No More CTA Special?

Bunch of people posting about CTA Special employment being ended. Then this popped up in the media:
  • Mayor Rahm Emanuel plans to hire 50 full-time police officers to patrol rail and bus stations around the city.

    The officers will come from the fall class of the Chicago Police Academy and will be detailed to public transportation by the spring of 2012.

    "It brings a level of security that is comprehensive. . .so people going to and from neighborhood to neighborhood can feel safe," Emanuel said at the Ashland and Lake Green Line stop. "In this case, we are putting more police on the platform."
So is this a new Unit? If so, doesn't it have to be filled by seniority 80/20? There is something about that in the contract we think.

And if it is being built from the ground up, how many CTA rail and bus stations are there around the city? Just off the top of our head, we could name well over 100. And they're open on all three shifts. So what manner of bullshit is this coming from City Hall?

The only good thing is it confirms a fall class of recruits going through the Academy.

Will it be a new unit or new department like the old "transit police" or "Cha police" "Chicago Park police" what will it entail? 50 guys of course they need their own commander,lieutenant,sergeants,time keepers,etc.. What a grand idea or more like another 50 MILLION dollars stolen!

For those of you that care, FOP just announced on their website MSF/TRU are officially done Aug 18th and looks like there will be a super bid for those who are lucky enough to get their spots. Start making those phone calls.

More smoke and mirrors, if you again assign 50 police officers from the ranks to work CTA, you havent hired any extra police, just re assigned them. If in fact CTA Special Employment is cancled you will have less police working the trains and buses. Now if 9.5, Clayfool, and McPuppet said CTA was forming and hiring CTA's own police force then we have a story here!

Fop website has info on TRU and MSF officers who were detailed to districts. Apparently effective change day, TRU and msf will cease to exist. Those officers detailed to 3,4,5,6,7,11 and 15 will have the opportunity to bid to....3,4,5,6,7,11 and 15. If they don't get one of those districts there will then be a "super bid" opportunity to go to....you guessed it,.. 3,4,5,6,7 11 and 15. How's that for a thank you.

MSF/TRU End of Detail 07/27/11

The Lodge has finally been given information regarding the fate of the MSF/TRU Officers that were detailed to various District Law Enforcement Units. The MSF and TRU will cease to exist on change day, August 18, 2011.

Recognized vacancies will be posted by the Department on Friday, July 29. These openings will likely be in Districts 003, 004, 005, 006, 007, 008, 011, and 015. A very limited number of openings in Northside Districts may be made available. MSF/TRU Officers may participate in this round of bidding. Those MSF/TRU Officers who participate and are successful bidders will be locked into these bids for one-year period.

A second round of bidding will be available only for MSF/TRU Officers. These Officers will be able to submit a bid for up to three Districts. These Districts will likely, but may not, be the same Districts offered in the Recognized Vacancy posting. The MSF/TRU Officers who participate and are successful bidders in this round of bidding will not be locked into these bids. They will be able to bid for any future vacancies offered by the Department.

Those MSF/TRU Officers who are unsuccessful bidders after both rounds will be subject to being place in a District at the Department's discretion.

The Lodge had discussed several options for these displaced MSF and TRU Officers with the Department. Unfortunately, an agreement could not be reached. The Lodge did not agree to this process and does not endorse it.

This is the reward for these Officers who exhibited professionalism and a dedicated work ethic in areas that most Officers would prefer not to work. Please keep this in mind when the Department offers another opportunity to work in another non-bid unit. The risks outweigh the rewards

Doesnt have to be filled by seniority. All ppo's are sent to training districts and prior to the end of their 18 month probation they are assigned to any district or unit of the citys choice. I believe the last class a few months ago where all sent to 009 and either 003 or 006 How do you think districts like 001, 018 and 016 get the young officers
When I went to the academy they had FTO's in all districts except 001 and 018. A month before the end of our probation a group of ppo's were transferred to 001 and 018. Seniority definately does not apply to ppo's when they are assigned a unit All the city has to do is send them to a training district for 3 months and then transfer them to the CTA unit, simple as that

Well that would be all well and good except to the 50 from the Academy. Say the 50 stay there for months, and then get sent to a District when their detail is up. You have 50 people who don't have a clue as to what to do in a District. Who then in turn need to be trained again. The 50 spots need to be put up for bid.

So by handing his budget of federal money for police coverage over to Rhambo, the police department gets paid for 50 officers, who will add to Rhambo's 1000. However, the CTA riders will be the real losers, and here is why: The CTA is allocated 52 officers per day to cover Voluntary Special Employment spread amongst five watches. These officers are an absolute bargain in that they are working straight time on their days off! This exists only on CTA Special Employment. And since this is their side job, the officers show up. The 50 new officers, will have RDOs, furloughs, IODs, time-due, etc. So on any given day, there will be a fraction of 50 actually working! The 50 "new officers" is really just making the part-time officers permanent. And the concept of sending cops to Mass Transit out of the Academy is the way they do it in NYPD. Here, it will have to be by bids/seniority. There may not be a full head of hair on any of those "new" officers. I will second that and raise you this:

By stealing the grant money from the CTA (and it may really be theft depending on what the grant says the CTA can do with the money) Rahm has actually CUT the number of Officers on the CTA.Cut the number a whole lot.

