"Demotion" Lawsuit

Seriously?
  • Eleven police officers who claim they were removed from Mayor Rahm Emanuel’s security detail so officers who worked on Emanuel’s mayoral campaign could replace them have filed a federal lawsuit.

    In the suit filed in U.S. District Court in Chicago, the officers allege the city violated the 1983 Shakman Decree, which bars city officials from making political considerations in the hiring process.

    A spokesman for the city’s Law Department said the allegations are “baseless.”

    “Any claim that the selection of the mayor’s detail was based on political or other improper considerations is completely baseless and false,” department spokesman Roderick Drew said in a statement. “All decisions regarding the detail were made by then-interim Superintendent Terry Hillard, and neither the mayor nor his staff played any role in that process.”

We don't recall any tests or applications being handed out for these spots. Then again, we aren't part of the political circle jerk, so maybe we missed it. But we really don't see how a "promotion" granted on the basis of "political considerations" in the first place is a protected spot.

What, exactly, are the special qualifications of the complainants? I mean, besides "I know dis guy."

The sad part is they might get some good coin out of this lawsuit.

I didn't know that those spots were guaranteed. New mayor, new supt., you'd figure new detail guys. I really don't see what the issue is here. They had a great gig, they probably worked it forever, and then they lost it when a new regime came in. That happens. They should be happy that they had it for as long as they did.

That position is not a rank so you can't expect to keep it forever. The mayor has a right to choose his own staff and their qualifications. I agree with the city on this one. This suit is baseless.

Regular cop here . . . . no sympathy for those who made sergeants pay based on their clout. when your clout goes, so goes your sergeant's pay. be happy that all that time while you were shopping for bread for maggie, you made a bunch of money while some 9161 was working his/her ASS off in a shithole district chasing radio assignments.

there were never openings posted for that security detail, so the fact that you had to "interview" for it just means there were more cloutbabies than spots, so they had to weed some of you out somehow. now you're mad that you are back in patrol? or having to work somewhere else at the pay the rest of us make?

sorry no sympathy for those who got to see mount olympus and then got tossed out. it was a privilege not a right.

I'm pretty sure they will claim they were 'financially harmed' by losing the spots and that will be the basis for their case. (No, I'm not going to waste my time reading it.)

CHICAGO – Illinois’ unemployment rate increased again in July with the loss of thousands of government and hospitality jobs.

The Illinois Department of Employment Security said Thursday that the July unemployment rate hit 8.9 percent. That’s up from 8.7 percent in June and was the second straight increase after nine months of steady decreases.

Department Director Jay Rowell said the increase was expected since national unemployment continues to rise. Rowell added that declines in government employment are likely to continue.

The federal government last week said the U.S. unemployment rate increased a tenth of a percentage point to 8.3 percent.

Governments shed 7,900 jobs in July in Illinois, and leisure and hospitality employers cut 4,300 jobs. Manufacturers continued to add jobs and increased their employment by 1,700 positions.

When Fred Rice took over from Richard Brzeczek he dumped a lot of caucasion officers from Legal Affairs and other places. The Legal Affairs officers were all replaced by African American officers. The dumped officers all sued. Few got anything, one guy got around $60,000 and used part of it to buy a new Cadillac which he called his "Fred Rice Cadillac."

They are sueing because all the white and Hispanic officers were kicked off the detail while the black officer were kept. The commander told the guys they were getting booted because, "the color of your skin is your sin". This is all about reverse racial discrimination not being a cry baby. When the article was first posted it had a lot more about the suit in it. Overnight the article was edited to make it seem these officers were cry babies. I hope these officers get paid.

There are many units that do not require a test for entry. Narcotics, Fugitive, Legal Officer, etc.

OT It's time for CPD to reevaluate every officer on diability pension.
Commander of Crime Lab , Officer Mike Lappe are proud to serve CPD.It's time to put officers behind a desk or telephone and force able bodied officers to do the job they were hired for , patrol the mean streets of Chicago.
Most commander secretaries are politically connected and make the same money I do driving a beat car for shuffling papers and answering phones. Take police officers that are able to travel , run a business, sell cars , insurance etc and put them in the front office of a district or unit .
If CPD can get half of officers back to work that's enough man power to man a citywide unit .

