Expired Equipment

We were taking an inventory of our personal gear and discovered what some of our readers have already noted in the comment sections:
  • Gas mask filters have an expiration date

And we'll give you two guesses as to how many people we work with are noticing the exact same thing. Here's a hint:

  • all of them

But there's no need to worry boys and girls. We also talked to a friend of ours who related that there are no plans to use OC or CS gas downtown at any point during the G-8/NATO event. One of the most potent riot control devices we have is completely off the table. The reason? It would look bad on TV and remind people of 1968.

Gee, I hope the anarchist protesters are aware of these rules and don't bring their own chemical sprays or gas emitting projectiles, because then we'd just look stupidly out equipped when we are unable to fight fire with fire.

It's beginning to sound more and more like the Raccoon 9.5 thinks he can erase all of the old "Police Riot" footage in the 1968 news archives and replace them with tender new Chicago Police images that he hopes will help him win the 2016 nomination for the White House!

Unfortunately, when all this shit blows up and hits the fan and is out of control, WE will be the ones to suffer for it and not the Raccoon.

Over the past few days with all the talk about the G8/NATO summit ramping up, I have been sitting here and giving it some thought. Not that my thoughts matter, but I figured I would share.
I won’t rehash most of the stuff guys and girls have already pointed out. Yes the equipment we have sucks, no we shouldn’t have to buy our own gear, the training instructors and training course is good but not enough (three day course). Helmets, gear, training and, mostly, the incompetence of the nitwits in charge (I almost said “leading”LOL) etc. all very good points indeed. But now we need to start getting our minds in the right place.
Let’s look at and break it down. We know from past precedent that this is going to be like nothing else this city has seen for over four decades. This isn’t going to be like the Bulls “celebrations,” or the DNC circa ’96, or the war protests. This is an international event that is going to attract a whole different class of asshats that we have never had to deal with at our level. Get your head around that pronto.
The city is guess-timating that 10,000 protestors are going to show. Protest related websites are calling for 500,000 people to show. So, based on common sense and the law of averages, we should expect somewhere in between those numbers. I am taking 125,000 in the pool. So now let’s break that down. Based on the 125,000 number, according to the CDP training guys, 3% - 5% of those people will be bent on causing damage and committing violence. So, that puts the number of violent protestors near the 5000 – 7000 person range. And they are going to be our problem.
Whether we like it or not many of us are going to be out there on the frontlines of this thing. We are going to be hands on with people and getting in the shit. And that means we have a responsibility to ourselves to make sure we take care of our own. We all know that no one else is going to take care of us, so we will do what we do best and take care of ourselves.
While it sucks that the powers that be have decided to be on the cheap about this, that doesn’t mean you need to be unsafe. Yes, you are going to end up spending some money for shit you need to keep yourself, and your partners, safe, but it is what it is.

Make sure that if you have turtle gear it is in good condition. Make sure the straps work and it still fits properly. Make sure your helmet fits snugly. Make the necessary adjustments to get it to where it is comfortable for hours on end. Make sure that you have good boots and extra bdu’s. Go through your gear bag and make sure all the pieces that you want are there, and if they aren’t, replace them. Start doing this now. May is only 4 months away and it will be here in no time.
Start stockpiling water, granola bars and bandaids. Curlex tape, dish soap, laundry detergent, foot powder will come in handy, so everyone on the team start chipping in and getting this stuff together. (I would hope most of these supplies are self explanatory, as to their relevance.) Batteries for whatever flashlight you use, maybe a pocket tool like a leatherman or the likes. All this needs to be had before the shit hits the fan, because once it does, you won’t have time to go find it, or you will be too exhausted to care.
There is going to be all kinds of stuff flying through the air, bags of shit and urine, rocks, ball bearings, pop bottles and cans, and Lord knows what else. Make sure you have everything covered that you want to protect. Buy a groin protector and a throat protector (the one that came with the old turtle gear blows), to protect those vital areas. Have a good set of gloves or two to protect your hands. Get some safety glasses, and wear them under your face shield, just in case. And maybe consider something to wear on your head, under your helmet, that will protect your ears, even if just from getting stuff in them.
Hell’s bells, I could go on all day listing this stuff, stuff the department isn’t even thinking about, but we, the grunts on the ground, must think about. Ultimately it is our safety that is on the line out there and we are going to have to take matters into our own hands to make sure we walk away from this thing safely. Start making your list, check off an item or two everyday. Make sure you are looking out for you and your team mates. The most important thing is to go home safely. Good luck, God’s speed and let’s be careful out there.