The Officers are now working FULL TIME for the CTA. This means the Officers that used to be hired by the CTA and are now full time have furloughs, days off, can request to use comp time and will be on the Medical some days. This effectively cuts the manpower by about one half. Not a precise number, but damn close.

So, just because RAHM wanted a big splashy news opportunity, RAHM actually CUT the number of Police Officers that will patrol the subways by a substantial number!!

WILL THE MEDIA HAVE THE GUTS TO ASK RAHM THIS OR ARE THEY AFRAID OF HIM?

Many of us use Special Employment to pay for extra things, like sending our kids to a better school, so I know RAHM understands our frustration.

Rahm said he will only hire 50 new recruits using CTA funds. Then admitted he does not have the funds to hire more recruits. In other words, a negative gain. 300-500 retire every year. The 50 new recruits will not impact the shortage on the stret. It takes 7 months to train new recruits so the new CTA detail will not take effect until March 2012. The shortages will get worse next year.

These idiot politicians and citizens think that recruits who completed their academy training are actually qualified, capable police officers that have the ability to work the street and function like any other police officer. They don't realize that a newly graduated recruit needs their hand held and their ass wiped for at least a year after hitting the street.

It will be like the Airports, when they got 60 new Officers year before last, federal government pays for new ones through the academy and bids will be opened up for public transportation. The CTA would rather give the Department the $10 million one time to permanently increase the size of the Public Transportation Unit instead of every year to run the CTA Voluntary Special Employment Program. CTA Special is viewed as overtime (even though paid at straight time), so the Department gets to whack "overtime" and the CTA gets to show a $10 million savings annually. You young guys can thank more elected and appointed democrats for keeping their hands on your wallets.

Overheard that Tiny Dancer 9.5 and G-Mac will create a new Homeland Security Section encompassing Public Trans, both airports, marine unit, and choppers. This Section will be non-bidable and only qualified applicants or clout babys will need apply.
Could be a way to circumvent the contract. What say you Mike Shields.

Firstly, isn't this the same kind of language used a couple of years ago about the airport? When in acutuality the airport spots were filled with grievence winners and bids. The new hires were cannon fodder.

Secondly, check back when school starts. Who is going to be following all those buses around by the schools with the "pep squads".

And that poster was right about those who signed up for VSEP. They showed up. Every day they filled every spot. Good luck with that when you bring in the 50 on bids.

It's the same thing they said about the Airports.
Word was 50 recruits 'were going to both Airports' but in reality the City opened up the Units for Bid.
They also opened MTU for bid around early 2010 I recall, some 20-25 Mass Transit Openings.
Any way those recruits will have to get field trained somewhere and it won't be in MTU.
I wouldn't worry about this issue, glad there'll be some newbies coming out.

Getting rid of special is just a FU to officers looking for extra money.

There still is a contract and the spots should be filled like O'Hare was 18 months ago. They will be part of the public transportation section. As for a lieutenant and sergeants for the unit, they already have those from the special employment side-unit 702.

This must mean that district law enforcement need not get bus or el station checks any more...right?

Here's a question to ask....."show me the money!" CTA special was funded by the federal government to help with security on CTA trains and buses. If they shut down CTA special on Aug, who's going to help our mass trans unit. The mayors plans for 50 Po's from fall class to help out. Where's the money? Smoke and mirrors by the Mayor and the Department. This magical "PPO"S" who seem to be placed in units to boost the numbers in each area of the department. WTF! And then have the stones to send out memo's on Po's activity on why PO's are behind from last year numbers.

Wait for the other shoe to drop. In the press ocnference yesterday it was referenced that the new Officers will be trained at the Chicago Police Academy. Why say this if they are going to be CPD.

I expect that they will announce the development of a CTA Police Department. The justification will be that the CTA's lines extend far beyond the jurisdictional lines of the CPD. Suburban PD's do not have the resources to provide needed service.

Also, if these Officers are supposed to be CPD how do you keep them in the CTA Unit if they want out after probation is up?

You will notice that no one has mentioned the fact that the reason these guys are bing sent to the feds found out the city was stealing the money that was to be used for this, so now the city has to make good in putting POs there. Sounds a lot like the airport mess too.

They always say this. When housing was disbanded they said so and so recruits will be hired for patrol the projects. Instead they created a 3rd TRU company(RIP)

Disband CTA unit , assign all officers to districts , require officers to ride cta trains and fixed post during rush hour traffic. The rest of tour they could answer radio assignments and not shop , work out or have long lunches , like tru and msf .

