ANOTHER "New" Strategy?

At least Phil Ponce on "Chicago Tonight" pointed out that this is something like the fourth or fifth strategy being rolled out, none of which involve actual hiring of police.

Some of the prize parts of this roll out:
  • "Very clearly, we have a gang problem in the city of Chicago," Supt. McCarthy said at a press conference Tuesday.

No shit.

  • Chicago's homicide rate at this point of the year is up nearly 50 percent. The vast majority of those homicides are gang-related.

    "It's not OK that we had 53 shootings last week, but that 53 shootings is the same exact number of shootings that we had last year, so this is not a new problem. What it is is a new is the solution that we are applying to it," McCarthy said.

We had predicted the Department Administration would take credit for "They're killing each other at a slower rate." We were close as they're now saying, "Since the numbers are the same as last year, it's all okay." Of course, the one number that has changed? The number of officers employed by the city, meaning the "more with less" strategy is going to be touted as working.

  • A computer program contains wants, warrants, known gang members with records, and their associates. That kind of information has long been available, but not packaged in quite this fashion, and within the next month, it'll be available on the frontlines to beat officers on the laptops in their squads.

Really? No mention of the entire system being down for almost 10 days? The lack of tower maintenance that's restricting our ability to get to info? The complete failure of the AIRA system (automated case reports) that means officers have to take the report on paper, then go to the station and type it into a land based system, meaning they're off the streets - a contradiction of Rahm's and McCarthy's insistence that more cops are on the street?

  • As for the technology part of the equation, the superintendent says it shifts the emphasis a bit from "hot spot" policing to "hot people" policing.

So the entire last two months of "patrolling the box" was a waste of time? Just as it had been ten years ago? Has any one told the command staff who are still downing cars for "missions" that accomplish nothing at all?

It's enough to drive us to drink.....more.

Man on the radio this morning said that on average each shooting cost the city $1 million dollars. Court, police, hospitals, lawyers, detectives, etc, etc.

its nuts. This box crap is rediculous. These guys are so over policed and taken in for such garbage that they arent even carrying a single bag of weed around. They dont even drink a beer on the street etc. Its not a success because they "got the message" they just know they will go to jail for it. Its all petty crap. They know the police are not going to run up into the house anymore. Everything is in the house. These boxes and the expected arrests every night is getting nuts. There is no need for this mandatory arrests junk. Im tired of having to bring in numbers just to say we have numbers. great, you went out and got a guy with 4 bags of weed and 8 contact cards. Yeah, thats gonna stop crime. You got three hypes drinking in an alley... yep, its 3 CB numbers but it wont change a damn thing.. yet the commanders at constat claim the numbers to "wow" the boss. We had 150 arrests last week... great, 50 were for weed, 20 were for one bag rock or heroin arrests and maybe one gun and the rest drinkers, b.s. reckless conducts and pissers.. who cares, its gonna do absolutly nothing to stop crime. Let tac teams go out and work on shootings. Take a whole team and go over all the shootings and work on those with the dics. Put them on missions as a team to work on robbery patterns. Let them do reversals again for the whole tour and get a few search warrants every week. this crap about numbers numbers numbers is old and out dated. it hasnt worked for the past 10 years on the district level. It worked great when sos was around(and we know how they got business done to get all those guns) but its no longer going to work. If they are not carrying anything on them or in the car then its all for nothing. they know it and we know it... just not the bosses. They refuse to believe that the numbers game is useless. The only thing it does is makes the police look petty and kills relations with regular people who get stopped just with the hopes of finding that half a blunt.. witch we all know anyone these days with anything at all on them go to jail.. its a terrible terrible thing. I gave up being a tac man years ago for the numbers game reason(and because I could finally get straight days on the watch) and it was a good decision. all the tac guys I talk too are miserable because they even know they are nothing but numbers generators and there is no good that comes from their work. this department is so screwed up its not even funny. the priorities are way off. doomed.

