No GPS in New Stars

A helpful friend at the airport ran the new star through an x-ray machine:


As you can see, no micro-circuitry, no mechanical devices, the x-ray shoots right through to the pin assembly on the other side.

I heard it was the same thing that a dogs micro chip, like a RF chip or something. GPS would need power like a phone. There could be scanners set up in different places? I don't know just a thought .

As discussed today at work: Section 28.1 spells out what would need to transpire in the event either party (FOP or the City) had plans to completely abandon ("terminate" is the exact word) the contract as we know it when it's up on 30 June. 

Since its inception, FOP has never allowed that to happen because that would effectively end every collective bargaining right we've fought for and won - medical policies, seniority rights for furloughs, bidding for units and watches, salaries, work schedules, overtime for court, etc., etc. All those benefits would be moot and we'd have to fight to regain them. 

The city, upon hearing we willingly waived the continuation of the existing contract until a new one was in place, would be able to have their way with us: imagine 20% pay cuts for all patrolmen, reduced medical/dental, no pay for court appearances (like it used to be - ask a dinosaur/retiree about those days), all promotions based on "merit", no more Duty Availability or Uniform Allowance, etc. The list of how we'd get fucked is endless. But here's why it'll never happen...

WITHOUT A CONTRACT WE'D BE ABLE TO STRIKE

Imagine even 20-25% of any districts manpower (particularly the ghetto districts) not showing up to work on a hot Friday night in August. We would bring this city to its knees instantly. 

So even if, HYPOTHETICALLY speaking, FOP missed some kind of deadline to declare our intentions where we WILLINGLY forfeited our every right, the city wouldn't act on it for fear of what would happen when FOP then said: "Ok, you caught us with our pants down. But now, fuck you, we're going on strike". Do you see the absurdity and unlikelihood of the whole scenario? Ain't gonna happen, folks. There's too much collective knowledge at the helm of our union to just "forget" something of this magnitude. 

This move by the FOP is probably the first of many in what amounts to a game of chess. Drawing out contract talks ensures all the protections and rights we currently enjoy stay in effect and can't be diminished until agreed upon or decided through the arbitration process. And the status quo isn't necessarily a bad thing taking into account the economy and Rahm's track record with contracts (see CPS for details). Like contracts past, this one will surely take a few years to resolve given the amount of issues that will need resolution and clarification. 

As for the ambiguity in the verbiage between our contract and that of the Illinois Public Labor Relations Act, it is my opinion that this may actually be to our benefit as the interpretation can be manipulated by the attorneys of both parties, not just the city's legal team. At face value, it appears we are not bound by concrete rules and lopsided restrictions that favor 9-and-a-half. 

So don't get too wound up over anything yet, folks. It's way too early in the game to lay down and take a beating. This is little more than City Hall-orchestrated dissension to further Rahm's goal of a complete Divide and Conquer of all unions. Stand pat and have some faith in your union. And pick up a copy of our contract when you have a few minutes. The knowledge you'll find in that book will alleviate a lot of the frustration and misguided criticism the uniformed detractors dish out here.

Dear SCC and readers. I am police officer Del Pearson. Im a devout reader of this blog and as with anything on this job take the information i recieve with skepticism but enjoy the humor.
Id like to use this forum to thank each and every member of my police family for the incredible job of not only saving my life but also for the incredible and professional police work done on the street the night i was shot.

To the medical staff at both hospitals, you saved my life, thank you from my still intact soul. I especially like to say a personal thanks to the security gaurd at trinity who locked eyes with me as a i walked to the stretcher. The last vision i would have as i entered unconsciousness. Dr. Lee and the trauma team at christ. I thank god everyday for the skill hes given all of you! Its fucking unbelieveable that just a week ago i was at deaths door and now im home with no reason why i cant return to normal after rehab. Its amazing. I remember fighting to stay awake in the back seat as we raced to the hospital. I kept thinking that if "Dude" can get shot 29 times and walk away, so could I.
SCC, i especially want everyone to know about the new friends ive made at 35th st. Readers, you can say what you want. Superintendant McCarthy is a real guy. Al Wysinger and Nick Roti as well! These three have been unbelieable to me and my family. I cannot say enough of how cool its been to get to know these guys as friends. I realize coppers will say they infused me with some coolaid while i was under, body snatched me, but its not like that. The Super is my friend. Im proud to say it! Not as a boss or because he had to be there, because he would sit and we talked bout stupid shit weve done out there and lived to laugh about it. Yes the story about my new star number is true.
Like i said SCC, we all form opinions about people on this job based on things weve heard. I just want some coppers to hear my opinion on Gary McCarthy the man, my boss and now my friend.

"The projects he’s bundling together include the massive rebuilding of Chicago’s water and sewer system — including 900 miles of water pipe, 750 miles of sewer line, 160,000 catch basins and rebuilding both water filtration plants — paid for by doubling water and sewer rates over the next four years.

When some of the comments were pushing that the city had put chips into the stars, I began thinking that I was working with some really paranoid cops. It is our job to be paranoid and trust no one, but to the extent of paranoia I saw in some comments was more scary than if a chip HAD been in the new stars.

Yet, I am still willing to bet that someone will refuse to believe it! Conspiracists are everywhere it seems.

The City has $55 million to spend on G8/NATO. Now only NATO, part of it was spent on that junket to Brussels. Part of it to wine and dine the dignitaries and their families here. Bribes, scholarships and who knows what else, certainly not on us. The do not want us to have the badge patches anymore and the technology does exist. So if the Daley/Vanecko Crime Family can make a buck on it will happen some day.

