Hey Look! Money!

  • Mayor Rahm Emanuel’s administration will announce Monday its cost-cutting has been more effective than projected: $83 million or $8 million more than the $75 million Emanuel targeted when he took office.

    Emanuel told department heads when he took office in May that he wanted them to cut all non-essential contracts for city services by 6 percent.

    He expected a few of them to come in and complain that it could not be done. None did. So instead of just $17.5 million in savings over what was budgeted, that brought in $23.8 million, Budget Director Alexandra Holt told the Sun-Times Saturday.

No word on how much of that "savings" is offset by "giveaways," "tax breaks," "connected contracts" and "raises to Rahm's people."

The article also has this gem in it:

  • “The city is still in a financial crisis,” [Civic Federation President Laurence] Msall said. “It still has a structural deficit. We estimated that at $650 million, and we think about two-thirds of that is eliminated in 2012. And there is still the ticking time bomb of under-funded pensions. But clearly Mayor Emanuel and his team are moving the city in a positive direction with this.”
That sounds ominous.

I guess the stupidity just doesn't stop. Ill keep it simple.... a grand jury that was conducted in rockford in reference to cpd just wrapped up. This time its pointed at narcotics... I guess some people will just never learn... the arrests and news are to break this week... and no, this is not a "you heard it here first". I feel disgusted to have heard the details about this story through the grapevine today... Just when the sos caper was rapping up we are are gonna get hit with this whopper. Way to go narcotics!!

Oh oh-oh lookie we created 10,000 new jobs this month.

HA, nothing said about how many old jobs we lost or the fact that the new jobs are not 40 hour a week living wage jobs.

No, they're shovel-ready part-time government-subsidized min-wage poverty-like jobs and you need to have two or three of them to replace your standard of living that you lost when the old job left.

Then they use this crisis to put the kids in a trick bag by telling them their skill sets are no good -- that they need to go to the bank and take out another loan to pay tuition to go to college run up a six figure debt to get a masters degree so that they can qualify for the WalMart job paying $14/hour which enables the foolish newly indentured servant to be enslaved for the next 40 years of their career trying to just break even from the trick bag they fell for.

Think I'm talking shit? Look up the non-seasonally adjusted non-farm employment numbers from 9/2000 and compare them with 9/2011. We have about 800,000 less of those jobs over the last 11 years. Yeah and all those months that went by and we read about the jobs being created. Bullshit!

800,000 jobs lost over 11 years while the population has grown by about 1 million per year over the same time. Where did all those people that are supposed to be entering the workforce go?

The Food Stamp caseloads went from 16.7 million in 9/2000 to 46.3 million on 9/2011.

We've put 30 million people into poverty over the last 11 years. Poverty is growing at a 9.6 annual compounded growth rate clip.

Now tell me what kind of jobs do you think that we're creating based on that.

Some will say that there are jobs out there and that these people are just lazy and do not want to work. To that I say if it's true we must ask why...why over the last 11 years did people that were once working become lazy all of a sudden?

The system is broken. The elites are still extracting the wealth from the middle class. The bankers and their frauds go on with impunity and the regulatory agencies are unwilling or unable to act.

There are two sides to a budget.

The distraction being presented by the mayor is on the spending side. So what's happening on the income side? If you save $75 million and your income drops by lets say $85 million then you would be no better off in the future.

If there was an "honest audit" ever done we would all be quite surprised to find that there is no money crisis at all. And they wonder why nobody gives a shit out here any more. Try justifying the cuts to people who lost Family members due to "shaving off" costs in Public Safety. Touching Police budgets for cut backs have always been a big no no for politicians but not steam roller Rahm.

OT: In a moment of drunken clearity I had this thought. Why can't the FOP and city meet in April 2012 and come up with a four or five year contract before the NATO/G8. I know this impossible. In a perfect world there would labor peace and cooperation before a meteor hit Chicago. Better to have somewhat happy police during a crisis than police that know the city will see them as useless after the crisis. Now I am going to take two asprin and dream about how I will spend my half a percent retro in 2015.

