What Else is Closing? (Money/No Money)

It certainly seems that certain segments of Chicago don't believe all the tripe coming out of City Hall about how safe it's going to be during the week-plus of G8/NATO.

Now Rahm is promising money for business losses that haven't even happened yet:
  • Businesses that suffer losses during the upcoming NATO and G-8 Summits because they’re located within the “inner-most” security perimeter could be in line for financial compensation.

    Mayor Rahm Emanuel said Thursday the NATO and G-8 Host Committee is working on a mechanism to compensate businesses for lost revenues during the May 19-21 summits at McCormick Place.

    The mayor was asked whether businesses located within the inner-most security perimeter will have a process to recover lost profits inccured incur during the event.

    “The Host Committee is working on it. They’ll have a process for that,” he answered.

Government reimbursing private entities because they cannot guarantee the safety and security of their buildings, property and employees. And look what else is closing:

  • The potential for claims is staggering.

    Already, DePaul University has decided to close its Loop campus on the day before and the day after the summits and deny access to classrooms, labs, the cafeteria and offices in the Loop campus over a four-day period.

    The Federal Reserve Bank of Chicago has said it has “extensive contingency plans” that would allow its employees to “work from home” or from an “off-site location” in the event that demonstrations turn ugly during the summits.

    The bank is located at 230 S. LaSalle in the heart of Chicago’s financial district.

    And the Chicago Sun-Times reported earlier this week that the civil courtrooms at the Daley Center — an integral part of the nation’s second-largest court system — could be closed down for security reasons in the days surrounding the unprecedented gathering of world leaders.

How about fencing off all of downtown for the duration, then sending in the street sweepers afterward?

UPDATE: Now there is no money:
  • For a short time it appeared that Chicago area businesses would be entitled to reimbursement for any unscheduled closures due to the upcoming NATO and G8 summits.

    Protests and security restrictions at previous summits have forced stores to close.

    At an event Thursday, reporters asked Mayor Emanuel whether Chicago might compensate businesses for any disruption during the summits; Emanuel said there is a process in place for determining whether reimbursements are warranted.

    But shortly after the mayor's remarks, Chicago's G8-NATO Host Committee said there is no plan to reimburse businesses.
This entire city is a comedy of errors.

Rahm says they will be paid with unknown funds that nobody has yet and may not arrive until after the 2012 elections in november, if ever, no need to worry folks, shalom my ass!

The bottom line is the city will be stuck with more bills for many years to come, and the taxpayers will have to dig deeper. Just go about your normal business folks, all is well!

They tell us it's May 13-21st, but we all know it's going to be a hell of a lot longer than that. Do the businesses and public really believe the lying city hall? Do they really believe the protesters will only be there for a few days? Do they really believe the CPD has the manpower to handle this? Come on now. This will be a financial disaster for chicago. The city has treated their police and fire like shit for a long time now. Good luck public, you will be on your own. City hall will baby the violent protesters and tell you "Oh Well."

That's just great. My seasonal business located just west of the loop provides services at locations around the "innermost" whatever. I have ZERO contracts for May 2012 because my clients can't do business as usual that month, which is typically a peak income month for me where I make about 20-30% of my annual income in that month alone. I seriously doubt I'll see any compensation from the City for loss of revenue to my business.

SCC, a little off topic but related. Every officer, especially those on 2nd watch or any team that did the 3 day training should up their exercise routine. You don't have to be built like the hulk (some muscle won't hurt) but exercise to build your stamina. We are in for some LONG days in May and we should be preparing now.

Doing something as simple as walking will help. The city isn't looking out for us so we have to look out for ourselves and our families.

A side benefit is we all may lose a pound or two in the process and feel a little better.

Remember, we win at the end of the day and go home to our loved ones the same way we got to work with all of us intact. Nothing else matters.

Not EVERYONE is as clueless and incompetent as many of the current leadership of the CPD. Approaching May, these brainstorming sessions will be occurring almost daily and there WILL be a unified response to the civil disorder that will erupt here.

The organizers of the protests and demonstrations are already testing the police response times for various police calls, like a 'suspicious package' left on the public way, and phony emergency calls like a 'man with a gun' or 'shots fired'. They are gathering THEIR intelligence on how best to disrupt police response and activities during G8/NATO. Their REAL dry run will be between May 1st and the 15th. Be vigilant and safe!

Some points to consider: A lot of cops are out of shape, let's face it. And there are others with health issues such as diabetes, high blood pressure, etc. just to mention a few. Perhaps the FOP should demand that all Tier 1 officers be cleared for duty by mandatory medical exams. A twelve hour day over an extended period of time may trigger illness. When they were going after SOS officers that they thought were potential behavioral problems there was no reluctance to send them for physicals. In this case we are talking about what could be life or death issues and liability down the road. If someone falls out on the Line, there is no replacement and how do you get them to medical attention? This is a REAL ISSUE THAT SHOULD NOT BE IGNORED BY FOP. It would be a really sad day if we lost an officer because Rahm wanted to impress his 1% of the 1% elitist buddies that he made when he was the chief Gofer for Clinton and Obama. Also note that the Occupy People are going to start on 1 May which is the traditional date of protest for Communist/Socialist/Progresive movements. IT IS POSSIBLE THAT THE PROBLEMS MAY START AS EARLY AS MAY 1ST AND CARRY OVER INTO THE DATES FOR G8 & NATO. If that happens, are we prepared? "G"

Just read the story about the coach who got stabbed breaking up a fight at one of chicsgo's finest babysitting services/public schools. It's amazing that the teacher was stabbed in the chest and listed in critical condition, but reports say the offender was arrested and charged with battery. Sure sounds to me like she was charged (as a juvenile) with simple battery- no agg batt.

