Where the Axe Will Fall

  • Mayor Rahm Emanuel has talked about laying off more than 500 city employees and eliminating 776 vacant jobs, but he has not identified them or explained what city services will suffer.

    Now, an analysis by the Chicago Sun-Times and one of the impacted unions shows where the ax will fall — in a way that could slow response time to 911 calls or stretch call takers to the limit, decimate Chicago Public libraries and force dramatic cuts in health and human services.

    At the Office of Emergency Management and Communications, where 911 call takers have more than doubled their annual salaries in overtime over the years, the budget calls for 108 layoffs and the elimination of 80 vacancies. Seventy-three of the layoffs are recently fired Loop traffic-control-aides.

    The ranks of police dispatchers would be reduced by 45 or 10.3 percent. The number of fire communications operators would drop by 17 or 16.6 percent.

    “Management … is saying the wait time for a 911 call will go from one-to-three seconds to ten-to-fifteen seconds, possibly more. This is very disturbing,” said an OEMC employee, who asked to remain anonymous.

So not only has the Department gone from proactive to reactive in record time, we're going to go to an even slower reactive posture. And the dispatcher burnout, well, that's just an unfortunate side effect.

I can't tell you how many times a dispatcher saved me and my partner. The last thing I want to hear is that my dispatcher is stressed to the max. This is not a good thing.

Racoon Eyes could care less about what kind of police or fire service you get. He is protected along with his family 24/7. Even lard ass Daley and his wife have 24/7 protection all for free. I do believe this little rich asshole has to be put in his place. He is raising taxes and we will get much less than what we have now in return. I am still smarting over the prospect of paying double for my water by 2015. Where the fuck has all that water and sewer service charge money gone for the last 20 years? Weren't they fixing those water pipes during that time? Who the hell knows! Nobody has any idea of how much money this city takes in each year or where it goes. How the hell can we be broke? And this little midget bastard just keeps throwing $millions around like they are quarters. Another $15 million for more CTA cameras! What a complete fucking WASTE of money! The Illinois Department of Transportation is hiring high-paid managers at salaries of up to 100-thousand dollars a year to oversee supervisors who unionized recently.

According the the Associated Press, IDOT is hiring 16 new ''operations supervisors'', who will supervise field technicians and road workers. Until now, the field technicians served as the supervisors, but the state Labor Relations Board recently gave those techs permission to join Operating Engineers Local 150. IDOT posted job announcements for the ''new'' supervisors within weeks.

''Our guys already to the all this work'', union attorney Ken Edwards told the St. Louis Post Dispatch. ''You're going to create 16 new positions that are identical to what we already do''.

According to the Associated Press, the new jobs will pay from $67,000 to $100,400 a year.

What the writer of the above comment fails to realize I think is the scope of the Occupy Wall Street movement.

Protest were held world wide this weekend with turnouts in about 80 of the 190 countries out there.

The streets in Spain were jammed packed with tens of thousands. Fortunately the only violence I've heard of was in Italy which is being blamed on agent provocateurs.

Something is going on here.

He must be kidding. Cut the life line to citizens and first responders. Cut call takers and dispatchers when everyone says that seconds count in an emergency ? First thing should be - REVAMP what Police, Fire and EMS respond to. Cut out the BS requests.

I was listening to Zone 1 Saturday night around 11 PM. Car was dispatched to "Check the well being" of Grandma who is 89 Y.O. They haven't heard from her in 2 weeks. 2 weeks ? ? You would think that after 1 day they would have gotten off their Yuppie asses and gone to check on her themselves. No, wait til 11 PM and call the police . . .

Big changes are needed, yes, and the first is educate the public.

My niece is at OEMC as a dispatcher. ALL the overtime was forced due to lack of manpower and now RAM wants to get rid of more of them. Not going to be good folks.....not for the citizens nor us.

Tact teams were called out Sat night for the demonstrations downtown that are getting bigger instead of smaller. Is this the prelude to G8? And what are we going to do with a decreased presence in the streets, longer commutes from scenes back to the stations and lock-ups; delayed processing in the lock-ups because "civilians" will be working at their pace, and a radio system that will get worse with a number of radio techs laid off? This city is fucked.

The smart thing to do is hire retired police officers to work as dispatchers for half the cost and no benefits since they are already retired and receiving retirement benefits. They know what they are doing, can screen bullshit calls, speak proper English, and can relate to the strret officers.

being a dispatcher is a very easy job in some of the northside districts, especially during winters and midnights. For what they are paid, i would do it in a minute. The ones that get layed off will never see that kind of easy living money again, and there is no where to go with their so called skill set.

OT - Watched the channel 7 interviews re: public pensions. Two fat cat white guys, saying it's OUR fault that the funds were never properly funded, that they don't want to reduce the benefits to those already retired [but, wink-wink nod-nod, we could]. This followed by scum-bag Al the commentator never asking where the money went all those years that the city and state didn't meet their obligations.
You know what, I don't think we're going to get our earned pensions. I don't believe those retired department members [or Police widows for that matter] are going to be receiving their due amounts for much longer.
Maybe those screwballs from Occupy Chicago that we locked-up last night are too much on the mark in some areas, for the city to allow them to roam free.

Sunday morning news had the head of the civic federation on saying they have to cut ALL present goverment employee pensions like more than 50% but the ones already retired are safe! yeah Daley retired and safe he can fall back on the parking meter company for the next 75 years! Why isn't this asshat indicited and/or on his way to jail? Lisa Madigan should be suing him for mismanagement and fraud and take his pension!