The security detail under Jame Byrne sued and did settle for a lot of cash for overtime worked in which they did not put in slips until after they were transferred from the detail. However, this exempt position of security specialist is pensionable at sergeants pay. They would be smart to retire now if they have the time. Terry Hillard released a statement that every selection to the security detail was based on recommendation by the seciret service and no politics or clout was used whatsoever. LOL. After you pick yourself off of the floor with laughter you should ask the department for a copy of the announcement of the position. See what they say.

A quick story about a guy I know that worked on the detail.

First, he was in a specialized unit (SOS) in the late 90's and he was detailed to drive Superintendent Rodriguez. That job lasted only a few months before being moved to the Mayor's detail. He first started driving Daley's wife but then became one of the Richie's main guys.

Here's the crazy part--- his pay check was still always sent to SOS. Well, he had the desk guy always pull his check so no one would ever see it. But, even the desk guy takes days off. So, the full in desk guy copied the guys check and posted it. Well fuc him!!! This guy was not only making Sgt grade but he was doing about $5,000 a month in OT. He had grossed something like $187,000 and the year (1999) still had a few checks before 16Dec.

Obviously, he was pissed but he didn't get a lot of sympathy form the troops.

To make matters worse, he goes on to say he spends a ton of his own money buying food for the mayor (cause richie doesn't peel off a $20 and give a lunch order, he just says go get this...). Apparently, the city reimburses these whores for buying the mayor (and his family) food but it takes anywhere from 4-6 months to be reimbursed.

So, I don't have a lot of sympathy for these people. Fuc them!

Give Me A Break! I am retired now but was there when one of the po's in the "lawsuit" got the call. They worked the street for five minutes, and were working inside at the time, as they did for most of their short career. The call was from another po who worked inside and was now assigned to the detail. This po had no special qualifications, didn't even do a very good job inside. They were afraid of the street and wanted to make the money. This po and the others need to get over themselves and if they are afraid to do the job then quit. I hope they know in their heart this suit is completely wrong and makes them look ridiculous. And as the other poster said--noone will want to work with them!

recall yrs back when old man Daley took the cops away from the States Attny office and sent them to districts, they cried like babies and didnt know how to make out a case report, one guy in particular went to the old 006 and actually refused to get out of a car during a disturbance,sat and read a book on carpentry instead,this fool told ppl he didnt know that he fucked the job by living out in western burbs and when this genuis got caught he wondered why...

Well, to be fair, the spots aren't "guaranteed," however, something stinks in Sweden when all the WHITE guys get demoted and all the African Americans get to stay. If it were the other way around, the race card would be pulled and all hell would break loose. WHY can't these guys file a lawsuit when they were actually told by the commander, "Your skin is your sin" ????? Sounds like a racially charged move if you ask me. Why does racism and discrimination only work when those claiming perpetration against them are African American? There's no such thing as "reverse descrimination." Discrimination is discrimination. Good luck officers and I hope you win a ton of cash. If the African Americans can sue and win payouts then you should be able to as well. I'm sure all the firemen were thrilled when the African American candidates sued and got back pay and seniority when they couldn't even pass the test.

CHICAGO – Illinois’ unemployment rate increased again in July with the loss of thousands of government and hospitality jobs.

The Illinois Department of Employment Security said Thursday that the July unemployment rate hit 8.9 percent. That’s up from 8.7 percent in June and was the second straight increase after nine months of steady decreases.

Department Director Jay Rowell said the increase was expected since national unemployment continues to rise. Rowell added that declines in government employment are likely to continue.

The federal government last week said the U.S. unemployment rate increased a tenth of a percentage point to 8.3 percent.

Governments shed 7,900 jobs in July in Illinois, and leisure and hospitality employers cut 4,300 jobs. Manufacturers continued to add jobs and increased their employment by 1,700 positions.

The mayor is trying to lure tourists to spend money in Chicago. Perhaps the national coverage the city's rise in violence received this summer turned tourists away. World class city or not, people want the place they visit to be safe. They don't want to be struck by a stray bullet or be battered and robbed.

I think it's obvious why they were fired. It has less to do with race and everything to do with spoils and corruption. Mayors, especially corrupt machine city mayors are engaged in lots of shenanigans and Chicago is the model corrupt machine city. Real cops shouldn't be on the personal security detail. They see too much, the mayor would be out of office in the first few hours of his/her term.

London complained of the same issue regarding the influx of tourist and tourist $ with the olympics. Most businesses did not make money and many lost revenue. Must be global.

Just because they carried his coffee, stood on stage, or passed out buttons, does not make them a security expert. If that is how they were selected, then that was wrong no matter how you look at it.

