Airport Done? Rumors? (UPDATE!)

This is popping up too often to ignore. We got this e-mail earlier Saturday:
  • Last night (Saturday) the new ass't commsr came to roll call and told the 1st watch crew that the organization was going to be downgraded to a security department.

    This move was backed by the SEIU which would have lost these guys to FOP of ICOPs. So over 200 trained police officers were sold out for Union Dues.

    The city has already shorted the CPD by over 100 officers at the airports and with G8 on the horizon, nothing can be done to send any help.

    The city has already lost millions of dollars due to stupidity by the aviation bosses, [now] they stand to lose [even] more.

    It appears that Rhams people, other than speaking to a few trained talking heads never bothered to ask anyone who knew what was going on. So the tax payers can kiss another boatload of money good by thanks to the continuing Rham/Daley good old boys club.
We're not quite understanding the entire event, but does this mean the Airport people are going to go the way of MSF/TRU and get sent to the south and west sides? These are a lot of heavy phone calls and high-seniority officers. Is there going to be a boatload of federal money coming in to equip/maintain/pay for a "security department?"

Anyone have anything concrete?

UPDATE: In the comment section, the fifth post down seems to answer most of the questions raised. Dept of Aviation is the subject of most of this change, which of course would bring up the question of "Is the airport undermanned again?"

Is this the security department of the alderman who has the security company in the 5th district. I think it is alderman Beales. He has been trying to get his company some city business since he was on the police board. There should be a bid for the lowest bidder for that job if it becomes reality.

I'd be surprised if there is no federal money coming the city's way for the summits.

In fact is you Google them you'll find some recent scandals on the lack of financial controls on where the money went in some instances.

Bottom line is the city has to keep the department moral up until after the G-8 and NATO parties -- then it's everyone for themselves the city is broke.
cuts...cuts...cuts..imo.

The asst. commisioner did not come to a CPD Unit 050 roll call, but a DOA police roll call. The DOA Police Dept. apparently will be downgraded to a Security Dept. (consisting of security guards, which is primarily what DOA police officers duties are now. The Department of Aviation officers are sworn, state certified police officers, however the DOA P.D. is not a State certified Police Agency/Dept. Their officers are not allowed to carry firearms while on duty. All arrests, ANOVS, movers, parkers, (with the exeption of administrative citations, ie. citations issued to airline personnel on the backfield AOA- movement area, on the ramp, secured areas, service roads, APRON, etc.) are turned over by DOA police to CPD personnel for enforcement action. Unit 050 is slated to move into their (DOA Police Dept.) 850 building by the end of this year.(The building presently housing Unit 050 is scheduled for demolition) There are no plans to move CPD out of O'Hare. SEIU is the DOA police Dept's union. The downgrade to a Security Dept. allows the city to diminish benefits presently given to DOA police officers. This is a cost effective measure for the city. They probably will reduce full time employees to part time, only pay hourly wages, not pay out medical insurance etc. We've seen this before. It was recently done to the full time TMA's who were also represented by SEIU. TMA's presently employed at the airports are only part time, hourly wage employees. I hope this clarifies a few things.

You should retire and try to live on a pension check. If you still have kids in college and paying a mortgage, the pension check will not be enough. They are not violating any laws so who cares? The retired officers have to work 8 hours a day and earn their pay like any other worker. One day you also will be in the same position. Now find something else to do in your beat car you mutt.

Just google them next time. The SEIU is the service employees international union. ICOPS is Illinois council on police. SEIU is a commie group that sells out it's employees to the apparatchiks in charge now so as to profit from the workers and make deals with the commie politicians currently in power.

It's the flavor of the month with the politicians. Screw everybody, point fingers at unions and public workers and collect massive and multiple pensions while crying that the workers' pittance of a pension is what's breaking the country.

Remember that when you're too lazy to vote next year or vote for the criminal communist democratic machine.

