No Police Cuts?

  • Mayor Rahm Emanuel vowed Friday to make the tough choices Chicago has avoided for a decade — without raising taxes, cutting police or using one-time revenues — to erase a $635.7 million budget shortfall that will rise to $790 million by 2014.

    “We have come to that moment of truth as a city. We now must make the tough choices to deal with that [in] a structural and fundamental way,” Emanuel said.

    The bleak outlook in the new mayor’s preliminary 2012 budget and three-year financial forecast will require fundamental changes in the way the city delivers services and elimination of other functions.

We had no idea that Rahm was going to put 400 or so recruits through the Academy before the end of this year. Because that's a ballpark figure on the number of retirees going into December. The number of recruits currently in the Academy is in the neighborhood of zero, so just via attrition, we're down 400 this year, and almost as many last year, and the year before that.

Is anyone in the media going to call bullshit on Rahm any time soon? He has the Department deploy officers already on the streets back to those very same streets and claims it's an increase of 500, 50 recruits come off their probationary period on the streets and he claims they are redeployed to the streets, now he's promising no police cuts while there are no recruits in the pipeline and the ones that might be there by September aren't coming out until April. It's a slam dunk story, but the media has forgotten how to play ball.

I could have sworn I heard Emanuel say he wasn't going to cut 'street officers' or 'officers on the street'. I never heard him say he wasn't going to cut officers.

When will everyone learn this man says EXACTLY what he means to say, and he's VERY shrewd about what he says.

Hear what he actually SAYS, not your personal interpretations of it, and then you'll get it.

In case you havent figured it out the department is getting cut. By not hiring to replace retirees its the same as lay-offs. The department will never go back to previous staffing levels. Every other department in the city has been decimated by lay-offs. Laying off police is political suicide. So instead just dont hire anyone to fill the vacancies. Get used to it because its not changing.

Is there really a $685 million deficit? The city has never opened their books to anyone to review from the outside. Only the powers to be know exactly how much money the city has or doesn't. Take the police dept. for one. The city budgets money each year for the full authorized strength of approx. 13,500 or so. We are short probably at least 2,000. What happens to those $millions that are never spent each year for those cops? Only the Shadow Knows!

It allows the children of immigrants, both legal and illegal, to get private college scholarships. Children can also enroll in state college savings programs.

They won't question their communist leader. They will only sing his praises. Communists know how to lie to the public. When the number of personnel hired does not keep up with the number of personnel leaving, that is a cut in the department.

If they wanted to tell people about it, they would call it something like streamlining. But they don't want people to know about it, so they lie about the number of officers there are and double count or keep on the roll officers who have retired or in some cases have died.

There is a mandated 20% cut to each unit's budgeted payroll by the end of the fiscal year. This does not include individual Districts, but Patrol overall. Most of the Unit's will easily meet this number between current vacancies and retirements by the end of the year.

Every year we are asked to do more with less. There is a tipping point somewhere, I think we are at it.

The deficit is actually much higher for both Chicago, Cook County and the State of Illinois.

Andy Shaw's group did an interesting study which took into consideration all of the pension obligations which are not funded and put just Chicago's oblation at a little more than SIXTEEN BILLION DOLLARS over the next 20 years - NOT FUNDED AT ANY LEVEL.

The new Cook Country Controller did a study by asking every municipality in Cook County for their financial, and then factored in Cook County's deficit, and the total came to a whopping ONE HUNDRED FIFTY BILLION DOLLARS over the next 20 years.

Note that this DOES NOT factor in the debt obligations for the State of Illinois, most of which is, once again, UNFUNDED RETIREMENT MANDATES.

All of these unfunded retirement mandates are caused by collecting money in the annual budgets for the retirement funds but moving that money to pay for other issues. This was VERY common among both Democrats and Republicans, in almost every state in the Union, during the last 40 years - so they could look like they were attempting to balance their budgets.

Here's the reality, ladies and gentlemen: In order to pay the deficit for COOK COUNTY along, everyone living in Chicago would have to reach into their pockets for $68 thousand - CASH - right now, and still pay the higher taxes to make the system work.

Everyone living in Cook County, who is not in Chicago, would have to reach into their pockets for only $38 thousand.

Remember, there is only ONE state in the US with a balanced budget: Colorado, and they regulate and tax medical marijuana.

In Colorado the budgets must be balanced and ready to be made public by the end of January each year. Then they are placed online, with line-by-line budget detail, right down to position salary, how much the office pays for paper clips, who earns what, and how much they pay for telephone, water, internet, paper, etc. Colorado is the ONLY state with total transparency and a balanced budget!

The taxation of Medical Marijuana saved their asses this year when they reached into the tax pool to balance the Colorado budget.

if you have less than 10 years you should worryabout this "No Police Cuts" Never say Never. Your NOT vested in the pension and will get the 401k. Next on the chopping block limited duty / Either go back to Full status or retire. Enjoy 4 on 2 off that is getting scrapped. Rham will have you work more hours and keep the city safe. You see what he has done with special enjoyment. Next Aviation police will have their own Dept. NYC and DC all have seperate PDs for aviation, trains and yes marine.

On Friday I attended the O'hare golf outing at Elkhart Wi. A city car pulls up to the bag drop off. Out comes two officers in suits. One officer go to the trunk and takes out a set of golf clubs. The other opens the rear door and out pops Alderman Burke. Burke then golfs the outing. Does he really need CPD protection to drive him to golf outings out of state???

It is doubtful any city department will ever get back to the bloated levels of employment they once saw. There is just no money to pay for it.

CPD will have to figure out how to do more with less like everyone else does.

