Reprimands for Everyone!

Without citing a single General Order, Department policy, ordinance or rule, the push to repair morale continues unabated:
  • Chicago police are investigating whether numerous officers improperly looked up internal reports concerning allegations that two patrol officers sexually assaulted a woman while on duty last month, a department spokeswoman said Friday.

    The department's Internal Affairs Division is investigating "who accessed reports for what purpose," police spokeswoman Lt. Maureen Biggane confirmed in an email.

    Officers found to have looked up the reports without justification could face discipline ranging from a written reprimand to a day or two off without pay, police sources said.

    Patrick Camden, a spokesman for the Fraternal Order of Police, which represents rank-and-file officers, said the department can block access to sensitive reports but didn't do so in this case.

    "That's almost like a tacit admission that it's not a problem to take a look at this particular arrest report or case report," Camden said.

It's good to see the Orange One getting the correct side of the story out there. The Department has the ability to lock out unauthorized viewing, but didn't, leading to the conclusion that this wasn't a real priority. And as some people pointed out, we were encouraged from Day One at the Academy to review reports to learn how to write good paper. We have gone through numerous training sessions where case reports were handed out to demonstrate the proper method to write something that would stand up in court. And we're old enough to have sat through a few promotional exams where the "in-basket" portion of the test included a dozen or more case reports to review for accuracy and completeness.

All of these are valid explanations and every one of them ought to be utilized during an appeal of any "reprimand" handed down for this bullshit move. The Department had the tools available to lock this down and failed.

VERY, VERY sad when the City of Chicago tries to save $$$$ through avenues such as this...think for a minute - it makes (cents)/sense for the City to follow through with this... (it will probably not gain traction, but this IS where we are headed) A trial balloon has been released and in it is "unpaid furlough days" for quite a few officers, in the name of 'discipline', saving not only face for emanualrina, but $$$ he can say is 'saved' but WILL be nefariously placed in the 'correct' pant pocket...

How can you discipline police officers who have access to the reports?? Now if a police officer pulled up the report and gave it to somebody who is not supposed to have access, well thats a problem. I am sure police officers pull up other officers arrest reports all the time to gain knowledge of individuals arrested. How else do police officers know who they are dealing with or have the potential to deal with? What a witch hunt.

Get Cr# on who originated the spar, disobedience to an order written or oral I believe rule 6 and refer to G.O 93-03-07,there is a section that states in essence discretion and counseling will (key word) will be used prior to a spar.IAD is violating this rule and disobeying this order. If its Chief Rivera get the number on him, chief of IAD he should know and follow GO 93-03.

im a review officer, and i downloaded that report and gave one to my commander and also sent one to all three watch commanders, no one asked me to do this, but thats what ive been doing for five years now, keeping the boses in the know about news worthy events. i havent received my notice yet, lets see if the commander will "man-up" or throw me under the bus for being a good review officer.....

Give it a rest already. This is the first time I've seen the FOP put anything out there to defend us and call the department on their bullshit attacks against P.O.'s. Pat Camden is the perfect choice for this type of work and the new FOP president should be commended for hiring him in that capacity. I agree with one of the posters here. What harm did it do for anyone to read the report? If they disseminated it improperly, then there's a problem. But since when is it against any rules to read something? Like if someone had it up on their screen, what was I supposed to do, avert my eyes? This department gets more retarded every day. 2 yrs and done with this hell-hole.

Anybody that believes that this report was accessed to increase case reporting skills, please identify yourself, I have some land out west for sale. I took a lot of promotional exams, and I never saw a case report without names redacted. I bet everyone that obtained a copy was the life of the party.

Um, just a few years ago, and still for some reports, we put case reports into a basket at the front desk for anyone to go through. Where is the protection for those reports? If I have a criminal pattern occurring somewhere where I need to see if earlier in the day a report was made to aid my investigation, I look through reports. That's what I was taught in the academy.

First, you're right the department should have locked off access to these reports.

Second, your logic regarding legitimate reasons for over a thousand cops to have accessed this report is bullshit. Creative bullshit, yet still bullshit. Do you have teenage kids? If you do you're learning from them.

Whenever a cop gets himself put in the trickbag there are always other cops out there coming up with creative excuses/explanations to justify or downplay the seriousness of his actions. Most such excuses/explanations defy simply common sense and logic.

