Black Vest Covers

This has been in the comment section all day long:
  • BREAKING NEWS!!!

    This just in. . .

    Apparently the Superintendent has decided that black vest covers are not a good thing, and is going to restrict them to being worn underneath the shirt.

    In his opinion, offenders are aiming for head shots when firing at police because they know the officers are wearing bullet proof vests. He apparently had this ephipeny on the scene of the 011th District shooting this past week.

    At the Compstat meeting, he opened the floor to discussion of the matter. It was reported that Cmdr Kennedy nearly jumped out of his seat to agree with McStupid. Once Kennedy broke the ice, a plethera of other exempts also agreed with his finding. The only exempt to disagree (in a nice way) was Leo Schmitz.

    The Superintendent then concluded that he will discuss the matter further in committee, but it appeared that his mind was made up. No more wearing of the vests over the shirt. Expect the order to come down shortly.

    Interestingly, he didn't even think of the possibility that exterior vest covers help to protect against "friendly fire" against plain clothes officers, in that they are readily identifiable to other officers arriving on the scene.
This would appear to be a "distraction" of some sort, designed to rile up the rank-and-file for no apparent purpose while something else is going on. Continue the ongoing discussion of this alleged event, but also, what's going on in the background?

uhhmm, as if the contrasting color of the blue uniform and the human skin doesn't ?????

also, I wanted to add that having your equipment on the vest cover helps take the weight of the hips, which to some officers help aleviate some of the pain on their hip.

it seems that these morons who don't spend enough time on the streets are making dumbass/half assed decisions...again....

Well if im not mistaken if they change something midstream they either have to grandfather people in that already spent the money on the old stuff (like a black vest cover with stuff sewn on) or replace it with whatever they now require (like the mag lites when they bought us all new plastic flashlights). Or they well at least have to buy me a bigger shirt since my vest wont fit under it. and you know the city aint spending shit. Maybe Mcsupe should learn the rules before he tries to change them.

He has hated our version of "civilian dress" since he came here. In several meetings he's questioned why we wear jeans with duty belts and outside vest covers. He does have a point. Civilian dress should mean somewhat covert, not an excuse to rock painters pants, your MMA shirt and a backwards hat with your vest cover. Don't forget the tattoos. Lots of visible tattoos.

I'd bet he's going to change tact/civilian dress rules shortly.

Yes, this is true and also they are going to start checking vests for expiration dates,if your vest is older then 5 years old, your going to get dinged. At the comstat meeting,one of the commanders was asked why his unit's arrest numbers were so much lower then the others and his reply to the Supt was none of the P.O.'s want to do work in his district because they have expired vests. Now the supt want vest inspections.

One of the advantages of the black vest cover is the dirt factor. The light blue shirts get dirty easily, we should all wear the navy blue shirts and i will be open to wearing the vest inside of the shirt.

I believe this is the old 'I didn't know he was the po-leese' issue. From the defense stand point all they have to do is 'think it.' From the police side when it comes to: 'I was afraid for my life' all YOU have to do is 'think it.' You could leave an indentation of your star on his face and he would still say he thought you were going to 'jack' him. This is a non issue except as relates to how they do it in 'New Yohk.' But if you have a guy who is trying to change policy to save and officers life instead of because he doesnt like how the vests look, he should not be knocked. Really? This guy is making another major mis-step with the rank and file. As a supervisor, if this assinine idea is passed, I WILL NOT write up any officer wearing an outer vest cover.

We've been allowed to wear an outer vest cover for 20 years and now McStupid wants to come in and fuck thing up? These thing are hot as hell and at least with an outer cover, you can loosen it up while in the car.

What about detectives? Are they now supposed to buy their shirts a size larger so they can wear the vest underneath?

Bottom line is, the bad guy is gonna shoot at us regardless of whether we wear the vest underneath the shirt or over it. Just be glad people are wearing them!

Having worked with Chris Kennedy, I'm really surprised at him pandering to the sup like that. I'd expect that from Georgas, but not Kennedy. He must be worried about his spot.

Surrounded by a bunch of synchophants, with no input from the people whom the decision is actually going to effect is not just poor management, but arrogant as well. Well, if our negotiations team gets bogged down in work rules; uniform, swipe, hours, medical time, and facial hair, etc., there could be years and years of discussion among the parties and raises (and retro pay) would not be considered until the casino was up and running for a couple of years.

