Legitimacy and Mutual Respect

It seems the Department has come up with yet another completely useless and mind-numbing bit of tomfoolery to waste money, probably in the form of block grants to storefront reverends or something similar. A sharp-eyed reader found this in the Document Management System and sent it along (B.O.P. #12-0106 issued on 07 May 2012 if you want to find it):
  • The Education and Training Division has been tasked with developing a curriculum regarding Legitimacy and Mutual Respect. 007 and 011 District personnel are the first to receive this training.

    007 and 011 districts will select nine (9) personnel from either 2nd or 3rd watches. The personnel may be of any rank below command staff. 007 and 011 will determine how many personnel from each watch will attend. 1st watch personnel will not be selected for training at this time.
There are another two paragraphs about dates, times and contact info. But really? Legitimacy and Mutual Respect? It certainly isn't the cops running around 007 and 011 shooting people on a near daily basis, and then disrespecting the victims/offenders. Ain't nothing legit about all that. Who the hell is getting paid off for this one?

15 years in 011 so I know a thing or 2 about this bullshit they're trying to sell... my opinion start teaching the kids in the hood this ...we already know this from our parents we were raised right we know how to balance respect ..the citizens in 7 and 11 don't. how about the cities refusal to pay time and one half for all people in dog64 who were cancelled days off sunday and monday--- friday is day number 6 and the collective bargaining agreement clearly states that anyone working 6 or seven days in a row will receive compensation at time and one half for those days worked--- the city will not pay it so a class action grievance was filled by the union.....

Since McCarthy came here he has been notifying the upper level exempts that he wants the police to reach out to the black community and gain their trust. He's made them sit through numerous "learning sessions" and asked for their input. This must be the end result.

Didn't even take a week for him to blow that new found respect amongst the troops.

Establish a moratorium on municipal flowerbeds and wrought iron fences. Casinos are long overdue. Like certain counties in Nevada, legalize brothels with high taxes for patrons. Also legalize government sales of an ounce or less of marijuana and tax the bejeezus out of it. Also eliminate the embargo on the sales of Cuban cigars within the city limits. Add an additional 50% tax on the sales of 40 oz. bottles of malt liquor, muscatel and mentholated cigarettes.

Utilize prison inmates to dig ditches and general labor for a penny an hour wages.

Is this for real? Our commander has stated several times in roll call that we have 'friends' in 007, including reverends, that are more than willing to help us. However, he states that because we may treat them a certain way they don't come forward and tell us who killed so and so. I love how we get threatened, battered, spit at, cursed at and ignored when giving orders but WE are the ones who need training. I'm sorry but are we the ones killing, raping, burglarizing, robbing, beating, drinking at all times of the day, standing on corners instead of getting a job, washing the car instead of the home??????

Completely useless. A problem that will never be fixed due to the enabling done on the part of those in power. All this does is serve to shift the blame for crimes committed from those who do to those who don't; specifically, the police officers who work to arrest those who break laws. This problem will never go away because of the way it's handled. The first step to recovery in alcoholism is to admit the problem. Regarding crime and black communities, this isn't, hasn't, and won't ever happen. Money is dumped (wasted) on the problem so that a politician can grandstand and proclaim how much money he brought to the problem. The issue is, in the end the money is ultimately stolen by community activists, reverends, and the like. Pfleger's billboards offering a $5,000 dollar reward for information on public school students being killed a few years ago? If you remember he was on the news after every kid got killed demanding justice, then he suddenly stopped. After attracting too much heat, he was bought for $5,000,000 to start the fund to give out the rewards if he stayed out of the news. How many citizens have you heard at work talk about someone in any busy district claiming that reward? This problem will only get worse, it's a sickening thing really.

Think that signed contracts by Illinois politicians like our union contracts mean anything?

Everything that is guiding McCarthy is in a book entitled Dont Shoot: An End to Violence in America. One of the final steps in this parigm is regaining the respect of the community by going before it and admitting that the police has damaged it by trying to arrest our way out of the crime problem. The first step is a public apology- i,e, the St Sabina's speech. Then we admitt we are wrong. The net step is to regain the confidence of the community by reaching out to the community by providing it jobs facilitated by the police. This book also refrences efforts in 11 and talks of what a success it was.