We all know why this report was accessed by over 1000 cops. Curiosity. Period. End of discussion.

Now I don't think this should rise to the level of a reprimand, but I also don't think the cops involved should en masse start coming up with bullshit excuses for what they did.

I recommend that every cop involved should have to give Rich Daley a foot massage. In about 4 years the punishment should end. One foot massage a day. Take off a few days here and there for holidays and trips to China.

You are an idiot and obviously a loser in the last FOP election. I voted for Shields because I wanted something different from MY union. Camden is a GREAT addition as a spokesman for our members. He is a recognized and trusted authority on the CPD and has a rapport with the media, and is a vocal supporter and defender of our rights.

Historically, our leadership RARELY gave OUR side of any story and since WE, ourselves are prohibited from speaking up publicly, I, for one, like the idea that someone is out there telling the TRUTH, instead of trying to be politically correct. I'd rather have the prez running the union. If there is union business to be discussed, Shields, I'm sure, will step up to the microphone.

I like what I'm seeing from the young President Shields. Business as usual IS NOT what we need while all the politicians are in full attack mode on our profession and our pensions. What the old regime was doing may have been good enough for YOU but the majority of the membership said NO.

Enough said, brother.

I see a class action lawsuit for all involved. The department jumped to a conclusion without knowledge of why "each individual" officer looked up this report. I'm sure many wanted to be able to identify personality traits that would help them identify problem officers. Once again the department jumps to their own conclusion without identifying a reason why?

I'm glad that FOP has pat camden being a spokesperson for us, thanks Mike shields. The previous FOP never had anyone, including the president, speak up for us on anything! I also think Shields is smart to have someone with connections in springfield lobby for us!Anyone with half a brain knows that it takes time to make allies...when someone critizes these moves..I have to think it's just some bitter, malcontent. I certainly don't think the new president will be perfect and I know that our last one wasn't but I'm glad to see some things being done differently. You can rip on Shields all you want but when a MAJORITY of police officers were unhappy enough to take a chance on him, well then you know the previous administration or the next heir apparent wasn't well thought of and POLICE officers wanted a chance at a different FOP! I will throw my support behind Shields 100% the same way I did when Donahue was elected. Hopefully I will feel a lot better about my decision this time..but even I know Rome wasn't built in a day!

They will probably give everyone a written reprimand which puts you on the perverbial hook for a year. The next time you commit even a minor transgression, kapow...1 day off without pay. If I or anyone else gets a day for just looking at a report online, they can have it. Because I WILL be off the next 3 with flu-like symptoms. I will stay home and wait for the medical check while grilling. I do not advocate abusing the medical, but at this stage of the game, it is a matter of principle.

We were taught and learned, during our taining at the Academy, that case reports were not only an educational tool that could enhance our professionalism but also we could improve our own reporting skills by reading and analyzing other officers writing techniques presented in these various case reports.
2.
I have made it a personal endeavor to improve my writing skills every day by reading as many varied case reports as possible especially ones that are not as frequently reported as others. These reports can be on or off the computer.
3.
The R/O acted only in a professional manner by conducting a personal review of this case report and never at any time intended to share or dispurse information contained therein with any other person or persons.

The R/O never personally checked this site at any time nor did the R/O give his/her approval to another to use his/her ID for computer use in this regard.
2.
The R/O has no knowledge of this case report or how his/her ID was abused by person/s unknown.
3.
Due to the lack of privacy in my currently assigned district ____, the crowded computer facilities, and persons constantly walking behind the R/O while he/she is engaged in duty related computer operations, it is possible for his/her ID to have been observed and surreptitously used by an unknown person.
4.
R/O strives to maintain a professional manner at all times both on and off duty this complaint is not a valid allegation.

I personally would go with #2

Off Topic-Wondering why 2 CPD officers graduated yesterday with 11 Local Officers from a training class sponsored by CPD? Did they fail previous class? Or are they connected? Just found it odd that 2 CPD officers only? Wouldn't a class of about 100 make more sense and help you out more?
Graduation was held at Loyola Univ. Several CPD Command there for ceremony...along with CPD honor guard and Emerald Bagpipe guys.

