LINK Fraud? In Chicago?

Evidently, nationwide. But no one seems to care:
  • Link cards are supposed to help families across the country that are out of work or struggling financially to put food on the table.

    It’s the modern-day version of food stamp, and it’s all funded by taxpayers. But local convenience store operators are getting their hands on the cards and profiting without selling any food, [...].

    Nationwide, the problem is so bad, it is estimated there is $330 million in Link Card fraud each year.

If you go into any corner grocery store in certain neighborhoods, the only food items in evidence are bags of chips and assorted drinks, yet these corner stores pull in more Link and WIC money than any individual Jewel or Dominick's store. How can that be? Fraud, on a massive scale, but no one is following up on it.

Anyone want to guess where much of this money ends up? We're betting overseas, working against American interests. And even Tom Dart recognizes the problem:
  • In Illinois alone, $251 million in Link Card food assistance is given to recipients each month. The big bucks are badly abused, says Cook County Sheriff Tom Dart.

    “I could do Link Card cases every minute of the day, and use every person that works for me, and I’m still not going to be able to get out in front of this thing,” he says.

It's huge.

Can't this be put out in front of national media outlets and get the ball rolling? Here on SCC is a food start, however it is like preaching to the choir since we all know of the abuses. How about the search warrant where the store owner had te link machine hooked up in his house and was selling crack to bustouts who paid with link?

True story. Media can look into. Go swipe the link card at the corner store. Store owner gives cash back to link user, pockets a share for ringing up the phoney sale. Link user now has cash to go buy drugs. Store owner has more money to send overseas to countries that dont have our best intrest.

Look at these corrupt assholes like Celeni on trial now. He has stoelen millions and has worked with both sides of the political aisle. My aunt has been a checker at Jewel for 21 years. She tells tales of LINK abuse that would make your head spin. A family of illegals paying with LINK and right behind them in line was the father paying for all the booze with a wad of hundreds. Filet mignon and lobster tails. Shit, I bust my balls and can't afford surf-n-turf. Most disturbing though was a few weeks ago. Joe comes in and buys like 10 gallons of Oberweis milk, goes directly to the lot to dump out the milk, and brings in the glass bottles for the cash deposit and buys a pack of squares. Your tax dollars hard at work to feed these poor helpless families. I'm very proud to say that she reports every instance she feels is abuse/misuse. I'm certain it falls on deaf ears in this shit state of ours, but proud nonetheless.

One corner store in the ghetto managed to rack up one million in Link in only one month. The state electronically reimbursed the store at the beginning of the next month and the money was instantly wired overseas to the middle east. The store closed and the middle easterners who ran it were gone. To say Link card fraud is huge is an incredible understatement.

I have seen people use the link card then get into mercedes benz. I have seen people who speak zero english use the link card. I even witnessed a homeless man with a link card sell it to buy drugs. Its disgusting the fraud that goes on.

Speaking of LINK cards.

The card operates like a debit card...

Now with a debit card there is a swipe fee of about .44 per swipe.

On 10/01/2011 a new law was passed that reduced the swipe fee to a max of .24 each time the card is used.

The actual cost to do each transaction is only .04 so the rest is profit and you can see the huge mark-up even with the lower charges now in effect.

So here's the question for the reporters that read this blog.

How are the banks compensated for processing LINK card transactions?

Are LINK cards paying the same swipe fees as a debit cards since they operate just like a debit card, or was an entirely separate agreement reached with the bank to handle these LINK transactions?

If LINK cards and the fees charged are in fact treated just like debit cards, which we need to find out, then is the LINK program now benefiting from the new lower charges or is the LINK agreement somehow excluded and being charged the old rate as some sort of gift to the banks?

The LA Times did an investigation on California's welfare spending. There, they receive an ATM card with literally no restrictions. Here's what they discovered:

$69 million in California welfare money drawn out of state

Reporting from Sacramento — More than $69 million in California welfare money, meant to help the needy pay their rent and clothe their children, has been spent or withdrawn outside the state in recent years, including millions in Las Vegas, hundreds of thousands in Hawaii and thousands on cruise ships sailing from Miami.

State-issued aid cards have been used at hotels, shops, restaurants, ATMs and other places in 49 other states, the U.S. Virgin Islands and Guam, according to data obtained by The Times from the California Department of Social Services. Las Vegas drew $11.8 million of the cash benefits, far more than any other destination. The money was accessed from January 2007 through May 2010.

As a Juvenile probation officer , virtually all my families get the LINK card . Their kids also get free meals year round from school.Have always been curious why we have to pay twice to feed them.Also, a common complaint we get is one of the kids taking the LINK card and cashing it in at the neighborhood corner store .It's pretty obvious where the money is coming from to subsidize the drug trade in the hood.It's the LINK and the SSI which almost all our kids also seem to get.

