Sergeant "Merit" Package Out

Rumor says that the request for "merit" nominations hit the districts today. Remember, each and every "merit" nomination is stealing an earned spot from someone else on the list. We'd name some of the fine "merit" nominations of years past, but all you have to do is run through 95% of the command staff right now to see them and the results of them running this department into the ground.

How big is the class rumored to be?

I would like to start an award for merit picks. With one being for most clouted merit pick (like aldermans brother, mayors cousin). And the other one for being least deserving (like worked the desk for last ten years, Supes driver).

I can respect an earned "spot" on the list, but both lists, either merit or the actual test list has officers who deserve it, and those who don't. I know officers who did very well on the actual test who should never be supervisors, and I know officers who did horrible on the test who'd be great supervisors. Some merit officers have earned a spot! Just because someone takes a merit spot, doesn't mean they don't deserve it. I think officers should be nominated, then let the po's who work in the streets everyday vote for who they think would be a good supervisor. Let the true voices of Cpd speak. Let po's vote for their leaders!!!

This merit situation drives me absolutely insane. I believe there is a spot for a small amount of merit people within the department. But i would reserve those spots for people that have gave extraordinary efforts toward the dep't.

Each sgt class consists of 30%, yeah, you read that correct 30%. So a class of 100 sgt's contains 30 merit promo-tee's.

That's 30 people that STOLE spots from guys/girls that studied their asses off for the test. And how many of them really gave extraordinary efforts throughout their career? I'd bet maybe 5 deserve it, tops. The rest are political/favor appointments that we get stuck with as leaders for the next 20 years. F*ckin blows.

I would think that one of the very top things that the FOP would/should go after is the merit system. Or lack there of.
There is no set requirements, statistical achievements, or time on the job that allows one to aspire to a certain number or goal to become merit. It is 100% about who you know.

If i was on the top of that list and lost my spot to "somebody's driver" i would blow my top. You're going to tell me that being a driver for a superintendant justifies you taking a sgt spot from somebody who sacrificed and scored high?

I'm guessing the FOP doesn't make a stink b/c they get a say in a couple merit picks or something. Otherwise, if they actually did what the membership wanted there would be zero - 5% merit, at the most. And i'd bet if we took a pole of blue shirts, 99% or them would vote for no merit at all.

Had there been no merit, i would already be a sgt. 30% of every class is merit so although you were around 200 on the list, you need them to make at least 260 to make it. So essentially add 30% to your number and that's your real number.
Really hard not to get bitter dealing with the CPD promotion process.

The "merit" promo kicks someone out that tried to earn their way in.

Oh yeah...but Jersey boy will not care what kind of images that are conjured up when these promos hit.

You can throw that "Broken Windows" krap that is preached right out the window.

Just to share some sobering facts about your chances of getting promoted on this job:

They have only promoted 150 sgt's since the new list started on 08FEB07.

Of those 150, 30% were merit, so that means they've only promoted 105 off the list that has been up for over 5 years.

That comes out to 21 "legit off the list" promotions per year.

So your chance of getting promoted even if you scored amazing on the test is less than 00.1%

And, they haven't made a sgt class since 13AUG10 which was a class of 30 (9 of which were merit). And the class before that was on 22MAY09 of 30 people (9 of them merit). So in the last 3 years they've only made 42 sgt's off the list.

The sad facts.

Last class was in August 2010 of 30.
Before that was in May 2009 of 30.

See a trend... Just enough to get the merit hacks in every once in a while. (sup't drivers and such).

'Merit' is the way you say corruption in Chicago. It's been that way since they started this crooked department and it will always be that way. You just have to shut your mouth and take the crumbs that they give you. You'll see these 'Merit' picks go up in rank as you progress through the years. You shouldn't stress too much about it because nothing can ever be done. Unless you have clout, then congratulations on your 'Merit' pick!

Reading this is very upsetting - and I am not even CPD. I knew some Sergeants that never made Lt. (due to a bad deal - exam scam(?)).

These were good people. I can imagine if you lost 2-3 promotions to merit hacks.

Maybe they should cut out merit promotions at the Sergeant level. That way, at least the first promotion would have to be earned. That would help.

