the city made to all sworn members when they were hired. In addition, officer safety, requires the city to bring police staffing up to our full budgeted strength. This needs to be accomplished ASAP. We do not want to have another year of attending so many Honors funerals. Personnally, I do not want any other sworn member's star going into the star case. Officers please use your witts, back each other up and stay safe. Retired 30.5 years of service.

Exempts dont need cars anymore. They all have nice spots at their unit of assignments....drive your own cars. Paint them and deck out as beat cars or give them to tact. Supt. is about the only one I can see having his own car.

Run your numbers again. If they cut the number of aldermen, they don't (and shouldn't) cut the money allotted to improve the neighborhoods.

So, one alderman instead of two, but bigger wards. Bigger wards= more improvements, requiring more cash. One million per small ward will become two million per large ward.

So, what you're saving is one alderman's salary, staffing, office costs. Not an insignificant amount, but not the amount you're thinking.

Exactly. I made this statement on here many months ago stating we do not need any alderman. What do they really do and what are they really needed for?(Nothing) Of course some aldermans suck boy tried to defend the purpose of an alderman. The city (whatever is left of it) would run the same or better and we would save millions if we had zero. Ok Mr. Alderman please reply and defend why you are needed.(Especially you Zalewski)

If he did take it on, he would eliminate the Aldermen who are actually working, coming up with new ideas, voting aginst the same old-same old baloney of the city, and voting against him.
Plus, how is he going to get a majority of them to vote for it?
It is up to the citizens to take care of this issue.

You know, seriously, what do aldermen do? I've lived in this city since '81 and I have never ONCE called an alderman.

Another post said it succintly--what can't be handled by 311?

Seriously, what do they do? I've never heard of them holding community meetings or anything.

Sounds like they get elected to spend money is all.

A few years ago they installed 3, count 'em 3, speed bumps in my alley, which is a t-alley and my block is 7 houses long.

One of the bumps is right behind my house--all that does is give people a better chance to look into my yard as they go over it.

I talked to my neighbors, and not ONE of them requested it. Where did they come from, and why were they put there? I live on beat 1613, the slowest beat in the city.

Not to mention, a couple of the bolts popped out and scraped the undercarriage of your car...you had to drive around it, till I'm sure, a neighbor ripped it out. Now they are buckling--but thank God, during the blizzard a snow plow took one out!

Hell no. That camera has saved me several times from BS beefs and prevents others. And I love the Tahoe, best police vehicle I ever drove. And the carbine, fits real nice between the seats.

The biggest problem is with the automated case reporting and keeping that computer on-line. iPads would probably work better.

Now call and have the Me And My Brother From Poland Concrete Sawing Company, a sub-sub-sub-contractor for sure, come out and spend days cutting useless "drainage grooves" down the block, exactly the right size and depth for your kid's bike wheel to get caught in so he breaks his neck.

Oh. If it's those molded rubber bumps -- the ones that really loosen your fillings -- they are just held down with two metal bolts.

Put an aldercreature in each Police District...have them attend those lame ass CAPS meetings...have them stay there for 1 week a month and their constituants can voice their opinions about safety and the number of Officers assigned to their Districts. Don't envy Ald. Brian "Another Tavern Brawl" Doherty's old NW Hwy; most of its manufacturing base is stripped out and gone, either standing empty or in various stages of failed/not-selling condominium projects. It is a disaster compared to 15 years ago.

"Restaurants" and those trendy little "niche" businesses, Dan's Doggie Day Care and Cheryl's Custom Candles and so forth, are about the first places people stop going when times get bad, and they are bad.

After Safco Corporation stopped making things and their factory at 6060 NW Hwy was torn down, the lot stood empty for YEARS -- trees starting to grow back -- until just recently Sam Zitella The Condo King somehow got financing to build a 'way-scaled-back gussied-up strip mall there. He owes Parkway Bank $3 million for the property, and is stuck with a lot more vacant lots...

If it wasn't Zitella, it was condo developer Dan Pontarelli, conveniently sitting on the "Norwood Park Chamber of Commerce and Industry."

What industry?

This was the bunch behind the multimillion-tax-dollar Norwood Park railroad station remodeling. A working printing company used to rent the extra station space; they were thrown out, and now a failed, closed restaurant occupies the station. Progress!

I know what you mean about Levar's fabulous Milwaukee Avenue -- brand-new trees and planters and cast-iron grilles and phony streetlights and banners, all in front of empty stores. "FOR LEASE," "FOR LEASE," "FOR LEASE." Any appearance of "improvement" is mostly tax money being thrown around, like the "facade rebate program."

The last figures I heard were that the average household lost 23% off its net worth between 2007 and 2009, and that 5% of the people control 64% of the total wealth.

We are in a really weird depression, with all kinds of unskilled people, many of whom speak no English, driving new cars. It's obvious that they're still keeping the credit bubble artificially inflated somehow...

He ran out Chipolte, because they use too much rice in their burritos; he ran out FedEx because he didn't like their clientele; and his doe eyed wife told me that the Dunkin Donuts didn't get a drive through because "the children might be hurt going to school." Arena cost the owner of the Dunkin Donuts about $12,000.00. He didn't like the plan for Steve's Pizza as well and the owner lost his funding at the beginning of the recession. So John Arena has done a lot for Six Corners, he ran out a lot of legitimate businesses during a severe economic downturn with the resulting loss in tax revenue and employment opportunities for residents.

Rumor has it that Marina Pat's Puppet, who told 45th Ward residents two months ago that she wanted to have all her babies and raise them in the 45th Ward, has made a beeline back to the suburbs. Ring-a-dina......there goes Marina.

The SEIU mailers attacking CPD Lt. John Garrido are reprehensible. Union PAC money attacking the only union member in the race. I'm supporting John Garrido and have voted for him already. Little King Richie could control 50 alderman. To get one's way one needs to control 25 (Mayor gets tie-breaker)

But if you cut the Counsel to 25, Rahm only needs to own and control 12.

That's where the economy comes in.

A smaller city counsel is easier to control.

But it will never happen.

No legislative body is going to vote to reduce its numbers.

The ward redistricting would be a HUGE legal fight, with the minorities (everyone except the white people) claiming discrimination and disenfranchisement.

Makes nice theater, tho...

They damage your vehicles in subtle ways no matter how slow you hit them. Electrical, fuel and exhaust connections will slowly work loose. Welded joints will be stressed, heater cores will be jolted and leak. Get rid of the damn things, they just make money for those contractors, and auto mechanics.

You could not get two PO's to agree on anything. Look at the last election results. City employees did not vote. All talk and no action. How many PO's are not even registered to vote? South side wrads and in the loop had heavy turnouts but in wards with city employees? Poor turnout on election day. Apathy.

The CPD bosses should contract a private industry IT consulant for 1 one day. Do not use any of Daley's hack contractors that we currently use or JL and B Goldbricks company.
It would only take 1 day for them to come to the conclusion that JL has destroyed CPD's IT and the bandaids are falling off.
Even with the several million dollar budget they have, name one thing that he is responsible for that actually functions correctly.

Terry Hilliard is one of the nicest gentleman that I have ever met.....saw him in a hospital where my father was having surgery...he recognized that my father in surgery was a former copper and father of a serving copper!!!He paid his respects as most gentlemen would .