Now that the fop field reps are a mix of both sides of the campaign, all of the field reps go into an On Call rotation including Farrell for shootings. The Dets do their job and the field reps are there for the best interest of the involved officer. Coppers in a shooting are, at times, understandably too stressed to think clearly, they should be offered support and advice by the rep. Every one of the field reps, both old and new, are very capable and prepared. Stay strong out there. -Board Member

Someone leaked the report to the press, and it was someone who printed it. Did you think the department wouldn't try to clamp down on that? All these BS excuses about training and such sounds good, but we all know it was nothing more than plain old curiosity, simple as that. Cops want to know what is going on and they looked it up. FOP makes a good point about locking the report out, but that doesn't let the person(s) off the hook who leaked the report.

If you had a valid reason to view the report you're off the hook, otherwise think of a good reason because they're not letting it go.

If you don't know enough to stay away from a heater case then don't whine.

The big deal here is that the media had a copy of the case report hours after it was completed.

Because so many people viewed it in that time period, it is impossible to find out who actually leaked it to the press.

Hillard and Kirby can't accept that and instead came up with this master plan.

Administratively speaking, this is a clusterf*ck of epic proportions.

It has nothing to do with partisan politics. Traditionally, the standard FOP stance has been to not negotiate via the media, but, in this day-and-age, the FOP needs a media-savvy person to speak for us on matters other than contract negotiations. The CPD and that dope, Monique Bond, were foolish to launch Pat Camden. I did not vote for Mike Shields, but this was a smart move on his part. I've got 3 years to go until max and, even though I am a short-timer, I'm glad Shields is making wise moves. Bringing Camden on board was good thinking.

I thought one of the reasons investigators wait / hold back on a case is that you give time for someone to give you a tip or a find a piece of evidence to help the case, and to "make em sweat"

So lets see, one person leaks the report, DO NOT wait a reasonable time to find the culprit, and instead write up hundreds!!!!

How about we focus on the manpower shortage. There are not enough of us left to patrol the streets. Summer will here shortly and we are not prepared to handle the volume of calls. The 2nd problem we face is the fact that every gang member in this City already knows we are terribly short.

Before you get on the District/Unit white shirts for this nonsense, keep in mind that only the Commander and Deputy Chief can reduce the punishment of a SPAR. We get reminded of that daily. The punishment is based on the individual officer’s disciplinary history, so if they already have a reprimand or two the order dictates that they get a day. From there the Commander and/or Deputy can reduce it as they see fit. DON'T LET ANY ONE OF THESE GO THROUGH WITH THE RECOMMENDATION OF A DAY OR MORE WITHOUT A HEARING!!! Request a hearing with the Commander, if he or she doesn’t reduce it; request a hearing with the Deputy. If he doesn't reduce it, take the time and grieve it; let an arbitrator decipher this nonsense. Just my advice--.

According to iad's matrix one of the options is violation noted. There needs to be mitigating factors, good complimentary history, acknowledging wrongdoing, inexperience, etc.
These spars are horseshit, " misuse of dept equipment" what was the misuse? A dept computer was used just as your supposed to.

I also am a retired Sergeant and I DID vote in the FOP election and I voted for Shields. If you were not ABLE to vote, then you are not a member of FOP and if you're not a member, then either join so you can vote or STFU!

Why is that? Shields is 100% correct. Conceal carry for civilians is not my fucking problem and I'm not paying union dues to our union to worry about the rights of citizens. I'm for citizens being able to own and carry a firearm but what the fuck does that have to do with us? Let's worry about shit like our working conditions, pay, pension, benefits, etc. and not about the citizens carrying firearms. Our union is there to fight for us. When the citizens join the FOP and pay dues then the FOP can worry about their problems.

I recommend that every cop involved should have to give Rich Daley a foot massage. In about 4 years the punishment should end. One foot massage a day. Take off a few days here and there for holidays and trips to China.

The Dets do their job and the field reps are there for the best interest of the involved officer. Off Topic-Wondering why 2 CPD officers graduated yesterday with 11 Local Officers from a training class sponsored by CPD? Did they fail previous class? Or are they connected? Just found it odd that 2 CPD officers only? Wouldn't a class of about 100 make more sense and help you out more?
Graduation was held at Loyola Univ. Several CPD Command there for ceremony...along with CPD honor guard and Emerald Bagpipe guys.

This was a regular Metro graduation.
The 2 CPD Officers had been IOD and needed some additional training beyond that of their CPD class that graduated several weeks ago.
These two were asked if they wanted to attend this graduation and walk the stage with the Metro group.
They did not have to but chose to.

