Time for a No Confidence Vote

  • Despite the video, the Police Department ruled Farmer's June 7 death justified, just as it had Sierra's other two shootings this year. But police Superintendent Garry McCarthy said he considers the Farmer case "a big problem" and told the Tribune that the officer involved should not have been on the street given his history of shootings.

    The shooting is under investigation by the FBI, the Tribune has learned.
So the superintendent is commenting on a case currently under investigation? And this?
  • McCarthy told the Tribune the previous administration failed to recognize a pattern in police shootings and had no mechanism to track if officers were repeatedly involved in shootings. He also said the department did not have a system in place to monitor the emotional and psychological state of officers involved in shootings, suggesting they could be suffering from post-traumatic stress disorder and should be kept off the streets until they are better.

    Without naming Sierra, he said the first two shootings were justified but that the officer should have been assigned to desk duty before Farmer was shot.

    "He shouldn't have been where he was," McCarthy said during a recent meeting with the Tribune editorial board. "We should've had him off the street so that he was not in that particular environment and that problematic type of scenario."
We didn't realize that McTool had a medical degree that allows him to diagnose PTSD conditions and remove officers from the streets without any due process. If the first two shootings were justified, how is he making this leap that the last one isn't? Some people have a nose for guns - we've all met them. We've known, met and worked with a few who had upwards of twenty shootings in their careers and they were damn fine officers. One of them even posts here at SCC occasionally.

And the topper:
  • McCarthy told the Tribune that the officer could face criminal charges.

    "One of the big questions I got when I got here was are you going to have our backs," McCarthy said. "I said, 'Absolutely … but I'm not going to defend indefensible behavior and don't expect me to.'"
Perhaps McTwoFaced can explain to the membership exactly how this is "indefensible." Because from everything the article says, this is still under investigation by the FBI of all people and as far as he knows, no Grand Jury has been empaneled.

How about just keeping your fucking mouth shut McDumbass. Try this one on for size:

How about giving the guys or girls who are involed in a shooting a medal and an inside spot. They give inside spots to do nothings. How about giving it to the working police.

I had a shooting and it took 1 1/2 to get my gun back. I had a loaner gun the whole time. I didn't even get three days off because they said I'll get one and then have my RDO's.

He is right. The department should have a mechanism to monitor people who are in multiple shootings and other stressful situations. It probably would have saved this poor kid some prison time. Without letting too much out of the bag, you don't have enough information on this situation. But I do agree that Supt. Situation should STFU during an ongoing investigation.

I just feel for the officer. It's bad enough to be in that situation, but then to be second guessed to the point of FBI involved has got to be the worst feeling ever. We have to make a split second decision and it means life or death. Now this poor officer will have people analyzing those 10 seconds for years. This really is a f*cked up job.

The fight should be at Shity Hall instead of Springfield. A large protest at the Daley center would be much louder. There would be better media coverage and it would be heard loud and clear in Springfield. More of the troops would be able to attend and since Da Rah is behind the pension power grab he can watch right from his window. He may even realize how short we are when he will have working guys and gals all over downtown watching the other protest too. It may get so busy even his detail may have to man a beat car in a district short on manpower due to all of the protests. The problem is, I'VE never fired my gun while drunk, or yelled the "N" word at the top of my lungs while drunk, or got into it with a fellow copper over a ticket he gave my daughter...also drunk then, as evidenced by his WIFE driving his police vehicle.

And I'll bet there are a lot of other coppers who haven't either. And oh yeah, wasn't he criminally charged for that incident?

My friend who is a retired NYPD dick told me to beware of McTool. When he was first promoted and assigned to IAD, he became an aggressive headhunter. When a frivolous complaint was lodged against an officer, he would strive to get him jammed on an unrelated, minor rules violation, then push was maximum punishment. As we know by now, he loves both tv cameras and the sound of his own voice.

At NYPD, Officers involved in shootings are automatically indicted, then exonerated. How's that for due process? Also, you are not allowed ANYTHING free or discounted. Not even a cup of coffee. A small price to pay for retiring after 20 years at any age, lifetime health/dental/vision with no co-pays, and an annual stipend check that averages around 10 grand.

Why?

Because this department is reactive, not proactive. They care more about how they LOOK to the public. And this is because the CPD is run not from 35th and Michigan but from City Hall.

Enough people complain and Rahm will throw you under the bus to save their votes. Doesn't matter if you were in the right, you did something to embarrass the Mayor.

Now we have an officer who works in one of the most dangerous districts being set up as a sacrificial lamb. His boss is making comments about him and the situation. Monday morning quarter backing, and he's doing it in the press while the investigation is still on going.

And the FBI is involved? Why?