Great station, so sorry to hear of it closing. I went to 013 first thing out of the Police Academy many years ago. Henry Horner and Rockwell Gardens were like patroling Kandahar. I learned quick not to go near the projects with the blue lights on so as not to attract gun fire.

The backup the police provided to each other in 013 was amazing and magnificant. In those days there were no computers and one radio per car. You had to remember or else write down the location of everyone else's assignments for when they screamed for help you knew where to go.

Other cars would always slide past your job, especially if it was a domestic or battery. The camaraderie was fantastic.

Those were the days.

A real easy way to trim the city budget and county budgets is this way. Model the 2012 budget after the 1970 budget. Old man Daley and George Dunne would never let this happen. If its not in the 1970 budget it most likely doesn’t belong in the 2012 budget. The 1970 population of Cook County is almost the same as 2012. But in constant dollars the 2011 county budget is way bigger than 1970.

For example, did the city have a Department of the Enviromen in 1970? Nope but we do now, any they show us how to plant grass and flowers on our roof tops? They test the water at fires to see what toxins are going down the sewer. By then what difference does it make? You could eliminate the whole department and no one would care.

If the 2012 city budget is the same as 2011 there are few if any people on the office of Mayor’s budget making less than $125,000. If old man Daley ran the city most people would be making a comparable salary as the private sector. By the time Daley II finished his career as Mayor, getting a city job, especially as management was like winning the lottery.

99% of the city employees should be making less than $125,000. Go to work at the city and become a millionaire in 15 years.

There is a big component to this issue that the city has no control over. Since the economy is down, revenue is down. But then if you didn’t hire so many 6 figure salaries since 1989, you’d have a situation like Indiana can be pround of, balanced budget no new taxes and a Governor who is so successful he won’t run for President.

Sorry to all the Supervisors, call takers, NMC personnel and radio techs who are affected by this bullshit move. These are some of the best people at the OEMC. Very unfair. Meanwhile the moronic clout babies and unqualified contractors are safe and sound. I hope someone can alert the media and the public about this mistake. Maybe a loud enough outcry can reverse some of this. Not only is this the same political garbage that has destroyed this city for years, this is worse. These people are jeopardizing the safety of our families by playing the same old political games. What will happen when the riots start at the G8 and NATO summits? The lack of qualified personnel at the OEMC will cause chaos in the response to the emergencies. Don't be surprised if the whole place goes down due to lack of qualified NMC and radio personnel. This is criminal negligence. I hope people go to jail over it.

SCC take this to the bank, I heard from a little mouse in HQ that the reason the PD and FD will be sharing 35th/Michigan is because the plan in to cross train P.O.'s to be firefighters.The fire houses will only have a lt., engineer, and ambulance crew working the 24 shift. Police officers will be trained to fight fires and be issued fireman gear. They will keep the gear in their trunks and when ever a fire arises the fire lt. will decide on how many p.o.'s he needs to fight the fire and the p.o.'s will be dispatched accordingly. Bye, bye firemen and those great 24 hr. shift. The city will save millions by only paying that lt., engineer, and ambulance crew. You heard it hear first and coming sometime in 2012!

Spending 15 million on CTA VSEP instead of cameras, would have a greater effect in crime reduction. A criminal is a criminal I really dont think that cameras will stop e agreatetcrimes being comitted. P.O's on the platform would have a greater effect. From my perch, the OWS protests are probably just getting started, and the worse protestors are treated (hello NYC!) the bigger and more robust these demonstrations are likely to get.

Including duties such as- fire fighting, crossing guards, school teachers, counselors, streets and san, garbage collection, accounting, book keeping, cooking, cleaning, nursing, paramedic duties, helicopter pilots, fighter jet pilots, etc.... The government will save big money by cross training in the above jobs.

I was there and these so called protesters are nothing but lazy slobs that aren't very bright. Most are all dressed like dead heads, stink and have not lived long enough to know about responsibility. Could this be the reason that oemc is looking for volunteers to be 311 call takers in an event of a large scale Emergency? The first two classes are full and their is a waiting list of people who volunteer to be train as call takers, as classes become available.

Tact teams were called out Sat night for the demonstrations downtown that are getting bigger instead of smaller. Is this the prelude to G8? And what are we going to do with a decreased presence in the streets, longer commutes from scenes back to the stations and lock-ups; delayed processing in the lock-ups because "civilians" will be working at their pace, and a radio system that will get worse with a number of radio techs laid off? This city is fucked.

And you think that a 'civilian' pace of processing arrestees in a lockup is going to be any worse
than that pace from a 'sworn' lockup keeper?
You must not have made many arrests in your
time on the Job, office. Most of the time, it won't
matter if the lockup keeper is sworn or civilian,
just about all of them have that same 'I'm saving
some of this work for the next crew' attitude.

That is why I have a Burglar/Security system and a S&W .40 cal.M&P. and...a smoke and CO alarm and fire extinguishers.

No law abidding home should be without them. (Seriously, please check those smoke detectors, I do every time I cook.)

We have more than twice as many people to chose our "athletes" from, Plus, our football team includes any cop from anywhere who wants to play for us, including our team captain. Their hockey team is as good as ours, so don't get too proud.

They have twice the amount of time off to practice & can workout on company time. Hell, they can't even put a Pipe Band on the street w/o civilians & the CPD Band filling their ranks. So the only point you made is the one on top of your head.