Congrats to them and to all of the Metro's that graduated.
Good Luck in your police careers.

Anyone who says they viewed that Case Report for any reason except being nosy is full of shit. That being said my guess is every exempt had a copy and there was no valid reason for them to have it either. The department would have been better off having this addressed in Roll Call training and include in it a warning that if this were to happen again the incident would be addressed with discipline-you can not correct a wrong if half the offenders dont realize they were wrong.

I believe I have every right and a duty to the officers under my charge as well as to the Chicago Police Department to be aware of the allegations and assess if there were any similarities to possible occurrences by any officers or supervisors on my watch or in my district. I wanted to be able to adress this current situation via roll call training and discuss potential ramifications of the actions alleged in those reports. I did conduct said roll call training the day after reading all of the reports and the session consisted of, as I mentioned earlier, the possible ramifications of the alleged behavior, the consequences of ones actions, not only professionally, but personally. We further discussed damage to the individual's life, whether it it be from additional negative stereotypes from citizens encountered during the tour of duty or more piling on by the media. We discussed how to persevere through another alleged big-time screw up by officers and how to keep their heads held high in this profession which battles with perception problems on a daily basis. Additional discussion of the alleged incident also took place prior to the end of roll call. I wrapped up the training session by ordering my officers to review the reports associated with this incident, as I believed that the reports, especially the case report, was very well written and could serve as a model for all officers on completely and accurately documenting facts relating to a preliminary investigation. The officers who attended my roll call that day did nothing wrong by accessing reports I ordered them to review and if any punishment is forthcoming by my actions, it is undeserved. If this incident can not be reviewed by peers in a training environment and used as a teaching tool, either on the pitfalls of poor discipline or as an example of police officers dealing with the fact that their actions are probably going to cost at least two of their coworkers their jobs and who could possibly end up in prison, then what exactly is our job as watch commanders? If you were at the ceremony, why didn't you ask a staff member? Why go to the blog? There was a rational and simple answer if you asked. Yes this was different but families had the opportunity to celebrate the special event. Given the circumstances it was very appropiate.

Not always so sir - Say, If I have 138 court appearences a year and another officer has a measly 14. I'm treated the same way with a court deviation or a day without pay as the guy that has a minuscule10% of all my court dates.

A midnight guy always leaves the computer near the copy machine logged in with his ID. Everyone was printing copies off his PC# and leaving a stack in the copy machine. The civilian employees were passing copies out to PO's!

Someone probably faxed the sun-times a copy from department fax machines.

If you want something to spread like wild fire just put it in the CLEAR system and leave a copy lying about. In two hours it will be all over the city and likely coast to coast.

The command staff can't keep their own private meetings private much less a salacious case report.

I can speak for the entire country as I am a retiree who travels all the time and you are absolutely not the laughingstock of this or any other country. The administration is that's true. I get a lot of "Henny Penny" Do bums really man those cameras?" Oddly enough police in other parts of the country are aware that the the COs in the worst districts (precincts!) are inept morons and that the city is run by the mob. That promotions are bought and sold, they express horror that there is no test for Captains and that alderthieves award them as gifts to police patronage workers and members of their families. In NYC they say you can become a cop w/politics but not a dick and never a Captain. You are widely respected and admired by your peers who admire the fact that you continue to work hard under true adversity. They've seen you thrown under bus's and they know the plight of Cozzi. My own experience has been while I appreciate that they appreciate you, nobody comes close to the job you do. I'm actually shocked at times how inexperienced and ineffectual the police outside of Chgo are. The fact is I would rather not call the police at all if I couldn't you.

I remember when Daley used the IAD to help him take over Park District Security back around 1990. Around 500 cops worked security there and we had an arrangement with their security department that we could leave our park district posts one hour early so we could make district roll call. We all got cr numbers and reprimands although no one violated any CPD regulations or stole time. Then Daley took over security, awarded it to one of his friends in private industry and put an active police lieutenant who was detailed to the parks as head of security. That lieutenant was also the president of the Homburg Club and later went on to the commander of 008.The parks were loaded with corruption and theft and the tradesman were stealing with both hands. Daley used IAD to help him privitize . No one said a word back then. The FOP did manage to negotiate the suspensions down to reprimands, but other then that, they were silent on the issue.