Awhile back, I commented on another, very liberal blog. There was a TIF project that had spent MILLION$ on a 'Streetscape' [Clark St from Leland to Montrose] though nothing was really wrong with the original street. They poured all new curbs and sidewalks, repaved all the asphalt, painted and stenciled those cobblestone-like crosswalks, put up new street lights, and added sidewalk planters and huge sculptural street signs to the corners. Like I said, they spent MILLION$

There was a post on the liberal, neighborhood blog about it's completion and everyone was just gushing about how nice it had turned out. I don't dispute that. But I said something to the effect that though it DID look nice, it would have been wiser to have taken those MILLION$ and funded the municipal pensions instead, since we EVENTUALLY would have to face up to our obligation to do just that.

Well, that stirred up a hornets nest of vitriol against my comment AND against city workers AND the pension system and if it's possible to get booed off of a blog, that is essentially what happened.

So, if anyone here thinks that our wonderful citizenry or elected criminals or new mayor-for-life are going to find a way to correct the deficits in the pensions from the past, (of their own making), THINK AGAIN!

It seems that THEY'RE heading toward some kind of 'we can't do much about the current retirees' BUT the future retirees will have to accept a different reality.

So if I have this right, Escalante owes his Spot to Lopez who is now his XO (as well as his LAPA president). So who is really in charge?

Does anyone know if a citizen's group can get a referendum to reduce the city council? How about a citizen's group demanding a forensic accounting of what went on during Daley's dictatorship?

Can the city be at least forced to produce the financial records and contract records and we can get our own forensic accountant? I know forensic accountants who would do it for free.

It wasn't a dump down. XOs in units don't have to be Captains, they just have to be a rank lower than the guy they're working for.

Lopez is now the XO to Escalante (a deputy chief). Lopez is still the rank of commander and getting commander pay; some "dump".

Similar, Deputy Chief Welch is XO of IAD, but he is still a Deputy Chief because he is the XO to Chief Rivera.

It's all a big scam to create more exempt spots. Now when they want to promote a commander, they don't have to dump the one that is being replaced; they just move the exempt to an XO spot to make room for the new guy.

He DOES know that, which is why he's working so hard to diminish our pension.

This will be a long, hard fight.

Every one of us who hopes to collect a pension needs to be ACTIVELY INVOLVED; maintaining constant contact with legislators, the governor, the mayor.

If you depend on the FOP and others to do this, you're going to be disappointed.

We're all busy. We all have families, special employment, court, etc., but you have to determine your priorities.

Looking out for your pension now IS looking out for you and your family later.

Well, if he wants to go back, he should hire deloughery's attorney. She got dumped from a/5, held the same rank (not title, but rank) and the same pay, but she still won and got to go back to make everyone miserable in a/5.

I'm not a fan of the guy either, but he was regularly going to the church and spending time with the priest BEFORE the savage attack. When there was no reason for any cameras to be around.

Does anyone know if a citizen's group can get a referendum to reduce the city council? How about a citizen's group demanding a forensic accounting of what went on during Daley's dictatorship?

Can the city be at least forced to produce the financial records and contract records and we can get our own forensic accountant? I know forensic accountants who would do it for free.

Most coppers are just hard working guys/gals that work extra days/nights to pay the bills. Chances are we are not the best resource available for the information you want.....
but I bet we can tell you where you can find a few thousand guys/gals to help with the petitions and other legwork once you get the ball rolling.

Hey Emmanuel.

The bill passed that requires the city to begin funding the pension IS, repeat IS, pension reform.

Daley fucked the pension for YEARS. What did he do with the money. That's what the eventual lawsuit will ask. You find ways to spend money when it comes to other areas in the city.

To use your words, Emmanuel, it's time to stop kicking the can down the road. You and the city must own up to your responsibilities. It's not the fault of the members of the fund that the responsibility was ignored and the money squandered.

Hopefully a judge will agree.

01:00 So last January, a new pension law was passed for new hires and that law included a provision that starting in 2015 the city will be forced to pay into our pension or the state is mandated to withhold the citys share of revenue sharing. Now the mayor said he is refusing to abide by the law?