I think the media has the story wrong. After the 50 P.P.O.'s leave the academy, 50 P.O.'s from through-out the city will be assigned to CTA. There is no way they will make 50 P.P.O.'s with no expierience begin their careers on the CTA.

I did the math on 50 off. Divide 50 by 3 wtches and u get 16 per watch. Divide that by 6 days off and u get 2.7777777 p.os. Since 2 days overlap u have to take 6 P.O. s off the watch for everyday. Taht makes 10 P.Os work everyday per watch.And that does nor include furloughs and other days off.So your losing 6-8 p.o.s per day per watch.Someone is going to pocket a lot of money on this one. And now u have no one riding the buses since they ll be assigned to the trains. And we keep electing these einsteins. Can t wait to get the f2ck out of here.Coming to a theater near u in 2012"ESCAPE FROM SHITCAGO". In 3D.Starring 9.5 and McGOFFY.

the new recruits need 3 cycles after the academy, but since there are never enough ftos to ppos, they have to do something else in the meantime until they get an fto (fto class grievance and ftos won)...so riding trains would be somethin for them to do in the meantime. if there are 50 new recruits per month, this would keep the unit running for a while...6 months in the academy, one more year in ppo status.

Clearly this is a mirror of New York. They have N.Y.P.D,New York Transit Police and the Port Authority Police.
This is a subversion of the Chicago Police Dept.command structure.
Ultimately the goal will be to have numerous law enforcement entities.

Theres 126 stations. But what makes me laugh is that they pay $9.7 mill for 60 seasoned officers to patrol on thier days off now. When the NEW recruits get out they will be paying $10 mill for only 50 officers that don't know much yet.

Now if they were to add 50 officers to the already mass transit unit with SEASONED officers by senority and put the 50 new recruits in the district to learn the job, it might be a little smarter.

I'm in my late forties, hate working out, and hate turning down the foods I love to eat even more. But guess what, when I became the Police I knew I had to at least try to keep my health together. I know it sucks getting older, my body aches just as much as the next persons', but I have a work ethic instilled in me by my parents and a little pride in myself. I would never ever think of abusing the medical. I wouldn't be able to hold my head up if I was abusing the light duty system. So many people on this job lack integrity. If you are offended by my post, take a second and ask yorself why. Change your eating habits and work out for your health.

They are going to fill 50 vacancies in 701, after the recruits get out and go to the districts. Those will include bids. Problem is that this is less officers than what we got through Special Employment. Bad plan!

The reason the city and the CTA is going in this direction is because they are getting grant monies from a federal transportion intitative.

The catch is that all 50 new officers have to be trained specially for MASS TRANSIT work.

So is this a new Unit? If so, doesn't it have to be filled by seniority 80/20? There is something about that in the contract we think.

The "80% bid/20% management" on bids means that 80% of ALL districts and biddable units AS A WHOLE must be filled by bid.

Mass Transit is a biddable unit however the city can refuse to open up bids there if there are 50 new vacancies. However, they will be nice enough to open up 50 nice spots in places like 006, 003 and 011. This way they will conform to the contract. In reality, the city will probably open up about 6 spots in all for bid in Unit 701/Mass Transit when the time comes.

Take this from a retired guy. Thank your stars for the union. Yes,in a perfect world we would not need a union, senority and bidding and all that comes with that. But, this is not a perfect world. The abuses to oficers without clout were going on in 1968 when I came on, but no where near what they became when Daley took over. And, the Daley run department has done all that they can over the years to circumvent the contract with no gold star ever held accountable for the abuse and cost. And, don't knock the old CTA police. I worked with them on occasion and thought they did a great job, they should be brought back. The mass transit unit of CPD has been a hiding ground for many years, especially the tact teams who always spent their time in clubs and at home when they should have been working. I sure hope things have changed since i retired. Daley and his appointed ass-kissing superintendents ruined the department.

Talked to a lieutenant there,he was told special will be gone as soon as the recruits graduate, lets do the math 50 new faces,with sick days,days off,furloughs,maybe 30 per day or 10 per watch. Now they hire 60+ per day and all 60 are there everyday guess as usual whoever advises rahmmie has no clue how cta works! 222 miles of rail, what about 118 stops, yep the new kids will stop the crime what a bunch of overpaid goofs making plans! 1 more year left to go fuck it been done!

Mass Transit can be filled by those 50 recruits just prior to them getting off their 18 month probation. At that time seniority does not apply to the recruits and they can be sent to any unit management desires. Happens with every recruit class. That how places like 001 and 018 get new recruits and po's Thats a fact

You are SO right. Catching on-train eaters, turnstyle jumpers, loiterers and one baggers is really some specialized stuff. The only thing they will have to learn is how to put six people on an illegal vendor arrest. For three hours.