In addition, does the dept have enough small fire extingushers for moltov coctails and the like?

Not to mention that those blue helmets they give us, which are essentially motorcycle helmets, only have a lifespan of five years. most manufacturers of motorcycle helmets recommend that you replace your helmet every five years because the material that protects your noggin deteriorates after five years

68 has nothing to do with it. A lot of the buildings get their ventilatiion at ground level. This would cause some of the buildings to have to evacuate .

At the tier 1 training and review training classes they said that the city will not be authorized to use gas or OC.

They also said not to worry because the expiration don't really mean much. All it means is that they will work but they won't work for as long. They are normally meant to last for 24 hours (or something like that) of continuous use but since they are expired they will only work for something less than that.

The G8/NATO instructors are telling everyone in class that the expiration does not matter, its that they have a 24 hour life after they are used the first time( Save money and put out BS is what this is called). It is also said we will not use gas. Lets say that is true what happens when the protesters use gas? With a expired gas and no gas. Guess who is better prepare?

The City and the Department are going to use the bullshit excuse that they don’t want to risk the OC getting into the ventilation systems of the downtown buildings. It’s a public safety concern they’ll say. OC, if disbursed in volume (such as to control a riotous crowd) will linger in the air and be sucked into the air intakes of the surrounding buildings… Well, here’s a friggin idea- have the City event planners notify all of the building operations staff that during the period of 18 May through 22 May they should shut down the ventilation system during that period or at minimum remain aware of the crowd situation in the vicinity of their facility and be prepared to perform an emergency shutdown of the system to avoid circulating the OC through their facility. After all, there is a riot outside. Instead, they risk the lives of the police by ensuring they don’t have the tools to do the job.
If you all remember, back in mid-May 2011 the Department issued an order to have all of the Districts and Units send all of their MK90 OC Dispensers back to the Academy because they were about to expire, and they would replace them with a fresh supply. Has anyone had theirs replaced? Hang on- I have to stop laughing… Ok, so it appeared that the Department was looking out for the wellbeing of the troops and replacing old, outdated, expired, damaged or potentially ineffective equipment and were going to be reissuing a fresh supply. Oh the tears—I’m laughing so hard! So it appears in reality that the Department actually collected all of the supply of large volume OC dispensers in advance of the anticipated G8/Nato riots so that we won’t have them to use. Ok, back to my original statement, they are going to use the bullshit excuse that they don’t want to risk the OC getting into the ventilation systems of the downtown buildings. For anyone not paying attention that meant that in order to ensure the police officers are ill-equipped for the situation, they caused the officers in the Districts to go the entire summer without the proper equipment to control the summertime drunk and violent street parties in the ghetto.
Be prepared for the “official” statement to come out as soon as someone from the media questions his wannabe highness Mr. Emanuel or his puppet dummy Mcstupid. “We cannot allow our officers to utilize a tool that that may put the health of the individuals who work in an area where there may be a crowd control situation(not riot) at risk, therefore we have decided not to allow them to use the OC spray and are looking at alternatives that are better suited for the situation.” Damn, I’m good. I can hear the bullshit now! The alternative? Don’t club them, don’t spray them, don’t taze them. Don’t verbally abuse them, don’t infringe on their 1st Amendment or any other “right”, and don’t lose your temper when they throw piss, shit and firebombs at you. I guess all that is left is brute manual force. And of course, that is only if they have put the health or wellbeing of a citizen or another police officer in extreme risk. Otherwise, I guess the City wants us to let them burn, break and steal everything. We can only interpret their actions to the best of our understanding. Ok… you took our tools away so, this is what we are forced to do. Just watch and issue stern warnings, you are professional observers. Watch for the official statement- C’mon media, somebody have the balls to ask so you can see we know what we are talking about.