Here is something new and show all of us how fucked up this department is, in the 010 district commander had meeting with sgts, sgts were allowed to pick po's that work 2nd watch, to be supervised under them. And at the end of the tour sgts have to write a to from with the activity from these po's. 4 contact cards, parkers/movers are required otherwise you will lose your car/starting times. Isn't all this quotas, oops I forgot we don't have quotas. Goes to show you what happens when you have a commander that has been promoted thru merit and doesn't know how to run a district effectively. Ruiz was moved the 4th district because he did such a good job in 010 why all the changes.

Wow, this reminds me of a class the CFD made us sit through one time about respecting others. A guy named Samuel Betances made a huge pile of cash giving seminars to us about respecting others, it was like $180k for just 2 weeks of lectures. He started out the seminar by telling us "say my name...Sam-u-el Bet-en-ses" 3 times, like we were 1st graders, along with other brainwashing tricks. I guess it worked because i still remember the mope's name. The brass stayed in the room to make sure noone booed him. Good luck guys, hopefully it's not the same idiot..

Mutual respect is another name for that verbal judo they taught me in the academy last year. One of the instructors there says he is a expert on the subject. They want the beat cops in 007 and 011 to be more friendly to the community. Forget arrests and police work. Smile and be nice. I wonder who will be stuck as trainers from the districts? How much more can they dump on those 2 districts?

Revolvers don't come in two shots, first of all.

You have to auxiliary qualify with the revolver if you get one.

Better off with a smaller version of your duty weapon (smaller Smith, smaller Beretta, mini-XD, etc.) Then you don't have to requalify with it if it's the same maker and caliber.

It may not be a bad idea. Back when I worked in 011, I saw plenty of times when some of our own officers made certain situations worse by the way they spoke
to the people who called for police service. I even
saw a few times when people who came into the
station were spoken to very harshly by some of the
011desk crews. Now I know a bunch of you are
going to bash me for it, but if you've ever worked
in 011, I know you've seen this stuff happen too.
Lots of times. So I won't say that this class/seminar
whatever isn't needed. During my time in 011, I
managed to make friends with many citizens of
the community out there, and many times those
friends helped steer me in the proper direction
after a shooting or a murder when I worked tact
out there. All I'm saying is, if this class is mandatory, approach it with an open mind. You
just might learn something. True, respect is a
two way street, but it takes an honest person
to admit that we've failed on that end as well.

I like my Ruger LCP for off duty. Not a good gun for a real gun fight but good up close and personal. They have runners pouches for them that are advertised in the NRA magazine. Plus it can be auxilary cpd pistol.

Only had to read a few of the comments to see that you guys already think the same thing that I do. The only lack of legitimacy and mutual respect is to be found in the way that the city treats the police department. From an understaffed force, failing to contribute to the pension, blatant disregard for the contract, to any other number of ways they try to handcuff the most violent city in America's police department from doing their job. The mere suggestion that we need to "respect" people more is BS. It's not the normal hardworking, taxpaying citizens who feel they are disrespected by the police either. Revolvers don't come in two shots, first of all.

You have to auxiliary qualify with the revolver if you get one.

Better off with a smaller version of your duty weapon (smaller Smith, smaller Beretta, mini-XD, etc.) Then you don't have to requalify with it if it's the same maker and caliber.

Our commander has stated several times in roll call that we have 'friends' in 007, including reverends, that are more than willing to help us. However, he states that because we may treat them a certain way they don't come forward and tell us who killed so and so.

This is an article from yesterday's Northwest Side Press.  Taft High School, A neighborhood school, fails to receive capital improvement funds ONCE AGAIN, while Lane Tech, a selective enrollment school, receives $44 Million dollars. 

Taft NEEDS more than 20 million dollars for very overdue capital improvements, but  again is ignored and COMPLETELY left out of the CPS capital improvement plan budget for the next school year!

Where is the alderman?  Why isn't she screaming for money for the ONLY high school in the ward?