Pension plans that looked like a simple way to promise future benefits with little current expense are now coming due.

Elected officials just won't get elected if they put the money into these plans that is really needed to prop them up without reducing employment and the benefits of future employees. To date, no substantive changes have been made in government employee pension plans. They are coming. It will not be pretty for future employees.

It may be that eventually it has to affect existing employees and retirees. You are seeing some of that with retiree health care benefits.

ive said this before take the month of sept. And nobody put in for any type of special employment. The city would see we can stick together and it would cause major problems. I know these are hard times but if you can't afford to miss 1 or 2 days of overtime in a years time then you have serious financial issues. I have 18 years on so I'm not just saying this because I don't have the time to get it. This is the easiest way to show unity and it would really send a message

P/Os for the most part just want to do their 9 hrs and go home. Thats what the FOP is for, but with president shields political aspirations, CPD is doomed to be used for political fodder. 9.5 and that guy from joyzie are pretty much going to finish running this city to the ground. It is by judicial order. Burke said so, he must have those cops guarding him and carrying his bags by a judge's order. It isn't his idea, it is per a judge's written order. Don't blame Burke.

He also has an order that the City of Chicago must provide an electric ass wipe machine to scrub the royal aldermanic ass. This machine has to be purchased and maintained per judge's order and must not irritate Burke's rear end or the City would be in violation of the judge's order.

And daughter Jennifer Burke, a very qualified and highly esteemed environmental attorney may need police protection also. I feel another judge's order is coming soon.

As we all know the Dept only posts 1/2 of the actual opening at any given time. So if the 004th Dist has 75 opening at this time, the real number is 150 to bring the watches even close to being fully maned!!!!

The real truth!!!

If 100 to 250 Officers retired last year and Rahm only replaced 50 of them, then that is a CUT! No he did not lay off any officers but it is still a cut... Then he uses the money budgeted for those officers for something else.

No cuts for the Police he said! That is an outright LIE!!!!

Maybe no cuts but how about burnout. Guys are starting to run on empty. Its been a long hot summer and it is forecasted to stay hot through October. Police Shootins are up. Many factors for this but the coppers who push that blue and white are over worked. Come next year Da Mayoeman should step forward during contract talks and reward the hardest working guys and gals on the department the P.O.s in patrol. Da Mayoeman better watch out and better start showing more support to CPD. If he thinks with him saying there will be not cuts to the CPD is encouraging he needs his head examined. I have not heard him say anything about the two guys who were shot in the head. Even goofy Daley would make a stupid comment trying to pretend he cared. Da Mayoeman has never had to address community concern before all he focused on was national events. He better wake up and smell the coffee or he wont have a city to govern.....

Why Should City Hall Hire More Police... They hand out Ticket Books to "Crossing Guards" or any other city agency that they think can get away with writing parkers!

We Have 3 Crossing Guards writing tickets all over the District for the Summer while school is out of session. Their Happy to be working so they bust their Humps to write any and everything that does not move.

Word has it that on at least one occasion one crossing guard had nearly 2 Blocks of "Street Cleaners" written by 9:04 AM You Think She got a head start???

Are they trained to write parkers? It's obvious some can't tell time.

When the citizen runs out of their homes screaming "Hey it's Only 8:30AM, what are you Doing"! And threatens one of them, they can't call for Help, they Don't Carry Radio's

Try this. Grab a ladder and try to replace a Lightbulb in the station. See if the Electricians Union makes a Beef!

So why are those hard working Crossing Guards completing a Police Function? They don't belong to Dept of Revenue. When they sign the bottom of the parking citation what are they attesting to? If they write a citation in error are they able to complete the forms to Non-suit the citation?

What does the BUSINESS INSURANCE INDUSTRY say about all this. They will be paying multi-millions for the coming storms of damage and rioting that NATO and G- will attract.

What was the motivation for bringing the good name of Karen Carpenter into this dialogue? One of the greatest pop singers of all time, who had a naturally beautiful, untrained voice. She also who had a heart of gold, something the above writer perhaps knows little about. Fortunately, right now she is having a great time in Heaven, and doesn't have to hear this garbage comment about her!

It is doubtful any city department will ever get back to the bloated levels of employment they once saw. There is just no money to pay for it.

CPD will have to figure out how to do more with less like everyone else does.

Pension plans that looked like a simple way to promise future benefits with little current expense are now coming due.

Elected officials just won't get elected if they put the money into these plans that is really needed to prop them up without reducing employment and the benefits of future employees. To date, no substantive changes have been made in government employee pension plans. They are coming. It will not be pretty for future employees.

It may be that eventually it has to affect existing employees and retirees. You are seeing some of that with retiree health care benefits.

clerks office should hire more civilians to issue parking tickets,you can't get a sworn officer to do anything .
use sworn officers only for violent crimes , let civilians respond to non violent criminal incidents to write reports.
The civilians could work citywide.

How about some updated software? Working with Microsoft Office 2000 is a pain in the ass. As a det., I receive documents that I can't open because our software is so outdated.

I know that seems minor, but the point is our whole dept. sucks from top to bottom. We don't have the tools we need to do our jobs from vehicles to software.

I can't find small evidence bags anywhere. The city said to cut down the big ones and seal them.

WTF? Can't get envelopes, file folders, nothing.

You can thank turbin durbin for the illegals getting college education paid by illinois taxpayers. He tried to get that bill passed nationwide, when it failed, he got some underling push it through illinois. It's shameful on how they reward bad behavior, speciifcally, breaking the law.....and you and I have to work 2 or 3 jobs to pay for our kid's tuiition. sickening.