Could this be another Cozzi? Could our Mayor, a man who's policy is never let a crisis go to waste,be working to get this officer stripped, fired and then sent to prison on, oh I'll go out on a limb here, another CIVIL RIGHTS VIOLATION?

remember, those cameras are in the cars for officer safety--- how come none of the tac cars have cameras in them--- keep your head up office, being stripped is a devastating experience--- bye bye button and shield and you are basically no longer the police until the conclusion of the investigation--- we all know that the potential exists for an individual who you sent to prison gets out and spots you shopping somewhere and decides to get some payback--- now if you are stripped you cannot carry your gun because you have no button--- explain to your wife that if you are injured or killed in a situation like this to sue the shit out of the city, ipra, and iad for taking away the ability to defend yourself....

The first two shootings were 100% legit. The officer did his job. He did it well.

The third shooting is UNDER INVESTIGATION!. Why in the hell would he insert himself into this?

Sadly if you look closely there are not many constitutional rights left. The so called "Patriot Act" took most of them away. TSA sticking hands down your pants at the airport so you can fly, downloading data from your laptop and giving you hard time for having a few sliver coins in your bag are perfect examples of the constitutional rights being violated on daily basis. The voters and juries have started to say "no more". You are going to have to adapt to that reality or leave the force.

It is maybe not "fair", but it is the way it is.

For many years the voters and juries gave police departments a lot of free passes, and it appears to have led to a lot of Cozzi, Abbate, and Burge type problems. I know it is not as simple as that, but it appears that way.

Whatever goodwill and free passes had built up over the years have long ago been used up, and there won't be any more for a long time to come.

You may not see it, being as close as you are to the situation, but it is possible if you take a step back and think about it some it may be that the city is doing you a huge favor and helping to keep some of you out of jail down the road.

I cringe every time I see a story like this. It does not matter much if the cop did something wrong or not. Few outside the department believes that the department investigates these things except to try and vindicate the employee involved. That is the only incentive the department has (or in this case a quasi-police dept - the IPRA). The extreme secrecy that is often involved in such cases just makes more people believe something bad happened.

These kind of things need to be handled out in the open if you want credibility with the average citizen. That is not going to go away either. For many good reasons, people no longer trust government. And cops are the front line of government.

The new reality is not going away. Other police departments have adapted to it quite well. Fighting to go back to the good old days is a loser, especially given as the good old days never really existed.

I couldn't agree more! When Shields was out campaigning for himself he didn't have any issues getting the word out about what he stands for. Why is he having a difficult time now standing up for us. He made a comment in the last FOP update stating "I am content to have FOP remain neutral" on gun laws. But to me it seems as though that must be his philosophy here because I'm starting to see a pattern. All this talk in the media bashing CPD...I thought he was supposed to be on our team.

No Confidence Vote for Shields too.

Not exactly sure what you mean by the word fraternize.

If you mean that they are having an intimate (read - sexual) relationship, it's not a smart idea in my opinion but I know of no formal policy (written or verbal) against it. Having a sexual relationship with a subordinate could lead to accusations of sexual harassment; however, sexual relationships like that happen on a very frequent basis.

There allegedly is some policy in place to prevent close relatives (siblings, father/mother & son/daughter, husband & wife, etc) from working on the same watch in the same district, but I could never find anything in writing. Not to mention that even if such a policy did exist it is universally ignored.

I have been in three shootings in my career. They were many years ago and due to luck and good police work myself and my partners always went home while the bad guys pushed up dirt. Those were during the times where at least the public and our bosses gave us the benefit of the doubt. I n ow have a job where I am still on the street quite a bit. Not as much as I used to be but I respond to jobs and wear a uniform. I know it could happen again in a split second. Now I have to worry that our New York boss will run around saying I should not have been on the street if I have a fourth incident even though over twenty years have passed. Guess all his claims of having been the police must be bullshit or he would know just how stupid his comments sound to anyone that has actually done the job.

Separate infrastructures for them all. Motor pools, different radios and different communications, different firearms, different uniforms, paperwork, computers, PDT's, files, databases many of it duplicates of the others only in different formats.

Everywhere in the private sector we see consolidation. With these politicians it's clout and corruption gone wild.

Where's the president?

He's only in office for two years not four, The other two years are spent wine-ing and dining corporations for campaign contributions. He who raises the most corporate money wins don't you know.

Officers involved in police shootings tend to have multiples. This is generally a result of aggressive officers confronting aggressive POS's.

As for the possibility of PTSD:

Over 30 years ago, the big dirty secret was police suicides. It is still way too large of a problem that we need to address. If you see someone having a tough time, pleas reach out and help him/her.

As for job stress, police administrators don't talk about it. Why? Because then they have to deal with it in an intelligent manner. Terry Hilliard started to talk about it then the subject was dropped and sank like a lead balloon.

When an officer is accused of excessive force, could it not be the result of PTSD? Administrators take the easy way out and fire the officer.

I am sure that The Jersey Goof is not a trained clinical psychologist that can accurately diagnose PTSD. I would even bet that the Department doesn't have one that can.

But if any officer, due to stress from shootings (or just the day-in, day-out stress of dealing with the mutts on the street) does have PTSD, PTSD is a recognized disorder and the officer and the union should look into seeing if the officer is eligible for protection under the Americans with Disabilities Act.

