All Hands On Deck

If you read the Bike Unit rumor just below this one, this seems to tie in:
  • McCarthy is in a major meltdown.

    All three national news networks will do lead stories on Chicago's murder rate. CBS is calling Chicago one of the most violent places in the world.

    McCarthy realizes that this is now his last stand. It appears that ALL units will be sent to district patrol. The words out of his mouth are, "The only mission for all police is to get murders down."

    No narcotics, no gang intell, no mounted unit, no marine unit, no traffic enforcement, no unnecessary admin spots. EVERYONE is going to a south or west side district. ET's are also going back to the district with the mandate to process crime scenes as fast as possible. McCarthy thinks it's a waste to keep cars down for crime scene protection.

    Headquarters will no longer be open 24 hours. Only CPIC will be in the building after business hours.

No one is going to miss anyone at HQ.

With parade season winding down, we can see mothballing the Mounted Unit.

No Traffic Enforcement? They're gutted to the bone anyway - they might not be missed.

No Gang Intelligence or Narcotics? Not smart.

No Marine Unit? With everyone taking their boats in over the next 60 days? With all the rescues this summer? With the possibility of a school strike on the horizon and kids free to play at unattended beaches? This one would be measured in dead bodies.

We are entering the theater of the absurd.

Sure, send ETs back to districts. Maybe they can go back to the hours that the districts work before the Forensic bosses took it upon themselves to change them. There isn't even enough to send one ET per district per watch.

This is fucking insane. Do they really think shuffling people do the shitty districts is going to solve anything? All it does is move shit around the entire city. I was in 024 by Devon and Damen. I grew up there and went to St. Henry. God I saw so many gang bangers and pieces of shit it left my jaw hanging. Plus right by the 7/11 you would think it's the west side with people hanging out, drinking, playing dice and talking real loud.

This scene is being slowly repeated through out the north and northwest and southwest sides of Chicago. All decent places to live but now they are all slowly changing.

The criminals are not stupid. They know where to go where there is less police heat on them so they can ply their trades.

Mounted won't be mothballed. The investment there is too large, and besides, they only have about 26 riders, throwing them out to districts would be like sticking a finger in a dike...won't stem the flow of blood & bullets anyplace. And miracle of miracles, if the Bears go all the way this season, you'll need Mounted to contain
the bedlam we all know will be coming downtown, and everywhere else.

Doesn't make sense. Maybe bikes and mounted will be seasonal. But bikes are assigned to 018 or 001. But if they complain they lose bike spot and go to beat car. gangs, narcotics and marine can be moved but that won't happen because a police department needs those units. There are 15-20 Et's citywide. Between Rdo and watches not many on street due to manpower. Over 95 percent of police officers at hq work second watch not nonbusiness hours. So that won't matter in terms of bodies. All a big fuss about nothing.

Try turning the police back into police. Every cop goes back to the street. But that means every cop. Quit fkg with the specialized units. There's plenty of capable and fit officers working desk jobs.

All inside positions should be filled only by retired or disabled officers hired back by the city as civilians at half salary and 4 hour days. Now you have the experience and knowledge still within the police department, and you help supplement lost income for retired or disabled police.

Case management offices within detective division is the perfect place to start this pilot program. Everyone knows that scam.

There would be another 4-9 et's if the forensic boss didn't have so many doing bullshit admin jobs. Or how about Joe's three boys that now do very little crime scene scans, let them do forensic work at the scenes, or how about the FI's who are working in photo, admin but Joe has to take care of HIS people to hell with what is best for the few FI's left Hell all these bodies would help cut processing times down, light duty can do admin jobs.

I heard that the Marine unit and swat guys were planing to be detailed out after summer to 311, with their only job to take low level reports, that won't effect the crime stats much.

Mcstupid is starting a new program to have more calls sent to 311 for phone reports, he is trying to change the type of calls the beat cops have to respond to, he does not want them held down on non- part 1 crimes.

So if I remember correctly, he is planning on sending the marine unit, mounted unit and swat people to 311 from around 90 to 120 days starting in either November or December. Then returning them in march when the summer starts up again.

Then for the summer months he plans on taking two guys from every dist for a 90 day detail 311 mission team,untill the winter next season.


I know it was a discussion right after someone from one of those units pissed off the mayor. Prob swat if I had to guess.

We will see.

Have you seen the new Illinois unemployment reports that are now broken down into legislative districts?

This will make the: "look over here not over there" game a lot easier when it comes to the unemployment numbers.

