Double Counting Again

Rahm's campaign pledge to put 1,000 more officers on the street continues to gather a smell around it, not unlike the alewives that wash ashore on beaches across Chicagoland:
  • Ninety-two police officers from administrative positions and some new recruits will be placed on street beats, Mayor Rahm Emanuel and Chicago Police Dept. Supt. Garry McCarthy announced Sunday during a press conference at a Far South Side park.

    [...] Of these 92 officers, 53 are graduated recruits from the Chicago Police Academy.

  • Starting July 21st, the 53 Probationary Police Officers, who graduated from the Police Academy last spring, will be deployed to districts 4, 6, 8, 10, 15 and 24.
So 53 of these officers, who have already been on the street since last spring, are finally off probation, so Rahm's going to count them as "on the street"?

Just where the hell did they serve their probation then?

Redeploying almost 500 officers from a couple of street unit into districts might give the districts more flexibility in terms of addressing localized problems, but it isn't putting officers "on the street" by any stretch of the imagination. Neither is this.

Unless of course you're the Chicago Sun Times sucking on Rahm's ass in an attempt to build up his record for a future senate or presidential run - then it's gold, especially to the uninformed.

I'm too bored with the whole thing to go do the legwork for the media, but any 'reporter' worth their netbook could just do a google search and find a quote or two where Rahm has ALREADY stated that he's (previously) counted this class of recruits in the totals (back around the time they graduated, perhaps).

Then, that reporter could just total up the single counts and the false double-counts and have a really nifty article he could entitle, "The emperor has no clothes" or some such cleverness.

Face it, Chicago; we just don't have enough police to adequately protect you. And we SURE don't have enough to handle a G8 or a natural disaster or a terrorist act.

The Rhamster is going to play this numbers game until it gets cold outside. He is only trying to buy time until he can figure out how to hire more cops. I think the city wants to bring down the authorized strength to about 10,000. They probably think they can handle the crime with that number. We have lost 200,000 bodies since the last census so we will probably lose more in the coming years. And at the rate the gangsters and cops are icing the competition there will be even less.

When Rahm puts 200 recruits in the academy in September, they'll hail him as a conquering ruler because that is where the last 250 will come from.

anyone wonder why this country produces politicians, police chiefs, etc., who either cannot, or will not, speak honestly.....i.e., the truth. Why is that so difficult, and why do folks who speak honestly, or are willing to offer an honest opinion, even if it goes "against the boss", not promoted, or do not advance on their jobs...come to think of it, maybe there should be a ribbon called "I'm a yes man!"

Better than having the recruits deployed downtown standing on the corners texting and smoking. No adult supervision, just playing on their phones ignoring the general public at large.

Months of idle hours with no instruction. You have very likely ruined those PPOs for the rest of their careers. The lazy ones now know how little they can do. The average ones will be less than average. The ones with possibility have to dig themselves out of a hole.

What a waste our FTO program has turned into. They used to set the tone for our Department.

I believe the 53 PPO's they are referring to are the ones assigned to the "window detail" on Michigan Ave. The same ones who couldn't go to the districts after they graduated because there were not enough FTO's. But now its ok for them to be out on the street....Go figure.

Next May the G-8 Summit will expose the criminal disregard of alloted manpower needs. At this writing the current manpower is between 8,500-9,000. The Dept is approx 4,000 officers down from the BUDGETED 13,000. The officers required to deal with the violent protesters will be largely drawn from the mass hiring in the early 1990's and be 45-55 yrs in age. The probability of death, and long term disability of middle aged officers required to deal with the mayhem will eventually cost the city millions in payouts to widows or I.O.D.'s. NOW is the time to start hiring and fill in the shortages of the rank and file, not feeding the media with blatant lies about nonexistant officers in a immoral shell game for the cameras.

Why stop there;

Count the sworn members of every rank and job title as they come off of full and split furloughs as "hitting the street".

Within two years you could put between 20,000 and 50,000 officers back on the street depending how they plan their furloughs. That's pretty good for a roughly 12,000 member department.

Rahm, you're a politician, we almost expect it out of you after watching shortshanks for so many years.

Garry, you sir are a disappointment. Between the church and the beach you skyrocketed to a dis-likable level only exceeded by J-Fled. After fibbing about the beach, and prostituting yourself at the church, you have got a lot of explaining to do before you become what everyone hoped you would be, a police superintendent, not a puppet.

Day in and day out when you show up to different functions and coppers acknowledge you, don't confuse that with respect.

They don't respect you. They respect your rank.

Police Officers fight crime on a daily basis in spite of you, not because of you, and your imagined leadership.

We don't need Nancy Pelosi to show up at Murder scenes.

That's what a good superintendent does. When the mayor tells the press with a straight face that he is putting all these police officers on the district beats you don't have to be over his shoulder. You can stand up and say in short that more police officers must be hired to fix the long term
crime problem.

If you are a leader you would get in front of a microphone and tell the press that too many police officers are getting injured and killed and we need more help.

But let's be real, you won't do that because you signed a deal with the devil before you were hired, in order to be hired.