Which would mean that the officer should get treatment. And if the situation warrants it and he can not be satisfactorily cleared, then he could be eligible for duty disability pension.

Does anyone know if we can be denied access to the Capital Building in Springfield if we are carrying? I heard they implemented some pretty stringent security after the gaurd got killed there last year, dont know how true it is.

Technically, yes, we are banned from carrying. I was there not too long ago and the guard asked me if I was carrying and he told me that if I was, I would have to secure it in a gun locker. I replied that, indeed, I was carrying as I go nowhere without it. He then said that as far as he was concerned, he was fine with it because he said if anything went down, there was another weapon present in the good guys hands. He seemed to be very pro-police and pro-Second Amendment. With that, you never know who is at the guard post. You should go with your weapon and take your chances. At the very least, they'll put it in a locker while you're there.

McCarthy is the first high level city official to feel the wrath of Rahm.

Just before McCarthy went to a dinner for the National Chiefs of Police he got a major in person ass reaming from Tiny Dancer. He had already irked Rahm with his constant careless talk in front of the media and his never ending love of being in front of the camera.

Rahm was informed by a partner at a big downtown firm currently contracted for a lawsuit involving numerous 8th District police that the Superintendent is now a defense witness in any and all lawsuits involving this officer. The Superintendent is an expert in Police Management and he has now publicly stated that the city was negligent. Rahm was told that these comments virtually guarantee an eight figure settlement on the Farmer lawsuit.

The anger from Rahm's advisors is so real that rumors around City Hall are that McCarthy could be fired before 2012. The thinking is Rahm will wait for one thing to go wrong, one scandal, one bad car chase, one anything, and he will drop the hammer on McCarthy.

First, you can guarantee that McCarthy will do absolutely no more press conferences. City Hall is sending a new spokesman to handle police affairs who will be installed by the end of this week. The McCarthy media tour is over.

Second, you can expect McCarthy to tone down his Compstat beatdowns. His only friend in Chicago just called him out on the carpet and basically told him he fucked up and if he fucks up again he's gone. Aldermen had already begun beating the drums that McCarthy is an asshole who doesn't treat them or their cronies with the respect they deserve.

This needs to be addressed at contract time! The job has lots of responsibility and liability. It's a tested position with lots of training. I know I did not go see my alderman for the job. I worked hard and did my job but made many sacrafices over the years. Missed many holidays, birthdays, family events, shit hours and in the end will probably die a few years sooner than the average 9-5 Mon - Fri guy. All this to make a little more for family (than other occupations) and a modest comfortable life after I retire. By the grace of God I have not had to take another life which I am trained to do if necessary. No matter how much training we have we are not robots and every police officer is wired differently. I have seen things on this job that most people only see in movies. I think PTSD disability needs to be addressed and to maintain our benefits that we get for a shorter life expendency.

The subtle difference is she snitched and became an informant for the FBI and took down other P.O.'s, so what did they do they rewarded her and promoted her.

When an incident occurs, Do Not jump to conclusions, just tell the media that the incident is under investigation & STFY

This incident will totally vindicate the officer, however, your decision to crucify him in the press will stay with & hurt this officer throughout his career regardless his being innocent. Font fall into the trap set by attention seeking scum- (Politicians, reverands, media).

Remember, you threw a few stones in your career in NYPD & he who lives in a glass house, should not throw stones.

She supposedly has PERMISSION, due to her working undercover, TWENTY-NINE YEARS AGO, against her coworkers in the 002nd district.

Like it matters where she lives, if someone chooses to retaliate (three decades later)? What a crock. She has played the 'oh, poor me' card far too long.

You still want to hang out at CPD, Cynthia? Then, how about you abide by the rules? Or are they only for other people?

SCC, I'd withhold the bashing a bit. The ENTIRE video shows cause for concern. I'll never second guess an officer's fear for his own safety, but...something is amiss, or it at least appears that way. This guy is going to end up in some serious legal trouble. The first volley fire is explainable. The second? I'm all ears...

Let me address this for you two so you do not sound so unintelligent.

CW lives in a house in 5. Near a park. Near 120th and the Ivy league streets Without going into giving out any more information on her home, or any other Cops house, this I know, is fact.

I worked that Beat and have seen her come and go. Ask any cop in 5, they know.

You're welcome for the truth.

And I dislike her like almost any working cop.

Your right she can't lives there but she can live there, why you ask because she was caught with her hand in the cookie jar along with a few other P.O.'s back in the day. The subtle difference is she snitched and became an informant for the FBI and took down other P.O.'s, so what did they do they rewarded her and promoted her.

I imagine the reason she gets to live outside the city is because she received death threats.

If you have a problem get help. There is nothing wrong with taking a month or two off or whatever it takes to get your head on straight.

There are plenty of sources of help to look to. There is nothing unmanly or cowardly about getting the help you need.