I got one for you, get this, in 010 a rapid from days is sitting in the box at around 19th and Troy. There really isnt much to do on 19th and Troy, that area was burned up by the department with warrants etc. so the squad car literally sits at the corner and does nothing. Dispatacher asks who is going to sit on the box, The sgt. asks 1022 to sit in the box. What happens next? While 1022 is in the box, on 15th and spaulding a man gets shot and later dies. The irony is epic in its retardation. 1022 is on its beat,but they can't patrol their beat, they have to stay in their box. Meanwhile someone gets it on their beat while they are down because they have to. But when the Commander gets grilled at COMPstat you know she's not going to say "Well if that car would have been patrolling its beat instead of sitting in the box maybe that shooting wouldn't have happened.." I can only imagine how they talk behind closed doors. "Lets reinvent the wheel, call it a mobile vehicle discus, take credit for being fucking geniuses."

Kinda OT but this one really got me down.

Old timer had a woodworking shop in his backyard that got burglarized. They broke out a window. Old guy was torn up about it, a lot of the stuff they took belonged to his father and was over 100 years old. Get the ball rolling, get an ET there to see what he can scratch up. Cruised around the area for a couple hours to see what I could.

Sure enough, two hours later, M1, about 16, riding a bike down an alley three blocks over, carrying a huge antique woodworkers plane. Bingo. Keep him in the corner of my eye so he'll lead me back to the rats nest. Pulls up to a garage and goes in a side door.
Bingo.

I mosey up to the side door that is open, inside are a group of little bastards surrounded by the old mans antique woodworkers tools. Bingo.

Judge just let them all off scott free for lack of PC. She said my contact and 'subsequent search' was no good. He lied and said he didn't have the woodworker plane with him on the bike when I saw him and that I just burst into the garage at random. Yah right, but she believed them.

The old guy got most of his tools back so thats good news and he was really happy, but this one really burned my ass.

A friend just called and told me about an emergency community meeting held in East Hyde Park last night over the shooting there.

Carrothers got chewed out big time by Retired Deputy Chief Michael Hoke for the the police response to the problems in the area. He said Carrothers did not have a response to anything Hoke stated.

He said the troops were out in force last night but is waiting to see what happens in a month.

The solution is simple. Clearly the tact teams were the muscle of the nato event.....not taking away from the bike team who did a great job. The tact teams in the whole city need to work every eeekend in the summer no exceptions give them monday tuesday wed off and have them work 10 hour days thursday fri sat sun......stagger there times so that there is an abundance of tac guys all day long....also have two holding facilities ...noryh and south ....so when a tac guy makes an arrest he hands them off to a processing team do they could hit the streets again......on monday tuesday and wed...overload the watch in those day off groups to make sure the city isnt up for grabs....although historically more crime happens over the weekend ......the arm bands witg the scanners are a good idea to keep track of arrestees......i think its ridiculous that you have tac guys working days lets say on a monday morning in 20, 19, 16 etc etc when they can be used at night on the weekends....yes it would have to be tweaked ...but its a start...some districts even have 6 and 8 teams...imagine the man power on weekends....and i believe they should all be in bdu's...if there arent enough cars rent a couple vans and do the platoon thing....what do i know i just work here....

this "new" stategy is not new. when real coppers existed on this job all that information they are talking about existed on the back of contact cards and scraps of paper shoved into vest covers and back pockets.those coppers knew who was hot for warrants etc. etc..now it takes huberman's boy and millions of dollars to make this the latest best thing.

Great system right? What also irks me is how states attorneys want cases so bad and brag about their long sentencing statutes and thats why they dont want us going federal. We all know its because anita wants to do press conferences and take credit for all of our work. And on the cases we do bring to state they make plea bargains every fkg time. Nobody goes to jail in cook county.

This is what McCarthy has changed in CPD and I firmly believe has some influence on the rise in vilolence:
- no hiring. We're understaffed.
- elimination of a decent sized citywide unit to address crime spikes.
- closing and consolidation of districts.
- closing and consolidation of detective areas.
- restructuring of the chain of command (elimination of W.C. and addition of XO)
Unforyunately it would take a dissertation to explain in detail how each of these items can, and very well may have, influenced crime fighting strategies. Here's a for instance: called Area North about an I.A. on a guy issued out of Area 4. No one knew where the original dick was presently assigned and no one knew where the I.A. file was (in what Area). In simple terms, no one gave a shit because of the confusion and stress associated with a poorly thought out reorginization process.

12:47am...having been tact yourself you should realize that you could have 10,000 guys working follow ups to shootings and still not get mcuh of an increase in agg batt or murder charges for lack of credible/cooperative witnesses and victims. Tact teams are like saturation teams, stop people and hope for the best result, take potential "victims" off the street for a few hours. Tact teams should be allowed to do the 99 south confidential again, that would help rope in the better and bigger stuff.