They will retire with $80,000 pensions, along with all the money they, unlike us were able to bank by having a company car and free gas for years. You have officers shot in the line of duty doing "real" police work and they get passed over by these useless hacks. The only consolation is that the dirty little secret is finally out, we all know how the current exempts got these spots, unfortunately they are destroying a once proud department. Crime is out of control, you have an ineffective force refusing to sacrifice their lives for a department that won't back them and allows frivilous lawsuits against them, how proud these " leaders must be. It's just sad

Promoting based on a test that is flawed and leaked out to a chosen few is no better than Merit. I love to see all the supporters of "legit" tests. Let's face the fact and that is that NO TEST going back to the 80's has been legit and some of those "top scores" included family members of those people who actually developed the test! Merit promotions should be to detective only for outstanding dedication and work. If you can't pass a test based on your duties as a cop to become a supervisor then you don't deserve the promotion. Period. Go back to that standard and maybe the quality of our leadership will improve.

Wrong. He did not. He desrves Detective, as do all Po's that have been shot in th eline of duty, but Del, and the others, do not deserve Sergeant. Unless they were in the top 150 or so on the list we do not need anymore surpervisors who are not smart enought to know the job. Look around you now. How many can trust the Sarge to do the job now? Not that many in my district. We would be better off as a Department with smarter leaders. You can use the Dic's for Merit, they are easier to hide, and they would not hurt you as much as a Sergeant.

"Earmed Spots"? Just because you scored well on a paper test you deserve promotion? Your earned spots are bullshit! Also add the "Invitation Only" Study Groups. I know that the recent death of the leader of those groups is your hero, but he too was part of the problem. A high ranking official of the Dept. directly involved in the development of the tests has an invitation only study group on City of Chicago and Univ. of Ill. property that excludes officers; that is how it was. Then these people scored so well that they consistently were the top 10% of scores, that was "Earned"? A fair test cannot virw experience in 016 as equal to experience in 003, 007 or 015. Experience as the Tac Secretary is not the same as being an FTO in 015. Unless and until this inbalance is corrected and the test made legit there wil be no "earned" promotions.

I scored in the top 250 from the current Sgt list. I literally have no chance of being promoted. That is truly sad. The reason that its said though isn't all because of merit. The last Sgts list got to about 350. This list before that made it into the 500's. That bothers me that someone who didn't do half as well on a test as I did is a Sgt and I won't make it.

Lets face the facts. Half the Sgts making it off the list are either jagoffs, idiots, cowards, morons, do nothings, or desk dollys. The majority are a combination of multiple of the above described adjectives. I didn't mention how many of the Sgts who make it by score that are HEAVY ON CLOUT!!! I truly believe these guys and gals were given the answers as they don't seem to know anyting about being a police officer or even the most basic general orders.

Merit, I have worked for merit Sgts. Some have been great and some have been horrible. The merit Sgts are crap shoot just like the list. The problem with merit is you have the entitled crowd in that group. Those that believe they are great and are going to the top period. Those officers are scary to say the least.

I would change the promotional process. I would keep the test. I would make sure that a minimum amount of overall activity has to be part of getting promoted off the list. No more lock up keepers, secretaries, drivers, and desk personnel getting promoted period!!!!!! You work the street or you don't get promoted!!!!! Merit promotions must be in the top ten percentile in activity. Unless you work in a unit your activity has to have everything in that activity. No to the I just write movers guys. No to Mr Parking ticket guy. No to the piss bum DOPW guys.

That would make for a better promotional process.

Lucky for you, correct spelling and proper grammar aren't requirements to be merited a promotion on this job. Either is common sense, so in the event you get the bump to Sergeant, you'll easily help perpetuate a not-so-proud tradition plaguing this sinking ship called CPD: lack of leadership and ignorance.

If you have one, I suggest you make your phone call now, then "pole" your coworkers to see if 1% would nominate your stupid ass in the event your phone call falls through.