Service Employees International Union, has consistently been a financial backer for Obama. The Rhambo connection between that Union will work against those retired police officers at the airport, so those jobs will soon be replaced by low paying SEIU members. The excuse will be border line double dipping and a new patronage army will emerge. Do the exempt officers who take City jobs when they retire not get their pensions? Lil Tommy Byrne and numerous others are the ones that first come to mind.

Pretty soon we will find out. But if 050 is finished, then you know what is going to happen next. They will have openings in all of the south side districts. Some of these officers with time on the job will probably retire. Already worsening the man power shortage.

Federal law 49 CFR Part 1542, specifically subsections 1542.215 and 1542.217, mandates that an airport under federal regulations (which ORD and MDW are applicable to) must have a law enforcement contingency that is armed, have arrest authority, and able to respond to screening operations. There is also a specified response time dependent on the airport categorization. Based on these requirements, the removal of CPD as a whole is unlikely.

The law does allow for some deviations, but than the city would be looking at a possible loss of Federal subsidies for law enforcement at the airports. The information referenced above is public information.......do a search engine on the laws cited.

Both agencies (CPD and DOA) are needed. They bring a unique element to airport security.

WOW Thanks for the solution to the pension problem. Do not blame the city for not contributing to the fund. Do not blame the connected daley people who borrowed money for failed investments. its so funny how you guys in 050 think you know everything that happens with doa. that meeting you talk about was not a meeting about us downgrading, but a meeting with the troops with the new d/c. which ever name they come up with either aviation police / security / public safety . we all can say that our department will be there way longer then you. instead of insulting us and trying to say that 050 is the greatest unit around (NOT) you should try and work with us, cause your not guarantee you spot either . a few of you guys in 050 know us and we respect each other like adults ., but the other half thinks your the only police in the world and no one can compare to you (NOT) and for all the other po's on here who just want doa to be disbanded shame on you . my first week in the academy they thought us that brother and sister in blue stick together cause at the end in the front line , that's all you have is each other. Well, as I was someone who was at the meeting, I can tell you that this was NOT said, no downgrade, no nothing other than a "we don't know, we are waiting to hear back from the 5th floor" as far as where the dept. is heading. So take that for what it's worth. Also, APD wrote thier own ANOVs and movers without calling for CPD when we had the books(the romour was they were taken because we were making CPD look bad)and they have powers of arrest on airport property, it is in the SOPs. As far as cost effective for the city? Ummm, well, APD and CPD at the airports are paid by the fees, taxes and rents collected at the airports so add in the fed grant moneies for aviation security the public pays NOT A PENNY! The city most likely makes money on the deal as O'Hare operates in the black. If money was saved the airlines would want a reduction in rents and fees.

The airport employees, as i know, think APD is a joke. They have no real purpose outside of checking id and driving aimlessly around the airfield.
The could all get canned tomorrow and no real impact would be felt other than having a lot full of unused vehicles.

Stop having kids at 40+ and you will not have to worry about college at 60+.

As far as a mortgage goes, you do not have to live in a 300+k home when you retire. Get something small out of the city and cut your payments in half.

The vast majority of people retire with far less than we get and they seem to manage. Of course you might have to stop buying 40k cars every few years.

It can be done with proper planning.

If someone has seen or heard of a security guard or security agency that can run Leads or NCIC, or can run a person's driver's license thru Oklahoma ... or run a plate or registration thru Texas or any other state upon the officer’s request over the air, and the dispatch returns the 10-27 or 10-28 to the officer we would like to hear about it. Anyway there have been Departments shut down before for example Robbins PD, some remember Cicero PD, CHA Police or CTA Police. Just as there have been units shut down before such as MSF, TRU, or Gang Crimes... for whatever reason. There have been departments that have been created such as the Burbank Ill PD in the 1980s or units created such as Gang Intelligence, Gang Investigation Section or Special Operations Section. In essence, their creation or termination is purely up to the powers that be. It is what it is.