Transported some guys who were in a stolen car last week for another unit. One gentleman in the group had $1500 cash on him, a $1000 vest (yeah, WTF?), and some nice threads. He also had his link card paper clipped to the cash when we handed him off to lockup. My tax money hard at work there.

Saw that report on CBS. Too bad the hack from CBS and television Tom chose a stolen merchandise case to expose the LINK fraud. That store had very little to do with LINK fraud. To the reporters reading this, go check out stores on S. State street called A&G Liquors and L&P Foods. L&P foods takes in over 1 million/month in LINK. It is a candy store. Same with A&G.

@ 0142: In a former life I used to sign people up for Link cards, truth is most of my clients were either receiving unemployment or were working.

@ 0250: Not against piss tests but DHS can barely process the applications w/n federal guidelines, they will not be able to handle a brand new piss testing procedure at all.

@ 0323: See if the farmers and food industry would let them shut this program down. It's an indirect subsidy to corporate America whether you understand it or not. Now fast food stores are arguing they should have access too.

@ 0554: Food pantries typically don't have any of the things you mentioned. Their food is usually canned goods and boxed meals.

Just saying...I did it everyday once upon a time ago. The program aint what you think it is and if you think they only do it for the poor you better think again.

If you had this info as you claimed you would've known that. Stop trying to be cool when you're presenting yourself to be an idiot.

I've arrested at least 6 people that had more than 1 link card in their name or a variation there of.
Tryed in vain to report it to the state/county.
Made copies of all these cards and kept copies of arrest reports, etc.
Waited to be contacted by any agency..shouldn't have wasted my time.

People that I know you work in grocery stores have called the hotlines to report fraud and were ignored. The resources to investigate this type of fraud are just not there. And, I suspect, the will to do anything about this is also missing. But, I would like to see a few stings now and then. But, then you would have to count on our cook county judges to really slap these thieves down and I doubt that is going to happen.

How about a HIDTA missiion on Link Cards. Follow the money and see where all of its go. Get the USAG FBI DEA and DHS. Maybe InterPol? seriously; if you think about it something can be done to curtail this abused system to help those in need.
Put some heat on the state legistraitors to force drug testing
to reduce abused like the state of Florida. Have the city spot check these business for proper licenses, complaints, tip lines on business that looks the other way on illegal activities.
If this is done right it can have protintail to stop this shit. How many millions can be save and criminals lock up or temperary put out business?

Well let's think about that for a minute. Let's play devils advocate.

First off I think many people immediately come to the conclusion that a person on link doesn't have a job, is lazy, and does nothing. The time tested stereotype that probable describes many but not all people on link today.

All those people working Obama's shovel-ready jobs, they qualify for link. As does many of those highly touted new (poverty-scale, $16K/yr to start) jobs created by Ford and touted by the mayor. They qualify for link. There are college students on link

Buying state lottery tickets keeps our taxes down (allegedly) as the money from them goes towards schools and other things.

So if a person on link comes up with some cash to buy a lottery ticket some might view that as giving the link money back to the city/state!

I know where you're coming from though...and hey..at least the state is getting some of it's money back right. It could be worse.

The money could be spent on drugs and the city gets nothing.

So crazy as it sounds maybe we should be thankful that they are giving back.

With regard to the $300 million dollars in link fraud. What percentage does that represent anyways? It's a lot of money no doubt and the fraud should not be tolerated however are we talking 1%, 10% .. fraud??

We should be just as outraged at money blown in things like clouted city contracts for parking meters and towing services and other waste. Start at the top and work down. Don't work from the bottom up. Money is better spent looking at the frauds at the top of the heap first.

Well there's 45 million people on Food Stamps in the USA. 15% of the population. I don't know what the drug test would cost but if it was something like $100 you should know that max a single person only gets on link is $200/month. As nice as it sounds we would blow more money then we're spending now. Maybe if we excluded the seniors on the program however it still seems like a lot of money.