Class of 100 is what I was told by HR...30% merit equals only 70 off the list...there are requests for almost 100 merit candidates to be submitted so if you are put in for a merit spot you have a one in three chance of getting it. Bureau of International Relations gets 4 merit picks between all the bosses assigned there. Figure that one out. The "super districts" (19 & 2) plus 8, 11, and 7 each get 3 merit submissions. The other districts get 2 each so that means about half of the merit submissions are coming from units that probably haven't seen patrol in years. Now on to the LTs....33 to come.

Why waste time putting together a professional package to get a merit nomination when those who have a real chance are already known? There are a few officers that deserve it like those shot in the line of duty. But more times than not they get passes up for complete morons. You can study all you want. i have and it got me nowhere. merit promotions should be 5% Thats it. and street time should also factor in. if i worked a midnight desk i too could study all night. But those officers working in the busy districts and have to actually study on their own time would have a fair chance.

Imagine being 71 out and they make 100. Some undeserving merit pick would have your spot. What a kick in the posterior.

Over the years I have know some all-around excellent police officers. Note that all-around means more than just a hard-charger, but they had no clout.

Not a one of them was ever given a meritorious promotion, while the clouted and connected have been given undeserving, meritorious promotions by the hundreds, maybe thousands.

One of the three deserving individuals studied his butt off and eventually made it on his own. Even though he studied, we all know he was also very lucky they did not steal it from him.

Another one did not score high enough on the list, but he was hired by the feds, so we lost his talents. He was the feds gain and our loss.

The third was not a good test taker, but otherwise, he had it all. He would have been a good boss that others would not object to seeing in a sergeant's shirt, but the hierarchy was too busy trying to get meritorious promotions for the clouted and connected that never did a lick of police work in their careers.

BTW, fuck you Phat Phil. You were the worst offender within the department for taking care of the incompetent, but clouted and connected to you. The worst offenders outside the department are the politicians that have no business picking our bosses. We are fucked going forward because of the results brought to us by the corrupt, meritorious promotional process on our job.

what makes you think that a test is the right way to select people for promotion?

good leadership and supervisory skills are not things that can be easily measured. the military has been trying to do it for years and it always seems to come down to the intangibles that can never be measured that actually count.

in any case, any supervisory position in any government agency, police or not, involves as much politics as anything else. a person who cannot deal with that side of the job well is not going to make a very good Sgt. just the way it is. most people can learn to deal with those issues given time though.

There are probably some things that should be prerequisites like being literate and having adequate job skills and knowledge that can be tested for, but maybe that should be just to screen out the manifestly unqualified in those areas.

Time in grade requirements always seems like a great idea until you look at things closely and realize that often the best managers and supervisors in most organizations were not those that spent a lot of time at the bottom of the heap, but those that rose out of it pretty quickly.

Is there one lawyer, or law firm willing to take on the patently illegal raced based promotion policy of the Chicago Police Department? It would take a mediocre lawyer ten minutes to show that the promotion of certain whites is a mere red herring thrown in to confuse the few. Ninety percent of the present exempt staff couldn't obtain and hold on to a job sweeping floors in a 10th District carcenaria! But the people of Chicago deserve nothing less, or more.

We need merit promotions. There are very good supervisors who may not test well but display leadership and ability in the field. Testing does not reflect the character and intelligence of the person. By the same token there have been supervisors who tested well but are brain dead in every department and could not lead a horse to water. Of course there is that argument that some merit picks also are failures because they were promoted over their abilities. Aint that right Commander?

I know everyone is affected by getting stuck with merit bosses that shouldn't be there, but the people with a real gripe are the ones that are getting passed up b/c their spot is taken by a merit guy. Now that's some bullshit.

It probably only affects about a hundred or so guys directly that won't get promoted b/c of some damn merit hack. B/c it's such a small number everyone isn't up in arms b/c it's not directly affecting them. OT to SCC: Defeat HR4646 We have to defeat this bill in congress. A 1% bank transaction tax on all banking transactions. Lets say you deposit your yearly salary of $70,000. The tax would be $700. And then you make yearly with drawels of $60,000. The tax would be $600. A total of $1,300 out of your pocket in additional taxes. I work the watch in a busy district. I have a few sgts that were promoted off score, and a few that were merit promotions. I have to say, the two that were promoted off score are idiots, can't make a decision and are terrible leaders. The merit promotions are people that I would run through a wall for because they are tremendous leaders, are very smart and make great decisions. Don't judge a book by its cover, the entire system is flawed, both the test and the merit process. But I'll take my merit sgts over the test sgts because they couldn't lead themselved in a one man parade.