Agreed the 7-11 respect training is a waste of time and money.
But one department training needed is a LGBT awareness training for patrol, CID, supervisors and command. We're still provincial rubes when it comes to responding to and investigating gay-related calls.
And the dets have forgotten how to investigate gay homicides - and thats when the "fruit inspectors" at the old Area 6 homicide were handling the cases that no one else wanted. But they were good!

As mentioned buy a Glock 26 or Smith &Wesson M&p 9C. Small and hold 12 rounds. Smith and Wesson just released a smaller version of the 9c as well. It'd,called the M&P 9 Shield. Perfect for the ladies and guys a like. It's awesome but not approved quite yet. However Its in the family so it will be........


To the response..........they changed the program toubnow have to qualify with you baby version and full size version every year.....at least 3 yrs ago it changed. Keep up with the rules...

The dets did a great job and soon arrested PoS David Sidener - since convicted and sentenced.

The city's LGBT Advisory Council approved a commendation for the detectives - strongly supported by then-Human Relations Commissioner Dana Stark.

It was kicked up to a City Council Commendation (ranking higher than a Resolution) and was supported by the Mayor's Office (Daley).

But the City Council Commendation was killed by Ald. Tom Tunney who told IGA that he didn't want Daley associated with something as tawdry as a gay murder.

Ruger LCP.380,cheap,tiny, weighs next to nothing and holds 7 with one in the chamber. Good up close and personal gun, plus Department approved.

Let's be honest here, a lot of coppers act like real dickheads to citizens for no reason. Not just the shitheads either. Don't deny it. Some guys literally reek of arrogance, others seem to have a genuine hatred of citizens. You can't change a person's personality. There are some great people on this Department and a handful of complete assheads.

This kind of training is not going to work. It's "Verbal Judo" all over again, but geared more towards just being somewhat friendly to everyday citizens. Literally. McSupe wants you to wave to people sitting on their porch. Smile and greet people on a regular basis. NOT THE THUGS, just regular folk ( or people ) in the neighborhood. He believes this will build trust and has cited several examples how just treating people halfway decently has paid off in them pointing which way the bad guy ran, or where he is hiding. The buzz word is "discourtesy", he wants to change that perception.

It's a noble intention...good luck with that. "Chicago ain't ready for no reform".

Today, the bike unit was told the new day off group starts ths sunday ! WOW 2 whole days notice! THANKSl
Let me just rearrange my schedule cause the powers that be are worried that that savages will take over North Ave beach!

Yeah, don't bother learning how to properly operate and regularly practice with a tool that you are counting on to save your life. Just spray and pray, the common way. Those .380's pack a serious kick to your shooting hand, being so small and light. Might want to be prepared if you have to use it.

You are wrong. You do have to qualify if it is same make and caliber. Order changed a few years ago, because of all the people that perform the great maintenance on their weapons. FTU found that people there were firearms that wouldn't fire, firearms that had the actions seized, revolvers with rounds stuck inside them. You have to qualify with every weapon you have.

Retired female PO says. Stay out of the frigging forest preserves! Unless you are with several friends, why are you putting yourself in this situation? You are a PO so you live in the city. Go to a park or somewhere else to hike and run. Get a 5 shot snub, a shoulder holster, an ankle holster and a fanny pack. Try to refrain from carrying a gun in a purse as much as possible. Don't think having a weapon is going to keep you safe. You can easily be disarmed, especially when there a multiple offenders.

To the female who wants to conceal and carry. Get some firearms training and do what you need to do. Don't put yourself in harm's way!

Thanks to all with advice about an off-duty weapon while walking in forest preserves. I also want something I can keep in my pocket while I pull into my garage and could be trapped in there before getting service door open.

I talked to several reps of gun companies at an FOP event who didn't recommend a semi-auto because it could jam in your pocket, etc, if you wanted to shoot without pulling it out.

Sorry for sounding like an idiot about a 2-shot revolver--I just want something small and light and reliable. The waist holder sounds like a good idea. Anybody have a good recommendation?

Hang in there. This program will work with the quality training at the academy. They have a expert who studied in Harvard that will teach respect to the fine officers in 007 and 011. Have a open mind when you come to the academy. We welcome you.