Damn skippy. For the fortieth time, the possibility of a GPS locator (which requires a power source) being embedded in the star was never an issue. That debate was left to the folks who don't understand the technology, as you can see from all these GPS comments and even the post title. For the fortieth time, the issue was whether the stars had *RFID* chips, which are a completely different, passive technology. GPS would have to be embedded in an electrical device (like a radio... and, all conspiracy theories aside, it isn't unlikely since there have been radios publicly marketed with GPS and geocoding features for ages... if these radios ever get upgraded, they will likely have GPS out of the box as a 'feature.') Anyhow, thank you SCC for trying to put an end to this silliness... its embarrassing to see people in this department arguing whether their stars have AC power cords or rechargeable batteries that the department charges for you while you're not looking. Get well, Del.

I agree on the issues with "Dude" man you crack me up and I feel ya on that!!!

God Bless ya and EVERYONE should look around and realize that we are all just human beings as well as the police and being too judgemental on our co-workers and spiteful is just useless!

People we are what we are and it is what it is but this job is a TEAM EFFORT and this story puts it all into perspective! Kudos to 004!!! Tact teams, patrol or bosses sometimes it takes something like this unfortunately to bring us all together!

...and American Airlines has filed for bankruptcy and is seeking to void out all union contracts.

Follow the money...The union wages and benefits will get cut like the UAW wages that were turned into poverty scale jobs and the money saved will be divided between the politicians and corporate exec's.

So yeah..rush to the bargaining table early to fund a new airport runway and get your hands on that union wage money as you push more people into poverty.

Heh..with gasoline about to break $5/gal let's see how many people still travel anywhere.

I think Superintendent McCarthy has proven himself to be a real cop and one of us. Change is hard, but I think the changes that have come and will come will benefit all of us. It is a tough job to be the super and a target for everyone. After years of incompetent leadership appointed by Daley, this guy is the real deal.

Public Safety Employees can legally strike. The termination of a Contract is Required before such a strike can occur though since the contract has a No Strike Clause.

A police Strike does not ipso facto become a public health danger if the Union votes to strike because the contract no longer exists. But obviously the contract would have to be shut down completely. In the labor agreement, Section 28.1, is anything but clear and unambiguous. The agreement provides that “notice of termination” must be given by March 1, 2012. FOP never intended to send a notice of termination. The labour agreement needs modifications, not termination.

O.T.----SCC, Just wanted to give a heads up to all coppers working in 009 or any other units that may be passing through for one reason or the other.
Our very own Aldercreature Pat Dowell has been making the rounds at all the storefront churches and informing the citizens to get a cr # on any police officer stopping them for any reason.
Apparently Ms. Dowell is unhappy with the level of policing going on in her ward and this is how she has decided to retaliate.
It's nice to know that City Hall and our Alderman have our backs!
Thanks for all the support Alderman Dowell, we'll be sure to work real hard on all the complaints and special attentions you pump into the 009th dist., knowing you have turned the citizens against us more than they already were!

OT - House Bill 4081

A bill that changes the Illinois eavesdropping law is now pending in the Illinois House.

If enacted into law, this bill would create an exemption to the eavesdropping statute and allow police officers, and persons working under their direction (e.g. CIs), to record conversations without judicial authority. They would merely have to get approval from the State's Attorney.

This bill would make life a lot easier for investigators and safer for agents needing quick approval in potentially dangerous situations.

This bill has already been voted on once and has broad support. It is up again for a vote tomorrow (Friday, March 30, 2012), and if you can convey your support to anyone of influence that would be a good thing.

I'm sorry for the last minute info, but I was unaware of this bill until today (04/29/12).

"Detectives were reviewing police surveillance video this evening to see if they could spot the gunmen who shot six people, one fatally, in a convenience store on the South Side.

"The attack happened at 6 p.m. on the 1400 block of West 79th Street in the Gresham neighborhood, said Chicago Police News Affairs Officer Daniel O’Brien.

"The people were shot inside the Bishop Golden Store, 1443 W. 79th Street, and one of the victims died, said Chicago Fire Department Spokesman Larry Langford.

"The victims were in the store when two males ran inside and opened fire on the victims before running out and jumping into a grey or silver SUV which fled northbound on Bishop Sttreet, said O'Brien.

"The deceased victim was 22 years old, O'Brien said.

"Four of the shot were in critical condition and a fifth wounded person was in "stable" condition.

"Two of the people were taken to Advocate Christ Medical Center, two were taken to John H. Stroger, Jr. Hospital of Cook County and the fifth victim was taken to Holy Cross Hospital, police said.

"Citing preliminary information, police said two gunmen with hooded sweatshirts entered the store and almost immediately opened fire. One of the shooters was using a TEC 9-type gun, police said."

I will tell you this, at the very least mcarthy raised dels spirts during a very trying time for him, and for that he should be applauded. While I do not agree with mcarthys politics I have to say as a human being the guy impressed me with all that he did for my friend and old partner. Anyone who says differently is full of shit because I was there and seen it with my own two eyes. That incident that night had bad news written all over it but everyone worked very hard to over come the odds that were stacked against del to FORCE a successful out come.. By state law, you cannot strike, but, the firemen did it anyway way back on 14 February 1980 and they stayed out until 8 March 1980. The strike was backed by 97% of the membership.

Law or no law, you cannot stop officers from walking off the job, getting sick or just not answering the phone. If even half did this, the city would have to bring in troops to maintain order.