So part of the problem is that they kept black PO's on the detail but got rid of the rest? I count 5 maybe 6 PO's of Irish lineage on the demoted list. I don't see and Polish, Serbian, Croatian, Greek, German, Lithuanian names on the demoted list. Maybe they should sue also for not having a chance at the detail (sarcasm).

Just for those wondering what these mayoral guards get is a 5000 dollar check for Uniform Allowance because they wear suits..........actually I think it's around 7000 bucks now a days and it's usually paid all at once the first year you are assigned to the detail.

I believe that they were dumped based soley because of skin color. It has been in practice for years on this job especially tact teams. When they need to bring someone on tact they usually dump the same etnic person. The should sue based on the fact they were dumped by the color of their skin and not their performance.

I could kick myself for not filing lawsuits and getting extra retirement monies. Had numerous blatant discriminating and harassing incidents happen to me on this job over my 30 years. Most with witnesses. I never thought of filing a lawsuit, maybe said it, but never did it. I thought we cops are supposed to get even with the discriminating mthr fker thru use of clever slick tactics and just ruin the mthr fker's life.

I believe Carol Weingart's dad was a great old school Robbery Detective and later a very good sergeant to work for. I know nothing about connections to Daley but I worked for her dad and he was the real deal.

A robbery dick back in the days when an arrest warrant for armed robbery was like having a double zero license as in 007.

Some might say that dumpees' assignment to the detail was a violation of Shakman in the first place. I mean, what were their qualifications for the position and why wasn't the average P.O. allowed to apply for the gig? I can't speak on the racial discrimination issue, but who they are related to or who they know definitely got them that detail. And please don't talk about how highly skilled they are. I've seen them in action. If I were Rahm I'd hire professionals. And that includes the officers who were retained.

Soto was on "the detail" for less than 6 months and now he's suing? He was a part time phone answer boy before that and when guys started bailing/ retiring they put him in a suit. That lasted a few months until Rahm took over and now the little bitch is suing?? Really??

I work in mass transit with John, Carol and Rich. Rich is one of my partners and he nor anyone else has complained about anything. Know the facts before you comment. I don't know about clout, maybe more right place right time. John didn't make a call to get to tact he did like anyone else that wants to go to the tact team, he went and spoke to the commander. Rich and Carol are on the 3rd watch and I have worked with both of them. Both are good people and I have enjoyed working with both of them. To get dumped because you are the wrong race no matter what race is illegal and your rights are protected by law. I personally would not want to be on the mayors detail for this mayor or the last one, not that anyone would really want to kill them so the detail is more a waste of resources than anything else. I hope they get what they are entitled too, but to say things about these officers because they had a spot you may have wanted is wrong. Find out the merits of the case and then judge.

You should look into the details. When you tell someone "sorry but you're the wrong skin color" - THAT is BIG-TIME lawsuit - AS IT SHOULD BE.

Reverse-discrimination suits should be thrown at ANY organization because they probably have more merit than the regular discrimination suits.

If the commanding officer was dumb enough to say it - then the city is liable. It also shows that this person maybe wasn't the brightest one to promote to commander - another problem in Clout City.

Bad deal for the taxpayers,(still another problem in Clout City) but how many "discrimination" suits had to be paid out in the ghetto lottery?

PLUS- this is an educational lawsuit. It shows those who think "discrimination" can only happen to them, can happen to everyone - and then - EVERYONE is entitled to damages - even white people.

If I were Rahm and I were intent on screwing Police out of their hard fought benefits and pensions the way Rahm is doing to us I surely wouldn't want those same employees guarding me and my family.

I agree, he's a nice guy who's daddy was a Lt. which is precisely the point. Merit should not be about your lineage it should come down to taking a test and passing it fair and square. For those who argue, some people are not good test takers, thats the worst argument I've ever heard.

The city would be on the hook for a great deal more if collectively current officers sued for not being given the same promotional opportunities as those who have clout, or that paid someone to get their name submittted. With very few exceptions, unless your connected, the rank of Lt. and above is unattainable for most under this current "Merit" system.

Yeah, this Thompson called my district once for the w/c and when I asked who was calling (per the w/c's wishes) he copped a real attitude in calling himself "commander". When I told someone and they said he's just a blue shirt I was floored! What a stroke.

Really he's more of a stuffed shirt than a blue shirt but yes his civil service rank is patrolman. His paycheck is a Commanders paycheck though.
