Downgrading Crime

Whispers of a rumor.

One or more detectives areas are reaching out to recontact the victims of burglaries.

Not for follow up, but in order to reclassify crime as "unfounded" and reduce burglary numbers.

This would appear to be an attempt to alter history and may tie into doubts being expressed on the East Coast about the validity of CompStat numbers.

Pam Zekman's "Killing Crime on Paper" expose on Channel 2 was a great thing in the early 1980's.

It meant we did't have to lie anymore and as a new Detective that was wonderful.

Too bad they won't do that again.

It is the express job of some detectives to go back and UNFOUND burglaries that have been SUSPENDED.

When det's can't reach a victim, a letter is sent. The case is suspended.

Detectives have been assigned to now UNFOUND those cases.

I've got one case that landed in my lap (long explanation).

The det. XCC the case because he couldn't reach the victim--narrative was something like 'lack of victim cooperation indicates an unwillingness to prosecute.'

Bingo. XCC--Victim refused. No crime.

Supposedly, the det's are unfounding 100's of cases....in reverse no less.

Well, um, they are. And who do you think the det's are who are doing it? The ones that aren't busy...who landed in cushy districts. Who have time to shop, and have lunch, and unfound cases. Who want to stay in those spots--on orders from commander/lt/sgt to do it, who don't want to lose THEIR spots.

Disgusting.

I don't unfound shit--unless it's a dupe to another RD. And then it has to be staring me in the face.

It's not my job as a det. to manipulate crime stats.

Time for Zekman to take another look.

I don't understand why beat officers improperly classify Burglaries in the first place. By following the law and the FBI UCR handbook, you have the backup to properly classify a crime. They can't give you an illegal order. Tell the sergeant to change it if he doesn't like it. Then there is a computer record of who changed the classification.

This is what is done when lazy beat guys refuse to canvass, go into the station for an hour on a two sentence report then go to lunch. The dets have nothing to follow up on and suspend most burglaries from their desks never performing any investigatory function. The clearance rate published below 15% has to be the worst in the country. Unless an E.T. gets prints or a witness comes forward most cases go unsolved. No one bothers to check pawn shops versus property data base to solve crimes, too much leg work. Lazy.

I am detective and this is not happening. It's just not. If any type of case is reported incorrectly, it gets reclassified. Nobody in dic division is "killing crime". The ones who are concerned with crime rates and increases in crime are district commanders and 35th St. Areas investigate crimes that have occurred and are not responsible for crime prevention or reduction.

Keep in mind that the average Summary Detective (paper pusher) contacts 40-50 victims during a tour of duty. Those not available after the second phone try are sent a form letter. If the victim does not contact the Det. The case is Suspended. Case Management Detectives contact the same number of victims. If the victim doesn't want to pursue charges the case is administratively closed. Cases cannot be automatically Unfounded if something happened. The street enrage street cop has no idea what's involved, and most wouldn't want the job.

it's all about dismantling a major city police department and being the first to adopt the new "federal" police model.

CPD will be allowed to embarass itself repeatedly along with Mayor Ratshit's deliberate decimation of manpower which allows for the skyrocketing crime effect.

All part of the plot to follow Camden NJ into disbanding the police department and foisting this crime ridden shithole off on the entire county of Cook. That's EXACTLY what Escumuel's been angling for since he got here... "partnering" with Cook County my fucking ass! It's about foisting off Chicago's problems on the rest of the county, making the ENTIRE county pay for Chicago's scum.

Wait for it, it's coming Cook County.

There is no G.O on unfounding cases that I could find. If you've got it, please post the order number, because I've been looking for it. I found some guidelines, but can't find where it came from.

Are you SERIOUS? FOLLOW-UP? I'm assigned so many cases per day I'm lucky if I can make the phone calls! We stopped doing 'INVESTIGATORY FUNCTIONS' a loooooong time ago.

It's call and suspend. Det's are chained to computers, not out doing investigations. No f*cking time. None. Never even get to EAT lunch let along GO to lunch. It's running a million miles an hour from the time you hit the door.

There are few reasons to unfounded a crime and lack of victim cooperation is not one of them.

A case cannot be exceptionally closed unless the offender is identified.

This is simply not happening in any Area.

Area 4 robbery lt a few years back was unfounding robberies.

I have a nephew who want to do a Master thesis on the history of crime reporting inthe USA.

The professor said good luck with that as he believes no RELIABLE source of crime stats exist from and large urban cities.

Sometimes, a report comes in that is incorrectly classified. I blame the Patrol Sgt's approving these. As a dick I will change the classification to the proper UCR. I could not care less about crime stats and would never downgrade a report for stats. I don't know any dicks that would do that. I have never been asked to downgrade classifications. The only time I do it is when it's it's totally legit.

Example: assault report: woman walking down the street said that somebody drove by and said "nice dress" Yes. Actuall report.

Reports like this are not common but do come across my desk at a higher frequency the past few years.

Unfortunately, the prevailing attitude in patrol is that you will never get in trouble for doing paper. Lots of paper generated for jobs that used to be coded years ago.

I'm not blaming street cops but I am blaming Sgt's for the lack of leadership. It also hints at a possible lack of confidence, street skills, knowledge and the fear of litigation that some officers may have. Again a failure of leadership and a feeling of lack of support (real or percieved) from that leadership bears most if not all of the blame.

Not trying to oversimplify the situation or put the blame on patrol. Or even Sgt's. It's higher up and wider than that.

Anyway, I'm just a dick, what do I know?

The burglaries are brutal in Chicago. Absolutely nothing to go on, but I don't blame the beat guy for no canvas. The neighbors never see anything anyway. Patrol being required to do a canvas is new anyway. Never used to be that way. And I'll add this. 90+% of the victim's never call you back - they don't help/care whatsoever. I'm not gonna beg them

And one last thing - sorry, I will reference New York - the NYPD, from what I understand, puts the onus on the victim to contact the detective (opposite of here). And I believe (but am not sure), if the victim sits on his hands, the case is UNFOUNDED, or SUSPENDED automatically (and only re-opened if victim reaches out). We can't do magic here. No witnesses = suspended.

If you cant catch the offenders in the numerous current crimes in Chicago, then does it make sense to go back to try and bullshit clear up or Unfound a crime that occurred long ago? It's like you have a sinking boat with numerous holes in the hull, but instead of trying harder to seal the holes to keep the boat from sinking, they go and buy some nice colored paint, to make the boat look real good as it slowly sinks to the bottom of the Lake.

If they cant do their jobs effectively, send em back to Patrol, and find some people who can. Detective work is not for everyone.

Lunch, for detectives, has deteriorated to the same as for patrol; drive-thru food, or a mass order for food that someone picks up on the way in from a job. Long, leisurely lunches aren't possible for anyone but the boss these days.

And, if you're going to critique, then learn the difference between canvas, which is what contractors protect floors with, and canvass, which is a door-to-door search and/or interview process in a designated area.