I don't even have a gas mask... How about shields for the helmets? SCC, I went down to equipment and supplies at 35th street and requested a new shield/cover for my helmet and was told they do not have any. and they don't know if they're going to have them by time g8. Just awful!

something to think about when g-8 comes to town:

the city needs us now more than ever.

1) when was the last time this city bargained in good faith with us?

2) our last contract was 10% for five years.

3) they are ill prepared to handle this summit, if this goes south there will be hell to pay politically, for rahm and obama.

4) this will be the biggest challenge this dept has faced since '68, its a whole different time now. i think we are in trouble.

What the department fails to realize is that ten years ago you would've had tons of volunteers for this mff even with having to come out of your own pocket. Because back then a lot of people were happy to come to work and to go the extra mile because there were at least some competent bosses still on this job that treated u good and even most of the dum ones would at least back you. Now you can't name one boss that could lead a boy scout troop. It would be nice to see no one volunteer for this just to send a message. But you will always have idiots that act like company men no natter what. One day they will learn just like the rest.

1968 forever blackened the reputation of Chicago and its police department. it does not matter much who started it, or why. it got out of control and looked bad on TV, what little got on TV.

most citizens think the job of the police is to act to reduce the level of violence in such situations. not go around beating heads and making it worse as most believe happened in 1968. fairly or not, history has judged what happened in 1968 and the judgment does not reflect very well on Chicago or the Chicago PD.

this time around everything will be on video. every little interaction with a potential rioter.

there is potential for the department and the city to look really bad. other cities have hosted it in the US and have done remarkably well. that means it can be handled. whether Chicago and its police department is up to the task is the only real question. and the answer may not come until afterward.

if it gets out of control, chances are that CPD will get a fair share of the blame for it. maybe that blame is fair, maybe not. that is just the way things are.

Expiration on gas mask filters isn't like the expiration on milk.

They're a passive mechanical device. There are a couple things that could go wrong in theory, but for the most part, it's one of those 'gear optimization' protocols where the infinite dollars of governments can afford to be ridiculous. Wouldn't surprise me if at some point along the way, the entire concept of canisters expiring resulted from some connected NATO contractor who makes them.

Expired Irritant Filter (small one with purple sticker) will still work fine when expired. Make sure you are clean-shaven if you anticipate using your mask so you get a good seal. Find a recent military vet in your district to help you out...

SO it's totally okay with Mayor Emanuel, the City Council, the folks that run the Police Dept that we all have expired filters for our masks? The reason? Because we have no plans to use the gases. Why are so many people so concerned about G8? you have got to be crazy to stress as much as it sounds like people are.
1. This department does not give a shit about any one of us.
2. 99% of the protesters hate us. They don't know a single one of us but hate us because of the job we have.
3. The "leaders" that will be coming to town do not care about us.

Are we really worried about the training or are we bitching just to give the city a hard time? All we need to do is look out for one another. If these jagoffs get out of hand and vandalize the city....so be it. Do what you can but first and foremost watch each others back.
as far as gas masks go....no need to worry. WE WILL NOT LAUNCH GAS DOWNTOWN NO MATTER WHAT. That decision has already been made. The people running the show have one concern.....$$$$
The city knows if assholes damage property guess what happens....the building owner makes an insurance claim. Cost to the city...$ZERO!!
Give 1000 P.O.'s 40mm guns, shotguns with sock rounds and rubber bullets, and hand out gas masks....cost to the city....HUGE. Just look at Boston when the girl was killed by a "less lethal" round to the eye...how much did the city pay out? The training, the gear, and the lawsuits all add up. Deb Kirby isn't a police officer....she's more like an insurance adjuster for the city trying to figure out the cheapest way to pull this thing off so the city can pocket as much G money as possible.

Instead we should all be FUMING about the ward remapping. Why is it that the city wants all departments to make CUTS yet the aldermen are not? Wouldn't this be the perfect time to REDUCE the number of wards?? It's like a family where the children are starving and the parents are dying of obesity. The kids are eating baloney and the parents have Filet. But that's right, keep worrying about what will happen come May.

