This is a General Order? (UPDATE)

A few weeks, maybe a month or two back, we wrote about this "Legitimacy" training the Department is making everyone go to. We haven't heard much noise about it lately - maybe they ran out of money? But we figured it was some "reverend feel-good" bullshit. Looks like we weren't too far off of the mark.

The Department (aka McCompStat) just rolled out the newest strategy, the "Gang Violence Reduction Strategy." We commented that it looked like a series of screens in the C.L.E.A.R. system that promote data collection about all sorts of affiliations, past events, etc. We didn't realize there was an entire General Order on the whole thing - General Order 10-01. Get a load of this:
  • The Department's commitment to professionalism, obligation, leadership, integrity, courage and excellence has driven many meaningful public safety achievements. The Chicago Police Department conducts training and establishes procedures consistent with the concept of Legitimacy and Procedural Justice, with the goal of strengthening our relationship with the community and ultimately improving officer safety and efficiency. The concept of Legitimacy and Procedural Justice consists of the following four principles:
  1. Giving others a voice (listening);
  2. Neutrality in decision making;
  3. Respectful treatment; and
  4. Trustworthiness.

Wow. Really? This is a guideline for Department operations? Who writes this shit? It's like C.A.P.S. on major league meth. And it goes on for 10 or 12 more pages. Legitimacy gone wild!

Two things for certain:

  1. Someone is going to get a gold star for writing this crap.
  2. If you ever expect to get promoted, you better learn this order backward, forward, inside and out.
The kool-aid tastes so good!

UPDATE: A commentator points out that the shooting order reads:
  • that first responders to a shooting scene should
  • Verify someone is shot
  • Send a flash message.
  • Notify CPIC. No mention of rendering aid...the law staff is gonna love this...

Nice catch. Not a word about aid. So if they bleed out, you're covered.

UPDATE II: Section VI-A-1-a:

  • The general message conveyed is "We will help you if you will let us, but we will stop you if you make us."

This job and this city are so doomed.

That's just a way to sugarcoat "indecisiveness". As in "I can't make a decision" or flip-flopping once a decision is made. And not being able to make a decision or flip-flopping once a decision is made is what gets coppers in jams...or worse.

And for those of you who may have been in a coma forever, the entire upper-echelon of present-day CPD is comprised of head-nodding Yes Men afraid to make decisions, never mind utter a word contrary to what they're told.

"Respectful treatment; and Trustworthiness"???? Ha!!! Don't make me laugh! Not in this department. Not then, not now, not never. Pandering to the CeaseFire cabal of felons is just the latest million reasons showcasing this disgusting phenomenon.

No kool-aid for me, thank you very little.

Ladies and gentlemen, witness the death of this once proud Department! Sad, isn't it? This is just another reiteration of the warm and fuzzy police strategy that got us into this situation in the first place. The command staff knows nothing about the reality of police work. Lack of manpower, a directionless society, the failure at every level of government to address the difficult problems we face and the equally difficult decisions it would take to turn things around, political correctness gone berserk and a myriad of other interrelated problems has us on the brink. And this general order is their answer?
There isn't a single gonad in the whole of the command staff. Soon, very soon, it is all going to come to a head and the ensuing horrorshow will consume almost everything. We have ignored history for too long and now we are going to pay a terrible price for our folly. And the saddest part of all? We (society) let it happen, even welcomed it.

The law staff is aware of it and other issues such as denying I-bonds for known gang members. The staff informed McGoofy that it is all unconstitutional but he didn't care. He wanted the order out. I guess he figures that by the time the lawsuits hit, he will be gone.

At the last comstat meeting, it was determined that in 005, when officers go in with arrests, crime goes up on the beats. Tracy comes up with a plan that they are looking at "marrying" different partners during an arrest. So if two cars come in with different arrests, only one P.O. from each car will stay as the arresting officers and the other 2 P.O.'s will be "married" and go out together back on patrol. WOW! What a brilliant idea! Instead of hiring more cops. Who comes up with this crap??? Oh I know, the inside mice that have never really worked a beat car or made any arrest where the goofball goes nuts or has a CR because of something his partner did. Someone, please make it stop!!!

Off the Subject: A judge convicts Sgt. Eddie Howard of two felony counts for slapping someone that was about to spit at him! This City is Doomed. The mutts shoot people, robb people, and other far more serious stuff and are walking right out of court so they can kill someone another day. when did you ever see a person convicted of a felony for slapping someone in Cook County? Example, the sergeant who was just convicted of a felony battery. The prosecutor quoted general orders in the cross examination .