It was pretty sad. When the Sup arrived at that shooting there were shell casings on the ground, but shortly thereafter they all disappeared into the soles of his shoes. I for one really do wish he would quit doing this on crime scenes. As for the vests, I could see the bosses doing something sooo stupid. Stupid is what they do.

How sad that most of our exempts have chosen to be.

One of my retired vest covers is a sleeveless duplicate of my shirt. It has the correct color, pockets and badge and name tag holders. The Mfg. tag says "Louise Lasky Leathers" and "Autorized by Chicago Police Department". If McGoofy doesn't like black, let the department pay for new covers that match the uniform.

Terry Gainer, while at the ISP, was a master at the art of "give them all something to bitch about, so that they ignore what's really going on".

He tried brown leather gear, "ascots" instead of ties, insignificant changes to policies, and a number of other asinine scams. Fortunately, almost everyone, except the kiss-asses, saw through this nonsense immediately.

I have been wearing Black Vest Cover for over 15 years now. It saved my back by putting my ammo, radio, small flash light, and small note pad onto my vest.Agian someone who does not talk to the Officers on the street before they decode anything. What a joke.

Hate to say it, but I can see his point. I never liked the way the dark external carriers contrasted with the light blue shirts. I'm just not completely convinced banning them altogether is the thing to do. I think wearing the vest under the uniform shirt looks more professional, but I like the pockets on my external carrier.
Maybe the Dept can switch us to dark blue shirts? I never liked the way coffee & ketchup showed on my light blue shirt anyway.

Regarding the vest covers. I just paid $740 for my diamondback vest. On that, I have a trauma kit, 2 rifle mags, 2 pistol mags and my radio. My vest won't fit under my shirt so now I'll have to buy new shirts. Moving that extra stuff to the waist will make me lose the extra cuffs too. This may not be a good idea....sir.

The Superintendent wanted to start a conversation on the black vest cover, and the possibility that the contrast provides a visual reminder at the point of the actual shots being fired to the bad guy to take a head shot. He was talking about saving police officers lives. He maybe wrong, but he is not stupid. Also, the blue and white outside carriers would continue to be authorized. What we need is a conversation on the point he is making: Do black vest covers provide for a visual prompt to offenders to take a head shot?
Think and then respond. Knee jerk reaction to false reports are not helping the conversation.

The superintendente has to realized that, all he has to do is read the breaking news and see whats going on, especially in certain neighborhoods. The supe also has to realize these pillars of society rarely stay a full stint in prison and are back on the street more paranoid and with the mentality that they are not going back to the "joint". Where in all this does the color of any officers vest cover matter? Black or blue, inside or outside,it protects the officer, period! The street officer is a better judge of what he or she feels safe and comfortable in, not some wanna be police desk jockey. If he was looking out for the street p/o, he would get more hires, better equipment, and meritoriously promote p/o's that actually know what it is to work the street, for more then 2 years and not in downtown.

Very few police departments allow these type of vest covers, some for appearance reasons and some for the very same reasons given by the superintendent. I have never heard of any research done to give credance to what the superintendent is saying, however, he is the superintendent and he is the boss. I really doubt that you say would say " fuck him" to his face and I really doubt if he bans these vest covers anyone would continue to wear them. He can ban any uniform item he wants to ban without any reimbursement. Get over it. This is your job and he is your boss.

I have been in the Southern states many times and the officers wear their vests under their shirts. I have never heard or read anything about heat stroke. Maybe the Chicago Lodge would ask a few questions of these departments and their experiences. The current state of uniform here is sloppy and looks very bad. I see the end of the baseball caps coming. I am retired now, so I don't know who is responsible for buying new vests when the current one hits its expiration date.

For years and years we either wore the vest under th shirt, or put it in a cover to match the uniform shirt, light blue or white. Those were either cloth or leather. What was so terrible about that. Hey kids, settle down. When we (yes, us old timers) were given our first vests, compliments of Jane Byrne, there was only one way that they could be worn, under your shirt. The vests were bulkier and heavier and yes, they were hot. But no one had heat stroke. When the idea of outer covers for the vests came up, the manufacturers stated that they strongly recommended against that, as the best protection was when the vest was tight against the body. There was much discussion over this and eventually the outer cover came to be.
Let's quit getting all crazy over a comment or an idea being tossed about. McNutty likes officers to look professional. Look around you, some of us look like shit. And the 37 different variations of the uniform don't help one bit. It's amazing how someone puts his own twist to the story and everyone starts running with it. Never fails how we all get angry and start dogging everyone. being at the meeting I can tell you that it didn't happen that way. First off it was a question for people in patrol wearing the black vest cover. civilian dress would still be in black. patrol would go back to blue or under the shirt. Also a quick question for you veterans out there, how long has Black vest cover been in uniform as an outer garment (not long) oh my how did we function before. oh it's so hot out there but.... lets wear a black vest cover that would make it better. I love this blog but sometimes reading the comments it really makes me wonder if we would ever be happy. Again don't believe everything you read cause it didn't happen that way and the sups intentions were not of safety or head shots or whatever you want to start saying. Be safe!