I mean come-on you can always find one district in Illinois that is doing better than the other ones and even if they are all negative you can then always showcase the worst one.... like say those poor bastards in the Englewood province and proclaim boy am I glad I don't live there eh?

Makes you feel good about yourself even though the entire state is shit don't it? Yeah...think about it.

Anyways... but what does this new information tell us really?

I mean like how many people really work and live in the same congressional district for example?

Consider the suburban companies that announced recently moving here with their employees working out of the city while living in the burbs and ask yourself what do these new reports mean.

And another thing.

Look at the reports. They're a joke.

They take the approx. 40% of the unemployed that have been collecting unemployment for over 26 weeks and they drop them off from being counted in the tables and bar graphs because they are on the extended benefits fed program.

Then they turn around and tell us that the average time on unemployment is just 12 weeks..lol Yeah..right,,,after they dropped off the 40% of people on extended unemployment.

And then look at those bar graphs!!

I'm looking at the overall state report and it's comparing numbers from this year vs last year.

The percentage change between the two bars numerically is like from 75% to 72% yet the bar graph illustration is showing one bar way over half the size of the other creating an illusion of significant improvement of like 50% or more. Are you kidding me!?

See what I mean?

They throw out the long term claims and that's 40% of your data right there and then they give you a bar graph showing the % of people that dropped out in the first four weeks. So just keep chopping and slicing the numbers until you either confuse the krap out of everyone or you find something positive to report.

Like crime is down.

You know damn well the majority of people will just glance at the bar graphs without reading the little footnotes and say OH look how much better things are getting..lol

It sounds like they will be getting everyone out there except front office people from the 019th District and, of course, Community Policing from 019.

Lots of mention of front office dollies here but never a peep about the clout baby MK in Community Policing.

Maybe being related to deposed alderman Ted Matlak still has benefits. After all, it only seems right that the city should pay $86,000 a year to a full duty male police officer to install car seats for yuppie families. Especially when every other swinging dick is getting sent to the jungle to try to calm the savage beast.

We'll see how good this new commander is when he faces the barrage of phone calls to protect the few, the proud, the good for nothings.

I just saw the McD-Bag interview on Chicago Tonight from 16 AUG. What a complete asshole. The interviewer however, used a poor example of how Constat fudges the numbers. He used sexual assaults as his example and McBlockhead jumped all over him. Maybe he should have used Agg Batt/Batt, Burglary/CTTP, Robbery/Theft, Murder/Death Investigation. I did notice McCarthy gettiing hot under the collar during this questioning. Then, when asked, he says he has no knowledge of the book "The Numbers Game", and tried to debase the authors by saying they were not with NYPD when Constat was being used.

Cross train detectives to process crime scenes , most forensic investigators were selected to crime lab as ET's by seniority .
No test . Train recruits to process burglary , rec auto , robbery and rape crime scenes .
District officer should be assigned the case report and include results of processing the scene . Detectives make less money and well qualified to take over processing crime scene . Most times beat car has evidence marked off for crime lab technicians.
No need for a commander and office clerks at crime lab . Detective unit can handle it.

Here is the major problem with CPD right now, MOTIVATION. It has been brewing for a long time and this problem is finally coming to a head. We are very shorthanded right now, but every aspect of the department could do a MUCH better job than what they are currently doing. From the beat cop that takes an hour and a half for a 20 minute report, the tact teams that all go in on some bs arrest, the detectives that take forever to show up in the districts, the et that milks a crime scene, etc. The department has downsized through attrition to the point that the only thing waiting for the officer/et/det after they complete a job is 2 more waiting in the stack. Police work can take its toll on an officer, especially when you are spending your tour running from one call to another. Im not trying to bash any of the above (nor does it apply to everyone in those respective units/patrol), and what I pointed out is no shocker to anyone. It is merely to point out that in every aspect of cpd, there are problems. You cant just point a finger at one group and say they are the problem so I will disband them.. But you can say the one thing in common is that there is a lack of motivation. There are numerous reasons for the current lack of motivation, im sure anyone on the dept. could name at least 3 major reasons. How do you motivate a large workforce into doing their jobs efficiently? In the private sector, your very job is at risk if you don’t do your job. For cpd, that is a nonissue as it is near impossible to lose your job for doing the minimum (in fact you have more of a chance of losing your job if you do your job, and do it well). So without the threat of being fired, whats next???? Part of being a supervisor is to figure this out. Cpd has a shortage of qualified supervisors (we have an over abundance of supervisors, just barely any that even should be supervisors). I’ve worked for good bosses, and there was a sense of taking care of each other. The work done by the watch meant that the boss wouldn’t catch any grief from the higher ups, and we knew that he had our backs for anything and took care of the watch as best he could. Granted, a main contributing factor to the low moral (manpower) is out of their hands, but everything that they have done seems to have a negative effect on the morale. They tell everyone to do more with less, receive less, and even dare to threaten your future retirement. Ahhh, this is turning into a long rant.. Simple basic supervisory skills could improve the cpd, but than again, its been how long with the same old same old and they still have not learned...... When there is little to no recourse for just getting by with the minimum (or nothing), a loud mouthed, heavy handed, time due denying, unqualified supervisor does nothing but make the matter worse