OT and UNREAL. I will keep this brief. 26th cal Thurs rm 702 Judge Ford 1st time up Agg UUW...ASA agrees clean case no wrinkles. Prob tells us off. 1st time arrested Hon discharge from army but hanging out on corner at 63 Rockwell no where near where he lives. Judge tells her "work it out Im not sending this guy to prison for a year because he made a mistake". She still goes forward...I tesify for maybe 7 mins no problems. His lawyer doesn't even cross examine me and no other witnesses. Judge Ford finds him NOT guilty. A 20 yr veteran of CPD slaps a guy and gets 2 yrs in prison but this guy gets a free pass and basically told its ok for UUW and running from the police. Liberal Fuckers.....Sully 008th Dist 1st watch

I think what he is trying to say is the helmets that were in use in 1968 were still being issued when he was hired. I recall folks that got hired as late as 89-90 being issued those types of helmets. I was hired in 1991 and was issued the motorcycle helmet.

And as crazy as it sounds, keep tampons with you. Pack them in an open wound to stop a hemorrhage and the ER docs will be able to remove it to work on you. Quick clot is good for some instances but sterile dressings are just as good and won't cause other problems.

I have two gas masks, one old junk and one new with nice unexpired filters. When I retire in a few months the City will get the one that is old and good for shit and also they get the old filter canisters.

I get the new stuff. You have to learn how to play this shit. I even managed to get prescription lenses inside of the new mask that snap into place. I'll probably give the new mask to some PO that needs it, I'll show him how to get new prescription lenses for cheap.

Quick Clot is good along with some wound dressing , tape etc. The Department will NEVER issue this stuff to individual officers unless you are assigned to SWAT or a sniper. They will tell you to call an ambulance. CFD won't go near if there is gunfire or the area is not secure. They are not combat medics.

Equally important is a personal Tourniquet to be carried always.

The '12 Demonstrators will have far better communication skills and equipment than CPD. Have we been able to "stop" a flash mob? Our abilities will onlly be reactive not proactive to these demonstrators. Also someone raised the radios not working in the subway and the answer is YES. There are several places in the CTA Subway system where Radio or phone service does not work. If you confront troubl there, you cannot summon help.

When you see the protester acting up, go to him request he stop his actions, ask politely if he wants to go to jail, extend your hand and gently place him or carry him to be arrested, as demonstrated during the occupy movement. 68 has nothing to do with it. A lot of the buildings get their ventilatiion at ground level. This would cause some of the buildings to have to evacuate .

Just for clarification, when they say we will not use gas they are referring to tear gas - CS, CN- and not pepper spray - OC . That will be used as it does not vaporize and linger in the air. Our masks are to do 2 things: 1. protect us against OC we may use in large quantities; 2. protect us against chemicals, etc the bad guys may use. I know we all like to bitch but let's also report facts, not rumors and use some common sense.

Officers who know they will be on the front lines should look into a product called "Quick Clot". I believe it is sold in most hunting stores, and police gear sites on line. It's a safe, sterile way to stop profuse bleeding from a catastrophic injury.

Personally, I think it should be standard issue to every officer, but I know that's laughable in this city.

The FBI carries it in their field packs.

And as crazy as it sounds, keep tampons with you. Pack them in an open wound to stop a hemorrhage and the ER docs will be able to remove it to work on you. Quick clot is good for some instances but sterile dressings are just as good and won't cause other problems.

If you are going to carry medical equiptment, for God's sake, get training in its use. There is nothing more stupid than dropping cake on gear you have no idea how or when to use. There are several local companies that provide suitable training. If you don't want to spend the money on training, find an officer with military or civilian medical experience.
As far as gear goes, why not go with the same trauma gear that the military carries? It is called an IFAK. A trauma dressing, a tourniquet, some gauze, some gloves,some tape and maybe some trauma shears. It has been working pretty well in Iraq and Afghanistan for the last 10 years.
As far as quick clot goes, it is designed for arterial wounds that are too high on the arm or let to be able to apply a tourniquet. It isn't something you are going to use on 99% of wounds. Tampons were something Special Forces medics used decades ago for penetrating chest wounds. Nobody uses them anymore, or does anyone here in the States recommend you try to plug a penetrating chest wound. You are probably just going to do more damage sticking a foreign object into a wound you can't visualize.