Unless you're new to the CPD and Crook County, this shouldn't come as a surprise to you.

Examples like this are exactly why I give the ghetto jagoffs the minimal when it comes to investigations. For example, I would've NEVER gone out of my way looking for that mans tools had it been some prick that muttered even a single "took y'all long enough to get here". We've all been to jobs like this, often multiple times in the same tour.

There are exceptions like the one you cite, but for the most part I leave these bastards to their own devices and simply document todays "tragedy" and drive off smiling. I refuse to give 100% to a mutt that first looks at me sideways after he called for service and then "ain't sure" of the brand, size and replacement cost of the plasma television just taken in a burglary. Order the ET to process this scene? Hell. Fucking. No.

Again, there are some people that deserve us going the extra mile for them, and I applaud your efforts in this case, but then you have to realize that this is Crook County, where the criminals are more believable and have more rights than the police and law abiding citizens alike.

Save your time, efforts and aggravation for those truly deserving of same - it'll make you feel better knowing you didn't waste your whole day babysitting unappreciative savages..

Hey Scc, just wanted to give you a heads up. Sgt. Jason Kaczynski who was the sgt who shot the offender who killed officer thor soderberg in the parking lot in 007 was performing a search warrant last night at about 2200hrs in 006 and had a massive heart attack. He stopped breating on scene and had to be given cpr on the scene and on the way to the hospital. Apparently he doesnt look very good and is in a coma and on a ventilator at univeristy of chicago. The odds they are giving him are extremely grim. Its a very sad situation and so far there has been about zero coverage about it. our thoughts and prayers are with his family

When you consider the vast improvements in paramedic training and ER/Trauma care as compared to 10 years ago, the true "homicide" rate is probably double what the stats show, its just that most shooting victims now survive their injuries vs 10 years ago when many of these same survivors would never had lived to make it to an ER. The real stats that should be looked at are the rate of agg batts with firearms, and the agg discharge rates.

Its obvious to everyone, except the Mayor, that it was a huge mistake to make the campaign pledge to "put one thousand cops on the street" without thinking through what long term effects this would have on crime and the ability of CPD to respond to it. Instead of just shuffling around officers that were already on the street, Mayor Emanuel should be working with the city council to pass budgets that hire new police officers or on getting money from federal Justice Dept.grants. No, Mayor Rham, you and your puppet Garry "never say anything about manpower to keep my job" McCarthy played the voters for fools and now you two are looking like fools. You should have left the MSF and TRU units continue their activities or even increased it so they could respond to hot spots, which are ever changing across the city. And now your great solution is to give the taxpayers money to the "reformed" gang bangers in Cease Fire? Back in the 60s and 70s, millions of dollars in federal funds were channeled to the gangs through fronting community groups like in Wooldlawn (Black Peace Stone Nation) supposedly to reduce crime and improve living conditions in the city.Look at the homicide stats and see what year ('74) had the highest number of killings. This was after the Feds gave the community groups millions for a decade and the city got nothing for it except higher crime.If you truly want to make the city safer,dont give city funds to gang members, instead bring back proactive police units, arrest the gang bangers,lock them up and throw the key away.

Well because of the Euro crisis the US treasury yields just hit a new record low and that my friends will impact the rate of return on your pensions, 401k's, IRA's, and fixed income savings.

All your retirees, and we are facing an historical demographic surge of them, the boomers, that are fortunate enough to have any fixed income investments to live off of just got another pay cut. Prepare for the trickle down effects of lost revenue..lost jobs..lost opportunities.

The non-retirees may just tighten up on their spending too as they see their savings growing less because of the lower treasury yields.

Chicago's mayor says Illinois pensions are breaking his city.

As White House chief of staff, Rahm Emanuel helped stick the country with ObamaCare, but as Chicago mayor he's trying not to let a crisis go to waste in a good way. If only lawmakers in Springfield would heed his advice on pension reforms.

Regarding benefits for public employees, Illinois makes California look tough. Many teachers don't pay a penny toward pensions but can retire at age 60 with an annuity equal to 65% of their final salary plus a 3% annual compounded cost-of-living increase. The state's pension bill, which has quadrupled in five years, consumes all $7 billion of additional revenue from last year's income and corporate tax hikes. Even so, the pension funds are projected to go bust in a decade.