This culture of savages his been raised by the government with no questions asked or stipulations for how to behave to qualify for said aid. Funny, how most workers, tax payers have employment that has random drug testing and rules so one can get paid. All bullshit, now this culture of savages have accomplices, community members, that keep demonizing the good citizens in their own neighborhood and law enforcement assigned there, accomplices that allow children to be murdered, without saying a word. Its become a culture of silence to the thining of their herd, but lord forbid the police try to bring to justice pookie for having an illegal firearm on him or for law enforcement to try to help the good citizens trapped there. They are to be detained and sent to court without being allowed to bond out, even if they can post a cash bond. Mclegitimist orders they get held in custody. I'm no fan of gangbangers, but the federal courts have ruled on this and until it's changed it's not illegal to be a member or an associate of a street gang. Denying them bond strictly because of their affiliation with a gang is illegal. The SS has a bunch of reasons for sending someone to court instead of bonding them out; violence, previous arrests, etc., but not strictly for gang membership. There’s going to be a whole gaggle of jagoffs getting some of the City’s money on this one. Wait, does Rahmmy know he’s going to be writing a check because of Garry’s stupidity again? I doubt it.

two beats in 019 are bigger than the entire 015th district. and 019 has a higher population than 011, 015 and half of 008 combined. did you forget that all the city did was take away clark street as the border between 019 and 023? 019 and 023 were both shorthanded districts before the merger so i don't know where this "overabundance" of manpower you speak of is coming from. and last i checked half of the residents didn't magically disappear after the merger nor did 019 stop having tens of thousands if not hundreds of thousands of people visiting every weekend. check the unit summary, numerous beat cars down every night in 019.

Anti-Violence Payroll Issues

July 20, 2012

Members who volunteered to work the Anti-Violence Overtime Initiative in June have not received their scheduled payment as of 4:45 pm today and the Department has not made any attempt to tell them why. Several members took it upon themselves to contact the Chicago Police Department Finance Division to inquire as to why they did not receive their pay. The Finance Division advised these members to contact the Lodge rather than offer an explanation.

After several inquiries to the Finance Division, the Lodge was advised that although today was the target date for payment, a problem with a payroll program resulted in the non-payment. The next payment target date is August 1, 2012.

While the Lodge and most of the affected members understand that computer problems can and do occur, we believe that our members deserve at the very least the common courtesy of an explanation by the Department that they serve. The Finance Division had to be aware of this problem early in the day, yet there was not any action taken to explain the situation to any of the hundreds of Officers who protected the citizens of the City of Chicago during what would have been their normal days off. Another thanks for a job well done!

In a brutal attack on the jobs, living standards and democratic rights of the working class, Detroit’s Democratic mayor, David Bing, acted Wednesday to impose an across-the-board pay cut of 10 percent, major cuts in health benefits, and hundreds of layoffs, on top of huge concessions already accepted by municipal employee unions.

Bing was making the first use of his emergency powers under a “consent agreement” between the city government and the state of Michigan, which gives the mayor the authority to set pay and conditions for city employees in the absence of a union contract. The contracts for 35 of the 48 municipal employee unions expired June 30.

The mayor dismissed threatened lawsuits by the unions, declaring “we have to act, and we have to act now.” The Detroit City Council voted by 5-4 to reject the new employment conditions, but their action was meaningless under the consent agreement, which the same council ratified last month.

Officers will be able to work their day off for premium pay to ensure a mass shooting doesn't happen here. Terrible outcome. It is like when my dad would give me a slap, he did it because he loved me. If he didn't care he wouldn't do a thing. And you know, all these many years later, the old man was right, every time I got a slap, I deserved that slap. So a good working police sergeant gets convicted and his career is over. This at the same time everyone is scratching their heads wondering how to stop the murders or even slow them down.

Well I just don't have a clue on how to do that, a man who might have helped was just convicted in court of slapping a miscreant who deserved a slap. Better the police do nothing but stand there and beg the young animals not to kill each other. Who is going to do the job of police officer in the high crime areas? Do any of the genius's denigrating the police have the slightest clue on how to do it? I doubt it.

Maybe we will find out how to do it in the next anti-violence initiative, now how many is that this year?

No more paper slips for CU/BFD/P Day/or OT

No more slip on the end of the shift.

No more Sgt. holding the slip cause you made a great pinch.

EVERYONE will be required to swipe in and out. And will be held accountable for your entire shift.

Should you take time on the end then a supervisor will have to drop paper to justify any time used.

Everything will be done on the computer and WILL be tied directly to payroll!

All the ideas and orders in the world will not get the workers energized until the word gets to : IPRA , IAD, and the Police Board, to ease the heck up ! Hard-chargers have seen what has been happening to the coppers who have gotten beefs. The day where the worker gets the benefit of the doubt has been long gone and has to be the rule of thumb again if the City wants to get a handle on the shootings. Mr Mayor if you want to truly decrease the shootings and homicides than let the chargers loose and have their backs. Not saying to have them go rogue but let them know that they have to work in that gray area in order to succeed. In order to outfox these criminal drug enterprises which are essentially behind the uptick in homicides. It starts with the investigative branch on beefs : iad or ipra. The cases would never get to the board if these two could see what was police minded work and what was just outright bogus disregard. 68 % of the coppers who have been in front of the board have been terminated and only 4 cases have been found not guilty . The rest were given suspensions and hefty ones at that. Same salary if you do reactive police work as if you do proactive .

new multiplier will not be 1.75 A year ago last January the new hirees had the pension changed to the last eight years instead of four . but the multiplier stayed the same at 2.5 for every year of service. The bill also changed the retirement age to 55 from 50