Easy....They haven't replaced lieutenants and captains which sergeants are basically acting as. It saves them a lot of money to make 100 sergeants who now do the job of a lieutenant. With the way things are going I wouldn't be surprised if lieutenant is phased out through attrition.

I've seen some officers pass the promotional exam and make it to the top 25 on the list. Most were book smart, street idiots. Had no clue how to handle anything in a district, and got a "study guide" from the boss they were the secretary for. Do they deserve Sgt because they were some exempts secretary, and they knew exactly what to study, and how to answer?

There was an attempt to have a "legit" promotional exam...the 1993 sergeant's exam administered by Arthur Anderson.

And what was the result? A class of 115 in rank order that was almost lilly white! This was not politically correct and the list was scrapped for the new test with "merit."

Merit should be for D-2 and D-2A positions ONLY!! If you can't pass a written exam you shouldn't be a supervisor. Look at our ranks now, so many incompetent and clouted supervisors that the place is falling down all around us.

Won't happen though, political correctness rules the world!

BTW: Senate Bill 4666 the only pension bill moving in Springfield says that General Assembly members and Illinois Judges will not be getting COLA raises except for one/half of inflation as outlined today by Quinn. Bad news for us 55 and out guys who were counting on 3% increases. Have pension reps been at roll calls or retire meetings to explain this? Are any of them returning YOUR calls?

Here is an idea.

How about MERIT PROMOTEES CAN NOT GET the same pension as a promotee that actually scored better on the test. They get the pay raise but not the pension. If they actually pass the test and are promoted to the position (by score) at a later test date then they can get the pension. Further the department can not have more then 30 percent of the total number of any rank above a p.o. or their pick is forfeited. Last all merit picks are moved to the bottom of senority list below those that past the same test and made it off the list, or merit promotees are made on last list of promotions before test list is taken. down.

As an officer that has been shot I agree that the merit selection should be for detective, better job anyway. Not sure if I would want the headaches that a district Sgt faces today, would like the bump in pension but other than that it's a thankless job. A boss can put you in but unless you have phone call you are no being made. I think there is room for merit Sgt's but 30% is way to high and the resume should reflect the promotion.

I have seen sergeants who made it by "score" who are extremely lacking as supervisors. I have also seen sergeants who made it on "merit" who actually do a great job, and are admired by the troops who work for them. I think a tiny amount of TRUE "merit" promotions would be beneficial.

I agree with the readership that the current "merit" share of 30% of promotions needs to be scrapped. We all know "merit" means "clout," and "clout" ONLY. There is not a single person working at CPD who could say otherwise, and pass a polygraph test while saying it.

If "merit" promotions are to continue, it should probably be 5% at a maximum, and I like the idea that these promotions would be the result of the troops voting, rather than being decided by exempt members.

There is a New Age of Personal Responsibility dawning. The way the promotions are done right now is not right, and not in harmony with God's Law. CPD must voluntarily change for the good, or the forces of destiny will eventually rock this department.

Are you referring to 022, because 022 had a gang funeral today that downed a good portion of the district and the helicopter assisted. 022 gets an exorbitant amount of funeral escort requests and I have never seen them turn anyone down. Both Lt's on 2nd watch are odd but when it comes to funeral escorts for Officers, they have always done the right thing.

Years ago there was a great PI named CANNON. He did a fantastic job but was sort of short and fat and stood out in a crowd.

Your comment is half right.. The 1993 test results were not what the department was hoping for racially, but it was NOT scrapped for a new test. There were 3 classes of Sgt's made from that list, one in 1994, one in 1996 and one in 1997. The total number of Sgt's made was 400+. There was no merit, therefore when you received your results, you knew exactly where you stood. I made it from that test. Had there been merit, I would've never made it.