FOP - it's time to demand city of chicago hire civilians to replace all the sworn officers assigned to secretarial assignments . We were hired as Police Officers not secretaries . Also let's reform disability pension , many officers are able to provide some type of work as an office boy to our command staff . Most of the officers are able to drive , sit at home , work as lawyers , business men etc .
Our commander of crime lab is in a wheel chair and works everyday.
Put him on pension board to review cases of officers on or applying for disability.

Putting the dicks back in uniform makes sense. Most of what they do can be done in uniform. The only thing that they can't do is play video poker and watch T.V. in the office. Mounted will be cut to minimal number needed to take care of horses. Commanders have already been asked what they need to maintain one watch/equipment. They did it to the pod unit, mailroom (got rid of 1st watches there)in the past and they are still operational. ERPS is also being looked at for cuts and to be run more efficient.

I just saw the McD-Bag interview on Chicago Tonight from 16 AUG. What a complete asshole. The interviewer however, used a poor example of how Constat fudges the numbers. He used sexual assaults as his example and McBlockhead jumped all over him. Maybe he should have used Agg Batt/Batt, Burglary/CTTP, Robbery/Theft, Murder/Death Investigation. I did notice McCarthy gettiing hot under the collar during this questioning. Then, when asked, he says he has no knowledge of the book "The Numbers Game", and tried to debase the authors by saying they were not with NYPD when Constat was being used.

I agree the rape example was a poor one, and he would have made a better point if he'd referred to Zekman's 'killing crime' investigation back in the day. Garry nearly snorted at him, the question was so easy to refute.
But McIwhisperSoYou'llLeanTowardMe was a little defensive and a lot evasive in that interview. All he did was keep repeating and deflecting.
Don't you think, if you're a big-city superintendent, you'd be VERY up to date on all things CompStat? Wouldn't you, at the very least, have someone updating you on all things CompStat? If IPRA can not come to a "Thumbs Up/Down" decision in 4 FN years, it is obvious that there is no case, there never was a case and there never will be a case against the accused.

Witnesses, both those against and for the accused can no longer be considered reliable. Some may incarcerated or dead.

Recent arbitrator's decision focused on the delay issue.

The cases should be closed and shredded. The IPRA staff should be called on the carpet to explain why they have not resolved a case in 4 years. Poop or get off the pot.

This has been tried. They hired civilians to work the desk and lockup and as district administrative manager. All except detention aid have been eliminated to "save money." With all the hiring to save money and then firing those same people to again save money an administration or two later I doubt we have ever saved any money.

Now the crossing guard supervisor position (civilian) has been shitcanned to "save money." Replaced by a police officer who makes double. How does this save money? Same with desk aids. Same with district managers. There was supposed to be only one PO in a front office. Then it went to two per contract. 019 has four.

Any time there is a new improved idea to save money you can bet the rent that it will be reversed a few years later under the guise of saving money.

Face it, the City never actually saves money. They just shuffle salaries around and all it ever does is give some exempt something to proudly point to as a reason to keep that person exempt and maybe they get a colorful ribbon or two.

As I was told so long ago, "It's all bullshit."

It will still be challenged as to the constitutionality of it.

They are trying to end around the state constitution and the only way to do that is to change the constitution itself.

The state constitution can only be opened for change once every 20years. It must be put to a vote of the populous.
Quinn tried to do this several years back while he was Lt. Govenor. The people of the state of Illinois voted it down because once they open the state constituion - ANYTHING in it can be changed to include legislative perks. The voters did not want them to have reign supreme.

So, bottom line is No Matter what the legislature does IT WILL BE CHALLENGED as to its constitutionality. This could take years and even decades in the courts.