I know bosses on the job who kids are out there who work for doa, they start on that job first while they wait to be hired for us at cpd so why bad mouth them they are no diffrent than us just officers without guns (don't know why) but I see them as one of us. Lets not forget they have to live by the same rules as us so lay off them sure they might have a few bad apples on the department but we have the same . Who knows one day you might want to work out there too sounds like a good retirement job...

Compare that issue with CPD. How many officers on this job who say they cannot work the street and develop bullshit light duty excuses. Who you kidding? How many officers are hidden inside to work certain hours using child care as a excuse? They should re-examine the entire light or limited duty status and develop standards then they should enforce the rules. DOA is no different from CPD. I am tired of officers with medical excuses during summer and xmas time. The same do nothings are found in every department.

Well, the home that we are somewhat forced to buy, i.e. to live in the city in a good neighborhood easily costs 300K+. After paying tuition for kids to avoid the cesspool that is CPS for primary and high scool and then throw in college...let's see:the $40 or $50K pension isn't enough.
What if their is a special needs child or a sick elederly parent or a spouse that isn't blessed with good health?
Don't assume that everyone on a CPD pension is rolling in dough.

I've been at APD for 15 years and I too wanted to go to CPD unfortunately after passing everything I blew out my knee and couldn't take the last power test to gain entry into the academy. That was my last hurdle no pun intended. My investigator said I couldn't waive the academy unless I passed that last power test. She said if you can somehow pass with ur bum knee then u can waive the academy until you heal. I tried but no go it took me 2 years to get back to 100% with my knee.
My Dad was a tact LT. in gang crimes, he was balls out, arresst pricks no matter what. He did more police work on his furlough than most of u douchbags putting down DOA APD have done in one year. I have 3 kids and am divorced my family depends on my paycheck to survive as do I .Like another blogger said there are are alot of COPPER'S kids working DOA/APD either waiting to join you guys or just content that they have a good job and can feed their families. You know it sucks to have to be sour on CPD as I grew up in a CPD househould and I grew up loving the police and actually thinking they were on the up and up but I grew up!! Hopefully you guys can too!!

As far as a mortgage goes, you do not have to live in a 300+k home when you retire. Get something small out of the city and cut your payments in half

Whew! Thought I was only one thinking exactly what you said. I know guys on the job who have newborn babies while in their mid 40's. WTF! Better them than me.

Thanks for the great advice. I will sell my home and downsize. BUT I cannot sell my home for the last year despite dropping the price several times? I spilt all of my medicine in half and get free government cheese. Any other advice for the retired 30 year veterans who busted their ass on the street? After all we cannot let a retired PO get away with murder. Imagine a 60 year old veteran wanting to work after retirement? After all, our leader, McCarthy retired twice and has his third job. WTF! Oh wait, what about Marv Shears or Keating?

I cannot believe the absolute dickhead comments on this post directed at CPD retirees. There are probably some bad apples at DOA but their are also decent hard working retired guys that just wanted a job after retirement and went to what they knew. My dad has worked at DOA for more than a decade. He retired after 30 years. hes not scamming anyone. He didn't rob anyone or kill anyone's nephew. There are a lot of good retired guys that you current officers should be supporting. Someday that will be all of us and I don't give a crap how you,plan for it, in this economy you will need another job.

Funny how the Chicago Suntimes prints false information. They have me retired in 2005 and hired by Aviation in 2006. In 2009 I was still an Active Chicago Police Officer. Thank you for the Haters because by them you know you are doing the right thing and you are on the right track.

When the Aviation Police started out, they thought they were doing a good turn by getting retired coppers to work for them, figuring their experience dealing with crowds, and knowledge of the city would be a welcome asset to the first place many visitors see when they come to the Chicago.

The coppers that put the Aviation program together, thought they were doing a good turn for CPD by putting together a unit that would be an extra set of hands for them. Aviation coppers would make the pinch, do the paperwork and sign the arrest report as the complaining witness and giving the arrest stat to the copper who signed off on the arrest report. I'm sure they never thought it would turn into something to piss and moan about. But then I remembered how coppers can take a good thing and turn it into shit. Typical. No good deed goes unpunished.