Rating agencies have threatened Illinois with a multiple-notch downgrade if lawmakers don't restructure benefits in their budget due this week. The raters worry that pensions are causing the state to delay payments to creditors—Illinois has a $9 billion backlog of unpaid bills—and squeezing local budgets, thereby making municipal defaults more likely. Mr. Emanuel is warning that retirement costs could drive up Chicago's property taxes by 150% over the next three years and increase class sizes to 55 students.

Maybe the embarrassment of being compared to Greece is finally getting to Illinois Governor Pat Quinn. Last month the Democrat proposed to increase worker pension contributions by three percentage points of their pay to 11% from 8% for most state employees, raise the retirement age to 67 from 60 and modestly reduce cost-of-living raises. The changes would be voluntary, though Mr. Quinn wants to rescind retirement health benefits for workers who reject his plan.

Unions say they'll sue if lawmakers approve the Governor's reforms. They argue that reducing pensions for current workers and retirees is illegal and that the "voluntary" plan is coercive. But state and federal courts have ruled that lawmakers can tweak benefits if necessary to protect public welfare. Minnesota and Colorado defended their reductions in cost-of-living increases on such grounds.

Illinois could do the same by quoting Mr. Emanuel's press conference earlier this month advocating bolder reforms: "Costs associated with maintaining the retirement system has come to a point that you cannot do the basic things that you need to do as a city, in providing for your residents—whether that's garbage collection, recycling, areas of public safety—and maintain those obligations."

Legislators are nonetheless skittish about passing significant reforms in an election year. While they want to get credit with voters for doing something about pensions and don't want another credit downgrade, they fear union wrath.

Which means they'll likely water down Mr. Quinn's reforms and serve up the resulting gruel to voters as creme brulee. House Speaker Michael Madigan has already taken the retirement age and employee contributions off the table. He also wants to exempt Chicago workers and judges who would hear constitutional challenges on the reforms.

Lawmakers are way behind the voters on this one. By a three-to-one margin, voters favor reducing pension benefits over paying higher taxes. Mr. Emanuel is offering good counsel.

manpower is so short that if anybody checks the sheets in 010, there is absolutely nobody to man any rápids on 2nd watch for tomorrow..so someone tell me how is the rest of the watch suppose to function, backlogs early in the morning. The tact teams in the whole city need to work every eeekend in the summer no exceptions give them monday tuesday wed off and have them work 10 hour days thursday fri sat sun......stagger there times so that there is an abundance of tac guys all day long....also have two holding facilities ...noryh and south ....so when a tac guy makes an arrest he hands them off to a processing team do they could hit the streets again......on monday tuesday and wed...overload the watch in those day off groups to make sure the city isnt up for grabs....although historically more crime happens over the weekend ......the arm bands witg the scanners are a good idea to keep track of arrestees......i think its ridiculous that you have tac guys working days lets say on a monday morning in 20, 19, 16 etc etc when they can be used at night on the weekends....yes it would have to be tweaked ...but its a start...some districts even have 6 and 8 teams...imagine the man power on weekends....and i believe they should all be in bdu's...if there arent enough cars rent a couple vans and do the platoon thing....what do i know i just work here....

A friend just called and told me about an emergency community meeting held in East Hyde Park last night over the shooting there.

Carrothers got chewed out big time by Retired Deputy Chief Michael Hoke for the the police response to the problems in the area. He said Carrothers did not have a response to anything Hoke stated.

He said the troops were out in force last night but is waiting to see what happens in a month.

During NATO there was so much additional manpower in the working districts due to cancelled days off that there was a major down turn in the shootings and killing.
So maybe if you add 25% manpower to each watch but how? hmmm cancel days off more often or ??? Hire more police officers???

Regarding the computer information with names, associates, etc. of gang members:

Years back the Gang Units around the city compiled yellow cards containing this same information, names, nicknames,gang affiliation, associates, I.R. numbers, etc.

These cards were invaluable in aiding in investigations, however they were judged to be illegal and the cards were subsequently destroyed.

I hope this computer information is not judged in the same manner and becomes unavailable.

All of the news reports at first went on the emotional hook "Boy shot while eating pizza."

After all, the signs said "Fine Imported Spirits, Cold Beer, Cigarettes, Pizza." There you are.