Off Topic: Doty watch

A major meeting of the UCPD has been called for 22 July at the International House. The time hasn't been exactly set yet, but it is open to the public. Major announcements are supposed to be made at this meeting. We here at the UCPD suspect that our long suffering (incompetent) chief Marlon Lynch will be elevated to a full Vice Presidency here at the UCPD.
It isn't a surprise; Much like your CPD, some employees here with the U of C who have major clout (like your former Mayor) seem to 'rise to their level of incompetence,' much like at 3510. Unfortunately, there is a downside; as much as everyone would like to see the unlikeable and incompetent Lynch flee from our Dept. immediately and without much notice, the common and prevalent fear among those of us with no where else to go to work in the law enforcement field is that DOTY will be elevated to the position of Chief....and that is a horror show we don't even wish to consider. It has been hypothesized here that Doty would possibly be elevated to an Assistant Chief position, whereby he would be answerable to Lynch, who, even elevated to a full VP status on the U of C board, would still maintain overall control of the UCPD. Neither scenario is to our liking, and after Doty reached out and fired our two most senior watch commanders a few weeks ago (under the guise of 'budgetary concerns'), most every other supervisor is walking around on eggshells, popping antacids and antidepressants like they're Lifesavers candy.
The house of cards continues its upward spiral
in the U of C insane asylum. But what more can we expect, when the President of the University is actively shacking up in a downtown apt. with one of our professors here, while his wife and family languish in the President's official residence located on campus? One of our Sgts. here categorized this place as 'Peyton Place for geniuses.' It does appear to be so!

Early today the news reported Jessie White raised the saleries of 240 middle and upper management by a staggering 6%! Why are the papers letting him get away with this, every paper and news channel should be jumping on this story at time when thay call for goverment workers to take cuts and NO raises at all. They want theses employees to cut their benefits and pensions but they gave themselfs a nice raise to cover their own B U 7 7. Jessie has to go! The corruption never stops here the revolution is coming! Stop the free entitlements and free benefits for the ILLEGIALS we just can't afford it anymore!

Do not blame the PPO's. They did not receive the bare minimum training in the districts. They were assigned to Michigan Ave to hang around and be visible. They were on the street in the 018. Now they are reasigned to south side districts. How is that adding officers on the street? I am concerned about the recruits form the last class. Without proper follow up training from FTO's, thay will have problems on the street.

We got officers who were sent back to our district from units. They are not whining on my watch. They are just working like the rest of us. No one is complaining, we are glad to be able to take a day off with more officers here.

Can someone clarify something for me. When Housing was disbanded a number of years ago and again at the end of SOS there was a super bid 90 days later. Are the officers detailed out of MSF and TRU going to get the same chance.And if so will the mayor then get to add another 400 officers to his Back to the Streets initiative?

Around 20 weeks.. Give or take a few if they want to rush you through. But how does he run the department and get trained at the same time.

The police department always gets ragged on as far as salaries and what-not, and how we're draining the city dry. Take a look at the city's budget numbers sometime and see who makes more than we do. I've got 20+ years on and they show my salary as 82878. Here are a few jobs that pay more than we get:

OT - City Stickers. Scotch makes a sticker that you attach to the window and you place the city sticker on that. It pulls off with no residue. Sold at hardware stores.

the 500 officers re-assigned to 'troubled districts' didn't help...we just allowed people assigned to those districts take 'cu' time when needed.
I was sent sent to a 'super busy district' and am working 99 on 3rd watch.
(not whining...but clearly a safety issue)

The N/E corner of 024 (on the lake no less)is an unmitigated shithole that is basically not patrolled due to lack of manpower. It is a shame we let that part of the City go.

You are wrong to celebrate clearing out the all the inside jobs, especially in the Districts. Civilians are not Police Officers and cannot be used for anything other than clerical work. They are not bodies we can use in a crisis.

Gmac sounds like a fun name in a 'we like you' sort of way. McNuts is so much better.

He doesn't take gym class, or reading comprehension, or go to the Art Institute to learn how to assess a crime scene from oil paintings (that one was outrageous, when the recruits did that last year).

He doesn't need the range time, since he's already allowed to carry a gun. Hmmm, so all he really needs is to learn Illinois law and General Orders, when you come right down to it.

Talk about Smoke and Mirrors, Capt. TJL in 023, 3rd Watch runs 5 missions a day just to say he had 2 parkers on a Public Violence Mission, and brags in roll call that more parkers will cause the ganbangers to leave the area and that parkers are a very effective tool for combating gang violence. Then he stiil has to make his comments about the Medical.IOD situation on 3rd Watch. He told all the officers at roll call that THEY should call up all the officers on the Medical and make sure they get back to work. He then sends a Sgt. on 3rd Watch from 023 to conduct Medical follow up on all officers on the Medical. What a waste of resources. This tool created his own set of Mission forms that the Sgt.s have to fill out, then the Lt.s had to initial off every one and file it and record it on the file. He even put in his own revised date on the lower left corner of these form where the CPD# would go on official forms. These are all his ways of making busy work that serves no purpose but to fill his ego.