My wife works for a property management company which has a lot of property downtown. They had a meeting a couple of days ago. A Secret Service Agent was there and told them about the lies the city has been telling about the 10,000 protesters (he said expect 50k to 100k) how long this will actually last more than the 3 day overlap ( he said 10 days to 2 weeks) and he told them not to expect to hire any off duty P.O.s because we won't be off. Rahm is so full of shit. I just can't understand what is his angle on this. There is no political damage from Chicago burning like Seattle or Toronto. That won't help him get elected to higher office. Is it just to gain an advantage during our contract negotiations ? What is the tiny dancers plans?

Question SCC,.... I have about 15 years on and never has there been an incident/event in my time like the upcoming G8. So lets say the city is wrong, the police are right, and this becomes the perfect storm of a lot of upset/frustrated people converging on the city at one time along with assholes that like to cause trouble solely out of opportunity. According to what is floating out there on the internet and rumors some of these protests are scheduled to begin as early as 8am. If a protest begins at 8 our start time will have to be 2 hrs prior...time needed to do roll call, transport to location, and be on scene prior to arrival of protesters. Protests will be kicking off on same day at different times so more than likely a 6am start can easily become a 0600-2200 day. Now If things get out of control at night that 2200 could become 2400 or 0100. In the event things get crazy and this scenario repeats itself for several days is there a mandatory amount of time off needed between shifts? At what point would OT become continuous? Is it like court where less than 2 hours is continuous time?
And last but not least, for everyone out there try googling "police officer sleep deprivation". Here is a quote from one study.....

The police department and fire department doesn't want this. It's all about RAHM!!! I can't understand how Rahm could call this event a great thing for Chicago. The amount of money spent and lost will be beyond anyone's wildest dreams. Businesses will be hurt badley just so Rahm and company can add the G8/NATO to their legacey. Chicago is already a world known city, so what will this event possibly do that can be positive? I can guarantee this event/riot will go on for a lot longer than the city is telling you. The city will blow smoke up your ass and tell you everything will be fine, but when it starts you will be ignored and told later, "Oh well, it was unexpected, sorry." Just look at the protests going on already and then couple that with a combo G8/NATO summit. Bad idea. All for a selfish legacy.

Friends of mine that keep their boat in Burnham Harbor have been told that they can't put their boat in their slip until May 28th, due to the G8/NATO conferences, but they still have to pay for a full year's worth of docking (which usually begins around April 15th). Rahm needs the money!

The decision to use the 2nd watch as Tier 2 is about as hair brained idea as the department has come up with in a long, long time.
In every district citywide the 2nd watch has the least allocation of manpower of the three watches. So the city, which needs as many hands on deck as possible, is limiting itself from the get go. Also 2nd watch has the most senior officers and those officers tend to be older and sometimes more out of shape. This is your Tier 2? This makes sense to the powers that be? We are so fucked!

I predict a lot of this happening. So not only did the brainiacs at HQ choose the watch with the least numbers, the oldest, most senior officers in each district but the smaller numbers will be further reduced by incidences like referenced above.
Do you really think that officers with 25 plus years on , who are in their 50's and up will be up to the demands the department will shove down their throats? Hell no. I predict that there will be a certain percentage that will tell the city Fuck You I'm opting out by going IOD/ medical.

Rumor today says feds had a meeting and said they needed 6000 officers for 12 hour shifts times 2. ooops we don't have that many!
Rumor also has heard they need 80 cars and 160 officers for 2 presidential details and 5 dignitary details, that another 80 cars and 160 PO's. oops. where we gonna get them?
We don't have the MANPOWER as far as I can see. I'm just a dumb day guy with time on the job, but this looks like a disaster.

Go to the auto pond and get impounded banger rides with hi-lifts, 20-inchers and sounds. That'll take care of the wheels.

Now load em two deep with 160 retired officers too old and tired and bad-tempered to do anything but shoot if the occasion should arise.

The sad part is how many officers will have heart attacks, wearing all that gear, having restricted breathing in a gas mask, in the heat, tired and stressed, fighting off much younger and stronger assailants. Have a panic attack and crack a skull, lose your job and sued. Anxiety attack, get trampled. All to protect Rham and the wealthy bankers from harm.

I tried to book a room at a Michigan ave hotel for friends who are coming in > ahead of < this mess.

No rooms. So I checked a few other hotels. Either no rooms or highest possible rates.

This town is booked up for most of the month of May. Hotels and restaurants don't care what brings people here; they just revel in the numbers. They have zero clue what's actually coming.

In the past we had competent exempt leaders who provided leadership and confidence to the troops. Today we have command staff, commanders, XO's and LTS that are negative and doubting everything. As a result,the troops loose confidence and make comments. Yes, CPD could handle this with basic information and leaders. When the command staff is nervous what do you expect the troops to say?

What is the reasoning for having this bullshit in Chicago anyway? Have it in some place else. We can not afford to be paying for this type of activity and it sure does not look like it will bring money to the city, only aggravation and violence. Someone is getting paid, but it is not us. This summit is happening during an election year. Think about it. If it would occur in any other state and the shit hits the fan during the summit ( which it will) Obama would lose that state. Here in Chicago and in Illinois hes the savior right? No harm lost, he will win Illinois anyway. If he doesn't win Illinois legitly, it will be rigged for him to win.