Here's a thought....I'm sure I will get lot's of slams about it but I think it has some merit. A lot of people hit hard times, especially in the current economy. Instead of giving people experiencing hard times a link card, how about opening up a commissary for their needs. For instance, One commissary on the south side, One on the west side, One on the east side, and one on the North side of the City. At each commissary, the BASIC items needed to survive will be supplied...ie, Bread, milk, eggs, sugar, flour, (You get the idea). No steaks, no lobsters, no chips, no pop, JUST WHAT IS REQUIRED TO MAINTAIN A HEALTHY LIFE. Secondly, each recipient is entitled to a winter coat, boots, gloves, hat, (You get the idea). No Air Jordans, No Guess jeans, No FUBU Shirts, JUST WHAT IS REQUIRED TO BE PROPERLY CLOTHED. Ok, now here is how this would work. If you wear out your shoes, you bring them to the commissary and get a new pair...if you outgrow your coat, you bring it to the commissary and get a new one. If it's good enough for the Chicago Fire Department (Who do work for a living), it should be good enough for people who expect and demand free hand outs. The food supplied would be based on actual family members living in the household. Just a thought

We should be just as outraged at money blown in things like clouted city contracts for parking meters and towing services and other waste. Start at the top and work down. Don't work from the bottom up. Money is better spent looking at the frauds at the top of the heap first.

ADC which was really AFDC (Aid to Families with Dependent Children did NOT disappear.The name just changed, the program is now called TANF (temporary assistance for needy families).

The store owners get paid electronically twice a month and move it out within minutes of receiving it. To get a link machine from the state the store owner does not need an ssn, no background check just a checking account number. Its been around for years anytime you try to chase down an AUSA or Federal LE to prosecute you get a blind look. Try to get an ASA to approve charges and its tossed out a window. The Fed's own estimate is about 25% of Illinois payouts are fraud. What federal deficit? Maybe Tom Cross should submit a link fraud bill?

Don't have money to bring the cities pension contributions up to the level they committed to but we have well over $250K for double digit raises, personal drivers and police taxi-cab services for retired politicians.

We can't afford to arrest people.

We start busting any more people and we're going to have to raise taxes again to pay for it all.

My aunt has been a checker at Jewel for 21 years. She tells tales of LINK abuse that would make your head spin. A family of illegals paying with LINK and right behind them in line was the father paying for all the booze with a wad of hundreds. Filet mignon and lobster tails. Shit, I bust my balls and can't afford surf-n-turf. Most disturbing though was a few weeks ago. Joe comes in and buys like 10 gallons of Oberweis milk, goes directly to the lot to dump out the milk, and brings in the glass bottles for the cash deposit and buys a pack of squares. Your tax dollars hard at work to feed these poor helpless families. I'm very proud to say that she reports every instance she feels is abuse/misuse. I'm certain it falls on deaf ears in this shit state of ours, but proud nonetheless.

The Link card abuses are so vast and far-reaching, it's really unbelievable. The worst, of course, being the store owners who are sending the money back to fund groups like Al-Qaeda. But they're also abused by our own citizens. I can't tell you how many people I've stopped for traffic who, as they fumble through their wallets/purses for their drivers licenses and insurance cards, reveal the Link card in their possession. Now the people I've seen with the Link cards are not your typical bustout with no job. I've seen people in suits on their way to work, nurses going to and from the hospitals where they work, and the list goes on and on. I asked one nurse (who was wearing her nurse scrubs by the way) why she has a Link card. She laughed and said "oh its not mine." Another nurse (in scrubs), whom I asked about her Link card said "yes I have the Link card. I don't make that much money." Ummm sweetie you were driving a huge ass brand new suv. I think you have plenty of money. The problem is our government feels it would be too expensive to look into everyone that applies for Link. They think it's easier and more cost effective to just hand it over to anyone that applies regardless of how much money they make. I'm pretty sure the local reverends hold seminars for their flock instructing them on the best way to get ahold of their very own Link card regardless of income. It's a terrible shame that the working man's taxes are being stolen like this. But, other than getting rid of the whole system, it's never going to change.

I recall that was proposed not too long ago and it was shot down. Fraud and enabling fraud for these hand outs runs down and up the board.

Thugs were approaching customers at Leamington Foods on Roosevelt and Kedzie and asking to pay for their groceries with their LINK card in exchange for cash and no one at the store did anything to stop this. They have a security guard there but he did nothing neither did the security guards outside in vehicles. This is why LINK fraud continues, the store should have called police or told the thugs to leave, they did nothing. Now I shop other places and shop there as litle as possible, if they cannot provide a safe store free from thugs and traffickers - go somewhere else. As for me calling the police - for what - so they could stalk me home and terrorize me and my family? The thugs would not have known the store called the police so f-- Leamington.

I work at a large natural foods store and I rarely if ever see a LINK card used for essential items, it is only ever used to buy expensive organic foods, massive quantities of expensive seafood, or gourmet cheese for examples. Yesterday witnessed someone buy an $80 case of nutritional yeast with a LINK card. Absurd the way these people go to the bank, the "under-priviledged" sure know how to scam the government. And there is no shame, if something is not covered they want the manager, and then they tell you how to bag the groceries. Folks, if you can't afford your groceries, don't tell me how to bag them.