This was an argument when they first came out. The original cover matched the shirt and this arrangment was found to be superior to the under the shirt method. With the outer vest cover, the officer is more comfrtable, its easier to get on & off, also you can unstrap the vest while sitting and cool off a little.
Its seems the new boss does not care about the health or comfort of the troops who really do the work.

I am not sure if this is a good idea or not. But if you have a guy who is trying to change policy to save and officers life instead of because he doesnt like how the vests look, he should not be knocked. We need a leader who cares about our wellbeing. I dont know if it is this Sup. or not. This would point in that direction.

Thanks for seeding the posts, Garry, but we're still not buying it.

They KNOW we wear vests. They KNOW we are REQUIRED to wear vests. Doesn't matter to the shooter if we wear the vest over or under the shirt. Honest, Garry, it doesn't.

But, in 85degree or higher temps, being able to get the vest off while we're in the station can make all the difference in the world between losing us on the medical for heatstroke and keeping us out there on the street, getting the job done.

It has been speculated that the street gangs in California are training their members to shoot law enforcement officers at night by aiming for the highly visible patch of white t-shirt exposed above the top of officers’ vests and uniform shirts. Commander Michael Richards of the Mundelein Illinois Police Department decided to test the theory with an experiment.

Commander Richards took six officers from his department deemed as “average” shooters and ran them through a quick 18 round low light course. A 6 ft tall mannequin target wearing a blue uniformed shirt with a white sheet of paper behind it to replicate a white t-shirt was positioned approximately 10 feet from the firing line. The officers were to step to the left or right and draw and fire three rounds as fast as possible. The “t-shirt” was changed for each officer to track the hits.

More than 80% of the rounds shot by all of the officers hit in or immediately around the exposed t-shirt despite the fact the officers used in the experiment are trained to shoot center mass. It is believed that the officers overrode their training and focused their shots on what was most visible. All of the officers in the study confirmed after the end of the exercise that the patch of white had drawn their aim.

Research from the Force Science Research Center at Minnesota State University-Mankato has shown that people in stressful situations scan a scene quickly and grasp at little pieces of information. The process is automatic and almost instinctive. People will gravitate to a particular item that has caught their attention such as a body part, piece of clothing, or movement. In a shooting situation, people will shoot at what they can see; this is exacerbated in low light situations. Depending on the amount of time one has to process the situation, it is believed that shooters will shoot at whatever is most noticeable. With more time, a shooter will be able to draw conclusions from what he sees and use that information as a guide. For example, the contrast between an officer’s undershirt and uniform shirt will initially draw the focus of the shooter. With more time, he will be able to identify what he is looking at and use it as references to shoot below it. This concept is not limited to white undershirts, but also includes patches, badges, flashlights, and even skin tone.

Based on his experiment, Commander Richards now urges all of his officers to wear dark undershirts under their uniforms. This seems like a relatively easy uniform change that could have a significant impact on officer safety and in the most unfortunate of circumstances, save a life.

the light blue shirt looks traditional, and best anyway. Troops look far more professional in the two-tone blue. Vests are designed to be worn UNDER a shirt, not over. Get back to basics. Every Uniformed and ununiformed officer on CPD looks attired differently. This does not happen in LAPD, NYPD, and other Agencies. Just look around. It's out of control regarding Uniform Standards. Go back to basics, please...

The hard truth is that it looks unprofessional and our CD outfits look even more unprofessional. He is right. Vests should be worn on the inside, and civilian dress should make you look like a civilian-not a cop whose uniform is jeans and a baseball hat with duty belt and vest. All NYPD CD guys try to blend in. Those who say you can't be white in a black neighborhood- They dress like construction workers or repairmen or hypes. Being open to new ideas is not so terrible.