A couple years back I had a few drinks with a commander who I thought was a friend. We came on the job together, made sergeant together and made Lt. together. Under the influence of a bit more alcohol than I was accustomed I went on a tirade about several of our classmates that had made it meritoriously. I stressed that though some were good guys so were most of the people they had passed over. In a drunken state I called all meritorious promotions theft from the others on the list, pretenders, and a few other choice words. Our friendship cooled shortly after that and eventually he became increasingly antagonistic toward me. Just today, during a heated discussion about the nomination process for meritorious sergeant I found out, from his own mouth, he had been meritoriously promoted each time. How naïve was I? But what really frosts me is that every fucking person that I knew who has made it meritoriously starts out a bit reticent, perhaps even embarrassed about their meritorious promotion; and every fucking one of them eventually becomes absolutely convinced that they were completely deserving and in some respects even more deserving than anyone who made it on their own. I know that this has always been part of this department. That those with clout get undeserved promotions and hard working coppers most often get overlooked, even despised. If McCarthy really cared about coppers he would put an end to this. How naïve am I still?

Google Maley Investigations, retired ISP detective. I have dealt with him for the same and came up with the desired results. NOT CHEAP but effective.

I actually hope not because he did his job just like many have done before, will do in the future and would do. Many other officers have shot, gotten severely injured and survived incidents and although he got a lot of attention, those officers barely even got recognized. We all do this job knowing that perhaps it may earn us a wheelchair, but that's what we do, we try to make a difference and not wanting something in return because this City is unappreciative of our efforts, but we have to know better. It is a calling, more than a job and also a love for justice even in our twisted way. Very small percent of officers ever go through a super critical percentage and even smaller the ones that survive it. However, Pearson lost my respect when he backed McGoofy and I am sorry but even in my death bed I do not support that type of leadership. I have gone as far as asking my family that if I am to go under another critical indicent to make sure that McGoofy does not become part of it.

Wrong. He did not. He desrves Detective, as do all Po's that have been shot in th eline of duty, but Del, and the others, do not deserve Sergeant. Unless they were in the top 150 or so on the list we do not need anymore surpervisors who are not smart enought to know the job. Look around you now. How many can trust the Sarge to do the job now? Not that many in my district. We would be better off as a Department with smarter leaders. You can use the Dic's for Merit, they are easier to hide, and they would not hurt you as much as a Sergeant.

Thats a crock of Bullshit, there have been merits in every promotion class, You never knew who they were unless they actually revealed it themselves.It's only recent under weis that Merits were actually revealed. You convienently left out the secret squirrel study groupo promotees as well. Don't try to perpetrate the lie that the test was ever legit.Disingenuous & Factually WRONG.

I have to disagree with some posters here. I was on the job in the 90s, a sergeant. The merit promotees were well known, because the legitimate lists were out. Promotions were held up in order to make the merits. Sergeants classes were sent back to the districts without being sworn in. 54 lieutenants ere made with 5 merit picks in 1994 and another 54 with five merit picks in 1997. After this, the city refused to list merit picks or to release the original promotion lists to hide these picks.

I seriously doubt that the superintendent of police could scrap or even alter the merit promotion system. Promotions are run by HR in city hall and the mayor, not by the police department. All the super can do is ask for promotions, it has to be granted by city hall and city hall determines the process. In case you have not heard, the police department is just a department of city government and HR of the city, not HR of the department, controls all hiring and promotions for all departments. Do you really think that the mayor is going to give up the merit system, a system where he can promote anyone he wants for any reason?

Yes, the class included merit white officers as well, an obvious nod to the connected individuals and a feeble attempt to legitimize the process. But the big picture, and the obvious and inconvenient truth that you reject is that the merit promotion policy is raced based promotion.

Retired PO passes away and a car is asked for the possession. SS says we are short manpower and can't spare a car. Gang banger is killed and the department can send a helicpoter lots of cars with blue lights to escort the banger to the cemetery. Not true. I came on this job with every intention of pushing a beat car my entire career. That doesn't mean that I have no ambition. This job has given me great opportunities; I got my masters degree (fully paid by the city), and have had a front-row seat to some of the oddest human behavior. I've worked for and with some really, really great coppers and wouldn't trade this for the world.

I've survived several administrations and will outlast this one, too.

When it's time to go I'll be able to use my education in a great retirement job. Working on my PhD now.