The last news story I saw said that the shooting occurred "as the group was leaving the establishment."

You don't have some 22-year-old two-time inmate with 20 arrests, GD, coming after you in a liquor place at 2:30 AM and arguing about something, being mad enough to kill you, because you were at home building model airplanes for your Scout merit badge.

I am not comfortable with the term "victimization" here; don't want to put gangbangers on an equal footing with innocent people. There is not "one big pool."

This was most probably thug lifestyle -- in which the "victim" is often equally a participant in criminal acts over on his own side of the fence.

Why Racist? There's nothing in 8:16's post that says ANYTHING about race. People of all races get entitlements. (Which race are YOU assuming gets all the entitlements?) The point was that where criminals get entitlements (whatever that means.. LINK, Welfare etc. I assume) the system should go after those to pay the criminal's costs. In Court everyday ASAs fill out 2 page Fees and Costs" forms as part of a Sentence order. When a defendnat gets a Pen. sentence, there is no way that money gets paid back to the Court. Taking Costs out of entitlements would certainly help with that.

The problem with this whole new regime is that they are not offering any "new" strategies to combat crime. Not that there are a whole lot of new ideas out there. Fighting crime comes down to having an aggressive group of officers who are ready, willing and available to attack crime at its source. Guys/girls who are not afraid to make the pimpy arrests, go to court, stop fifty cars a night, grab piss bums in the alleys, do walkdowns in the jets. We had that, albeit a little bigger than it needed to be, but we had that. Over the years it has had many names, but it was there. Now it is gone. All the aggressive guys/girls are stuck on beat cars chasing calls and writing paper. Until we get proactive once again, the body count will continue to rise. Compstat will never solve crime, nor will it even come up with any crime fighting strategies, because it is an accountability system and not a crime fighting system. Our puss headed command staff are so afraid of their own shadows that they will not do anything unless it comes from McHQ, so you get a body count, yelling and no solutions. Someone will figure it out, but probably not before we hit 6 or 7 hundred dead. By then it will be too late. Oh well. Chicago, you got what you wished for, how's it taste?

The tact teams in the whole city need to work every eeekend in the summer no exceptions give them monday tuesday wed off and have them work 10 hour days thursday fri sat sun......stagger there times so that there is an abundance of tac guys all day long....also have two holding facilities ...noryh and south ....so when a tac guy makes an arrest he hands them off to a processing team do they could hit the streets again......on monday tuesday and wed...overload the watch in those day off groups to make sure the city isnt up for grabs....although historically more crime happens over the weekend ......the arm bands witg the scanners are a good idea to keep track of arrestees......i think its ridiculous that you have tac guys working days lets say on a monday morning in 20, 19, 16 etc etc when they can be used at night on the weekends....yes it would have to be tweaked ...but its a start...some districts even have 6 and 8 teams...imagine the man power on weekends....and i believe they should all be in bdu's...if there arent enough cars rent a couple vans and do the platoon thing....what do i know i just work here....

If we can distinguish who the tac teams are it actually might be a good idea. To the angry responder, if you don't like the idea go back to the watch, but don't be ignorant.

I left the tac team and work a beat car. Why should tac officers agree to more sacrifice for this city? Days off a severly restricted and there is no incentives for any type of work. How many officers have to drive across the city, a round trip commute of 3 hours? I am not angry just tired of hearing the same broken song every day. New strategies for the same problem.

another "new strategy"....you have to love it.....maybe, just maybe, government should significantly increase prison sentences, build more prisons, if necessary....convict more defendants (hello, Cook County?)....maybe try that as a strategy.....is what the hell they're doing, now?

What does race have to do with deducting a fine or penalty from a Government handout? There's no CPD fee for coming to a disturbed "neighbor" that won't answer the door. This was not the point of the comment. Buy your city stickers and residential permits and hope some deadbeat chump doesn't block your alley or dump his '78 Skylark in front of your house on street cleaning or Sox day. Theyll never find him but the city will seek you out to pay the fine if you're illegally parked.
That's the point - most honest folks pay there bills, Entitlers don't.

are you kidding me...they would have 3 str8 days off every week....on top of that they burn a slip and get 4 days off....i would love to have 3 days off a week...i dont care what days it is.
this is a great idea. the city would see a reduction in crime immediately