Was told at training that my old helmet would be retrofitted so I won't get shit and urine on my face and I would get a new gas mask. Why not give it to me at the training when all of us are here in one place? Do they have the stuff or did they use the money for something else? Better Idea my helmet is over 20 years old and I am over 50. I quit tact and went on the watch. Good luck youngsters I wish you the best. I had fun at all 6 Bulls events and other crap. Here's an idea for you guys looking for better helmets/shields. Look up any recent retiree or soon to be retiree and see if a swap will help you out. Dumbshit dept. lets retirees keep helmets if they have over twenty years of service(just about everyone). Some have newer helmets. If the dept had kept those helmets there would have been a pool of helmets/faceshields for distribution.

I think what he is trying to say is the helmets that were in use in 1968 were still being issued when he was hired. I recall folks that got hired as late as 89-90 being issued those types of helmets. I was hired in 1991 and was issued the motorcycle helmet.

Over hyped. Read up on it. You will find that virtually no EMS units carry it anymore. It has its place, but regular gauze is probably a better choice. Combat gauze is perhaps a better choice, but really, it has very limited utility as well.

The goof who suggested tampons needs to rethink that as well. Talk to an actual medical provider about what they think. Tampons are just not a good choice as packing material for a wound. People think you can just slide it inside a bullet hole or something, but wounds just don't make convenient holes for you to slide something like that in. Israeli bandages are about as good as they get. If you think you need something, that is the kind of bandage to get. Best to get at least two though so you can try one out ahead of time. They are not hard to work with but they do take some thought when using them.

The costs of various options have to be part of the equation. Just about anything the city does has both good and bad aspects.

Brute force to the level that would get cops in this country locked up for long periods of time (and justifiably so) has not worked in other countries where that level of force is acceptable. So it just cannot be used here, at least as a first choice as some here seem to be advocating.

What the leaders of the protest would love to see happen is for CPD cops to get out of control and go on a rampage against mostly non-violent protesters as happened in 1968.

As long as what force is used by authorities is directed appropriately, the protesters end up losing and the police force looks like the good guys.

No matter what the city or its police department do, it will be messy and inconvenient, but protests always have been. Other US cities have had G8 protesters and done a very credible job of dealing with it. The police have come across as looking professional for the most part. No reason Chicago can't also handle it.

Reality is that it is not a police problem as much as a political problem. It only becomes a police problem if the politicians muck it up enough.

Look what happened during the occupy Chicago protest. It was all but a non-event, because the city used its head instead of beating heads.

Probation tells us offender 1st time arrested Honorable discharge from army but hanging out on corner at 63 Rockwell no where near where he lives. Judge tells her "work it out Im not sending this guy to prison for a year because he made a mistake". She still goes forward...I testify for maybe 7 mins no problems. His lawyer doesn't even cross examine me and no other witnesses. Judge Ford finds him NOT guilty. A 20 yr veteran of CPD slaps a guy and gets 2 yrs in prison but this guy gets a free pass and basically told its ok for UUW and running from the police. So let me get this straight, 'Sully' .....You pinched a never arrested, working and paying taxes, Army veteran (who was Honorably discharged) with a gun.

Then Judge Ford, who has done more good deeds for Police than you will know, tells you guys in advance that he is not going to send the guy to prison, to work it out. Then the ASA, instead of pleading the case down, which they could have, takes the cowards' way out and puts the case on to make the Judge the bad guy.

And the Judge tosses the case.

Are you fucking kidding me ?? So what !!! This is not the Lindberg case. The judge was upfront, probation told you the guy has no record, and what? You want a pound of flesh?

Quit Chicago, and go get a job in Naperville or Schaumburg, or some other pinhead suburb. That type of case means something in DuPage. It is a dime a dozen in Chicago.

The Judge did the right thing. The only goofs here are the ASA who could have grown a set and pled the case like he/she knew should have, and you for acting like you were wronged somehow.

Make sure that if you have turtle gear it is in good condition. Make sure the straps work and it still fits properly. Make sure your helmet fits snugly. Make the necessary adjustments to get it to where it is comfortable for hours on end. Make sure that you have good boots and extra bdu’s. Go through your gear bag and make sure all the pieces that you want are there, and if they aren’t, replace them. Start doing this now. May is only 4 months away and it will be here in no time.
